S_ID PASS-22 — Idaho small-claims debt route
Fresh public-source access date: October 28, 2026, America/Los_Angeles.
Scope: Small-claims jurisdiction and claim limits; initiation and service; answers, separate claims, transfer, hearings, representation, default, judgment, and the necessary review and fee interfaces.
Evidence disposition
The official current-published Idaho Rules for Small Claims Actions were recovered and read completely. Necessary ordinary civil-rule incorporations, the evidence-rule exclusion, official instructions, and wholly blank forms were also read.
A material 2026 amendment raises the statutory claim/property ceiling to $15,000 and replaces the former appeal-attorney-fee reference. The read engrossed bill, reported enactment history, current official Rule 15, and July 2026 court instructions support the version distinction described below. The final official session-law body was not recovered. Other Idaho statutory findings remain provisional readings of identified secondary reproductions, not authenticated current official codification.
Earlier findings, provenance, C033/C035, and all other holds remain unchanged. No P21 ordinary-court finding supplies a substantive premise here.
Principal findings
The current court instructions use a $15,000 ceiling, not the $5,000 figure still displayed in the 2025 statutory reproduction. The read 2026 amendment uses the amount of each money claim or the value of the personal property. It does not establish a general district-court jurisdiction ceiling or a universal rule for splitting or aggregating obligations. [C002–C004.] LegiScan+2
A written answer is required within the applicable twenty-one-day service-based period. An unanswered claim is not automatically proved: the small-claims rule expressly requires evidence sufficient to satisfy the court before default judgment. [C014, C027–C028.] Justia Law+1
Counterclaims are prohibited within the small-claims action, but separate claims and transfer are not the same thing. Related small claims may be heard together; a qualifying related non-small-claims action filed by the defendant triggers a different transfer-and-consolidation rule. [C018–C020.] Idaho Supreme Court+2
The original hearing and the appeal have different representation, jury, and procedure rules. The initial small-claims hearing is nonjury. A permitted appeal is a trial de novo, with its own jury-request period, pleading discretion, and written-order requirement for discovery. [C007, C022, C036–C038.] Idaho Supreme Court+2
Rule 13 is a distinct small-claims reconsideration/set-aside provision. Its text permits action at any time, including during an appeal. It should not be replaced with a universal six-month limit imported from ordinary Rule 60. Nor does an informal request automatically vacate the judgment or suspend enforcement. [C033–C035.] Idaho Supreme Court
1. Court, claim, amount, party, and venue boundaries
The following labels apply:
- O — Official text read: official current-published rule or official generic court document.
- P — Provisional: dated secondary statutory reproduction.
- L — Legislative-version evidence: legislative text and reported status, without a recovered final official act.
- G — Guidance or blank form: assists interpretation or identifies required documents, but is not independently controlling law.
- H — Held: a material source, incorporation, construction, or application dependency remains unresolved.
1.1 Small claims is a distinct procedural route
| Issue |
Supported distinction |
Boundary |
| Court structure |
Section 1-2301 authorizes a small-claims department within the magistrate division of the district court. |
No actual department, assignment, judicial officer, or local order was investigated. |
| Claim types |
Recovery of money and recovery of personal property within the applicable statutory measure. |
No general authority for every injunction, real-property possession remedy, foreclosure, or other special proceeding is established. |
| Excluded damages |
Section 1-2301 prohibits punitive damages and damages for pain or suffering in this department. |
A separate statutory remedy is not assumed applicable merely because it is called a penalty or multiplier. |
| Governing rules |
The Idaho Rules for Small Claims Actions supply the special route. |
IRCP 1(b) applies ordinary civil rules only as the small-claims rules provide. |
| Claim validity |
Procedural access is separate from debt ownership, enforceability, proof, limitations, and lawful charges. |
A filing, assignment, admitted amount, or default request is not an adjudication. |
[C002–C004; S002–S005.] LegiScan+1
1.2 The July 2026 ceiling and its legal base
The read S1330 engrossed text changes § 1-2301’s ceiling to:
| Category |
Statutory measure |
| Money recovery |
Amount of each claim does not exceed $15,000 |
| Personal-property recovery |
Value of the property does not exceed $15,000 |
The bill states July 1, 2026 effectiveness; reported history identifies chapter 196. The official July 2026 plaintiff instructions likewise use $15,000. The older $5,000 reproduction is historical for this issue. [C002.] LegiScan+2
The official blank claim form distinguishes the claim amount from filing and service fees, and Rule 12 separately addresses awarded costs. But the read authorities do not complete every question about interest within the claim, multiple theories, aggregated demands, assignment of portions, abandonment of excess, or claim splitting. No permission to divide one obligation or multiply the ceiling is inferred. [C003, C021.] Idaho Court Assistance Office+1
1.3 Venue and government-party qualifications
The general § 1-2301 venue alternatives are the county where the defendant resides or where the cause of action arose, with a right to request change from an improper county.
