S_ID PASS-06 — Idaho limitation periods, accrual, acknowledgment, and part-payment
Fresh public-source access date: October 28, 2026, America/Los_Angeles.
Component: Registry dimension 3—generic public-law limitation periods for debt and contract claims, accrual, acknowledgment/new promise/part-payment, and the indispensable federal time-barred-collection overlay.
Evidence disposition: The official Idaho limitation-statute routes attempted in this pass did not yield readable bodies. The Idaho statutory findings below are therefore provisional readings of the identified 2025 reproductions, not authenticated official current 2026 law. Official Idaho court-rule text, official federal statutory publications, and official Regulation F materials were recovered. Historical Idaho judgment-amendment text was recovered from a legislative-document mirror, with the provenance limitations stated below.
P1–P4, their C033/C035 holds, and all other earlier limitations remain unchanged. P5 was not used as a substantive foundation. No actual debt, agreement, party, filing date, or outcome is assessed.
1. Principal findings
Idaho does not have one limitation period for “debt.” The reproduced statutes distinguish a general written-contract period, an unwritten-liability period, a special reciprocal-account accrual rule, negotiable-instrument periods, sales and goods-lease periods, an action upon a judgment, execution, judgment liens, renewal, and foreclosure. The special-statute rule in § 5-201 prevents treating the general written-contract period as the default for every instrument bearing a signature. [C002–C018; S002–S008.] Justia Law+3
A period and its starting event are separate questions. Sections 5-216 and 5-217 identify periods but do not themselves resolve every ordinary-contract accrual issue. In contrast, § 28-3-118 expressly uses due dates, an accelerated due date, demand, dishonor, acceptance, or specified nonpayment conditions, depending on the instrument. Section 5-222 uses the last proved item only for the described reciprocal account. [C005, C009–C019.] Justia Law+1
Section 5-238 distinguishes signed acknowledgment/promise from payment. Its reproduced text requires a signed writing for the acknowledgment-or-promise evidentiary route and separately gives payment of principal or interest the effect of a signed new promise to pay the remaining debt. It does not settle every question about an already expired period, conditional wording, payment allocation, agency, electronic signatures, or displacement by the UCC. Those questions remain held rather than being converted into “every contact restarts the clock.” [C020–C025.] Justia Law
Judgment clocks must remain separate. The reproduced provisions specify eleven years for an action upon a judgment, ten years for ordinary execution and lien duration, and a conditional renewal mechanism. The 2015 transition and later renewal amendments matter; a generic statement that all judgments “expire in ten years” is not an adequate substitute. [C026–C030.] Justia Law+3
The federal rule is a collection-conduct rule. For a covered debt collector and covered consumer debt, 12 C.F.R. § 1006.26 prohibits bringing or threatening a legal action to collect a time-barred debt. Its bankruptcy-proof-of-claim exception does not determine Idaho revival, discharge, claim allowance, or collateral rights. [C047–C051.] eCFR+1
2. Idaho section-by-section category and trigger matrix
Status key
- P — Provisional statutory reading: complete relevant text read in Justia’s 2025 Idaho Code reproduction; official-current authentication remains open.
- O — Official body read: official court, federal statute, or agency regulation text actually read, subject to the publication currency stated in the source register.
- H — Held dependency: an indispensable classification, incorporation, version, or judicial-construction issue remains unresolved.
