S_ID PASS-03 — official-source currency and NMLS-checklist evidence patch

Actual fresh public-source access date: October 25, 2026, Pacific time, America/Los_Angeles.

Preservation rule: P1 response 02b1cb10-7227-4f6a-9337-b56d3592d5ae and the entire P2 bounded correction remain immutable except for the narrow source-status and coverage qualifications below. No fee formula, refund calculation, federal analysis, Wall analysis, named-provider lookup, or worked example was rerun.

Review character: Same-coordinator bounded review, not independent review.

Bottom-line disposition

  1. Readable official current text was not recovered for Idaho Code §§ 26-2222(5), 26-2223(8), 26-2224(1)–(2), or 26-2231(1)–(3). The Idaho Department of Finance’s official index still links to those Legislature sections, but a single fresh bounded click to § 26-2222 again failed as a restricted URL. The other previously failed section routes were not repeatedly retried. The exact P2 wording therefore remains supported by the identified secondary 2025 code reproductions, not newly authenticated as official current 2026 text. Department of Finance
  2. Two official Idaho sources narrow the 2022 enactment history:The Governor’s bill-action record lists H610 as “LAW” and shows it signed March 28, 2022, at 3:10 p.m.IDOF’s Summer 2022 newsletter says the changes would begin July 1, 2022, and identifies the incomplete-application, reinstatement, electronic-licensing/NMLS, and December 31 expiration changes at a general level. These sources corroborate P2’s broad procedural history, but neither supplies the enacted clauses, exact section-by-section amendment text, statutory effective clause, or any complete 2026 amendment comparison. Idaho.gov+2
  3. The actual current Idaho-specific NMLS company new-application and renewal checklist PDFs were not recovered. NMLS’s current instructions establish that the public compilers are the mechanism for selecting and exporting the state-specific PDFs, but the compiler pages produced no readable checklist contents through this public route. The legacy static Idaho company and branch PDF paths now redirect to the NMLS home page. The renewal chart endpoint could not be opened, and no Idaho spreadsheet row was read. Nationwide Licensing System+5
  4. Current supporting documents were recovered, but they do not close C033:NMLS Company Form MU1, Version 5.0 dated July 1, 2026, is a universal instructional company form, not an Idaho checklist. The NMLS Policy Guidebook updated August 15, 2026 expressly says it does not substitute for state requirements.IDOF’s current forms page links to NMLS and state supplemental forms. An IDOF consent form, Revision 01/2026, expressly covers applying for or renewing an Idaho Collection Agency Act license.A separate agent-notification PDF, Revision 7/2023, contains new-application and annual-agent instructions, but its quarterly filing-channel instructions conflict with IDOF’s current March 2026 Tyler-only notice and therefore cannot be treated as a wholly current checklist. Nationwide Licensing System+6

Accordingly, C033 and C035 remain open. PASS-03 narrows their evidence records but does not complete either one.

A. Affected-cell patches only

A1. C004 — credit-repair definition and exclusions

Substantive disposition

No substantive text change to P2 C004.

The P2 treatment of § 26-2222(5)(a)–(c) and § 26-2223(8) remains the bounded interpretation of the complete 2025 secondary reproductions supplied and reviewed in P2. PASS-03 did not recover official current text for either section and did not recover a controlling 2026 enactment or official amendment chain confirming that the wording remained unchanged.

The 2022 H610 sources recovered in PASS-03 address other collection-agency licensing changes and do not authenticate the credit-repair definition or activity branch. No inference about §§ 26-2222(5) or 26-2223(8) is made from H610’s general procedural history.

