S_MN PASS-14 — Earnings remittance, retention, exemption claims, and form harmonization
Research/access date: October 27, 2026, America/Los_Angeles.
Baseline: October 22, 2026; not represented as fresh verification.
Scope: The seven supplied, reviewed P12 remaining issues only.
Disposition: This pass establishes a more specific motion pathway and identifies additional statutory—not merely administrative-form—conflicts. It does not establish a universally controlling reconciliation of the 90-day garnishment-remittance instruction, an automatic six-business-day employer-release rule, or a corrected official earnings form.
The supplied P12 review is the same-coordinator review completed October 27, 2026, at 13:54:35.962100Z. Its original findings and limitations remain preserved. P13’s supplied RUNNING or SAVED-UNREVIEWED status is not changed, and P13 is not a premise.
Throughout, S001 means S_MN-P14-S001. The source register supplies complete URLs and read boundaries. C001–C064, V01–V70, and H01–H08 identify this pass’s claims, coverage rows, and remaining holds.
A. Focused findings
A1. The 90-day remittance instruction is enacted law, not merely informal guidance
Section 571.75’s non-child-support statutory form instructs the employer, after 90 days, to return the worksheet and include withheld money. That instruction was added by Laws 2025, chapter 18, §15. Section 571.711 gives the statutory forms legal force.
At the same time:
- §571.78 identifies remittance upon levy, written debtor authorization, court order, or operation of law;
- §571.79(d) provides a separate postjudgment 180-day retention/discharge rule;
- §571.79(h) qualifies discharge; and
- §571.75(1) separately requires the earnings disclosure and worksheet within ten days after the last payday within the 90-day capture period.
The current texts must be read together. The 90-day instruction cannot be dismissed as an optional worksheet note, and the 180-day provision cannot be treated as unconditional permission to retain money until day 180. [C004–C012; H01.] MN Revisor+3
No responsive published controlling interpretation or binding final implementation was located and read that establishes, on a current ordinary earnings record, that the form itself conclusively supplies the “operation of law” remittance event. That is a plausible textual harmonization, not a holding established by this pass.
A2. The six-business-day creditor rule is not a six-business-day employer-release rule
Section 571.72(9)(c) addresses the creditor’s receipt of an exemption claim. Its return branch concerns debtor money already released by the garnishee and held by the creditor. Otherwise, the creditor must interpose the prescribed objection through filing, a hearing request, and copies to the debtor and garnishee.
The summons provision separately recognizes creditor authorization to release to the debtor. That is an identifiable release mechanism. It is not proof that an employer automatically receives such authorization, or that the employer has a six-business-day release deadline merely because the creditor did not object. [C010, C024–C030; H02.] MN Revisor+1
This procedural gap does not turn exempt wages into attachable wages. Section 550.37(13) separately makes exempt disposable earnings nonwaivable and payable when due. A missing mechanical release instruction is not permission to retain money known to be exempt. MN Revisor
A3. A pure percentage error has a motion framework, but JGM802 is not a percentage-error form
JGM802’s claim portion concerns the specified assistance/incarceration grounds. It does not contain a checkbox for “the employer used the wrong percentage,” “the wrong pay period,” or “the wrong disposable-earnings deduction.”
The more specific procedural framework now established is:
- §571.72(9)(b): an interested party’s motion, on notice, to determine the exemption and protect interested rights;
- Civil Rule 7.02: a written motion stating particular grounds and requested relief;
- Civil Rule 5: service, filing, and proof-of-service requirements;
- applicable General Rules of Practice 14 and 115; and
- the Judiciary’s generic civil-motion packet, which provides general motion and supporting-affidavit forms for an existing case where no specific form fits.
That framework supports a truthful calculation-error motion, not a false benefit checkbox. No current official source was found prescribing one exclusive completed pleading or universally sufficient informal letter for every wage-calculation dispute. [C014–C023; H03.] MN Revisor+3
A4. The attorney-execution recipient conflict is also in the enacted statute
The discrepancy is broader than “JGM703 versus JGM705”:
- §551.06(12) directs disclosure and remittance to the creditor’s attorney.