Section 1-2306 contains a different state-defendant branch: plaintiff’s county of residence, or the cause-of-action county if the plaintiff is not an Idaho resident. It also requires additional service on the Attorney General and a filed written designation for the specified nonattorney government representative.
Government participation is limited to actions otherwise allowed by law. The section excludes the described action against the state or a justice/judge based on official judicial acts; it is not a general waiver of immunity. [C005.] LegiScan+1
Form qualification: The 2016 blank claim’s verification describes defendant-residence venue and a cause-of-action alternative tied to an out-of-state defendant. That is narrower than § 1-2301’s general alternatives. The form does not rewrite the statute. No actual venue is selected. Idaho Court Assistance Office
1.4 Claimants, assignees, and representation
| Role |
Read authority |
Qualification |
| Individual, partnership, corporation, association plaintiff |
Small-claims Rule 3 |
An employee may sign pleadings; actual authority and ownership remain unproved. |
| Business representative |
Section 1-2307 |
Substantial-interest owner or nonattorney employee under the statute. No numerical ownership percentage is supplied. |
| Authorized nonattorney employee |
Rule 8(a) |
Authorization is a predicate, not presumed from a job title. |
| Attorney appearing for a party |
Rule 8 and § 1-2307 |
Barred in the original small-claims hearing/proceeding to the stated extent; legal advice outside appearance is distinguished. |
| Attorney or law firm as party |
Section 1-2307/Rule 8 |
Own-party exception does not cover an assigned claim. |
| Assignee |
Section 1-2307(3) |
May bring a claim otherwise triable in small claims; an attorney-assignee cannot use the stated appearance route. |
| Business on de novo appeal |
Section 1-2307(2) |
The same qualifying owner or nonattorney employee may represent it; no universal requirement to retain counsel. |
| Execution-stage attorney |
Rule 8(b) |
Separate postjudgment exception; enforcement merits remain outside this pass. |
[C006–C007.] Section 5-302 preserves its specified assignee defenses/setoff relationship and negotiable-instrument exception. It does not prove an assignment, license, instrument status, or actual right to recover. Justia Law+3
The ordinary real-party statute § 5-301 was not recovered. The blank claim’s ownership certification is not a substitute for substantive ownership law.
2. Initiation, required documents, and service
2.1 Commencement and claim contents
Section 1-2302 describes commencement by subscribing, verifying, and filing the claim. Rule 2 requires the approved complaint form and filing fee. Section 1-2305 requires the parties’ names, concise nature and amount, time accrued, and defendant address if known.
The official claim form contains separate money and personal-property branches, an ownership verification, and a penalty-of-perjury certification. None was completed. [C008–C009.] Justia Law+3
This does not determine substantive accrual, limitation compliance, an instrument’s enforceability, or whether a particular declaration satisfies every verification law. Nor does it establish a universal requirement to attach every contract or assignment document at filing.
No universal pre-suit demand period was authenticated for every small claim. The separately read dishonored-instrument provision has additional conditions and unread incorporations; it is not generalized to ordinary debt. [C043.]
