Current public registration materials, transition evidence, and status-verification procedure

Research/access date: October 25, 2026 Pacific / October 26, 2026 UTC Scope: Public operational evidence remaining after PASS-02’s reviewed 2026 accreditation amendments Relationship to prior passes: PASS-01 fee work, PASS-02 enacted-law and exemption findings, and PASS-03’s provenance correction are preserved. They are not regenerated or relabeled as fresh PASS-04 research.

Focused disposition

The publicly visible operating path is now substantially clearer, but one consequential layer remains unavailable:

  1. Minnesota Commerce currently directs both debt-management and debt-settlement applicants to NMLS. Its public pages identify the license types, initial and renewal charges, bond requirement, annual term, and renewal route. mn.gov // Minnesota's State Portal+3
  2. The current universal NMLS Company Form (MU1), Version 5.0 dated July 1, 2026, nine pages, was retrieved and read. It contains a generic “Uniform Debt-Management Services Act Accreditation” designation field, but not a Minnesota-specific instruction to prove accreditation and not the deleted Minnesota debt-settlement no-credit-counseling affidavit. Nationwide Licensing System+1
  3. The Minnesota-specific DMP and debt-settlement checklist PDF links currently published by Commerce no longer return those PDFs through the public route. Each redirects to the NMLS State Resource Center home. The replacement Checklist Compiler exists, but its generated Minnesota output did not render through the public research tool. Therefore, the current state-specific checklist fields, document revision date, page count, and hash remain unverified. Nationwide Licensing System+2
  4. No responsive post-enactment Commerce bulletin, order, FAQ, checklist-change notice, or formal interpretation addressing applications pending across August 1, 2026 was located in the bounded official-site searches and pages reviewed. That is a search result and evidence gap—not a conclusion that no such record exists.
  5. Commerce’s public lookup directory sends these two license types to static one-page rosters dated March 12, 2025, not to a visibly current live status result. Those rosters cannot establish October 2026 authorization by themselves. mn.gov // Minnesota's State Portal+2
  6. No entity was supplied or searched. No provider registration, exemption, pending status, approval, or authority to operate is established.

A. Substantive answers

1. Current public application, checklist, and registration instructions

1.1 Publicly identified license types and filing routes

Function Debt management Debt settlement Current public evidence and limitation
Commerce-facing label “Debt Management Services License” “Debt Settlement License” Commerce says both applications must use NMLS and links a state checklist for each. mn.gov // Minnesota's State Portal+1
Minnesota eLicense title Debt Management Services Provider Company License / Branch License Debt Settlement Services Provider Company License The eLicense pages identify Commerce’s Financial Institutions Division and the statutory chapters. mn.gov // Minnesota's State Portal+1
Intended NMLS checklist title, inferred only from the published link filename MN_Debt_Management_Services_Provider_Company_License-New-App-Checklist.pdf MN_Debt_Settlement_Services_Provider_Company_License-New-App-Checklist.pdf These are the literal Commerce-linked paths, but both now redirect to the NMLS Resource Center home rather than returning the named PDF. Nationwide Licensing System+1
Initial filing vehicle NMLS Company Form MU1, plus Minnesota-specific checklist requirements and any associated MU2/MU3 filings Same MU1 is the universal company form. The unavailable Minnesota checklist is the missing state-specific layer. Nationwide Licensing System+1
Published state registration charge $1,000 $1,000 Current eLicense listings; these are provider registration charges, not consumer fees. mn.gov // Minnesota's State Portal+1
Published electronic surety bond $5,000 $5,000 Commerce and eLicense both state that an ESB is filed in NMLS. Broader bond analysis remains outside PASS-04. mn.gov // Minnesota's State Portal+3
Published term January 1 through December 31 January 1 through December 31 eLicense describes an annual term. Commerce says the registrations expire December 31. mn.gov // Minnesota's State Portal+2
Published processing estimate 30–60 days 30–60 days The eLicense pages characterize this as the “Length of Determination”; it is not treated as a guaranteed legal deadline. mn.gov // Minnesota's State Portal+1

1.2 Condition of the Commerce and eLicense pages

The two eLicense pages have post-amendment modification timestamps:

  • DMP page: August 25, 2026, 5:25:30 p.m.
  • Settlement page: August 25, 2026, 4:24:28 p.m.

