S_ID PASS-28 — Idaho ordinary civil appellate records and transcripts
Fresh public-source access date: October 28, 2026, America/Los_Angeles.
Scope: Preparing, designating, paying for, certifying, settling, transmitting, retaining, and correcting the record in ordinary magistrate-to-district and higher civil appeals. This is not a record request, transcript order, filing packet, or assessment of an actual appeal.
Evidence disposition
The official current-published appellate, civil, administrative, and electronic-filing rules were recovered and read to the bounds recorded below. Necessary statutory provisions were recovered as 2025 secondary reproductions after the relevant official statutory routes failed.
A 2025 legislative mirror was read for the amendment affecting § 1-1105. It is introduced-version evidence with reported passage history, not a recovered final official act. The original administrative order replacing ICAR 40 initially returned PDF metadata but no text; the page-image requests failed. The replacement rule’s current official HTML body was read, but the original order was not.
Earlier findings, provenance, C033/C035, and all other holds remain unchanged. P27’s unreviewed merits are not used as premises.
Principal findings
The two record routes differ materially. Rule 83 ordinarily uses the magistrate court’s official file and a transcript-settlement period measured from mailing of the lodging notice. Higher appeals use a designated clerk’s record and a settlement period measured from service of the record and transcript. [C003–C012, C024–C026.] (Idaho Supreme Court)
There is no standard civil transcript under IAR 25(c). Particular proceedings must be designated. By contrast, IAR 28 identifies a standard civil clerk’s record, which does not automatically include every potentially relevant motion, affidavit, instruction, or exhibit. [C013–C017.] (Idaho Supreme Court)
The current Rule 24 page-count brackets leave exact estimates of 100 and 500 pages unassigned by their literal inequalities. The rule also contains numbering cross-references that no longer match the displayed subdivisions. No missing deadline is invented. [C019, C049.] (Idaho Supreme Court)
A recording, a log, a certified transcript, a designated appellate record, and a publicly accessible copy are different legal objects. Neither designation nor appellate transmission automatically removes confidentiality or makes every assertion in the material admissible or true. [C029–C030, C039–C040.] (Idaho Supreme Court)
1. Reviewed reuse and newly authenticated scope
Labels used below:
- O — Official body read: current-published rule or other official publication.
- P — Provisional statute: dated secondary statutory reproduction.
- L — Legislative-version evidence: a bill version and reported history, not a recovered final official enactment.
- H — Held: an indispensable currentness, history, incorporation, construction, or application question remains unresolved.

1.2 Route and item definitions
| Route or object |
Governing structure |
Important distinction |
| Ordinary magistrate-to-district appeal |
IRCP 83(f)–(l) |
Ordinarily appellate review on the record, not automatic trial de novo. |
| District-original decision to higher court |
IAR 24–31, necessary notice/designation rules, and electronic-filing rules |
Designated record and proceedings, not the entire litigation history by default. |
| District-appellate decision to higher court |
Same higher-record rules, with magistrate materials expressly addressed in IAR 28/31 |
The prior appellate briefs and magistrate transcripts have defined treatment. |
| Court of Appeals assignment |
IAR 101/110 |
The appellate rules and Supreme Court clerk structure continue; assignment does not require creation of a different underlying trial record merely by label. |
| “Transcript” under IAR 2 |
Reporter’s transcript |
Not every recording, log, statement, or document. |
| “Record” under IAR 2 |
Clerk’s or agency’s record |
Agency procedure is not completed here. |
| Original small claims |
Separate special rules |
Ordinary record-based review is not imported into the original small-claims/de novo route. |
| Brief or appendix |
Separate appellate submission |
Inclusion in a brief does not automatically place new material in the settled record. |
| Public-access copy |
ICAR 32 and related rules |