2.2 The initial service package
Section 1-2304 requires service of:
| Document |
Function |
| Summons |
Initial court process |
| Copy of claim |
The demand and its stated basis |
| Answer form |
The required response instrument |
| Defendant instructions |
Response/default information |
Rule 4(a) additionally requires proof that the answer form and instructions were served on each defendant at the time the complaint was served. A creditor’s pre-suit letter, later hearing notice, or an unserved blank answer is not equivalent. [C010.] Justia Law+1
2.3 Personal service and the court-mail route differ
| Route |
Material conditions |
| Personal service under applicable law |
Necessary IRCP 4 provisions govern authorized server, recipient, substituted service, agents, and protected persons. |
| Ordinary adult individual |
Personal delivery; qualifying dwelling recipient; or authorized process agent, as the complete rule permits. |
| Server |
Authorized officer or nonparty over eighteen under IRCP 4(c). |
| Dwelling recipient |
At least eighteen and residing there, under that particular rule. |
| Minor/incapacitated recipient |
Additional recipient and personal-service conditions apply; this is not a finding of capacity. |
| Entity/government service |
Officer/agent and statutory-recipient conditions must be satisfied; no actual agent is identified. |
| Small-claims court-mail route |
Written request endorsed on the claim, specified mailing address, court mailing by registered/certified mail, return receipt requested. |
For the § 1-2304 mail route, service is complete when the receipt signed by the defendant is returned to the court. That signature is prima-facie proof under the section. Dispatch, delivery to another signer, and return to the court are not interchangeable. [C011–C012.] Idaho Supreme Court+1
The distinct entity-mail provisions in IRCP 4 are not silently substituted for § 1-2304’s court-mail branch.
2.4 Proof, other service methods, and necessary holds
IRCP 4(g) requires the applicable certificate, affidavit, receipts, or acknowledged admission and permits amendment under its prejudice condition. Proof is not an independent finding that the method or recipient was lawful. [C013.] Idaho Supreme Court
The complete rule was read, but the statutory predicates for publication, out-of-state jurisdiction, and particular statutory agents were not freshly completed. Electronic service of later papers is not treated as a universal method of initial small-claims service. No address search, server selection, or service plan was performed.
3. Answer, hearing setting, service dismissal, and counting
3.1 Written answer and subsequent notice
The twenty-one-day answer requirement comes directly from Rule 2 and § 1-2303, not from importing P21’s ordinary response period. The defendant must sign, complete, and file the answer under the applicable provision.
Section 1-2303’s operative default paragraph says judgment may be entered under Rule 55; it must be read with Rule 4(c)’s evidence requirement, not as automatic admission and recovery. Once an answer is filed, the court sets trial or mediation by notice mailed to each party. [C014–C015.] Idaho Supreme Court+1
The official answer form is labeled “No Filing Fee,” permits agreement or disagreement with the money/property claim, and includes verification. A partial agreement on the form is not itself a judgment or a validated remainder. Idaho Court Assistance Office+1
No universal minimum service-to-trial interval, universal mediation requirement, or ordinary Rule 12 motion-based response extension was established for the original small-claims route.
3.2 Lack of service and inactivity
Rule 10 supplies two distinct dismissal branches:
| Branch |
Consequence and qualification |
| Summons not issued and served for thirty days |
Action may be dismissed. |
| Reopening after that dismissal |
Court may reopen without another filing fee if requested within six months from original claim filing and it appears service can be made. |
| No action for six months |
Dismissal required absent good cause to retain. |
| Notice |
At least fourteen days before dismissal to parties who have appeared. |
| Effect |
Dismissal under Rule 10 is without prejudice. |
[C016.] The ordinary 182-day service rule is not substituted for this special provision. Reopening is not automatic tolling or a new limitation period. Idaho Supreme Court
3.3 Counting and extensions
Reproduced § 73-109 excludes the first day and includes the last unless the last is a holiday. Necessary holiday-definition and rule-application questions remain.
IRCP 2.2 was read afresh, but IRCP 1(b) limits ordinary-rule importation. Its weekend, inaccessibility, extension, and three-extra-mail-days provisions are not automatically applied to every small-claims period. In particular, no automatic twenty-four-day answer or thirty-three-day appeal period is supplied. [C017.] Justia Law+2
Rule 11 permits adjournment for justice or additional evidence. Guide references to requests two weeks before trial are guidance, not a newly authenticated universal statutory bar on a later request.