- The introductory levy notice in §551.06(9) and posted JGM705 also identify the attorney.
- But the worksheet instruction enacted in 2025 chapter 18, §11, now within §551.06(9), says to return the worksheet and money to the sheriff.
- §551.02 gives the chapter’s statutory form provisions legal force.
- Posted JGM703 reproduces sheriff-directed instructions while citing both execution provisions.
No adopted correction or controlling construction resolving this precise recipient conflict was located. It cannot be characterized solely as an unofficial template error. [C040–C043; H05.] MN Revisor+3
B. Clause-by-clause Chapter 571 analysis
B1. Separate events and legal consequences
| Event or clause |
Actor, predicate and consequence |
What it does not establish |
| Capture — §571.73(3) |
Attaches qualifying nonexempt earnings in the specified pay periods whose paydays fall within the 90-day period |
That the entire balance must be paid immediately on every payday |
| Initial form response — §571.75 statutory form |
The form requires the identified affirmation/response within 20 days |
That the final 90-day earnings accounting has already been completed |
| Final disclosure — §571.75(1) |
Disclosure and worksheet to creditor and debtor within ten days after the last covered payday |
A separate adjudication of every exemption or remittance dispute |
| Form payment instruction — §571.75(2) |
After 90 days, worksheet and withheld money are directed to creditor or creditor’s attorney |
A basis to erase §§571.78–.79 without harmonization |
| Retention — §571.78(2) |
Retain only the described nonexempt amount, subject to the statutory limits |
Retention of exempt pay merely because a summons exists |
| Remittance — §571.78(3)(a) |
Levy, written debtor authorization, court order, or operation of law supplies the identified remittance event |
That any creditor demand, unsigned authorization, or motion filing is automatically sufficient |
| Creditor release — §571.72(2)(5) |
The summons instructions recognize creditor authorization to release to the debtor |
A newly invented employer deadline or a release of unrelated future processes |
| Return at expiration — §§571.78(3)(b), .79(d) |
Applicable retention expiration requires return, subject to §571.79(h) |
Satisfaction or extinguishment of the underlying judgment |
| Excess discharge — §571.79(f) |
Interested person may move to discharge property exceeding what may be required |
Automatic relief without the motion/order facts |
| Qualification — §571.79(h) |
Specifies the motion-service window, hearing scheduling condition and discharge-related procedure |
A blanket stay from any letter, negotiation, or unspecified filing |
Authorities: S001–S006. [C004–C013.] MN Revisor+3
B2. “Operation of law”: supported text versus unresolved construction
| Reading |
Support |
Limitation |
| The specific statutory form itself creates the later remittance obligation |
The 2025 Legislature added the instruction, and §571.711 gives statutory forms legal force |
No responsive current published holding or binding implementation was opened confirming its precise interaction with the general provisions |
| A separate remittance trigger remains necessary |
§571.78 expressly identifies triggers, and §571.79 retains its separate discharge structure |
This reading cannot simply ignore the later enacted payment instruction |
| The 180-day provision permits waiting until day 180 in every case |
None established as a universal rule |
An earlier levy, authorization, order, or legally operative form instruction can matter |
| All retained funds must be paid on day 90 regardless of claims or orders |
None established as a universal rule |
Exemptions, actual orders, written authorizations, and statutory claim procedures remain relevant |
Result: H01 remains a genuine harmonization hold. An express applicable order or valid written authorization can resolve the remittance predicate for a particular fictional model; it does not establish a universal interpretation of the disputed texts.
A further timing problem exists when the last payday is sufficiently early that the ten-day disclosure deadline occurs before the 90-day period ends. The statutory body and form should not be rewritten to eliminate that circumstance. The models deliberately use dates where both instructions can be met, or an expressly stated early-termination branch. [C006–C009, C043.]
B3. Discharge is not payment or debt extinction
The current §571.79(g) distinguishes the particular garnishment’s discharge from rights under another summons.