2.1 General contracts and accounts
| Category |
Provision and source-stated period |
Accrual or other trigger actually stated |
Qualifications and unresolved boundary |
| General civil actions |
§ 5-201: actions must be commenced within the chapter’s periods after accrual |
Accrual is the general reference event |
A different limitation prescribed by a special statute controls. This provision does not define every claim’s accrual. P; C002. |
| Actions other than recovery of real property |
§ 5-214 introduces the following limitation provisions |
No independent period or accrual rule |
It is a scope provision, not another debt clock. P; C002. |
| Contract, obligation, or liability founded on a written instrument |
§ 5-216: five years |
Read with § 5-201’s accrual requirement |
Express exception for an action in the name or for the benefit of the State. Negotiable instruments and other special statutes must be checked first. P; C003. |
| Contract, obligation, or liability not founded on a written instrument |
§ 5-217: four years |
Read with § 5-201 |
Does not itself classify a credit arrangement, account stated, implied contract, or particular documentary record. P; C004. |
| Mutual, open, and current account with reciprocal demands |
§ 5-222 supplies accrual, not a number of years |
Time of the last item proved in the account on either side |
Reciprocity is an express element. “Open account” as a business label alone is insufficient. The applicable period still needs a separate statutory basis. P; C005. |
| Recovery of money deposited with a bank, banker, trust company, or savings-and-loan society |
§ 5-223 supplies accrual, not a number of years |
Period does not begin until demand by the depositor or authorized person |
This is a deposit-recovery provision, not a universal demand-loan rule. P; C006. |
| Liability created by statute, other than penalty or forfeiture |
§ 5-218(1): three years |
General accrual, with an express discovery rule for the described public surety-bond action |
The special discovery language is not a general discovery rule for every statutory or contract debt. P; C007. |
| Fraud or mistake |
§ 5-218(4): three years |
Discovery by the aggrieved party of the facts constituting fraud or mistake |
A contract claim is not converted into this branch merely because wrongdoing is alleged. P; C007. |
| Claim not otherwise provided for |
§ 5-224: four years |
Accrual |
Residual only. It cannot displace a more specific limitation provision. P; C008. |

Ordinary installment and acceleration boundary
For an ordinary contract outside the verified special-instrument branches, the text read does not by itself establish:
- That execution is the accrual date.
- That any missed payment accelerates the entire balance.
- That the last payment starts a limitation period for every installment.
- That a charge-off, collection referral, debt sale, demand letter, or accounting entry establishes accrual.
- What notice, election, waiver, reinstatement, or rescission makes an acceleration effective.
The generic statutes support the distinction between accrual and the chosen period; resolving those additional ordinary-contract questions requires judicial construction or another applicable generic legal provision. That construction was not researched because named opinions and cases were excluded. [C019; B03–B04.]
2.2 Negotiable instruments: complete § 28-3-118 branches
The following periods depend on an instrument falling within Article 3. The scope and definition provisions read were §§ 28-3-102, 28-3-103, 28-3-104, 28-3-106, 28-3-108, and 28-3-109. A document called a “note” does not establish negotiability. Among the material predicates are the required promise or order, fixed amount, unconditional character, bearer/order treatment or applicable exception, demand/definite-time character, and limits on additional undertakings. [C009; S003.] Justia Law+5
| § 28-3-118 branch |
Period and reference event |
Necessary qualifications |
| (1) Note payable at a definite time |
Six years after the due date or dates stated in the note; if accelerated, six years after the accelerated due date |
Except subsection (5). The text supplies the accelerated-date consequence, not the validity or method of acceleration. C010. |
| (2) Note payable on demand—demand made |
Six years after demand for payment |
Except subsections (4) and (5). A legally sufficient demand and its occurrence remain predicates. C011. |
| (2) Demand note—no demand made |
An action is barred if neither principal nor interest has been paid for a continuous ten-year period |
This is not simply “ten years from execution.” It does not answer whether a later payment can undo an already completed bar. C011, C022. |
| (3) Unaccepted draft |
Three years after dishonor or ten years after the draft date, whichever expires first |
Except subsection (4). Dishonor and instrument classification must be established. C012. |
| (4) Certified check; teller’s, cashier’s, or traveler’s check |
Three years after demand for payment against the specified acceptor or issuer |
Actor and instrument definitions matter. C013. |
| (5) Certificate of deposit |
Six years after demand |
When it states a due date and payment need not be made earlier, the period begins when demand is effective and the due date has passed. C014. |
| (6) Accepted draft other than a certified check |
Six years after the stated due date or dates; for demand payment, six years after acceptance |
Does not use the ordinary demand-note trigger. C015. |
| (7) Instrument conversion, money had and received or like action, warranty breach, and other Article 3 obligations not otherwise covered |
Three years after accrual |
Subject to the stated other-law qualification for indemnity or contribution. That other law was not completed. C016. |
