S_ID PASS-26 — Idaho judgment interest, remaining renewal history, recording, and satisfaction interfaces
Fresh public-source access date: October 28, 2026, America/Los_Angeles.
Scope: The new judgment-interest component, remaining official-source and amendment-history gaps for the previously distinguished judgment clocks, and narrow recording, payment, satisfaction, and release interfaces.
Evidence disposition
The official Treasurer’s published rate notice and the necessary official current-published civil rules were recovered and read. The notice identifies the rate for its stated annual judgment-entry period; it is not applied to any judgment here.
The attempted official statutory and session-law routes were inaccessible. Current statutory findings therefore remain provisional readings of the identified 2025 reproductions. Legislative mirrors clarify the sequence of amendments, but do not close the final-official-enactment or application-chain gaps.
The reviewed P6 clock distinctions and P14 Rule 58.1 finding are retained. No earlier raw finding, source identity, historical access record, or hold is overwritten.
Principal findings
The published rate-setting mechanism is annual, but the reproduced judgment-interest clause selects the base rate in effect at judgment entry. Annual publication is not textual authority to reset every existing judgment each July. Renewal, amended judgments, separately awarded fees, and special judgments require further analysis before selecting a rate. [C002–C008.] Justia Law+1
The Treasurer’s FY2027 notice states an 8.875% legal rate for July 1, 2026 through June 30, 2027. Its displayed base and addition are recorded as source quantities—not independently recalculated from a live market yield. [C004.] Idaho State Treasurer's Office
The history audit recovered materially different 2015, 2016, 2017, 2018, and 2019 texts. The 2018 text introduces the renewal-order/original-date/priority/action-period language; the 2019 text adds an order-of-renewal reference to execution availability. Those are different changes, not one universal “judgment expires” rule. [C010–C017.] LegiScan+1
Section 10-1115 supplies a statutory clerk-payment route distinct from creditor-filed satisfaction and a general Rule 67 deposit. Its amount-due, county-record, and court-determined-recipient conditions remain essential. Partial payment, disputed allocation, interest cessation, and refusal remedies are not resolved by assuming full satisfaction. [C024–C031.] Justia Law+1

2. Interest: statutory structure versus the published annual instrument
2.1 Interest categories and controlling events
| Category |
Newly read source relationship |
Qualification |
| Contractual/nonjudgment interest |
Section 28-22-104(1) begins with the absence of an express written contract fixing a different rate and lists six money-due categories. |
Not a universal contractual-rate validation or prejudgment award. |
| Prejudgment interest |
The subsection may be relevant, but claim-specific entitlement, ascertainability, and accrual construction are not supplied by a rate label alone. |
No prejudgment period or amount determined. |
| Money due on a judgment |
Subsection (2) states the legal rate as five percentage points plus the base in effect at entry. |
Competent-court/tribunal scope does not resolve federal or special-regime overrides. |
| Annual rate announcement |
Treasurer determines and announces the rate for the succeeding twelve-month judgment cohort. |
Publication date and actual judgment-entry date are different. |
| Approved costs and attorney fees |
Rule 54(d)(1)(F) adds the specified approved costs/fees to the judgment; Rule 58 does not delay entry for taxation of costs. |
Their particular interest-start date, amendment relation, and rate are not established by those clauses alone. |
| Renewal order |
Section 10-1111 preserves the original judgment date while assigning other consequences to the renewal order. |
No automatic new interest rate or capitalization rule is inferred. |
| General court deposit |
Rule 67 governs court-authorized deposits and withdrawal. |
Deposit alone is not declared full satisfaction or automatic cessation of interest. |
| Special categories |
Federal judgments, support, restitution, taxes, public entities, mortgages and redemption may have independent law. |
No universal rate or exception inferred. |
[C002–C009.] Justia Law+3
The subsection (1) reproduction is not numerically normalized
The recovered 2025 text literally states “twelve cents (12¢) on the hundred by the year.” Its categories concern express-contract money, money after due, loans, retained money belonging to another, settled mutual-account balances, and open accounts after three months from the last item.
