S_ID PASS-20 — Idaho ordinary unsecured closed-end consumer cash and personal loans
Fresh public-source access date: October 28, 2026, America/Los_Angeles.
Scope: Ordinary unsecured closed-end consumer cash/personal loans: classification, agreements and disclosures, charges, payments, prepayment, default, assignment, and narrow remedial interfaces.
Evidence disposition: The official Idaho statutory routes attempted in this pass were inaccessible. Statutory findings therefore remain provisional readings of the identified 2025 reproductions, with older editions separately identified. Official current-published consumer-protection rules, an official rule-status index, and official indirect-lending guidance were read. They do not authenticate every current statutory provision or its original enactment chain.
Earlier findings, provenance, C033/C035, and all other holds remain unchanged. No prior sector report supplies a substantive legal premise.
Principal findings
The applicable category depends on the transaction and actor, not the label “personal loan.” A regulated consumer loan requires the statutory lending, payment-or-finance-charge, and consumer-purpose conditions. Licensing exemptions, substantive exclusions, and federal preemption are separate questions. [C002–C006.] Justia Law+1
The general agreed-finance-charge provision is not a universal unlimited-charge authorization. Other provisions restrict delinquency charges, deferrals, small-loan schedules, attorney-fee terms, insurance charges, and remedies. No adopted general numerical origination-fee or APR ceiling was authenticated in the read general-loan provisions. [C014–C018.] Justia Law+2
Full prepayment, refinancing, deferral, and correction of an unlawful charge have different rules. A fee’s disclosure or contractual label does not establish that it is earned, nonrefundable, or lawful. The statutory actuarial-method incorporation remains incomplete because a current replacement for the expired Credit Code rules was not authenticated. [C020–C027, C050.] Justia Law+2
An ordinary-loan violation does not automatically erase principal. Section 28-45-201 distinguishes actual damages, excess-charge refunds, penalties, correction, error defenses, and preservation of rights on the debt. The payday-specific void-loan rule is not imported. [C038–C044.] law.justia.com
The 2026 interest-limit proposal found during this pass is not treated as law. H0649’s tracker reports that it died in committee. Its proposed ceiling and proposed effective date are segregated from operative findings. [C051.] LegiScan
1. Classification, institutional status, and territorial scope
Evidence labels:
- P — Provisional: dated secondary statutory reproduction.
- O — Official text read: official rule or governmental publication within the reported bounds.
- G — Guidance: official interpretation, not an enacted statutory provision.
- H — Held: material currentness, incorporation, construction, or application question remains unresolved.
1.1 Product and actor comparison
| Category |
Source-stated distinction |
Limit |
| Loan |
Section 28-41-301 includes the specified advance of money, payment to a third person for the debtor’s account, immediate account credit, and forbearance of loan debt. |
It excludes the specified seller-card and sale-debt relationships. |
| Regulated consumer loan |
Made by a person regularly engaged in making loans; payable in installments or subject to a finance charge; primarily consumer-purpose. |
A small amount, unsecured status, or “personal” label does not alone establish coverage. |
| Consumer purpose |
Primarily personal, family, or household purpose. |
The defined agricultural, investment, first-real-estate-mortgage, and organizational-debtor branches are treated differently. |
| Closed-end category here |
A covered loan not satisfying the statutory open-end definition. |
No revolving-account or credit-card rules are imported. |
| Loan payable in installments |
The definition uses two or more installments and its specified irregular-payment alternative. |
A balloon provision uses a different comparison and must be analyzed separately. |
| Precomputed loan |
Finance charge calculated in advance and added as specified. |
Providing federal disclosures alone does not make a loan precomputed. |
| Lender/creditor assignee |
Included in the relevant definitions. |
Inclusion alone does not impose every original creditor obligation or establish ownership. |
| Supervised financial organization |
The defined authorized loan-and-deposit institution subject to governmental supervision. |
A bank, affiliate, or financial-company label is not a completed statutory classification. |
| Regulated lender |
The defined licensing category under § 28-46-301. |
No actual license or authority was investigated. |
| Genuine goods credit sale |
Separate statutory category; the official indirect-lending guidance preserves that distinction upon a genuine assignment. |
The guidance expressly recognizes that a nominal sale may substantively be a loan. |
[C002–C005; S003, S009, S013.] Justia Law+2
No general maximum principal for every regulated consumer loan was established by the definition. The $1,000 provisions below are particular schedule and attorney-fee thresholds, not a general lending ceiling.