In Peterson v. Wilson Township, 672 N.W.2d 556 (Minn. 2003), the Minnesota Supreme Court held under the 1998 statute that discharge of the first garnishment did not eliminate the underlying debt or insurer’s contractual obligation and did not bar the successive garnishment on that record. It reversed the Court of Appeals.
The majority expressly declined to decide the effect of the 2000 amendments. It involved insurance obligations, not the 2025 earnings form. It therefore supports only the limited distinction between statutory garnishment duties and underlying obligations; it does not resolve present wage remittance by “operation of law.” [C013, C051.] CaseMine
The opinion was read through disclosed primary-opinion republications. No quoted underlying decision was treated as newly opened authority, and no complete subsequent-history review was performed.
C. Amount error, benefit claim, motion, objection and release
C1. Different grounds require truthful different facts
| Issue |
Automatic percentage/floor error |
Categorical benefit/inmate claim |
| Source of protection |
§550.37(13), incorporating §571.922 |
§550.37(14), with its actual eligibility and timing predicates |
| Is protection dependent on checking a benefit box? |
No |
The prescribed factual claim assists assertion and verification; the actual statute still controls |
| JGM802/JGM702 fit |
No dedicated calculation-error box |
Contains the specified categorical grounds |
| Relevant evidence |
Pay-period dates; gross and legally permitted deductions; worksheet; amount withheld; independently correct ceiling |
Actual qualifying program/status, relevant dates, and the limited verification information required by the claim |
| Request |
Determine exempt excess, correct withholding and direct its disposition |
Determine categorical exemption and direct its application/disposition |
| Court burden |
The claimant must present the asserted legal ground and supporting facts; no special universal numerical-error burden standard was located |
Do not turn the form’s shorthand lookback into eligibility; the underlying conditions must be supported |
| Improper shortcut |
Falsely claiming benefits to reach a hearing |
Assuming a checked box conclusively proves eligibility |
The tracing burden in the deposited-funds sentences of §550.37 should not be silently transformed into a separate employer-payroll evidentiary rule. This pass does not resolve every burden allocation in a contested wage hearing. [C014–C018, C054.] MN Revisor+2
C2. Actual generic motion and service framework
| Authority/material |
What it establishes |
What remains case-specific |
| §571.72(9)(b) |
An interested party may seek a judicial exemption determination by motion on notice |
Actual relief, affected money and necessary parties |
| Civil Rule 7.02 |
Written motion, particular grounds, requested relief and hearing notice |
Sufficiency of the actual factual and legal submission |
| Civil Rule 5.01–.02 |
Service of motions and relevant papers; service on represented counsel ordinarily applies |
Correct address, method, recipients and any court direction |
| Civil Rule 5.04 |
Filing after service within a reasonable time; sworn/perjury-subject proof of service, or the stated combined e-file/e-service alternative |
Particular statutory filing deadline still controls where supplied |
| General Rule 14 |
Mandatory electronic practice for covered users; self-represented election/order rules; qualifying electronic service methods |
Ordinary email is not automatically authorized e-service |
| CIV602/CIV603 |
Generic notice/motion and factual-support forms |
They are not an approved wage-error pleading or a substitute for the correct statutory schedule |
| CIV604 |
Notice of a later hearing date for the identified motion |
Does not itself supply a hearing or stay |
| Rule 67 and statutory references |
A court-deposit route can exist with the required notice, leave, petition or order predicates |
An employer cannot assume an unrestricted unilateral court deposit |
[C019–C023, C031.] MN Revisor+3
Scheduling cannot be copied indiscriminately from the generic packet
CIV601 describes ordinary motion scheduling, including its standard 21-day personal-service and 24-day mail instructions. General Rule 115 separately addresses ordinary motion schedules, modifications, and posttrial motions.
By contrast, a creditor’s statutory exemption objection under §571.72(9)(c) invokes §571.914’s five-to-seven-business-day hearing window.