The wording is preserved. It is not silently converted to a different percentage, and the original amendments and current official body remain held. [C006.] Justia Law
2.2 Rate-setting mechanism
The statute reproduction and official Treasurer materials describe:
| Element |
Source-stated structure |
| Rate component |
Five percentage points plus the entry-date base |
| Base source |
Weekly average U.S. Treasury yield adjusted to a constant one-year maturity |
| Reference publication |
Second week of June |
| Rounding |
Upward to the nearest one-eighth percentage point |
| Annual determination |
July 1 |
| Application period |
Succeeding twelve months for judgments declared in that period |
| Day-count basis |
A 365-day year |
[C002–C005.] No Treasury series, live yield, average, rounding operation, or dollar interest was retrieved or computed. Justia Law+1
The “base in effect at entry” clause and the annual-cohort language support a distinction between setting rates annually for new judgments and repricing every existing judgment annually. They do not, without more authority, decide interest on a renewed, amended, replaced, or partly reversed judgment. [C003, C008.]

[C004; S002, printed page 1/PDF index 0.] This is not a prediction of future law or a determination that every judgment outstanding during the notice period bears that rate. Idaho State Treasurer's Office+1
2.4 Compounding, partial payment, and fee interest remain bounded
The statute’s 365-day provision does not itself supply a complete rule for:
- Compounding or capitalization of accrued judgment interest.
- Applying a partial payment first to principal, interest, fees, or costs.
- Backdating interest on a later cost or fee award.
- Selecting a new rate after amendment, renewal, replacement, or reversal.
- Treating an attempted tender, disputed deposit, or partial satisfaction as stopping all accrual.
The official 2010 calculation sheet provides a basic method, but it is dated guidance and does not resolve those legal questions. Its printed numerical example was not adopted or recalculated. [C007–C008, C034.] Idaho Court Assistance Office+1
3. Remaining duration and renewal history—not a new clock report
3.1 Targeted evidence update
| Existing distinction |
Freshly read wording relevant to the remaining gap |
Status |
| Action upon judgment |
Section 5-215 states an eleven-year period for its judgment/decree category. |
P; underlying accrual and legacy application remain outside this update. |
| Execution availability |
Section 11-101 now includes entry or order of renewal, with special-category and stay qualifications. |
P; the 2019 mirror explains the added renewal wording. |
| Original judgment lien |
Section 10-1110 separates recording-based attachment from duration measured from judgment date. |
P; no actual lien or expiry. |
| Renewal |
Section 10-1111 uses an unsatisfied judgment, a motion, entry of a renewal order, recording, and the stated consequences. |
P; not automatic renewal. |
| Original date/collection priority |
The reproduced renewal clause preserves both while restarting the referenced action period. |
P; not a complete competing-lien priority rule. |
[C015–C021.] This table records the new source check; it does not replace P6’s complete provisional clock matrix. Justia Law+3
3.2 Amendment-chain audit
| Instrument/version actually read |
Material change visible |
Effective/application evidence actually recovered |
Remaining gap |
| 2015 S1069, later engrossed version, “As Amended, As Amended, As Amended in the House” |
Changes ordinary execution and lien periods from five to ten years; action-on-judgment period from six to eleven; also contains separate nonmoney and mechanic-lien amendments. |
§ 6, printed p. 3/index 2: on/after July 1, 2015; applies only to judgments issued on/after that date by a competent court. Reported history identifies chapter 278. |
Final official act and harmonization with separate 2015 chapter 139 not recovered. Nonmoney/mechanic-lien merits excluded. |
| 2016 S1362, introduced |
Changes the ordinary renewal-lien period from five to ten years in the displayed version. |
§ 2, p. 1/index 0: emergency passage/approval language; retroactive to July 1, 2015 and limited to judgments issued on/after that date. Reported chapter 269. |