Those timestamps establish that the records were modified after the August 1 effective date. They do not establish that Commerce reviewed or conformed every application field to the amendment. The settlement listing still mistakenly says organizations applying for a “Debt Management Services License” must use NMLS, and the DMP Commerce page directs applicants to §332.60 while elsewhere identifying Chapter 332A. These internal inconsistencies make the modification date poor proof of substantive checklist conformity. mn.gov // Minnesota's State Portal+2

The eLicense application and renewal URLs also use retired NMLS /slr/ routes. When opened during this pass, the Minnesota application path and the general renewal path redirected to the current NMLS State Resource Center home rather than to a Minnesota application or renewal checklist. Nationwide Licensing System+1

1.3 State-specific checklist retrieval result

Commerce currently publishes two apparent direct checklist links. The actual results were:

Checklist route Public result on October 25, 2026 What was not available
Minnesota DMP new-application PDF Redirected to the NMLS State Resource Center home; returned HTML with no checklist content Checklist fields, revision/version date, page count, PDF bytes, and hash
Minnesota debt-settlement new-application PDF Same Same
Current NMLS Checklist Compiler Public page exists and search metadata says users select licenses to download checklists; the dynamic content did not render in the public tool Generated Minnesota checklist and its embedded metadata
Current License Requirements and Fees Chart NMLS links an Excel chart for new licensing requirements; the spreadsheet format could not be opened by the public web tool Minnesota row, state-specific supporting documents, current fee metadata, and revision date
Current Renewal Requirements and Fees Chart NMLS links a separate spreadsheet; the spreadsheet format likewise could not be opened Minnesota renewal row, reinstatement terms, supplemental documents, and any state-specific deadline

The inability to retrieve the generated checklist is a tool-access limitation. It is not evidence that NMLS has no checklist or that no application fields exist. Nationwide Licensing System+4

No cryptographic hash was exposed for either unavailable Minnesota checklist. A local download or hash computation was not performed.

1.4 Current universal company form

The current publicly downloadable NMLS Company Form is:

  • Issuer: Conference of State Bank Supervisors/NMLS
  • Form: NMLS Company Form, MU1
  • Version: 5.0
  • Date printed on form: July 1, 2026
  • Length: Nine pages
  • Use: Universal company form for applying for and maintaining participating-state nondepository financial-services authority
  • Submission: The PDF is instructional; the actual form is completed electronically through NMLS. Nationwide Licensing System

Its visible information architecture is:

MU1 portion Publicly displayed fields
Business and identity Business activities and associated states; legal name; EIN; physical and mailing addresses; contact information; branch-location question. Nationwide Licensing System+1
Names and operating presence Trade names, resident/registered agent, websites, primary contacts, additional contacts, and books-and-records custodian/location. Nationwide Licensing System+1
Designations and accounts Approvals/designations, including the generic UDMSA accreditation item; bank-account information only when the regulator instructs the applicant to provide it. Nationwide Licensing System
Entity structure Legal status, affiliates and subsidiaries, controlling financial institutions, and disclosure questions. Nationwide Licensing System+1
Ownership and responsible persons Direct owners and executive officers, indirect owners, qualifying individuals, associated MU2 forms, and final execution/attestation. Nationwide Licensing System+2
Supporting NMLS functions Document uploads, historical filings, advance-change notices, and completeness checks before submission. Nationwide Licensing System

Not every MU1 section necessarily applies to every applicant. The current NMLS guide repeatedly directs applicants to the jurisdiction-specific checklist to determine conditional state requirements. That missing Minnesota checklist therefore prevents a complete statement of the operative Minnesota filing package. Nationwide Licensing System+1

1.5 Initial application versus renewal

Initial application

The currently visible path is:

  1. Create or maintain the company’s NMLS record.
  2. Complete MU1.
  3. Select the relevant Minnesota authority based on business activities and state.
  4. Complete associated MU2 filings for applicable control persons or qualifying individuals and MU3 filings where a branch filing is required.
  5. Satisfy the Minnesota state-specific checklist and external-document requirements.
  6. Submit the applicable bond and charges.

Steps 1–4 are supported by current NMLS materials. Step 5 cannot be completely reconstructed because the generated Minnesota checklist was unavailable. Nationwide Licensing System+3

Renewal

Commerce states that both registrations expire December 31, have a $250 renewal charge, and are renewed through NMLS. It also says an annual report is emailed to the MU1 contact in November and is due March 15. mn.gov // Minnesota's State Portal+1

NMLS’s current general company-renewal instructions describe a November 1–December 31 renewal period and require the company to attest to its record, resolve license items, pay required charges, and complete any state-specific checklist requirements. Some jurisdictions offer a January–February reinstatement period, but the Minnesota-specific row was not accessible and no Minnesota reinstatement conclusion is made here. Nationwide Licensing System+1

Commerce’s “renewable on January 1” wording and NMLS’s November–December submission window concern different operational concepts—the license term and the NMLS filing period. The inaccessible Minnesota renewal chart prevents a complete reconciliation of submission deadline, late renewal, and reinstatement treatment for these two particular authorities.