4. Separate claims, counterclaims, consolidation, and transfer
| Issue |
Small-claims rule |
Boundary |
| Counterclaim in the same action |
Rule 5 prohibits it. |
An answer is not a vehicle for an affirmative counterclaim. |
| Separate claim |
Rule 5 permits a separate action in the same court. |
That action must independently satisfy its route, amount, jurisdiction, and substantive requirements. |
| Related small claims |
Rule 6 permits joint hearing. |
Joint hearing is discretionary, not automatic merger or a larger ceiling. |
| Related non-small-claims action filed by defendant |
Rule 7 directs the judge in that action to transfer and consolidate when its transaction/occurrence or compulsory-counterclaim-like predicates are satisfied. |
No separate “counterclaim exceeds $15,000” trigger appears in Rule 7. |
| IRCP 13(a) comparison |
Its complete compulsory-counterclaim conditions and exceptions were read. |
It is a comparison incorporated by Rule 7, not a repeal of Rule 5’s prohibition. |
| Amendment in original small claims |
No complete general amount-increase, claim-splitting, abandonment, or ordinary Rule 15 mechanism was authenticated. |
No permission inferred from silence. |
| Amendment on appeal |
Rule 15(d)(3) permits the court to allow or require amended/additional pleadings. |
Not an automatic right to expand the judgment or evade substantive limits. |
[C018–C021.] No claim, defense, transfer request, waiver, or procedural election is proposed. Claim preclusion and impermissible splitting remain judicial-construction dependencies; no cases were investigated. Idaho Supreme Court+4
5. Hearing, evidence, representation, and nonappearance
5.1 Informal hearing does not eliminate proof
Rule 11 requires an informal hearing and a verbatim record or recording. It permits telephone appearance and adjournment under its conditions. Section 1-2315 bars a jury in the original small-claims action.
Evidence Rule 101 excludes small-claims proceedings from the ordinary evidence rules except privileges. Rule 4(c), however, still requires sufficient evidence for default; § 1-2307 permits sworn testimony and evidence. Informality does not make every assertion true or eliminate privilege, jurisdiction, or constitutional safeguards. [C022–C023.] Idaho Supreme Court+3
No particular evidentiary burden, hearsay treatment, document authenticity, or privilege outcome is determined beyond the actual provisions read.
5.2 Witnesses and subpoenas
Rule 8(c) allows sworn witnesses and incorporates the civil subpoena procedure. The necessary IRCP 45 issuance, service, proof, objection/quashing, privilege, and undue-burden clauses were read.
A subpoena server’s at-least-eighteen rule differs from the initial-process over-eighteen wording. No person is selected or found qualified.
The issuing party bears witness and subpoena-service costs, and Rule 8(c) says those costs are not recoverable as prevailing-party costs. Rule 12’s general service-cost language is not used to erase this specific exclusion. [C024.] Idaho Supreme Court+1
Full discovery and interstate subpoenas remain outside this original small-claims investigation.
5.3 Disqualification
Rule 9 incorporates IRCP 40. The latter distinguishes without-cause and for-cause disqualification, common-interest treatment, timing before specified proceedings, new-party/reassigned-judge exceptions, and an affidavit-based cause branch.
The ordinary without-cause provision uses the earlier of its seven-day hearing-notice and twenty-one-day judge-identity relations, subject to the complete qualifications. No actual judge, appearance, cause, or deadline is assessed. [C025.] Idaho Supreme Court+1
5.4 Nonappearance is not one uniform outcome
| Event |
Governing distinction |
| Plaintiff or employee misses a hearing |
Rule 4(d): court may dismiss with or without prejudice. |
| Defendant does not answer |
Possible Rule 55 default process, subject to valid service and proof. |
| Defendant answered but later fails to participate |
IRCP 55(a)(3): an uncontested trial, not a default hearing. |
| Inactivity dismissal |
Rule 10’s separate without-prejudice branch. |
| Agreed judgment |
Recognized by the blank judgment form, but appealability/waiver depends on the applicable law. |
| Adverse decision |
Does not itself establish misconduct, frivolousness, or collectible excess fees. |
[C026–C028, C042.] The defendant guide’s shorthand calling a missed hearing after answer “default” does not replace the incorporated Rule 55 distinction. Idaho Supreme Court+2
6. Default judgment, judgment form, and costs
6.1 Default entry and judgment
Small-claims Rule 4 incorporates IRCP 55. The complete ordinary rule was read afresh for this purpose.