Source: S003, § 28-3-118(1)–(7), complete. P throughout. Justia Law
Article 3 excludes money, the described payment orders, and Article 8 securities; specified Article 4/9 and Federal Reserve conflicts can control. The detailed incorporated regimes were not fully read. Section 28-3-301’s person-entitled-to-enforce body was not recovered, so this pass does not determine who may enforce an instrument. [C009; B05.] Justia Law
2.3 Goods sales and goods leases
| Category |
Limitation and accrual |
Exceptions, savings provisions, and scope |
| Sale of goods: § 28-2-725 |
Four years after breach; ordinarily breach occurs regardless of the aggrieved party’s lack of knowledge |
Original agreement may shorten the period to not less than one year, but not extend it. Warranty ordinarily breaches at tender; the express future-performance exception uses discovery when discovery must await that performance. C017. |
| Same, later action after termination |
A qualifying subsequent action may be brought within six months after termination of the timely first action |
Requires an available remedy by another action; excludes voluntary discontinuance and failure/neglect to prosecute. Tolling law is preserved. Pre-effective-date causes are excluded; the original Act’s effective-date clause was not recovered. |
| Goods lease: § 28-12-506 |
Four years after accrual; default accrues at the later of default or discovery/constructive discovery of the act or omission underlying default or warranty breach |
Original lease may shorten to not less than one year. This is a goods-lease category, not ordinary real-property rent. C018. |
| Same, indemnity |
The reproduced text refers to discovery or constructive discovery and ends with “whichever is later” |
The text does not clearly identify a second comparison event in that sentence. No event is supplied by inference; construction remains held. |
| Same, subsequent action |
Six months after termination under the stated qualifying conditions |
Same stated exclusions for voluntary discontinuance and failure/neglect to prosecute; tolling preserved; pre-effective-date causes excluded. |
Sources: S004–S005, including the necessary goods/sale/lease definitions actually read. P. Justia Law+5
A service contract, financial account, security transaction, instrument, or real-property lease is not placed in these branches merely because payment is owed. The goods-versus-security-interest boundary and other unread incorporations remain conditional.
3. Judgment, enforcement, renewal, and collateral distinctions
3.1 Separate legal objects and clocks
| Legal object |
Reproduced provision |
Period/trigger |
Boundary |
| Action upon a judgment or decree |
§ 5-215(1) |
Eleven years, read with the general accrual framework |
The provision is not an execution rule. It does not itself resolve every judgment-accrual or foreign-judgment issue. |
| Writ of execution |
§ 11-101 |
Ten years after entry, or after the specified renewal order; subject to court stay and special support/restitution clauses |
Not the same as the eleven-year action period. |
| Ordinary recorded judgment lien |
§ 10-1110 |
Lien arises upon qualifying recording and ordinarily continues ten years from the judgment date |
Recording is the lien-creation event; it is not automatically the event from which the duration is measured. Nonexempt real property, county, satisfaction, and stay qualifications matter. |
| Renewal |
§ 10-1111 |
Unsatisfied judgment; motion and court order before the relevant lien expires; renewed lien ten years from renewal order |
Renewal is not automatic. The order preserves stated original-date/priority consequences and restarts the § 5-215 action period. The precise motion-versus-order deadline construction is held. |
| Nonmoney judgments after ten years |
§ 11-105 |
Court leave, motion, or the described supplemental-judgment procedure |
Expressly not the general money-judgment extension rule. |
| Real-property mortgage foreclosure |
§ 5-214A |
Five years from maturity of the secured debt or obligation; where no maturity is specified, the section uses the stated foreclosure-accrual relationship |
Separate collateral remedy. It does not establish that expiration of a note action extinguishes a lien. |
P; C026–C031; S002, S007–S008. Justia Law+5
3.2 Material 2015–2018 version boundary
The recovered 2015 S1069 amended bill copy changes the ordinary execution/lien periods from five to ten years and the action-upon-judgment period from six to eleven years. Its § 6 states a July 1, 2015 effective date and application only to judgments issued on or after that date. The document was read on a third-party legislative mirror, not from an authenticated official session-law publication. [S009.] LegiScan+2
The recovered 2016 S1362 bill copy addresses renewal and states effectiveness upon passage and approval, retroactive to July 1, 2015, for judgments issued on or after that date. The displayed document is an introduced bill version; secondary legislative history reports passage, but the final official session-law body was not recovered. Later 2017 and 2018 amendments appear in the reproduced § 10-1111 source history and were not reconstructed from their original enactments. [S010; C030.] LegiScan+1
An official Idaho court instruction dated 08/01/2018 also distinguishes pre-July 1, 2015 judgments from later judgments for its renewal discussion. It is procedural guidance, not a substitute for the action, lien, execution, and amendment texts. [S011.] Idaho Court Assistance Office
Result: The historical transition is material and supported as a conditional version branch. This pass does not certify that every older judgment uses the new period, or that all later changes have been authenticated.