Replacement C004 source/currentness cells

Field PASS-03 replacement
Sources and pinpoints S002 § 26-2222(5)(a)–(c); S003 § 26-2223(8) remain the exact substantive sources, each as a secondary 2025 reproduction. S001 is an official locator only; its linked Legislature text was not recovered. S_ID-P3-S001 and S_ID-P3-S002 concern H610’s 2022 general procedural history and do not establish the current text of the credit-repair definition or activity branch.
Conditions / limits All P2 definitional boundaries remain: every element of an exclusion must be met; § 26-2222(5)(c) is limited “to the extent” of the specified conduct; the definition exclusions remain distinct from § 26-2239 exemptions; and no inclusion or exclusion follows from a label, accreditation, nonprofit description, monitoring description, or claimed CRA affiliation. PASS-03 did not recover official current text or a complete 2026 amendment comparison.
Confidence High as to what the reviewed secondary 2025 text says; official-current-text status remains unresolved. No 2026 no-change conclusion is made from a search miss or blocked route.

Coverage consequence

Component PASS-03 status Remaining dependency
§ 26-2222(5)(a)–(c) official current text Unresolved Readable official section text or controlling official codification plus amendment history.
§ 26-2223(8) official current text Unresolved Same.
P2 classification qualification Preserved conditionally It remains a supported reading of the secondary 2025 wording, not certified current official 2026 text.

A2. C028 — application updating, notice receipt, and NMLS route

What official evidence was added

IDOF’s official Summer 2022 publication states that H610:

  • Codified treatment of an incomplete application after 60 days’ notice of deficiency.
  • Required license applications and renewals to use a director-prescribed electronic licensing system.
  • Required new applications filed on or after July 1, 2022 to be filed through NMLS.
  • Provided a transition deadline for existing paper licensees. Department of Finance

IDOF’s current forms page, last updated April 3, 2026, continues to route collection-agency applications to NMLS. Department of Finance

What was not officially recovered

Neither official source supplies:

  • The exception for advertisements and solicitations in § 26-2224(1).
  • The exact subsection (2)(a)–(c) deemed-receipt events.
  • The complete operative 60-day language.
  • The current Idaho-specific NMLS company checklist.
  • A complete 2026 amendment comparison.

Those precise propositions remain sourced to the reviewed 2025 secondary reproduction.

Replacement C028 source/currentness cells

Field PASS-03 replacement
Precise assertion P2 C028 remains unchanged substantively. Official agency material independently corroborates that H610 established the 60-day incomplete-application treatment at a general level and moved applications and renewals to a director-prescribed electronic system, with new applications routed through NMLS beginning July 1, 2022. The exact updating exception and deemed-receipt events remain established only from the accessible secondary 2025 reproduction.
Sources and pinpoints S004 § 26-2224(1), especially (1)(l), and (2)(a)–(c) for the precise reproduced wording; S_ID-P3-S002, printed p. 3 for the official agency’s general H610 description and July 1, 2022 rollout; S016, lines 156–170 for the current operational NMLS route and state supplemental forms. Department of Finance+1
Conditions / limits “Receipt” remains the statutory deemed-receipt event described in the secondary text, not proof of subjective or physical receipt. The official agency newsletter does not quote those events. No calendar computation, complete checklist, application sufficiency determination, or provider authority is established.
Confidence High that official sources corroborate the broad 2022 procedural changes and current NMLS routing; partial for current operative clause verification because the official section text was not recovered.

A3. C030 — renewal, expiration, and reinstatement

What official evidence was added

The Governor’s official action log establishes that H610 became law and was signed March 28, 2022. IDOF’s Summer 2022 newsletter says the H610 changes would begin July 1, 2022, that licenses would expire annually on December 31, and that licensees would have an opportunity to reinstate an expired license under specified circumstances. Idaho.gov+2

What was not officially recovered

The official materials read do not quote or establish:

  • The $100 renewal fee.
  • The $50 reinstatement fee.
  • “May reinstate” rather than mandatory reinstatement.
  • The licensing-requirements finding.
  • The complete-renewal-application condition.
  • The “unless previously paid” renewal-fee clause.
  • The exact 60-day statutory reinstatement period.
  • A current official 2026 version of § 26-2231.