1.2 Idaho nexus and exclusions
Section 28-41-201 uses several Idaho connections, including where the signed offer or agreement is received and Idaho-resident transactions resulting from solicitation in Idaho, expressly including internet solicitation. It also contains physical-presence, nonresident, address-presumption, governing-law, forum, and Idaho-enforcement qualifications.
Section 28-41-202 separately excludes the stated government credit, insurance-credit, regulated-utility, and limited pawnbroker branches. Section 28-41-204 generally confines the Act to consumer-purpose credit while extending specified provisions more broadly. Section 28-41-108 permits its defined signed-written election for an otherwise noncovered transaction. [C003–C004.] Justia Law+3
These provisions do not establish an actual residence, solicitation, place of contracting, tribal jurisdiction, governing law, or institutional exemption.
1.3 Licensing exemption is not substantive immunity
Section 28-46-301 addresses both making regulated consumer loans and taking assignments while undertaking direct collection or enforcement. Its exemptions include the specified supervised institutions, comparable supervised out-of-state loan-and-deposit institutions, limited mortgage-activity branch, and public agencies.
Section 28-46-105 separately allocates examination and administrative enforcement for supervised organizations to the supervising authority, while preserving other administrator powers as stated. Federal restrictions on state authority remain a separate inquiry. [C006.] Justia Law+1
No licensing application, lender roster, institutional status, or federal rate-exportation entitlement was examined.
2. Agreement, writing, disclosure, schedules, and records
2.1 Writing and guaranty boundaries
| Provision |
Requirement or distinction |
| § 28-41-301 agreement definition |
The bargain may be evidenced by language or conduct; this does not override a specific writing requirement. |
| § 9-505(1) |
Applies to an agreement that, by its terms, is not to be performed within one year of making. |
| § 9-505(2) |
Applies to a special promise to answer for another’s debt, default, or miscarriage, subject to § 9-506. |
| § 9-505(5) |
Applies to a promise or commitment by a lending/credit business involving original principal of $50,000 or more. |
| § 9-506 |
Identifies complete categories treated as original obligations rather than collateral promises, including specified property, discharge, substituted-obligation, benefit, factor, and instrument-transfer circumstances. |
The § 9-505 writing must satisfy its subscription requirement. These provisions do not establish that every loan below $50,000 may be enforced without writing, or that every promise concerning another’s debt is a guaranty. [C007.] Justia Law+1
No complete universal state loan form, general copy-delivery rule for every ordinary loan, electronic-signature result, or co-signer notice rule was authenticated. Specific disclosure, wage-authorization, insurance, and broker requirements remain distinct.
2.2 Federal disclosure incorporation
Section 28-43-201 requires the specified federal disclosure compliance only for transactions within that law. Section 28-41-302 defines the incorporated law by reference to amendments through January 1, 2005, or a later date adopted by rule.
The official index marks former IDAPA 12.01.09 expired March 31, 2022. A currently effective replacement establishing a later state incorporation date was not recovered. Independent current federal obligations are not negated by that state-source gap. [C008, C050.] Justia Law+2
No federal APR, amount-financed disclosure, consummation date, delivery deadline, or compliance result is calculated here.
2.3 Mandatory schedule for the small-loan branch
Section 28-43-310 applies to regulated consumer loans that are not open-end and have principal of $1,000 or less. It requires substantially equal installments at equal intervals, except for the stated seasonal or irregular-income accommodation.
| Principal category |
Stated maximum term |
| More than $300, but within the section’s $1,000 scope |
Thirty-seven months |
| $300 or less |
Twenty-five months |
[C009.] These thresholds do not create a universal maximum term for every larger loan or authorize every schedule outside this section. Justia Law
Section 28-43-307 separately addresses a scheduled payment exceeding twice the average of earlier scheduled payments. Its qualified refinancing right applies when due without penalty and on terms no less favorable, subject to all listed exceptions, including the administrator-exempted-class dependency. [C010.] Justia Law
2.4 Receipts, statements, acknowledgment, and retention
| Duty |
Source and condition |
| Cash/coin receipt |
The recovered § 28-43-204 requires a written receipt without request; a qualifying mailed periodic statement can satisfy the stated branch. |
| Requested payment statement |
Non-open-end credit: dates and amounts for the preceding twelve-month period and the stated end-period unpaid balance. |
| Statement charge |
One free statement per year; additional statements may carry a reasonable charge no greater than $10 under that older text. |
| Full-payment acknowledgment |
On request, the specified written acknowledgment is mailed or delivered after all non-open-end obligations are paid. |
| Licensed-lender records |
§ 28-46-304 requires the stated accounting records and reasonable availability. |
| Retention |
That section says records need not be preserved more than two years after final entry; its open-end qualification is not applied here. |
[C011–C012.] The receipt provision was recovered in a January 1, 2024 FindLaw reproduction, not newly authenticated official 2026 law. The retention sentence is not universal permission to destroy records notwithstanding another applicable law. FindLaw+1
2.5 Prohibited terms and unsecured status
Section 28-43-304 prohibits the specified earnings assignment and distinguishes a qualifying revocable earnings-deduction authorization, for which a copy and conspicuous revocation notice are required. Section 28-43-305 prohibits the stated confession-of-judgment authorization.