| Stage or branch |
Conditions |
| Entry of default |
Failure to plead or otherwise defend must be shown; court orders entry. |
| Appeared party |
The prescribed written application notice is required. |
| Shortened response time |
The sworn written waiver and judicial good-cause order are separate conditions. |
| Sum-certain judgment |
Court—not a clerk-only federal-style process—requires the stated amount affidavit, original instrument unless excused, service, nonappearance, and protected-person conditions. |
| Other judgment |
Court may require accounting, damages evidence, proof of allegations, or other investigation. |
| Minor/incompetent defendant |
The stated appeared-fiduciary protection applies. |
| Government defendant |
Evidence satisfactory to the court is required. |
| Relief |
The incorporated default framework does not validate a prohibited charge or automatically award the pleaded sum. |
[C027–C029.] The sum-certain paragraph’s personal-service restriction is not assumed satisfied merely because the separate court-mail route was used. Which judgment branch applies remains an application question, not a finding that mail-service defaults are categorically unavailable. Idaho Supreme Court
Military, bankruptcy, and full protected-party representation predicates remain expressly open; no actual status inquiry was conducted.
6.2 Judgment form and record
Rule 12 requires judgment on the court-furnished form after hearing and service by personal delivery or mailing to the address most likely to give notice. Section 1-2314 requires the separate permanent record of proceedings, orders, and judgments.
The blank judgment distinguishes money/property relief, costs, default, agreement, defense judgment, and dismissal with or without prejudice. Its preprinted enforcement and satisfaction text does not independently authenticate every later remedy. [C030.] Idaho Supreme Court+3
6.3 Costs and fee figures must not be conflated
| Figure or category |
Source role |
| $33 |
Section 1-2303’s stated statutory filing-fee component, plus service costs; not treated as the complete current court charge |
| $69 |
Total filing fee shown in the official July 2026 plaintiff instructions |
| $20 |
Section 1-2311’s stated statutory appeal-fee component |
| $81 |
Appeal filing fee shown in the official trial instructions |
| Actual filing/e-filing and document-service costs |
Rule 12’s award categories, subject to its conditions |
| Witness/subpoena-service costs |
Specifically excluded from prevailing-party recovery by Rule 8(c) |
| Appeal costs |
Rule 15(e)’s separate $50 maximum |
| Attorney fees |
A separate authority-dependent category; not automatically included in the $50 cost maximum |
| Interest |
No actual interest rate, accrual date, or amount was authenticated for a judgment here |
[C031–C032, C044.] The complete underlying aggregate fee schedule and waiver eligibility were not reconstructed. The official blank answer states no filing fee. Justia Law+4
7. Reconsideration, appeal, and narrow enforcement timing
7.1 Rule 13 is the special small-claims correction route
Rule 13 permits the court, on its own or an informal party request, to vacate, reconsider, or correct clerical errors without formal notice or hearing. Its stated timing extends to any time, including during an appeal. Grounds include IRCP 55(c), 60(a), 60(b), or good cause.
The court must issue a written decision, serve it as a judgment, and send the required copy when an appeal is pending. [C033.] Idaho Supreme Court
The incorporated grounds were read completely:
| Ground family |
Distinction retained |
| Entry of default |
Good cause under Rule 55(c) |
| Clerical correction |
Mistake, oversight, or omission under Rule 60(a) |
| Rule 60(b)(1)–(3) |
Mistake/excusable neglect; qualifying newly discovered evidence; opposing-party fraud/misconduct |
| Rule 60(b)(4) |
Voidness, not every procedural error |
| Rule 60(b)(5) |
Satisfaction/release/discharge, reversed predicate judgment, or inequitable prospective application |
| Rule 60(b)(6) |
Other reason justifying relief |
| Small-claims good cause |
Rule 13’s additional stated ground |
[C034.] Rule 13 incorporates grounds and supplies its own timing language. The ordinary Rule 60(c) six-month limit is not certified as a universal small-claims deadline. The precise interaction with mandatory law and constitutional safeguards remains a construction issue. Idaho Supreme Court+1
Neither the request itself nor the existence of a possible ground automatically vacates, stays, or tolls an appeal period. No such effect was established from the small-claims text. [C035.]