3.3 Special liabilities not reduced to ordinary debt periods
| Category |
Material distinction found |
Status |
| Idaho child-support arrearages |
§ 5-245 uses judgment/renewal expiration and encompasses stated enforcement proceedings; §§ 10-1110 and 10-1111 contain support-specific lien and renewal provisions |
P, partial. Full support law and interstate treatment remain outside scope. |
| Restitution orders |
§§ 10-1110 and 11-101 contain twenty-year restitution-related provisions |
P, partial. The incorporated § 19-5305 regime was not read; no restitution outcome follows. |
| Actions in the State’s name or for its benefit |
§ 5-225 generally subjects State actions to limitations, but § 5-216 expressly excludes the State-name/benefit branch from its written-contract bar |
P. No universal “public debts never expire” or “all public debts use five years.” |
| Rejected claims against a county |
§ 5-221 uses six months after first rejection by the county commissioners |
P. This is a claim against the county, not a county’s collection claim. Presentment prerequisites remain held. |
| Director/stockholder statutory liability, penalty, or forfeiture |
§ 5-237 supplies a special three-year discovery-based provision |
P. Not an ordinary contract default. |
| Taxes, federal public debts, benefits recovery, special educational debt, probate claims, penalties and forfeitures outside the read provisions |
Separate statutes may control |
Held/excluded. No residual four- or five-year period is assigned. |
C032–C034, C057–C058. Justia Law+6
4. Acknowledgment, new promise, part-payment, and assignment
4.1 What § 5-238 actually supplies
The complete reproduced provision has two distinct mechanisms:
| Mechanism |
Required object/action in the text |
Stated effect |
What is not established |
| Acknowledgment or promise |
A writing signed by the party to be charged |
Required evidentiary form for a new or continuing contract taking the case outside the chapter’s operation |
Every signed communication is sufficient; an oral statement suffices; electronic-signature rules; conditional or disputed language’s effect |
| Payment |
Payment of principal or interest |
Equivalent to a duly signed written new promise to pay the remaining debt |
Every transfer to any person is qualifying payment; payment allocation; third-party authority; unauthorized debit; returned payment; satisfaction/discharge consequences |
P; C020–C023; S002 § 5-238. Justia Law
The paragraph does not expressly divide its operation into payments before expiration and payments after expiration. Its text therefore cannot be accurately described as containing an express pre-expiration-only limitation. But the absence of that limitation does not, without construction, establish every post-expiration consequence for every debt category.
Required revival qualifications
| Question |
Finding |
Missing authority |
| Oral acknowledgment alone |
Does not satisfy the paragraph’s signed-writing route |
Any separate doctrine or exception would require authority; none is supplied here |
| Unperformed offer to pay |
Is not an actual payment; a signed document must instead be assessed under the acknowledgment/promise branch |
Sufficiency of its wording and conditions |
| Payment during an unexpired period |
The statutory equivalence applies to a qualifying principal/interest payment |
The new promise’s exact accrual and the applicable period remain classification-dependent |
| Payment after expiration |
Not expressly excluded by the paragraph |
Post-bar construction, relationship to the particular limitation, and any special statutory displacement |
| Allocation among balances or obligations |
Not specified |
Allocation law, authority, and the object to which the payment legally applies |
| Payment by an agent or another person |
Payment sentence does not state a complete agency rule |
Authority, ratification, attribution, and whose obligation is affected |
| Electronic writing/signature |
Not resolved by § 5-238 alone |
Applicable electronic-record/signature statutes and any exclusions |
| Negotiable instrument |
Article 3 has its own periods; § 28-1-103 preserves supplemental law unless displaced |
Whether and how § 5-238 supplements or is displaced by § 28-3-118 |
| Effect on all installments or collateral |
Not stated |
Claim-specific construction; no universal whole-balance or lien revival |
| Discharge or satisfaction |
Not equated with limitation expiration |
Separate substantive discharge/satisfaction law |
C022–C025; B10–B14. These are precise holds, not advice about making or withholding any payment or communication.