A loan described as unsecured does not become secured merely because a creditor later alleges default. A pledge, title interest, wage assignment, or other security arrangement would require its own classification and applicable restrictions. [C013.] Justia Law+1
No bank-debit authorization, wage-withholding permission, collateral right, or guarantor liability is established.
3. Interest, finance charges, and additional charges
3.1 Agreed charges and the general-interest source gap
Section 28-42-201 permits the agreed finance charge within its scope, subject to the Act’s express limitations and prohibitions. It also addresses additional contracted charges, precomputed treatment, and the transaction-date reference for the finance-charge term.
The section does not itself state a universal numerical APR or ordinary-loan origination-fee ceiling. That is not permission for any charge a contract happens to list. [C014.] Justia Law
Section 28-22-104 is a separate fallback-interest regime when there is no express written contract fixing a different rate. The recovered reproduction literally says “twelve cents (12¢) on the hundred by the year.” That wording is not silently converted into 12% or applied numerically. Current official text and the exact rate construction remain held. Its judgment-rate subsection was read only to distinguish it, not to retrieve or calculate a current judgment rate. [C015.] Justia Law
Section 28-42-404 permits the specified written agreement for compound interest. It does not automatically authorize capitalization of every fee or override a specific charge restriction. [C016.] Justia Law
3.2 Delinquency charges
Let UUU denote the legally relevant unpaid installment or scheduled-payment amount. The source-stated ceilings are:
| Loan branch |
Maximum agreed delinquency charge |
| Precomputed regulated consumer transaction |
max(0.05U, $12.50)\max(0.05U,\ $12.50)max(0.05U, $12.50) |
| Other covered unsecured closed-end transaction |
max(0.05U, $15)\max(0.05U,\ $15)max(0.05U, $15) |
The installment must not have been paid in full within ten days after its applicable due date. Each installment can bear the charge only once, however long unpaid. The same installment cannot carry the prohibited overlap with a paid or incurred deferral charge.
For subsection (5)’s limited purpose, a payment is applied first to current installments and then delinquent installments. That is not a general allocation rule for every payment, fee, principal reduction, or partial tender. [C017–C018.] Justia Law
3.3 Default does not itself authorize collection costs
Section 28-45-301 limits default charges to those authorized by the Act and makes a violating term unenforceable. Its reasonable-expense exception concerns realizing on security and is not imported as general unsecured-loan collection authority. [C019.] Justia Law
Attorney fees have a separate two-section relationship:
- Section 28-43-311 prohibits a contractual debtor-attorney-fee provision for a regulated consumer loan with principal $1,000 or less.
- Subject to that prohibition, the recovered 2024 § 28-43-312 permits the stated reasonable agreed fee after default and referral to an attorney who is not the creditor’s salaried employee.
Neither provision establishes an actual court award or permits a collection company to relabel its charge as attorney fees. [C020.] Justia Law+1
3.4 Returned-payment charge
Section 28-42-308 permits a contracted dishonor fee in the amount authorized as a set collection cost by § 28-22-105 for the specified returned check, negotiable order of withdrawal, or share draft used for full or partial repayment. The set-fee ceiling in the read incorporation is $20.
The separate § 28-22-105 interest, notice-based collection-cost, attorney-fee, and justifiable-stop-payment provisions have additional predicates. Their UCC-check and small-claims incorporations were not completed for an affirmative broader collection result. No ordinary-loan permission for treble damages, criminal threats, or every failed electronic debit is inferred. [C021–C022.] Justia Law+1
Section 28-22-106 was read completely. Its certified-mail alternative, regular-mail/affidavit mechanism, postmark language, conclusive-notice clause, and actual-notice qualification are different events. No statutory notice was prepared or filled.