2. Comparison with the reviewed 2026 accreditation amendments

2.1 Governing comparison baseline

The following is reviewed PASS-02 context, not a fresh PASS-04 legal read:

  • Laws 2026, chapter 124, article 1, §59 deleted the DMP application’s accreditation-proof item.
  • Section 60 deleted the settlement application’s accreditation-proof/no-credit-counseling-affidavit branch.
  • Section 63 repealed the corresponding accreditation definitions.
  • The changes became effective August 1, 2026 at 12:01 a.m.
  • The retained application provisions include a residual commissioner-information clause and temporary good-cause waiver language.
  • Those changes did not repeal registration itself.

2.2 Document/version/field comparison matrix

Evidence layer Version/currentness evidence Accreditation-proof treatment No-credit-counseling affidavit Residual-information / waiver treatment Operational conclusion

Nationwide Licensing System+1
MU1 Version 5.0 July 1, 2026; nine pages; predates the Minnesota amendment’s August 1 effective date Contains a generic item for “Uniform Debt-Management Services Act Accreditation” under approvals/designations currently held No such affidavit field appears in the complete nine-page form No Minnesota residual-information or good-cause-waiver field appears; NMLS permits generic document uploads and regulator-directed conditional information The generic designation is not facially a Minnesota instruction to submit the repealed proof. It neither contradicts nor proves implementation of Minnesota’s amendment. Nationwide Licensing System+2
Current NMLS Policy Guide HTML transformation date September 4, 2026 Tells applicants to report approvals/designations they currently hold; does not identify a Minnesota accreditation mandate No Minnesota affidavit instruction located Requires consultation of state-specific requirements; supports uploads and conditional regulator requests Confirms that MU1 and the state checklist are separate layers. The unavailable Minnesota checklist remains decisive operational evidence. Nationwide Licensing System+1
Renewal materials Current general NMLS renewal instructions; Minnesota row unavailable No Minnesota-specific renewal accreditation condition verified None verified State-specific renewal documentation may exist in compiler/chart No inference that renewal either requires or affirmatively waives accreditation evidence. Nationwide Licensing System+1

2.3 Accreditation finding

The current universal MU1 does not appear to recreate the repealed Minnesota statutory proof requirement.

The form’s generic accreditation item asks for an approval or designation the company currently holds. It does not, on its face:

  • direct a Minnesota DMP applicant to prove accreditation;
  • direct a Minnesota settlement applicant to prove accreditation;
  • identify the former Minnesota accrediting organizations;
  • demand an accreditation attachment;
  • state that accreditation is a condition of Minnesota registration; or
  • invoke Minnesota’s residual-information clause.

The current policy guide similarly treats the section as disclosure of approvals/designations held by the company. Nationwide Licensing System+1

That conclusion is limited to the public MU1. The state-specific checklist remains unavailable. Therefore, PASS-04 cannot determine whether a generated Minnesota checklist:

  • cleanly removed the old item;
  • retained a stale instruction;
  • contains an explanatory transition note;
  • conditionally requests related evidence under another lawful authority; or
  • is current but publicly inaccessible through this tool.

A stale checklist field, if one exists, would not amend the enacted law. Conversely, the absence of the item from the universal MU1 does not prove Commerce has completed every implementation step.

2.4 No-credit-counseling affidavit

No no-credit-counseling affidavit, checkbox, upload field, or equivalent settlement-specific instruction appears in:

  • the visible Commerce settlement instructions;
  • the current settlement eLicense listing; or
  • the complete nine-page MU1.

That is consistent with the reviewed deletion, but the state-specific checklist gap prevents a final operational-conformity finding. mn.gov // Minnesota's State Portal+2

2.5 Residual information and temporary waiver

No current public form field was identified that expressly implements:

  • the commissioner’s retained authority to request other information or material; or
  • the temporary good-cause waiver provision.