7.2 Appeal eligibility and de novo hearing
| Issue |
Rule/statutory relation |
| Who may appeal |
Aggrieved party, but Rule 15(a) denies appeal to a party who defaults or does not appear |
| Filing court |
Court that heard the original matter |
| Period |
Thirty days from entry of judgment under the statutory relation |
| Fee |
Required unless lawfully waived under § 31-3220 |
| Judicial officer |
Different lawyer-magistrate under § 1-2311; county assignment procedure under Rule 15 |
| County |
Original filing county under the statute |
| Nature |
Trial de novo, not merely review of the original record |
| Pleadings |
Court may permit or require amended/additional pleadings |
| Discovery |
Only by written court order, within court-imposed limits |
| Representation |
Attorney representation is permitted; statutory business-representative option remains |
[C036–C037.] No automatic right to appeal an agreed judgment is found merely because the form has an agreement checkbox; the aggrieved-party and waiver questions remain held. Idaho Supreme Court+3
A jury request on de novo appeal is due within fourteen days after service of the notice setting the appeal hearing. The jury has six members unless the parties agree to fewer. This is distinct from the original nonjury route and from ordinary civil jury-demand timing. [C038.] Idaho Supreme Court
7.3 The appeal attorney-fee rule changed in 2026
The current official Rule 15(f), amended June 30, 2026, effective July 1, 2026, permits attorney fees to a represented prevailing party pursuant to § 12-120(6). The read S1330 text likewise replaces the former $25 statutory reference.
Section 12-120(6), however, is written in terms of reasonable postjudgment collection fees and costs. It requires a memorandum, notice, opportunity for hearing, consideration of Rule 54(e)(3), prohibits using a contingent/percentage arrangement as the basis, and caps the specified fees at the principal judgment or property value recovered. [C039–C040.] Idaho Supreme Court+2
The exact application of that collection-focused subsection through the new appeal-fee cross-reference remains a narrow construction issue. It is not resolved by restoring the old $25 figure or assuming every appeal fee equals the judgment.
The complete Rule 54(e)(3) factors were read: time/labor, difficulty, skill/experience, prevailing charges, fee structure, time limits, amount/results, undesirability, relationship, comparable awards, reasonable automated research, and other appropriate considerations. No factor is applied to an actual request. Idaho Supreme Court
7.4 Execution timing and collection-fee interface
Rule 14 ordinarily prevents issuance until the thirty-day appeal period has passed or an appeal is final. It separately permits immediate issuance after a default judgment. This is a narrow timing distinction, not permission to execute any particular judgment. Bankruptcy, stays, exemptions, and enforceability remain separate. [C041.] Idaho Supreme Court
Section 1-2310’s on-or-after-sixty-days-from-judgment-rendering collection-fee language is not a universal sixty-day stay. Its court memorandum, notice, and hearing conditions must be read with § 12-120(6). Sections 1-2313–2314 address certification and docketing, not automatic successful collection. [C040–C041.] Justia Law+2
8. Guidance qualifications and uncompleted special regimes
8.1 Official guidance and forms are not interchangeable with operative text
| Guidance/form wording |
Qualification |
| 2025 code still says $5,000 |
Current July 2026 instructions and read S1330 amendment use $15,000; final official act remains unrecovered. |
| Older claim form narrows cause-of-action venue to an out-of-state defendant |
Section 1-2301 states the broader general alternative. |
| Guide says server may be eighteen or older |
IRCP 4(c)’s nonparty-server text says over eighteen; subpoena service uses a different age rule. |
| Answer period described as receiving the claim |
Section 1-2304’s court-mail completion event is return to court of the defendant-signed receipt. |
| Guide mentions thirty days and some courts allowing ninety |
Rule 10 supplies the general small-claims dismissal rule; no local ninety-day order was examined. |
| Guide calls missed hearing after answer “default” |
Incorporated IRCP 55(a)(3) distinguishes an uncontested trial. |
| Guide suggests a two-week continuance request |
Rule 11 supplies discretionary adjournment authority; no universal two-week statutory bar was established. |
| Form contains satisfaction or dismissal text |
It does not complete all enforcement, satisfaction, or voluntary-dismissal law. |
| Guide mentions military/minor conditions |
Complete federal military and protected-party authority was not read in this pass; guidance is not a substitute. |
[C045.] Idaho Court Assistance Office+3

15.3 Remaining gaps and conclusion
The principal unresolved matters are:
- Final official S1330 enactment and current statutory codification.
- Original court-rule amendment orders beyond displayed footers.
- Claim splitting, aggregation, abandonment, and the full treatment of interest or other claim components.
- Actual capacity, assignment, licensing, representation, and personal jurisdiction.
- Publication/out-of-state service, complete fee-waiver and aggregate fee schedules.