Access status and appellate-record inclusion are separate. |
[C002, C013, C028, C039.] IRCP 1 and IAR 1–2 preserve different scope definitions; IAR’s “district court” definition excludes the magistrate division. (Idaho Supreme Court)
2. Magistrate-to-district record
2.1 Review method and unavailable-record branches
Rule 83(f) supplies three distinct structures:
| Branch |
Required condition and source-stated consequence |
| Ordinary record-based review |
Unless otherwise ordered, the district court hears an appellate proceeding and a transcript is prepared under Rule 83(g). |
| Law-only review without transcript |
The court must identify the legal question and enter the prescribed order concerning the record, briefs, argument, and briefing date. |
| Review by listening to or viewing the electronic record |
Requires a court determination and an order specifying that method, a review period, and the briefing date. |
| Party requests a transcript despite a no-transcript order |
The court must, on the stated motion, order preparation at that party’s cost and require estimated payment within fourteen days of order entry. |
| Record inadequate for appellate review |
The court must order trial de novo or remand. |
[C003–C006.] An electronic-review order does not transform the underlying recording into the “official transcript” defined by ICAR 27. An inadequate-record finding is not presumed merely because a transcript was not designated. (Idaho Supreme Court)
2.2 Clerk’s record and transcript responsibilities
| Item or act |
Actor and rule |
| Clerk’s record |
The official court file, including minutes, orders, and exhibits offered or admitted. |
| Original-file return |
After the appeal is determined and the time for higher appeal has expired, the original file returns to the magistrate division with the district disposition. |
| Transcript estimate |
Appellant pays for the original and two copies within fourteen days after notice-of-appeal filing, subject to lawful exemption. |
| Private transcriber |
Agreed compensation may apply, but taxable per-page cost is tied to § 1-1105. |
| Preparation |
Transcriber lodges within thirty-five days after estimated-fee payment, unless the district court grants a good-cause extension on the transcriber’s application. |
| Certification |
Transcriber examines and certifies in substantially the Appendix B form. |
| Format |
Same form and arrangement as transcripts for Supreme Court appeals under the IAR. |
| Deposit notice |
Receipt and Notice of Transcript Deposit, with the stated appointed-counsel/waived-fee exceptions. |
[C007–C009.] The standalone Appendix B certification form was not opened. Its reference does not establish that a generic unsworn copy or unapproved transcript is certified. (Idaho Supreme Court)
2.3 Settlement, transmission, and augmentation
| Stage |
Rule 83 relation |
| Lodging notice |
Trial clerk mails or delivers notice; original transcript retained. |
| Party copy |
Balance-payment and joint-use conditions apply. |
| Objection |
Twenty-one days from mailing of the notice. |
| Objection determination |
Trial court decides in the manner of a motion. |
| No timely objection |
Transcript deemed settled. |
| Transmission |
Clerk files the record, transcript if any, and offered/admitted exhibits within seven days after settlement, or seven days after receipt of a no-transcript order. |
| Underlying recording |
Need not be forwarded unless the district court orders it. |
| Augmentation |
District-court motion within twenty-one days after filing the settled transcript and record, using the IAR procedure. |
| Separate transcript copy |
Rule 83(l) states $1 per page. |
[C010–C012.] The published notice clause permits mailing or delivery but states its objection trigger in terms of mailing. The effect of delivery-only or electronic notice is not resolved by inventing a replacement trigger. The Supreme Court’s separate $2 augmentation charge is not automatically imposed on a district-court Rule 83 motion merely because procedure is incorporated. (Idaho Supreme Court)
3. Higher appellate record: designation and composition
3.1 Transcript designation
IAR 25(c) states that civil appeals have no standard transcript. Requested proceedings must be identified by the generic categories required in the rule: reporter, date and title of proceeding, and estimated pages. No actual identifying information is sought here.