Introduced text is not the authenticated final act. |
| 2017 S1092, introduced |
Changes the ordinary renewal reference to the date of the renewed judgment. |
§ 2, p. 1/index 0: passage/approval emergency clause; secondary history reports chapter 177, effective March 27, 2017. |
Final official act and interaction with earlier application limits remain held. |
| 2018 S1225, introduced |
Adds renewal by entry of an order, “established or continued” lien language, original-date/collection-priority preservation, and the new action-period consequence. |
Read one-page body has no separate effective/application clause. Secondary history reports chapter 284 and July 1, 2018. |
Metadata is not an adopted effective/savings clause. |
| 2019 S1119, introduced |
Adds “or order of renewal” to § 11-101. |
Read one-page body has no separate effective/application clause. Secondary history reports chapter 175 and July 1, 2019. |
Final act and transition/application construction remain held. |
| Earlier and intervening credits |
Sections list additional 1995, 2011, and other changes. |
Displayed code histories only. |
Complete original chain not recovered. |
| Interest history |
§ 28-22-104 lists 1987, 1995, and 1996 amendments among older credits. |
Histories read; no final original interest-amendment body recovered. |
Historical fixed/variable rate and application questions remain open. |
[C010–C015, C033.] The 2015 later-stage version is distinguished from an earlier engrossed search lead. It is not claimed to be an enrolled or final official session law. LegiScan+4
3.3 What this history does not decide
The following remain held:
| Question |
Why the recovered evidence is insufficient |
| Which period governs a particular pre-July 2015 judgment or later renewal |
Final original application chain and construction remain incomplete. |
| Whether timely filing of a motion suffices when the renewal order is entered later |
The statute ties renewal to entry of an order and uses the pre-expiration condition, but the motion/order timing construction was not resolved. |
| Whether an unrecorded judgment fits every renewal-lien branch |
The text refers to the lien created by § 10-1110; no case construction was researched. |
| Whether a lapse can be cured or priority revived |
No automatic lapse-cure rule is inferred. |
| Maximum number of renewals |
No universal count is supplied; each statutory predicate remains material. |
| Interest rate after renewal |
The original-date clause is not independently converted into a completed interest holding. |
| Court power to extend a statutory period |
No ordinary motion-extension rule is imported into these statutory clocks. |
| Full effect of a stay |
The statute’s stay language is retained, without computing tolling, suspension, or an adjusted endpoint. |
[C021.] The dated renewal guide’s shorthand is not used to resolve these questions. Justia Law+1
4. Entry, recording, geography, and lien consequences
4.1 Entry and recording are different events
For the new interest and lien questions, Rule 58 was reread because “entry” selects the interest reference event, while § 10-1110 uses a different recording event.
Rule 58 makes the prescribed filing or clerk’s filing stamp the entry event and says the judgment is not effective before entry. Rule 54(a) separately addresses the judgment document and amended judgment. Neither makes recorder filing automatic. [C009.] Idaho Supreme Court+1
| Event |
Narrow consequence |
| Judgment entered in court |
Rule 58 effectiveness; statutory interest-reference event may become relevant. |
| Certified judgment transcript/abstract recorded |
Section 10-1110’s lien-creation event, subject to its predicates. |
| Recorder endorsement/indexing |
Section 31-2410 requires received-time endorsement, indexing, and recording as of receipt. |
| Renewal order entered |
The specified renewal effects; not proof of recording in any county. |
| Satisfaction filed in court |
Court-record duty under Rule 58.1 after full payment. |
| Satisfaction recorded |
Separate county-record effect; not assumed from court filing alone. |
4.2 Ordinary recorded-judgment lien
The reproduced § 10-1110 concerns a certified transcript or abstract of a qualifying Idaho-rendered judgment/decree of a state or U.S. court whose enforcement has not been stayed as provided by law.