4.2 Debt sale or assignment is not the same event
The statutes read do not identify sale, assignment, referral, or placement as a limitation-reset event. Section 28-3-203 describes transfer and the rights transferred; it does not replace the note’s due date with the transfer date. That is distinct from a new promise made by the party to be charged or a qualifying payment. [C024; S003 § 28-3-203.] Justia Law
The federal prohibition against falsely representing that transfer will cause a consumer to lose a defense supplies a separate conduct constraint. It does not itself calculate an Idaho period. [C052; S013–S014.] Consumer Financial Protection Bureau+1
5. Accrual modifications, tolling, borrowing, commencement, and counting
5.1 Idaho statutory qualifications
| Provision |
Source-stated rule |
Material limitation |
| § 5-229—absence |
If the person against whom the claim accrues is outside Idaho, the section uses return as the starting relationship; subsequent absence is excluded from the limitation time |
Serviceability, constitutional limits, residence, and application to a particular absent defendant require construction. Do not treat absence as automatically dispositive. |
| § 5-230—claimant disability |
Disability must exist when the claim accrues; the specified minority or mental-incapacity categories exclude time, subject to the section’s broad six-year cap and § 5-213 exception |
It concerns the person entitled to sue, not automatically the debtor. The cap’s interaction with other statutes and federal law is not adjudicated. |
| § 5-235 |
Disability must exist at accrual to be used under the referenced disability provisions |
A later disability does not satisfy this textual requirement. |
| § 5-236 |
Coexisting disabilities are addressed together until all are removed |
Read with § 5-230’s qualifications; no stacking calculation supplied. |
| § 5-213 |
Separate real-property disability provision, including its twenty-year outer relationship |
Read only because § 5-230 expressly incorporates it; not an ordinary debt extension. |
| § 5-234—stay |
Time during which commencement is stayed by injunction or statutory prohibition is excluded |
Ordinary negotiation, a demand, or a voluntary collection pause is not identified as this trigger. |
| § 5-233—reversal saving rule |
Timely action, plaintiff’s judgment reversed on appeal, and a new action within one year after reversal |
Not a general savings period after every dismissal or service failure. |
| § 5-239—foreign accrual/bar |
A claim arising elsewhere and barred there cannot be maintained in Idaho, subject to the Idaho-citizen-and-holder-from-accrual exception |
Not a complete choice-of-law rule or an automatic “shortest period always wins” instruction. |
| § 5-232—war-related disability |
The stated wartime disability period for the described alien claimant is excluded |
No actual nationality, war status, or application is determined. |
P; C035–C040; S002. Justia Law+8
The age-of-majority incorporation and the legal meaning of the mental-incapacity category were not independently resolved. No age or medical classification is supplied.
5.2 Commencement is not service, and counting is not universal
The reproduced § 5-228 and official Idaho Rule of Civil Procedure 3 identify filing the complaint or other initiating pleading as commencement. Rule 4 separately addresses service. Its stated 182-day service period, 14-day notice before dismissal, and good-cause extension mechanism are not a new limitation period or a universal refiling safe harbor. [C041, C043; S002, S012.] Justia Law+2
Official Rule 2.2, not a universal calendar assumption, supplies these rules within its scope:
- For periods stated in days or a longer unit, exclude the triggering day, count intermediate days, and include the last day subject to the weekend/holiday extension.
- An inaccessible clerk’s office can produce the stated extension unless otherwise ordered.
- Three added days concern acts required after service by mail, not every limitation period.
- Its extension provisions are procedural text, not a demonstrated power to enlarge every substantive statute of limitations.
Section 5-228A separately addresses a last-day clerk closure caused by specified judicial-order/emergency conditions. The relationship between an actual closure, the rule, and a particular statute is not calculated here. [C042; S002, S012.] Idaho Supreme Court+1
Rule 1 limits the civil rules’ forum and proceeding scope. Rule 8(c) lists statute of limitations and discharge in bankruptcy as distinct affirmative defenses. Rule 9(h) addresses pleading a statutory bar. These provisions do not support treating limitation expiration, bankruptcy discharge, and substantive extinction as synonyms. [C044.] Idaho Supreme Court+1
5.3 Indispensable federal military-service overlay
Official 50 U.S.C. § 3936(a) excludes a qualifying period of military service in computing a limitation for bringing the described actions or proceedings by or against the servicemember or specified representatives/assigns. Subsection (b) separately addresses real-property redemption. Subsection (c) excludes Internal Revenue Code limitation periods from this section. [C045; S018.] US Code
The statute’s definitions and applicability provisions were read. Military service, entry/release/death, active duty, and the listed service categories require their own predicates. The National Guard branch incorporates 32 U.S.C. § 502(f), which was not completed; no actual qualifying service determination is made. [C046; S018–S019.] US Code+2
No Idaho six-year tolling cap is applied to override this federal provision. Other federal extensions, including the unrecovered 11 U.S.C. § 108 branch, remain held.