IAR 17/18 and 19 address the original, cross-appellant, and additional designations. Their older references to a “standard transcript” cannot be used to erase IAR 25(c)’s civil rule. [C013–C014, C016.] (Idaho Supreme Court)
3.2 Standard civil clerk’s record
Unless limited through the permitted designation, IAR 28(b)(1) automatically includes the following categories:
| Category group |
Items |
| Case and confidentiality structure |
Register of actions and orders sealing any portion of the record |
| Pleadings |
Original/amended complaint or petition, answer/response, counterclaim, third-party claim, crossclaim, and answer/response to counterclaim |
| Trial/disposition |
Verdict, findings, conclusions, memorandum decision, judgments and decrees |
| Exhibits |
List of all offered exhibits, whether admitted or not |
| Appellate materials |
Appeal/cross-appeal notices, briefs from the magistrate-to-district appeal, additional-record requests, reporter lodging notice |
| Navigation |
Table of contents and index |
[C015.] Summary-judgment motions, affidavits, jury instructions, and other relevant items are not all included automatically. IAR 28(c) permits designation of additional written material filed or lodged below, including the listed considered materials. No actual document’s inclusion or relevance is determined. (Idaho Supreme Court)
3.3 Additional designations and cost responsibility
| IAR 19 branch |
Timing and responsibility |
| Appellant requests less than the standard clerk’s record |
Respondent’s stated request period runs from notice filing or an amended notice reducing the request; appellant ordinarily pays the specified estimate unless otherwise ordered. |
| No transcript requested |
Respondent may request one under the stated period and ordinarily pays its estimated cost. |
| Additional material beyond the standard request |
Respondent requests and ordinarily pays, subject to order and later cost taxation. |
| Preparation |
Incorporated into original record/transcript if reasonably practicable; otherwise a supplemental record/transcript is permitted. |
| Irrelevant material increasing expense vexatiously or unreasonably |
Court may deny excessive costs and/or impose monetary sanctions after notice and opportunity to respond. |
[C016.] The complete relied-on periods are in Section 12. A later cost award is not assumed from who initially pays. (Idaho Supreme Court)
3.4 Statements, recordings, and exhibits
| Material |
Rule-based location |
| Statement/deposition read into the proceeding |
Reported as part of the designated testimony under IAR 25. |
| Statement/deposition not read but admitted or considered |
Not automatically transcribed as testimony; may belong in the designated clerk’s record. |
| Sworn recorded testimony played during the proceeding |
IAR 25(g) provides its reporting treatment. |
| Requested civil documentary/chart/picture exhibit |
Lodged under IAR 31 if offered or admitted, subject to protected-material conditions. |
| Other physical exhibit |
Generally retained below unless Supreme Court orders otherwise; designated photographs may be forwarded. |
| Records/transcripts filed below; magistrate transcripts |
Expressly addressed by IAR 31(a)(2)–(3). |
| Audio/audiovisual recording offered or played |
Expressly addressed by IAR 31(a)(4). |
| Withdrawn exhibit |
Remains identified on the exhibit list, with withdrawal noted, but is not retained under ICAR 71(b). |
| Rejected exhibit |
Listed and retained unless return is ordered. |
[C017, C027–C028.] Offered, admitted, rejected, retained, designated, lodged, and publicly accessible are not synonyms. Appellate inclusion does not adjudicate admissibility or truth. (Idaho Supreme Court)
4. Preparation, format, and certification
4.1 Higher transcript preparation periods
IAR 24 uses Supreme Court notification to the reporter, not estimated-fee payment, as the event for its ordinary preparation periods:
| Published branch |
Stated period |
| Estimate less than 100 pages |
Thirty days |
| Estimate more than 100 but less than 500 pages |
Sixty-three days |
| Estimate more than 500 pages and reporter expects more than sixty-three days |
Proposed completion schedule/motion; court determines due date |
| No written anticipated-length summary |
Thirty days |
[C019.] The literal brackets do not assign an estimate of exactly 100 or exactly 500 pages. The more-than-500 branch also has the additional-time predicate. Those gaps are held, not filled with an assumed deadline. (Idaho Supreme Court)
Rule 24(d), (e)(3), and (f) also retain cross-references that do not match the displayed placement of the estimate and preparation provisions. The source register records that issue without silently renumbering the rule.