Those exact elements remain sourced to the reviewed secondary 2025 reproduction. NMLS’s generic company guidance separately describes a November 1–December 31 renewal period and possible January–February reinstatement where the regulator permits it, but NMLS expressly treats state requirements as controlling; that generic timetable cannot replace Idaho’s statute. Nationwide Licensing System+3

Replacement C030 source/currentness cells

Field PASS-03 replacement
Precise assertion P2 C030 remains unchanged substantively. Official Idaho sources corroborate H610’s law status, the agency-stated July 1, 2022 rollout, annual December 31 expiration, and the existence of a conditional reinstatement opportunity. The exact fee amounts, discretionary “may” standard, 60-day period, licensing finding, and submission conditions remain supported by the secondary 2025 reproduction rather than official current section text.
Sources and pinpoints S010 § 26-2231(1)–(3) for the precise reproduced provisions; S_ID-P3-S001, H610 row for official signature/law status; S_ID-P3-S002, printed p. 3 for the agency’s general July 1 rollout, December 31 expiration, and reinstatement description. Idaho.gov+1
Conditions / limits Reinstatement remains characterized as discretionary and conditional based on the secondary wording, not as an automatic right. No current official section, provider-specific eligibility determination, calendar calculation, or completed renewal checklist was recovered. No absence of later amendment is inferred.
Confidence High for the official 2022 enactment and general implementation history; partial for current operative clause verification.

No changed rule requiring a new numerical example was found. All seven P1 examples remain untouched.

C. PASS-03 evidence and corrective claims

Claim ID Precise claim Sources / pinpoints Conditions and limits
S_ID-P3-C001 The official IDOF index supplies current official links to the four affected sections, but a fresh bounded attempt to read § 26-2222 through that link failed; no readable official current text was recovered for the four affected sections. S001; S030 fresh § 26-2222 failure. Department of Finance The remaining previously failed routes were not repeatedly retried. Failure does not establish statutory content or absence of amendment.
S_ID-P3-C002 Official executive records show H610 became law and was signed March 28, 2022 at 3:10 p.m. S_ID-P3-S001, header and H610 row. Idaho.gov+1 Does not identify affected sections or supply bill text/effective clause.
S_ID-P3-C003 IDOF stated that H610’s described changes would begin July 1, 2022 and identified general incomplete-application, reinstatement, electronic-licensing/NMLS, and December 31 expiration changes. S_ID-P3-S002, printed p. 3. Department of Finance Official agency historical explanation, not operative statutory text. “Beginning July 1” is recorded as the agency statement; the enacted effective clause was not read.
S_ID-P3-C004 PASS-03 found no official source authenticating the complete current text of § 26-2222(5)(a)–(c) or § 26-2223(8); P2 C004 therefore remains a secondary-text finding with C035 still open. S001, S030; P2 S002/S003 retained. No no-change or no-amendment conclusion is drawn.
S_ID-P3-C005 Official sources corroborate the general 2022 changes underlying C028, but not the advertisement/solicitation updating exception or the three deemed-receipt events. S_ID-P3-S002; P2 S004 for precise wording. Department of Finance C028’s precise clauses remain secondary-source findings.
S_ID-P3-C006 Official sources corroborate annual December 31 expiration and a reinstatement opportunity, but not C030’s exact $100/$50 amounts, “may” language, 60-day period, licensing finding, complete-application condition, or “unless previously paid” clause. S_ID-P3-S001–S002; P2 S010 for precise wording. Idaho.gov+1 C030 remains conditionally supported; no automatic reinstatement or current-text certification.
S_ID-P3-C007 The public NMLS new-application and annual-renewal compilers are the official mechanisms for selecting and downloading state-specific checklist PDFs. S_ID-P3-S003 and S_ID-P3-S005. Nationwide Licensing System+1 Procedure verified; actual Idaho PDFs not recovered.
S_ID-P3-C008 The current universal MU1 form is a company form, while branches are handled through MU3 when required; neither the MU1 nor the NMLS Guidebook substitutes for Idaho’s state-specific company or branch checklist. S_ID-P3-S006–S007. Nationwide Licensing System+2 No current Idaho branch-registration conclusion is made.
S_ID-P3-C009 IDOF currently routes collection-agency applications to NMLS and publishes state supplemental documents, including a Revision 01/2026 consent form for applying or renewing. S016; S_ID-P3-S009. Department of Finance+1 These documents do not collectively constitute the complete NMLS company checklist.
S_ID-P3-C010 The Revision 7/2023 agent PDF is only partial evidence: it contains new-application and annual-agent requirements, but at least its quarterly filing-channel instructions have been superseded by IDOF’s March 2026 Tyler-only notice. S016; S_ID-P3-S008. Department of Finance+2 The unread current DOCX must not be assumed identical to the older PDF.
S_ID-P3-C011 The actual current Idaho company new-application checklist, company renewal checklist, and renewal-chart Idaho row were not read; C033 remains unresolved. S024; S_ID-P3-S003–S005; failed routes F001–F004. Nationwide Licensing System+3 No checklist contents, current branch requirements, or company authority are inferred.
S_ID-P3-C012 C035 is narrowed only by official 2022 signature and agency implementation evidence; official current text and a complete 2026 amendment comparison remain unresolved. S_ID-P3-S001–S002; S001/S030. Idaho.gov+1 Does not certify the entire Act, current fee schedule, Idaho, A066, or publication readiness.