6. Narrow federal collection-conduct overlay
6.1 Applicability and exclusions
The official FDCPA and Regulation F definitions require a covered consumer debt and debt collector. The debt definition concerns the specified transaction primarily for personal, family, or household purposes, whether or not reduced to judgment. It does not automatically include business liabilities, taxes, or every public obligation. [C047; S013–S014.] Consumer Financial Protection Bureau+1
The collector definition includes the principal-purpose and regular-collection branches and the described creditor use of another name. Its exclusions are not interchangeable labels:
| Exclusion branch read |
Exact limitation material to this pass |
| Creditor’s officer or employee |
Acting in the creditor’s name |
| Common ownership/affiliation |
Collection only for the related persons and debt collection not the principal business |
| Government officer/employee |
Collection in official duties |
| Process service |
Activity confined to serving legal process |
| Nonprofit credit counseling |
Consumer-requested, bona fide counseling with the described payment/distribution activity |
| Specified collection incidental to another role |
Bona fide fiduciary/escrow activity, originated debt, debt not in default when obtained, or the stated secured-party commercial-credit arrangement |
| Private bad-check program |
Only the conditional statutory program in § 1692p, not every contractor or check-collection activity |
| Security-interest enforcement |
The expanded definition is limited to the specified nonjudicial-action provision; it does not automatically bring every security enforcer within § 1006.26 |
| Regulation-level exclusions/exemptions |
The § 5519 motor-vehicle-dealer scope provision and any valid state-class exemption require their own elements |
[C048.] Section 1692p’s generic conditions were read, including governmental control, specified prerequisites, voluntary participation, disclosures, and dispute procedures. Its remaining incorporated definitions are held. Section 5519’s exceptions were also read; no actual dealer, program, creditor, or collector is classified. Consumer Financial Protection Bureau+3
6.2 The operative prohibition
Section 1006.26 defines a time-barred debt by expiration of the applicable period for the legal action. A covered debt collector must not bring or threaten such an action. The operative paragraph contains no knows-or-should-know qualification. Its express exception concerns proofs of claim filed in bankruptcy. [C049–C050.] eCFR
The relevant claim or remedy matters. The official final-rule explanation recognizes that one claim associated with an installment or secured obligation may be barred while another is not. This does not itself resolve Idaho acceleration, foreclosure, or installment construction. [C051.] Consumer Financial Protection Bureau
No conclusion is made that nonlitigation collection is universally permitted, that a bankruptcy proof of claim is valid, or that every other FDCPA provision is satisfied.
6.3 Revival disclosures and rule history
The 2020 final rule expressly did not finalize proposed § 1006.26(c), which would have imposed the described time-barred-debt and revival disclosures. That unadopted proposal is not a universal current disclosure requirement. Other applicable law and general deception rules remain separate. [C053.] Consumer Financial Protection Bureau+1
The rule states an effective date of November 30, 2021. A proposal to delay effectiveness was later withdrawn; the withdrawal notice is not itself a new limitation period. [C054.] Consumer Financial Protection Bureau+1

14. Researcher self-check and final limitations
This pass independently gathered sources for the subject matter, but it is not an independent review of earlier reports. No prior substantive Idaho limitation conclusion was assumed.
Actually completed were the fresh source attempts, the complete or expressly bounded statutory readings recorded above, official court-rule readings, the necessary federal definitions and time-barred prohibition, selected enactment/effectiveness materials, and the visible comparisons and registers.
Not established were:
- Authenticated current official Idaho limitation-statute bodies or a complete 2026 amendment comparison.
- A complete official session-law chain for the judgment amendments.
- Judicial construction of ordinary-contract accrual, acceleration, reciprocal accounts, post-expiration payment, allocation, agency, electronic acknowledgment, or UCC displacement.
- Every special tax, probate, support, restitution, public-debt, financing, collateral, bankruptcy, or credit-reporting regime.
- An actual claimant, debtor, collector, instrument, agreement, payment, service status, judgment, filing deadline, or legal outcome.
No numerical calendar scenario was invented. No advice to pay, withhold payment, acknowledge, dispute, sue, or refrain from suit is given. No case, opinion, docket, provider dossier, actual contract, private policy, or completed transaction record was investigated.
The fresh research supports a differentiated, source-bounded framework—not one universal Idaho debt clock, an automatic revival conclusion, or operational permission. All earlier holds and unexamined dimensions remain open.