4.2 Reporter and clerk have different certifications
| Certification |
Required relationship |
| Reporter, IAR 26(o) |
At the end of each volume, certifies actual reporting or lawful designation, accuracy to best ability, and inclusion of all designated material served on that reporter. |
| Reporter lodging notice |
Lists all assigned transcripts lodged by that reporter; cannot be filed as complete while that reporter’s other assigned transcripts remain unlodged. |
| Clerk, IAR 28(f) |
Certifies true/correct copies of the material required and designated for the clerk’s record. |
| Exhibit certificate, IAR 31(c) |
Identifies material lodged and material retained; states when nothing was lodged. |
| Service certificate, IAR 28(h) |
Certifies the date the record and transcript record were served. |
| Rule 83(g) transcript |
Requires the particular transcriber certification in the referenced Appendix B form. |
[C009, C022–C023, C027.] Reporter certification does not substitute for the clerk’s certification, nor does certification prove substantive debt facts. (Idaho Supreme Court)
4.3 The 2026 electronic transcript record
IAR 28(g), in the current published text, requires the clerk to compile an electronic transcript record after all assigned reporters’ transcripts are lodged. It is chronological by proceeding date, bookmarked by transcript with the date, and consecutively paginated throughout.
That clerk-compiled record is distinct from the reporter’s separately certified proceeding volumes and from the clerk’s documentary record. [C022.] (Idaho Supreme Court)
IREFS 20 requires electronic transcripts and the electronic clerk’s record, with the stated hard-copy and large-file alternatives. Older hard-copy election/default wording in IAR 18/19 is not treated as authorization for a higher appeal containing only a paper transcript contrary to that electronic rule. [C021–C023, C036.] (Idaho Supreme Court)
4.4 Format is part of the legal record structure, not a prepared product
IAR 26 governs separate proceeding volumes, page arrangement, indexing, reporter certification, and hard/electronic formats. IAR 28 governs chronological document arrangement, every-page numbering, bookmarks, and clerk certification.
The exact source quantities are registered in Section 12. No caption, index, certificate, transcript, or electronic record was prepared. The technical electronic-filing guide and linked Appendix B forms were not opened because their available links used the excluded API route. [C022–C023, C036, C049.]
5. Fees, estimates, deposits, and waivers
5.1 Distinct monetary instruments
| Charge or estimate |
Source and condition |
| Transcript statutory page charge |
Reproduced § 1-1105 states $3.25 per page, in the Supreme Court-prescribed style/copy arrangement. |
| Higher transcript estimate |
Reporter’s written estimate; if absent within two days after conclusion, $200 is the provisional estimate until the actual estimate is supplied as stated. |
| Higher clerk-record estimate |
If absent under the rule’s two-day condition, $100 until actual computation. |
| Electronic clerk’s record |
$0.65 per page, under IREFS 20 and IAR 27’s electronic branch. |
| Additional record on CD |
$20 under the stated rule. |
| Requested paper-record package |
IAR 27 separately states $1.25 per page plus actual cover cost, including its specified copies; extra paper copy $0.50 per page. |
| Additional electronic transcript copy after original paid |
$20 under IAR 24(b). |
| One hard transcript copy for each party |
IREFS 20(c)(1) permits it at no additional cost. |
| Rule 83 separate transcript copy |
$1 per page. |
| Supreme augmentation-record preparation |
$2 per page, with an order fixing the required amount. |
[C008, C018, C021, C031.] These are not automatically cumulative. A deposit is not a flat final fee; a copy entitlement differs from an additional-copy charge; waiver, private-transcriber compensation, and taxable-cost rules have separate conditions. (Idaho Supreme Court)
The 2025 statute amendment did not visibly change the $3.25 figure
The read S1181 introduced text retains $3.25 and changes the payer in the specified criminal-indigency proviso, with technical changes. Section 8 states July 1, 2025 effectiveness; reported history identifies chapter 329.