4. Deferral, refinancing, allocation, and prepayment
4.1 Deferral is a precomputed-credit branch
Section 28-42-302 applies to the specified precomputed transaction, refinancing, or consolidation. It permits written deferral agreements before or after default. The ceiling uses the previously stated annual rate, amount deferred, and period; its fractional-day convention is one-thirtieth of a month.
A unilateral deferral requires the stated initial written authorization and unpaid-installment condition. No deferral charge may be made after the specified acceleration election, and the same-period delinquency overlap is restricted. [C023.] Justia Law
This is not a universal extension right or authorization for a nonprecomputed-loan “extension fee.”
4.2 Refinancing, consolidation, and conversion
| Provision |
Applicable relation |
| § 28-42-303 |
An agreed refinancing uses the proper unpaid balance. A precomputed balance receives the required rebate without the prohibited minimum-charge reduction. |
| § 28-42-304 |
Same-creditor consolidation has two stated agreement structures; the applicable aggregate and continuing-obligation treatment depend on the chosen statutory branch. |
| § 28-42-305 |
Conversion to open-end credit requires agreement at conversion or within the preceding ten days and uses the referenced balance rule. |
| § 28-42-301(6) |
Two installments or parts in default for ten days or more permit the stated precomputed-to-unpaid-balance election; the rebate reference is the first delinquent installment’s maturity, without a minimum-charge deduction. |
[C024–C025.] “Renewal,” “new loan,” “extension,” and “refinancing” are not treated as interchangeable labels. No new advance or balance is assumed. Justia Law+3
4.3 Full prepayment and minimum charge
Section 28-42-306 permits full prepayment without penalty, subject to § 28-42-307 and its separate real-property provision. Same-creditor refinancing or consolidation has an express no-prepayment-charge rule. It does not create a general cancellation period or a universal right to partial-prepayment allocation. [C026.] Justia Law
Section 28-42-307 distinguishes:
| Issue |
Rule |
| Precomputed full prepayment |
Rebate of at least the statutory unearned charge, subject to exceptions |
| Rebate below $1 |
Not required by the section |
| Minimum charge |
Only the stated non-open-end, non-refinancing, nonconsolidation branch |
| Minimum ceiling |
No more than the contracted finance charge and the applicable $5 or $7.50 amount |
| Principal threshold |
$75 or less versus more than $75 |
| Deferral adjustments |
Earned, paid, and unpaid deferral amounts receive different treatment |
| Acceleration plus judgment |
Rebate measured as if payment occurred at judgment entry |
| Credit-insurance payoff |
Separate payment/proof-of-loss reference event and ten-business-day qualification |
[C027–C028.] Justia Law
4.4 Rebate method: text read, operative-method completion held
The complete § 28-42-307(1)–(9) was read, including the scheduled-balance method, longer-installment actuarial alternatives, period definitions, irregular-payment adjustments, and rounding language.
The statute’s definition of actuarial method points to administrator rules, while the official index records expiration of the former Credit Code rules. The current method rule, any valid replacement, and the separate federal rebate restriction were not authenticated. Therefore, no complete operative rebate formula, rounding implementation, or financial result is certified.
The substantive prepayment/refund rights are not erased by that evidence gap. The exact method remains a dependency rather than an invented calculation. [C028, C050.] Justia Law+1
5. Insurance and add-on boundaries
5.1 Separate legal categories
| Category |
Read authority and limit |
| Insurance attached to an ordinary regulated loan |
Chapter 44 generally applies. |
| Loan whose primary purpose is financing insurance |
Section 28-44-102 supplies a different, limited chapter application; outside the ordinary personal-loan findings. |
| Credit insurance |
Defined separately from property insurance; the fifteen-year, isolated-transaction, and creditor-default-indemnity exclusions matter. |
| Credit life/disability |
Title 41, chapter 23 supplements the Credit Code and has its own scope. |
| Other ancillary products |
No universal authorization for debt-waiver products, memberships, service contracts, or other add-ons is established. |
[C029.] Justia Law+2
5.2 Charge, evidence, refund, and anti-duplication
| Issue |
Material rule |
| Charge authorization |
Agreement may provide a separate insurance charge subject to the chapter and other insurance law; prohibited insurance is not authorized. |
| Excess |
A charge violating the chapter is treated as an excess charge for the specified remedies. |
| Premium ceiling |
For the closed-end branch, the charge may not exceed the insurer premium computed under the applicable lawful filing framework. |
| Policy/certificate |
Title 41 requires delivery and prescribed coverage/charge information; its delayed-delivery branch requires the specified signed application or notice and subsequent delivery if accepted. |
| Missing coverage |
Immediate written notice and prompt credit under the applicable Title 41 clause. |
| Refund |
Nonprovision, shorter coverage, or early termination produces the stated refund/credit duties, with exceptions. |
| Small refund |
Chapter 44 uses a less-than-$5 aggregate condition; Title 41 separately references a director-prescribed minimum. The current latter amount was not authenticated. |
| Refinance/deferral/consolidation |
Additional insurance requires timely agreement, additional coverage, the applicable unexpired-coverage refund, and the permissible premium amount. Duplicate separately charged coverage is prohibited. |
[C030–C032.] Justia Law+5
Sections 28-44-105 and 28-44-109 were inaccessible. Their general evidence-delivery and choice-of-insurer branches are not reconstructed from prior reports. Group insurance, policy effective dates, coverage amount/term, approved refund formulas, insurer qualifications, and actual rates remain held. “Prompt” is not converted into an invented number of days.