The generic packet does not establish that every debtor-initiated calculation motion automatically receives that expedited window. Nor does its ordinary schedule authorize postponing a hearing that the statute requires sooner. The actual motion’s procedural classification and court scheduling instructions remain necessary. [C022–C023; H03.] Minnesota Courts+2
C3. Creditor receipt, objection and hearing
| Trigger |
Express requirement |
| Creditor receives a qualifying exemption claim |
Within six business days, return the identified creditor-held released funds or interpose the prescribed objection |
| Objection |
File in the judgment court, request a hearing, and mail or deliver copies of objection/hearing notice to debtor and garnishee |
| Filing objection/hearing notice |
Court administrator schedules hearing no sooner than five and no later than seven business days |
| Debtor requests continuance |
Notify creditor and court; continued hearing within seven days of original hearing date |
| Hearing occurs |
Court issues exemption order within three days |
| Employer receives order |
Apply the actual order and governing duty; the three-day judicial decision period is not a separately stated three-day employer-payment deadline |
The statute permits a $1 objection/hearing filing charge. This pass does not certify all other motion fees, waiver procedures, or electronic-provider charges. [C024–C027.] MN Revisor+1
C4. Uncontested and contested employer-held money
Uncontested claim
The text establishes:
- automatic protection of exempt disposable earnings;
- the creditor’s six-business-day return-or-objection obligation;
- creditor authorization as a recognized release event in the summons provision; and
- judicial authority to determine the exemption and protect interested rights.
It does not supply, in the employer-specific bodies located here, a bank-style rule automatically directing the employer to release a claimed amount six business days after receiving the claim.
A written creditor release or an applicable court order can provide a concrete disposition instruction. Their existence, scope, service and actual receipt must not be presumed. [C025, C029–C030; H02.] MN Revisor+1
Contested claim
Section 571.75 requires disclosure of known exemptions or objections; §571.73 protects good-faith retention pending and consistent with disclosure. But only nonexempt attachable earnings fall within the lawful capture.
Section 571.914(4) is expressly about a financial institution. Its wording is not an automatic employer freeze rule. JGM403’s bank-retention sentence likewise cannot supply that rule.
Where an actual order directs interim retention, release or remittance, its terms govern the modeled disposition. Filing a motion by itself is not assumed to be every necessary stay or direction. [C028–C031; H04.] MN Revisor+2
Known excess versus genuinely disputed entitlement
An admitted computational overhold is not converted into lawful retention by calling it “pending.” Conversely, a court’s final conclusion cannot be invented before the necessary factual issue is decided.
The unresolved mechanics concern how a particular disputed employer-held balance is directed and released—not whether §550.37(13)’s automatic protection exists.
D. Route-by-route harmonization
D1. Exact incorporation pathways
| Route |
Operative incorporation |
Consequence |
| Chapter 571 garnishment |
§571.73 and the earnings provisions operate with §571.922 and §550.37 |
Reviewed tier protections remain relevant; no formula rerun here |
| Sheriff earnings levy — §550.136(5) |
Expressly names §550.37 and §571.922 |
The older 25% clause cannot be read in isolation from the named exemptions |
| Attorney earnings levy — §551.06(5) |
Expressly names its own subdivision 3 and §550.37 |
The route to §571.922 is through §550.37(13), not a direct citation in §551.06(5) |
This supports the conditional reading that the applicable tier protection limits execution as well as garnishment in the modeled post-transition cases. No responsive post-2025 published holding was located that supplies a universal harmonization certificate or decides an older action. [C032–C034; H06.] MN Revisor+2

D3. Execution motions and retention
Sections 550.135 and 551.04 provide general procedure, good-faith retention/remittance, court-deposit references, excess-discharge motions and specified motions affecting discharge.
Their 20-day motion-service and 30-day hearing-scheduling provisions concern the particular discharge mechanism described there. They are not a universal deadline for asserting every automatic wage exemption, and they are not Chapter 571’s six-business-day creditor-objection procedure.
The general written-motion/service framework remains relevant, but no specific earnings-only execution form was located that resolves every calculation-error, uncontested-release and pending-dispute edge. [C040–C041; H03–H04.] MN Revisor+1
D4. Two timing conflicts must remain visible
- “After 90 days” versus “within ten days after the last payday.”