This is not a final official act, and its criminal-payment provision is not ordinary civil transcript funding. [C032.] (Legislative text mirror)
5.2 Deposit and preparation events
| Route |
Required event |
| Higher reporter transcript |
Before notice filing, service on the reporter and payment of estimated fees to the designated clerk/reporter recipient under IAR 24. |
| Higher clerk’s record |
Estimated fee upon notice filing or within three working days thereafter. |
| Higher clerk preparation |
Ready for service within twenty-eight days after notice filing; retained pending completion of the transcript where required. |
| Ordinary magistrate transcript |
Estimated fee within fourteen days after notice filing; preparation period runs from estimated-fee payment. |
| No-transcript magistrate order followed by transcript motion |
Moving party’s estimated payment within fourteen days after order entry. |
| Deposit receipt/notice |
Stated receipt and Notice of Transcript Deposit duties, with appointed-counsel/waived-fee exceptions. |
| Clerk-held transcript funds |
Held and paid to reporter upon the rule’s lodging event. |
[C008–C009, C018, C024.] Filing an appeal, paying a transcript deposit, lodging a transcript, serving a settled packet, and filing the record in the appellate court are distinct events. (Idaho Supreme Court)
5.3 Waiver is not established by a label or request
IAR 24(h) and 27(e) distinguish nonprisoner and prisoner statutory branches. They require the request with the notice and incorporate the IAR 23(c)–(d) processing method. Their district-court waiver language and incorporated recommendation/Supreme-review process must both be retained.
| Branch |
Complete material limit |
| Nonprisoner, § 31-3220 |
Court finding after the prescribed affidavit/inquiry; written frivolous, malicious, or bad-faith finding bars the stated initial waiver. |
| Appeal transcript/printed record |
After the statutory showing, the court may direct payment from the county district-court fund. |
| Later consequences |
Retroactive payment and eventual costs remain possible under the specified findings. |
| Prisoner, § 31-3220A |
Separate defined status, financial showing, payment, inability, false-information, and dismissal provisions; not a blanket waiver. |
| Public actors |
Sections 67-2301 and 31-3212 have actor, service, and official-duty conditions. |
| Filing-fee automatic categories |
IAR 23(e) and IRCP 10.1 concern filing fees. IAR 24/27 do not expressly incorporate subsection (e) as a universal transcript/record waiver. |
[C033–C035.] No affidavit, account information, representation category, public-actor status, or eligibility was requested or evaluated. (Justia Law)
The prisoner statute’s percentage-payment provisions refer expressly to the identified filing fees. They are not applied as a numerical transcript-price formula. Its complete body was read to preserve its qualifications; a full prisoner-litigation component is not claimed.
6. Settlement, correction, omissions, and delay
6.1 Higher-route settlement
| Step |
Responsible actor and condition |
| Reporter completion |
Lodge electronic transcript and the required lodging notice. |
| Complete record and transcript |
Clerk serves the parties electronically, with the stated large-file CD alternative. |
| Objections |
Twenty-eight days after service; objection accompanied by hearing notice. |
| Resolution |
Originating court settles as prescribed; IAR 29 permits the stated written agreement/no-objection exception to a hearing. |
| No objection |
IAR 29 supplies deemed settlement. |
| Stipulation |
All affected parties may stipulate to settlement. |
| Appellate filing |
Clerk files the electronic transcript and record within seven days after settlement. |
| Appellate clerk notice |
States filing date and briefing dates; full briefing practice remains separate. |
[C025–C026.] This does not use Rule 83’s mailing-based twenty-one-day period. (Idaho Supreme Court)
6.2 Augmentation and deletion
IAR 30 permits a motion before issuance of an opinion, with specific grounds and either a legibly file-stamped document or a record/transcript citation showing presentation below. An untranscribed-proceeding request has additional identification, estimate, and reporter-service requirements.
The opposing period is fourteen days after service. Oral argument requires an express order. Stipulation still requires the court’s order. A motion does not automatically suspend appellate proceedings or briefing.
The augmentation order fixes the preparation fee; nonpayment within its fourteen-day period results in denial of augmentation under the rule—not automatic dismissal of the entire appeal. [C044.] (Idaho Supreme Court)
Correction or augmentation does not authorize new evidence, revision of the judgment, or a finding that omitted material proves error. Those are separate questions.