6. Default, acceleration, notice, and assignees
6.1 Default and acceleration are not the late-fee rule
Section 28-45-107 limits an enforceable contractual default to required-payment failure or significant impairment of payment, performance, or realization of collateral. The creditor has the stated burden concerning significant impairment.
The ten-day delinquency-charge period does not itself establish a universal ten-day cure right or prohibit every other consequence during that period. The default section does not itself supply a general mandatory borrower-cure notice, a fixed acceleration waiting period, or a repetition limit. [C033.] Justia Law+1
Section 28-1-309 separately governs the specified at-will/insecurity power: good-faith impairment belief and its stated burden regarding lack of good faith. That burden is not silently substituted for § 28-45-107’s creditor burden. The specific Credit Code provision and supplementary-law rule must be reconciled within their actual scope. [C034.] Justia Law+1
Section 28-45-106 allows the stated unconscionability relief and evidentiary opportunity. An expressly permitted charge or practice is not unconscionable solely because the Act permits it. No agreement is adjudicated. [C035.] Justia Law
6.2 Extortionate extension is a separate narrow consequence
Section 28-45-109 requires the specified mutual understanding when credit is extended that nonpayment or delay could produce violence or other criminal harm to a person, reputation, or property. Its civil unenforceability consequence is not inferred from ordinary nonpayment, a disputed bill, or a generic collection demand. [C036.] Justia Law
6.3 Assignment and defenses
| Rule |
Ordinary-loan relevance |
| § 28-43-202 |
Assignment notice must reasonably identify transferred rights; requested reasonable proof must be furnished seasonably for the stated payment consequence. |
| § 28-45-201(2) |
Express recovery against the described direct-collecting assignee for excess payments. |
| § 28-45-202 |
The specified debtor damages/penalties may be asserted defensively without the part’s action-period bar. |
| § 28-45-302 |
Expressly a regulated consumer credit sale provision, not automatically the rule for every standalone cash loan. |
| Idaho Rule 210 |
Uses defined financed-sale and seller-connected purchase-money-loan predicates. Merely spending personal-loan proceeds on goods does not satisfy every predicate. |
| Negotiable-instrument/guaranty law |
Further holder, enforcement, defense, discharge, and co-obligor questions remain separate. |
[C037.] No assignment or asserted holder status is verified. Justia Law+2
7. Civil consequences, correction, administration, and nonwaiver
7.1 Violation, excess charge, and debt are separate
| Provision |
Consequence |
Qualification |
| § 28-45-201(1) |
Actual damages and the stated nonclass penalty for listed violations, including the licensing, schedule, receipt, wage-assignment, fee, and default-charge references |
Not every alleged violation automatically fits every listed branch. |
| § 28-45-201(2) |
Excess charge not owed; refund or obligation reduction; specified excess-payment recovery |
The lawful charge and excess must be established. |
| § 28-45-201(3) |
Separate penalty for contracting/receiving excess or failing to refund within the stated reasonable-time branch |
Demand and timing conditions matter. |
| § 28-45-201(4) |
Except as otherwise provided, a violation does not impair rights on the debt |
Does not erase an express contrary consequence elsewhere. |
| § 28-45-201(8) |
Costs and attorney fees upon the statutory court finding |
No accepted claim or actual award. |
[C038–C040.] The ordinary-loan text is not replaced by the payday Act’s principal-voidance rule. law.justia.com
7.2 Correction, error, periods, and duplicate recovery
| Issue |
Source-stated qualification |
| Non-open-end § 201 penalty actions |
The specified one-year relation to scheduled or accelerated maturity |
| Refund delay |
Thirty days is a presumption of reasonable time in subsection (3), not a universal refund deadline |
| Creditor correction |
To avoid the specified penalties, notice must precede the stated debtor written notice/action events, followed by correction within forty-five days after the creditor’s notice |
| Prohibited agreement correction |
Corrected writing supplies the section’s stated correction route |
| Excess-charge correction |
Adjustment or refund |
| Bona fide error |
Creditor’s preponderance showing of unintentional error despite reasonably adapted procedures |
| Defensive setoff |
§ 202 is distinguished from extension of every affirmative action |
| Disclosure remedy |
Freshly read 2025 § 203 has its own federal-incorporation, one-year, alternative-liability, and final-judgment conditions |
[C041–C044.] These special remedy periods are not an ordinary debt-accrual or judgment-clock report. Justia Law+2
The forty-five-day creditor correction mechanism is not a borrower payment grace period and does not universally cure all legal consequences.