Depending on the payroll schedule, the last-payday deadline can arise before day 90. The current forms and operative subsections should not be silently rewritten to remove that possibility.
- Sheriff versus attorney within §551.06.
The discrepancy appears in enacted §551.06(9), not only in JGM703. Section 551.06(12), the levy notice and JGM705 point to the attorney. No adopted correction was found.
The early-employment-end rule supplies a distinct endpoint where it actually applies. It does not resolve every ordinary end-of-90-day conflict. [C037, C042–C043.] MN Revisor+1

E2. Exact material discrepancies
| Discrepancy |
Comparison and consequence |
| Screening question lacks ×40 |
JGM803 and JGM703 ask whether earnings exceed the current hourly minimum-wage amount “per week,” without the 40 multiplier used in the controlling floor. That screening sentence cannot replace the governing calculation. |
| Percentage versus dollars |
Column D’s instruction asks for a percentage, while Column G compares D with a dollar amount in F. The table heading suggests percentage of Column C. This ambiguity is also in enacted form wording. No official corrected sentence is invented. |
| Creditor chart versus caption-only guide |
The forms tell the creditor to complete the rate chart; generic execution instructions emphasize caption preparation. A guide summary cannot establish permission to omit a field required by the statutory form. |
| Benefit lookback shorthand |
The notice forms summarize “last six months.” The actual return-to-employment/assistance conditions remain those in §550.37(14). |
| “Not protected unless” wording |
The categorical form’s warning cannot erase the automatic, nonwaivable percentage exemption in §550.37(13). |
| JGM403 bank sentence |
It does not make every employer a financial institution under §571.914(4). |
| JGM403 supporting documents |
Posted form says to submit before the hearing as directed by the court; the statutory form discusses bringing support and optional earlier delivery to the creditor. No universal unannounced evidence cutoff is inferred. |
| JGM406 bank statements and release clocks |

A July 17 disclosure to creditor and debtor satisfies the modeled ten-day deadline and occurs after the capture period. This choice avoids—not resolves—the potential conflict where those intervals do not overlap.
Branch A — Actual written authorization
Assume the debtor gives a valid written authorization on July 20 covering this independently nonexempt $600. Employer transfers July 21; creditor credits July 22.
Plain text
$600 withheld = $0 released + $600 remitted + $0 held.
Principal after actual credit = $4,000 − $600 = $3,400.
The authorization does not establish a waiver of exempt wages.
Branch B — Express order resolves a contested portion
Assume an actual hypothetical July 20 order determines $200 exempt and directs $200 release plus $400 remittance. Actual transactions follow July 21; credit occurs July 22.
Plain text
$600 = $200 released + $400 remitted + $0 held.
Principal = $4,000 − $400 = $3,600.
The order—not the arithmetic—supplies the modeled disposition.
Branch C — No identified remittance event
On July 17, the ledger may factually show:
Plain text
$600 = $0 released + $0 remitted + $600 held.
That is not a conclusion that continued holding is lawful. H01 remains because the form itself directs payment after 90 days.
Only if money is lawfully still retained and no earlier disposition or §571.79(h) qualification applies does the 180-day discharge branch become relevant:
Plain text
April 18–30: 13
May: 31 cumulative 44
June: 30 cumulative 74
July: 31 cumulative 105
August: 31 cumulative 136
September:30 cumulative 166
October1–14:14 cumulative 180
Endpoint: Wednesday, October14.
On the stipulated discharge branch:
Plain text
$600 = $600 returned + $0 remitted + $0 held.
Principal remains $4,000.
A separate interested-party motion can change that branch. For a disclosure personally served July 17, the twenty-day motion window reaches August 6: July 18–31 is fourteen days, plus August 1–6 is six. The actual §571.79(h) hearing and discharge conditions still must be met; the calculation does not create an automatic indefinite stay. [C057.]