6.3 Missing, indistinct, or unavailable material
| Problem |
Read authority supplies |
Exact hold |
| Indistinct recorded words |
ICAR 25 requires indication of unintelligibility rather than guessed words, followed by settlement procedures. |
No reconstruction or wording inferred. |
| Inadequate magistrate record |
Rule 83(f)(3)’s de novo/remand choice after judicial determination. |
No automatic new trial from any omission. |
| Higher settled record omission |
IAR 30 augmentation/deletion procedure. |
Not an unrestricted narrative substitute. |
| Need for limited lower-court proceedings |
IAR 13.3 permits good-cause temporary remand before opinion, within the remand’s scope. |
No actual remand or new-evidence authority. |
| General statement in lieu of missing transcript |
No complete substitute-statement rule was authenticated in the relied-on provisions. |
Exact further authority/construction remains required; no universal absence-of-remedy conclusion. |
[C045.] (Idaho Supreme Court)
6.4 Extension, overdue work, and noncompliance
IAR 24/27 and ICAR 29 require Supreme Court extension motions at least five days before the preparation deadline, unless good cause supports late filing. The Rule 83 route instead places its preparation-extension decision with the district court on the transcriber’s good-cause application.
When a higher-route transcript is fourteen days overdue, the specified clerk notifications and administrator response are required. The listed corrective/disciplinary choices remain conditional; no actual fault or sanction is found.
Rule 83(m) and IAR 21 distinguish notice-of-appeal jurisdiction from other steps. Record-related failures may support an appropriate sanction, including dismissal, but are not all automatically jurisdictional. IAR 19’s excessive-record sanction requires its cost-increase finding and notice/opportunity to respond. [C020, C046.] (Idaho Supreme Court)
7. Recording, certification authority, custody, and retention
7.1 Recording is not certification
| Material |
Read authority |
| Magistrate proceeding record |
ICAR 25 requires the prescribed verbatim record or recording and related log/custody safeguards. |
| Party-requested stenographic recording |
Reproduced § 1-2212 has its separate request/cost relationship. |
| Private magistrate reporter |
ICAR 25’s experience, certification, filed-notes, and transcription obligations apply. |
| District official transcript |
ICAR 27 distinguishes a certified reporter’s transcript from a clerk-controlled certified transcription of an electronic recording. |
| Realtime display/raw recording |
Not, by itself, the official transcript under ICAR 27(d). |
| Preliminary automated speech-to-text |
Current ICAR 32’s specific access exclusion applies absent the stated order; no official-transcript status is inferred. |
| Log |
A record-navigation tool, not a complete transcript. |
[C029–C030.] Qualification under ICAR 21, §§ 54-3101/54-3104, and the applicable oath/certification rules remains a legal predicate. No person’s authorization or competence was investigated. (Idaho Supreme Court)
ICAR 21’s temporary-certificate application and examination periods are recorded below, but the full licensing Act and administrative credentialing regime were not completed.
7.2 Exhibit custody and reclamation
IAR 31 requires the clerk’s lodged/retained exhibit certificate and ordinarily coordinates lodging with the transcript and clerk’s record. Original exhibits are generally returned ninety days after final appeal determination, while documentary electronic copies are retained, unless the court orders otherwise.
IAR 31.1 permits discretionary reclamation during appeal with substitute-copy, bond, and return conditions. ICAR 71 has separate dangerous/bulky-item, photographic-substitution, preservation, and later-production conditions. [C027, C043.] (Idaho Supreme Court)
A photograph, return order, or retained list does not automatically replace every required original for all purposes.