The lien attaches from recording, not before, to the judgment debtor’s nonexempt real property in that county, then owned or acquired before lien expiration. Its ordinary duration text runs from the judgment date, not a fresh full term from recording. Satisfaction and stay language remain express qualifications. [C018.] Justia Law
No foreign-judgment registration, federal judgment-interest override, actual ownership, exemption, county, or property reach is determined. Family/support and restitution branches were read as exclusions but not developed.
4.3 Renewal recording and priority
Section 10-1111 says the order renewing judgment may be recorded in the same manner as the original. The resulting lien is described as established or continued from the order-date relation.
That wording does not establish:
- That court entry updated every recorder’s records.
- That a lien attaches retroactively in a county where no qualifying recording occurred.
- That “priority of collection” defeats every intervening lien or interest.
- That a lapsed or invalid lien is automatically revived.
- That one county’s satisfaction or renewal entry changes another county without the prescribed step.
[C019–C021.] Justia Law+1
4.4 Recorder duties and authentication
| Provision |
Supported interface |
Boundary |
| § 31-2402(1)(a), (f), (o) |
Identifies recordable judgment-related instruments and other writings authorized by law, with the stated fee condition. |
Not every self-created paper is recordable. |
| § 31-2402(2) |
Permits the described refusal of an unauthorized document following the specified consultation; listed categories are authorized and must be recorded under the provision. |
Its no-liability sentence is not universal recorder immunity. |
| § 31-2407 |
Certified final judgments affecting title or possession are recordable in the stated county setting. |
Not a separate universal money-judgment lien rule. |
| § 55-802 |
Clerk-authenticated judgments affecting title or possession may be recorded without acknowledgment or further proof. |
Not an acknowledgment exemption for every privately signed satisfaction or release. |
| § 31-2410 |
Records year, month, day, hour and minute of receipt and recording order. |
Timestamp does not itself adjudicate priority, validity, or ownership. |
[C022–C023.] Satisfaction-instrument acknowledgment, electronic-recording, fee, and full indexing requirements remain dependencies where indispensable. Justia Law+3
5. Payment, satisfaction, release, and refusal boundaries
5.1 Reviewed Rule 58.1 finding retained
The supported P14 finding is preserved: upon full payment, the judgment-favored party must file a satisfaction in the entering court and record it in every county where the judgment or abstract is recorded. It must be signed by that party or the party’s attorney.
The fresh read was limited to confirming that interface. The rule supplies no numeric filing period, no general partial-satisfaction procedure, and no automatic damages amount. [C027.] Idaho Supreme Court
5.2 New statutory route: § 10-1115
| Stage |
Generic actor and consequence |
| Qualifying payment |
A person against whom a money judgment exists, or interested in property subject to its lien, may pay the amount due to the rendering court’s clerk. |
| Rendering-court/county records |
Clerk then releases and satisfies the judgment on the stated records. |
| Other county |
A certified release/satisfaction copy may be recorded there; the statute then specifies the other clerk’s record action. |
| Money custody |
Unless earlier delivered to the court-determined entitled person, the clerk transfers it to the county treasurer. |
| Receipts |
Treasurer provides duplicate receipts: one with case papers, one retained by clerk. |
| Disbursement |
Payment to the recipient depends on the rendering court’s determination by order. |
[C024–C026.] The statute is additional to other satisfaction law or rules. It does not determine the amount due, the entitled recipient, or that a disputed or partial payment satisfies the judgment. Justia Law
5.3 Full payment, partial payment, deposit, and release are not interchangeable
| Situation |
Supported result or hold |
| Full payment under Rule 58.1 |
Triggers the reviewed filing/recording duty. |
| Payment of amount due under § 10-1115 |
Triggers that statute’s clerk/county/custody mechanism. |
| Partial payment |
No universal allocation order or mandatory partial-release instrument was authenticated in these clauses. |
| General Rule 67 deposit |
Requires notice and court leave, or the specified motion/order branch; withdrawal is governed by court direction or statute. |
| Tender not accepted |
No universal rule stopping judgment interest was authenticated. |
| Private compromise or contract release |
Separate substantive agreement, authority, and consideration/effect questions remain. |
| Vacatur, reversal, bankruptcy discharge |
Distinct legal events, not synonyms for satisfaction. |
| Expiry of one remedy or lien |
Not automatically a paid debt, satisfaction entry, release instrument, or universal discharge. |
[C028–C029, C032.] Idaho Supreme Court+2
5.4 Assignment and capacity
Rule 25(c) permits continuation by or against the original party after transfer unless the court orders substitution or joinder. Rule 25(e) permits substitution at the specified stages, including after judgment.