M02 — Percentage-error claim versus benefit claim; creditor-held variant
Main percentage-error branch
- Employer holds $600.
- Independently established lawful ceiling for the affected periods is $240.
- Claimed exempt excess: $360.
- No benefit eligibility is asserted.
- Creditor actually receives a sufficient written exemption/calculation claim Tuesday, September 15; employer receives a copy.
- Creditor files objection and serves required copies Thursday, September 17.
- Hearing: Thursday, September 24.
- Order: Friday, September 25, expressly directing $360 release and $240 remittance.
- Actual transfers: September 28; creditor credit: September 29.
Six business days from September 15 receipt:
Plain text
Sept.16=1; Sept.17=2; Sept.18=3;
Sept.21=4; Sept.22=5; Sept.23=6.
Five-to-seven-business-day hearing window from September 17 filing:
Plain text
Sept.18=1; Sept.21=2; Sept.22=3; Sept.23=4;
Sept.24=5; Sept.25=6; Sept.28=7.
The next-day order is within the court’s three-day period. No universal September 28 employer deadline is inferred; that transfer date is a stipulated event under the modeled order.
Plain text
$600 withheld = $360 released + $240 remitted + $0 held.
Starting principal $5,000 → $4,760 on actual $240 credit.
Categorical alternative
If the same $600 instead falls under a proved full categorical exemption and an order directs complete release:
Plain text
$600 = $600 released + $0 remitted + $0 held.
Principal remains $5,000.
The fact that both examples use an exemption hearing does not make the benefit checkbox truthful in the percentage-only branch.
Independent creditor-held variant
Suppose, before receipt of the claim, $120 had already been remitted and credited, leaving $480 with the employer.
Initial accounting:
Plain text
$600 = $0 released + $120 previously remitted + $480 held.
Principal temporarily = $5,000 − $120 = $4,880.
Assume the eventual order requires the creditor to return that $120 and reverse its credit, and directs the employer to release $240 and remit $240:
Plain text
Debtor returns: $120 from creditor + $240 from employer = $360.
Net judgment remittance after return: $240.
Held: $0.
$600 = $360 released + $240 net remitted + $0 held.
Final principal = $4,760.
The six-business-day return branch concerns the creditor’s $120, not the employer’s $480. The court’s stipulated order resolves the complete transaction; neither allocation is inferred merely from claim receipt. [C058.]
M03 — Uncontested employer claim and the missing mechanical timer
Facts
- Creditor holds $90 previously remitted and credited.
- Employer still holds $300.
- Total original withholding: $390.
- A categorical exemption is stipulated to be established.
- Starting principal before the earlier credit: $2,000; after it: $1,910.
- Creditor and employer actually receive the claim Tuesday, October 13, before 5 p.m.
- Creditor does not object.
Six business days after creditor receipt:
Plain text
Oct.14=1; Oct.15=2; Oct.16=3;
Oct.19=4; Oct.20=5; Oct.21=6.
What is proved
The creditor returns its $90 on October 19. The modeled accounting reverses the earlier $90 credit, returning principal to $2,000.
Plain text
At that point:
$390 = $90 returned + $0 net remitted + $300 employer-held.
The statutory creditor-return rule does not, by itself, supply a bank-style six-day employer timer.
Concrete release branch
The creditor sends a specific release authorization to the employer on October 20. Employer actually receives it that day and returns $300 on October 21.
Plain text
$390 = $390 returned + $0 net remitted + $0 held.
Principal remains $2,000.
October 21 is an actual hypothetical release date, not a newly established automatic deadline.
No-release-instruction branch
If no release authorization or order exists, the ledger may still show $300 held. That is an unresolved procedural situation—not permission to retain known exempt wages. Section 550.37(13)’s payment-when-due protection remains.
JGM406’s bank-statement requirements and bank-release clock are not imported. If judicial relief is needed, the actual motion, notice, service and order terms must be established. [C059.]
M04 — Same debt through sheriff and attorney execution
These are parallel alternatives, not simultaneous levies.
Shared facts
- Principal: $12,000.