7.3 Trial and appellate retention are different
| Record class |
Current published relation |
| Ordinary civil trial file |
ICAR 37’s minimum one-year period runs from the latest stated appeal/postappeal event, with designated core material preserved. |
| Recordings, stenographic records, logs |
Five-year hearing-based branch, with express earlier-disposition and settled-transcript qualifications. |
| Trial/hearing exhibits |
Specified ten-day notice after the latest finality event; special provisions remain. |
| Historical Society notice |
ICAR 37’s ninety-day condition, with written-no-interest and sealed-material exceptions. |
| Appellate nonpermanent civil file |
Current ICAR 40: ten years from remittitur, or closure if no remittitur. |
| Appellate permanent categories |
Enumerated categories and clerk/court significance determinations remain permanent. |
| Appellate physical copies |
Electronic-copy preservation and, for permanent records, the specified 120-day Historical Society notice condition. |
[C041–C042.] Minimum retention is not a command to destroy immediately afterward, a public-access entitlement, or permission for a party to dispose of evidence. (Idaho Supreme Court)
The current ICAR 40 footer reports replacement effective August 26, 2025. The linked original order was not readable; that historical limitation remains.
8. Confidentiality, redaction, electronic acts, and counting
8.1 Appellate inclusion is not public release
ICAR 32 governs public access and controls conflicting access provisions. Court-record definitions include relevant electronic and physical material. Party access, public access, court custody, sealing, and privilege remain different.
The standard clerk’s record includes sealing orders. Necessary protected material does not become public merely because the record is transmitted to an appellate court. IREFS 6–7 require separate treatment of protected attachments and preserve judicial review of claimed confidentiality. [C039–C040.] (Idaho Supreme Court)
IRCP 2.6 and IREFS 15 place the stated redaction responsibility on the filer, including material later becoming public, while preserving their exceptions and protected unredacted/reference-copy mechanisms. The clerk does not undertake a universal redaction audit.
No personal identifier, private record, sealed material, or reference list was inspected or constructed. Privilege and full confidentiality law remain open.
8.2 Filing and service events
| Event |
Applicable distinction |
| Electronic filing |
Submission, receipt, acceptance, error queue, and accepted filing-date relation are governed separately. |
| Rejection |
Corrected resubmission and relation-back request have their own three-business-day condition. |
| Technical receipt failure |
Seven-business-day resubmission and satisfactory-proof branch; no actual failure presumed. |
| Electronic service |
The specified system transmission constitutes service; a courtesy copy is not equivalent. |
| Party electronic service after 5 p.m. |
Rule 17(h)’s one-additional-day relation applies within its scope. |
| Court service |
Rule 18 has separate registered-user and conventional-service duties. |
| Higher appellate mailing |
IAR 20’s treatment of non-notice appellate documents differs from notice filing; electronic rules control within their scope. |
| Rule 83 mailing notice |
Its particular twenty-one-day wording is retained; no automatic extra three days is invented. |
[C037–C038, C047.] No system, account, contact, submission, record transfer, or actual service was used. (Idaho Supreme Court)
IAR 22 and IRCP 2.2 supply different scoped computation rules. The statutory nonjudicial-day incorporations were read provisionally. IAR 48 is an unspecified-practice provision, not a blanket importation of every civil-rule mail addition. No actual calendar is supplied. [C047.]

17.3 Remaining gaps and conclusion
The strongest newly authenticated findings are the route-specific record structures, absence of a standard civil transcript, 2026 clerk compilation of the electronic transcript record, separate settlement triggers, fee/waiver distinctions, and current appellate-retention rule.
The main unresolved matters are:
- Exact 100/500-page preparation brackets and published cross-reference mismatches.
- Original adopted orders and current official statutory bodies.
- Rule 83 delivery-only/electronic lodging-notice construction.
- Complete certification forms and credentialing authority.
- Exact scope of incorporated waiver procedures and any district augmentation fee.
- General unavailable-transcript reconstruction authority beyond the read branches.
- Technical format reconciliation, full privacy/privilege law, and appellate merits consequences.
No actual or invented person, entity, party, reporter, judge, record, transcript, exhibit, order, case, account, payment, page count, financial input, or calendar was supplied or constructed. No record sufficiency, timeliness, entitlement, fee waiver, disclosure, sanction, liability, or outcome was determined.
This is a researcher self-check, not independent review. The component is supported by newly read official rules and expressly qualified statutory and legislative evidence. Earlier findings and holds remain preserved. No Idaho, dimension4, A066, parent, operational, or publication acceptance follows.