All P1 and P2 claim identities remain stable. These P3 claims record evidence status and bounded qualifications rather than replacing the supported substantive formulas or examples.

D2. Exact state supplemental documents actually inspected

Consent to service and examination form

The IDOF form is Revision 01/2026. It identifies the applicant/licensee entity, requires appointment of the director to receive lawful process, consents to examination of specified financial accounts, includes signature/title information, and requires notarization. Its text expressly applies to a person “applying for or renewing” an Idaho Collection Agency Act license. Department of Finance+1

This establishes one current state supplemental document. It does not establish where NMLS expects it to be uploaded, the checklist document label, whether it must be mailed separately, or every new-application/renewal requirement.

Agent notification material

The Revision 7/2023 PDF states, for a new application, that the filer should identify the filing as a new application, list agents alphabetically and by location, attach legal documents and explanations for specified affirmative criminal-history answers, and include the stated per-agent charge. It separately contains annual-agent instructions and reproduces a § 26-2240 agent-list summary. Department of Finance+1

But the document’s quarterly instructions refer to Access Idaho and paper filing, while IDOF’s current page states that quarterly agent reporting became exclusively Tyler-based beginning with the March 2026 report. The PDF is therefore not treated as a wholly current procedural checklist. Department of Finance

The current forms page separately links a DOCX titled “Collection Agency New Application Notification of Agents/Collectors Form and Instructions,” but that document’s body and revision date could not be opened. Its title alone does not permit replacement of the older PDF or assumption that their contents match.

Exact dependency sequence

C033 can close only after the actual current Idaho Company New Application and Company Annual Renewal checklist outputs are exported from the public NMLS compilers and read, together with the relevant Idaho row in the official renewal spreadsheet.

C035 can close for these four sections only after readable official current section text—or an official codification/session-law chain sufficient to reproduce it—is obtained and compared against the reviewed secondary wording. H610’s official signature record and IDOF’s historical description are not substitutes for that comparison.

Precise assertionP2 C028 remains unchanged substantively. Official agency material independently corroborates that H610 established the 60-day incomplete-application treatment at a general level and moved applications and renewals to a director-prescribed electronic system, with new applications routed through NMLS beginning July 1, 2022. PASS-03 found no official source authenticating the complete current text of § 26-2222(5)(a)–(c) or § 26-2223(8); P2 C004 therefore remains a secondary-text finding with C035 still open.

Corrections, review and scope

Read the evidence with its boundaries. These are saved research components, including revisions. A scoped coordinator review checks selected evidence; it does not certify every claim, a complete jurisdiction, current law or individual applicability. Dates and access limits remain attached to the records.

How to read the research →

No currently queued material correction is mapped to this component. This does not remove its currentness, access, jurisdiction or application limits.