- Employer service: Friday, April 17, 2026.
- Debtor copies mailed April 20, within the five-day requirement.
- Covered paydays: April 24, May 8 and May 22.
- Stipulated lawful retention: $150 each, total $450.
- Employment ends May 22; that is the last attached payday.
Ten calendar days after May 22:
Plain text
May23–31 = 9 days
June1 = day10
Endpoint: Monday, June1.
The intervening Memorial Day does not remove a day from this calendar-day count. The endpoint is not a holiday. No mail/after-hours addition is used.
Sheriff route
Disclosure and $450 remittance to the sheriff occur May 29, within the early-termination period. Assume sheriff forwarding and actual creditor credit occur June 3.
Plain text
Remaining-judgment reference ceiling:
110% × $12,000 = $13,200.
Actual lawful earnings retained: $450.
The larger reference ceiling does not increase that amount.
$450 = $0 released + $450 remitted + $0 held.
Principal stays $12,000 until actual credit,
then becomes $11,550.
Attorney route
The remaining-judgment figure is 100% of $12,000, and the separate route cap is $10,000 per levy. Neither authorizes taking more than the stipulated $450 of lawful earnings.
Section 551.06(12) identifies attorney remittance, while the statutory worksheet says sheriff. Two branches must remain visible:
- Resolved-recipient branch: If an applicable actual order or authoritative direction resolves the recipient consistently with subdivision 12, a May 29 attorney remittance and June 1 actual credit produce principal of $11,550.
- Unresolved-recipient branch: The ledger shows $450 held and no creditor credit. That is not a declaration of timely compliance; H05 requires resolution before claiming the transaction is authorized.
The model does not invent an actual order or assert that JGM705 alone conclusively repeals the conflicting statutory instruction.
Motion distinction
A disclosure personally served May 29 would place the specified twenty-day discharge-related motion endpoint on June 18:
Plain text
May30–31 = 2 days
June1–18 = 18 days
Total = 20.
The separate thirty-day hearing-from-motion-service condition and actual court scheduling must also be met. These execution provisions are not Chapter 571’s six-business-day creditor objection process and do not make every wage-exemption assertion untimely after day twenty. [C060.]

The official S027 PDF was subsequently recovered. These are the same underlying order, not separate corroborating authorities.
The initial FindLaw Peterson read succeeded; a later reopen returned 403. CaseMine supplied the readable complete majority body used for the concluding analysis. No inaccessible official opinion is claimed as read.
The supplied P12 history—direct JGM802/JGM803 opens initially failing, later official-link recovery, coordinator text review but not pixels, and original researcher visual claim—is preserved. Fresh P14 inspection does not retroactively change that history.

Researcher self-check
Actually read: The targeted current statutory bodies and exact incorporation paths; selected 2024 and 2025 enacted amendments; relevant current motion, service, filing and court-deposit rules; the final February 2026 court order; the official posted wage, execution, objection and generic-motion forms; and the published Peterson majority through disclosed reproductions.
Relevant PDF pages were visually inspected in this pass. That does not alter the supplied P12 coordinator’s text-only review history or constitute a pixel-by-pixel certificate.
Not established: A current controlling resolution of H01, H02 or H05; an authoritative corrected JGM803/JGM703; an actual claim’s sufficiency; actual benefit eligibility; actual wage arithmetic; an actual order, authorization, receipt or credit; complete rule-history/later-law/citator coverage; or any real transaction’s permission.
The models distinguish capture, retention, disclosure, release, remittance and actual creditor credit. They use stipulated post-transition amounts rather than rerunning P12’s wage formulas. No form was completed, filed or approved.
Bottom line: The remaining problem is not just missing administrative instructions. Some conflicts are embedded in enacted statutory forms. This pass supplies the concrete motion framework, exact route distinctions, and express release/remittance mechanisms that can be established, while preserving the unresolved employer-release and statutory-form questions rather than selecting an unsupported deadline or recipient.
No independent review, full-state or parent acceptance, operational permission, A066, A097 or A098 completion is claimed.