7.3 Nonwaiver and settlement
Section 28-41-106 generally prohibits waiver of rights except as the Act permits. It preserves its good-faith disputed-claim settlement, lesser-value compromise, and unconscionability qualifications. Section 28-41-105 supplies statutory severability, not automatic severance or validation of every private contract term. [C045.] Justia Law+1
7.4 Narrow regulator interface
The Director of Finance is the administrator. Section 28-46-102 defines the relevant in-state making, solicitation, direct collection, enforcement, and regulated-lender categories.
Under § 28-46-113, after demand the administrator may seek expressly granted debtor recoveries, subject to defenses, action-precedence, stay, and final-judgment rules. Its separate penalty branch concerns repeated and intentional violations and is not a private consumer award. [C046.] Justia Law+2
Full provider licensing, examinations, APA proceedings, complaint intake, and individual enforcement were not investigated.
8. Official consumer rules, currentness, and federal boundaries
8.1 Official rules actually read
IDAPA 04.02.01 preserves its statutory exceptions and knowledge/due-care requirement. Its material-term and advertising rules prohibit the defined misleading representations, omissions, contradictions, and undisclosed contingencies; supporting advertising records are required without a universal retention duration stated there.
Rules 200–201 address a separately defined loan broker, excluding the defined exempt broker. Their advance-fee, written-contract, ten-point notice, and lawful-charge exceptions are not universal requirements imposed on every creditor making its own loan. [C047–C048.] Idaho Administrative Rules+2
The rule’s model notice refers to a “qualified lending institution” while cross-referencing the paragraph captioned “Exempt Loan Broker.” The cross-reference is preserved; no actual institution is classified.
8.2 Currentness and proposal findings
| Material |
Actual status established |
| 2025 statutory reproductions |

| Original Credit Code enactment/application chain |
Not recovered; historical credits are not substituted for original effective clauses |
[C049–C051.] ProdDFMMainSA+2
H0649 proposed a general rate/fee ceiling with a regulated-lender exclusion and a July 1, 2026 effective clause. Those proposed terms are not applied as current law. No no-later-amendment conclusion follows from the bounded searches.

Remaining gaps and conclusion
The principal unresolved issues are:
- Official current statutory bodies and material original amendment/application clauses.
- Current actuarial-method and later federal-incorporation rules.
- The literal general-interest-rate reproduction.
- Current receipt and contractual attorney-fee provisions recovered only in older editions.
- Failed insurance evidence/choice sections and remaining insurance incorporations.
- Full federal, institutional, guaranty, instrument, electronic-payment, privacy, and jurisdictional regimes.
- Judicial construction of disputed terms, tender, waiver, notice, allocation, default, and remedies.
No actual or invented borrower, creditor, guarantor, household, employer, principal, rate, term, income, credit history, agreement, installment, notice, payment, default, account, or transaction was supplied or constructed. No borrowing, signing, payment, withholding, cancellation, refund, collection, complaint, filing, service, or calendar decision was made.
This is a researcher self-check, not independent review. The component is materially researched but remains provisional and conditional at the exact source, version, incorporation, and construction gaps identified above. Earlier findings and holds remain preserved. No Idaho, dimension6/7, A066, parent, operational, or publication acceptance follows.