This is procedural authority, not proof that an assignment exists, that a proposed recipient owns the judgment, or that a particular person can sign a binding satisfaction. Rule 58.1’s signer language and § 10-1115’s court-determined recipient are retained separately. [C030.] Idaho Supreme Court+1
Death, incapacity, estate succession, public-officer replacement, agency, special-bank administration, and substantive assignment law are not completed.
5.5 Refusal and judicial relief
Rule 70(a) applies when a judgment requires a specific act and the party fails within the specified time. It permits the court to have another appointed person perform the act at that party’s expense, with the stated legal effect. Rule 70(e) identifies a possible contempt-motion basis for failure to comply with a judgment.
Those predicates cannot be replaced by a mere allegation that payment was made. The provisions do not create an automatic penalty, fee award, contempt finding, or release upon an informal request. [C031.] Idaho Supreme Court
No complete independent statutory damages action for refusal to acknowledge satisfaction was authenticated. Full Rule 60, contempt, sanctions, immunity, bond, and attorney-fee regimes remain held.
6. Why the narrow rule readings were necessary
| Fresh rule use |
New lifecycle question requiring it |
Limit preserved |
| Rule 54(a)–(b)(1) |
Separate judgment, amended judgment, and finality versus rate/recording events |
No trial/post-trial rerun; Appendix B partial-final form not completed |
| Rule 54(d)(1)(F), (e)(5), (7) |
Addition of approved fees/costs versus their unresolved interest commencement |
No fee entitlement, amount, or full fee procedure |
| Rule 58 |
Meaning of entry for interest and statutory clocks |
No universal amended-judgment restart rule |
| Rule 5(d) |
Rule 58’s filing incorporation |
Read only for filing relation; no operational fax/e-filing instruction |
| Rule 58.1 |
Interface with the new clerk-payment statute |
Reviewed P14 finding retained, not counted as wholly new coverage |
| Rule 25(c), (e), (a)(3) |
Postjudgment transfer/substitution versus satisfaction authority |
Service mechanics and substantive assignment remain held |
| Rule 67 |
Court deposit versus statutory satisfaction |
No automatic interest cessation or discharge |
| Rule 70(a), (e) |
Failure to perform a specifically ordered release/document act |
Other title/possession/writ branches excluded |
[C009, C027–C031.] No general computation or additional-mail-time rule was imported into the statutory years or “prior to expiration” language. No last-day, tolling, extension, or notice-based restart was calculated.

14.3 Researcher self-check
The strongest newly recovered evidence is the official annual interest notice, the targeted 2015–2019 version sequence, and the statutory clerk-payment route distinguished from Rules 58.1 and 67.
The final official statutory and enactment/application chain remains open. So do partial-payment allocation, compounding, amended/renewed interest, motion-versus-order timing, recording priority, satisfaction formalities, and the special regimes listed above.
No actual or invented judgment, party, property, account, payment, rate input, motion, order, release, financial value, or calendar was supplied or constructed. No calculation, renewal, recording, satisfaction, release, liability, eligibility, strategy, or outcome determination was made.
This is a researcher self-check, not independent review. The component is supported by newly read official rate/rule materials and expressly qualified statutory and legislative evidence. Earlier findings and holds remain preserved. No Idaho, dimension4/6, A066, parent, operational, or publication acceptance follows.