The MU1 contains general document-upload functionality and some regulator-dependent fields, such as bank-account information only when requested. Those generic mechanisms could transmit a lawful regulator request, but they do not independently establish that Commerce has reimposed accreditation proof or created a published waiver procedure. Nationwide Licensing System+1

3. Post-enactment transition and pending-file instructions

3.1 Result

No responsive public record was found in the official routes reviewed that addresses:

  • an application submitted before August 1, 2026 but pending on that date;
  • whether previously requested accreditation evidence was withdrawn;
  • whether a deficient file had to be supplemented or refiled;
  • whether Commerce automatically applied the amended requirements to pending files;
  • whether applicants could remove previously submitted accreditation material;
  • grandfathering;
  • reapplication;
  • transition-specific refunds or charges; or
  • a formal agency interpretation of the four amended provisions.

This does not convert statutory silence into agency policy and does not prove that Commerce issued no nonindexed, account-only, applicant-specific, or later-removed communication.

3.2 Bounded routes and queries reviewed

Official route or query family Cutoff Result

NMLS queries for Minnesota checklist/accreditation updates Same Returned the general Checklist Compiler and NMLS resources, not a Minnesota change notice

The search did locate Commerce pages announcing and explaining other 2026 regulatory changes, including mortgage and virtual-currency changes. That demonstrates Commerce sometimes publishes implementation notices; it does not establish that a debt-services notice exists or should have appeared in the same location. mn.gov // Minnesota's State Portal+1

3.3 Exact remaining evidence

A pending-file conclusion requires at least one of the following:

  1. The current generated Minnesota DMP and settlement checklists, including revision metadata.
  2. An official Commerce bulletin, FAQ, order, legislative update, implementation notice, or form-change record directed to these two license types.
  3. A public NMLS state-agency change notice identifying Minnesota checklist revisions.
  4. A Commerce form-revision history showing removal of the two deleted items.
  5. For a particular pending application, the actual regulator-issued license items, correspondence, order, or status history for that file.

None of those was obtained in this pass. No contact, application, account access, or records request was made.

4. Public registration-status procedure and result meanings

4.1 Commerce’s public route

The Minnesota Commerce License Lookup Directory states that it helps users find a licensee’s status and that some license types use external databases. For Debt Management and Debt Settlement, however, its links currently open Commerce-hosted PDF rosters rather than a live query screen. mn.gov // Minnesota's State Portal

The rosters are:

Roster Date printed Length Fields displayed
Minnesota Debt Management Licensees March 12, 2025 One page License number, company name, street, city, state, postal code
Minnesota Debt Settlement Licensees March 12, 2025 One page Same

The PDFs do not display:

  • a current/active status field;
  • issue date;
  • expiration date;
  • renewal status;
  • conditions;
  • deficiencies;
  • pending status;
  • surrender/revocation status;
  • the roster’s update frequency;
  • an express statement that the list is exhaustive as of any later date; or
  • a connection between the printed record and the provider’s status on October 25, 2026.

Accordingly, presence on either March 2025 roster is historical public evidence of inclusion in that dated file—not proof of present authority.

4.2 NMLS Consumer Access route

Official NMLS materials describe Consumer Access as the public system for information concerning state-licensed companies, branches, and individuals. An official NMLS page instructs users to search for an entity by name or NMLS ID. Those public information pages were discoverable, but their content did not render through the public web tool; the direct nmlsconsumeraccess.org endpoint returned an access failure in this session. No Turing-test, authentication, or other access control was bypassed. Nationwide Licensing System+1

The publicly supported procedure is therefore:

  1. Obtain the entity’s exact legal name and, preferably, NMLS ID.
  2. Search NMLS Consumer Access by that name or ID.
  3. Identify the company record rather than assuming a trade name is the legal entity.
  4. Open the Minnesota license/registration entry and confirm the exact authority:debt-management company;debt-management branch, where applicable;debt-settlement company; ordebt-settlement branch, where applicable.
  5. Record the state license number, displayed status, legal entity name, address, and any visible public regulatory actions.
  6. Interpret the displayed status using the NMLS status definitions.
  7. Compare the current result with Commerce’s official route and any public order or condition.

This pass could verify the procedure and status semantics, but not execute a named-company search because no provider was supplied and the direct public endpoint was not usable through the tool.

4.3 Status meanings and public-display limitations

NMLS’s current Policy Guide is dated by an XML transformation on September 4, 2026. Its status table warns that uses can vary by jurisdiction and identifies what appears on Consumer Access. Nationwide Licensing System+1

Internal NMLS status General meaning Consumer Access display Consequence for verification
Pending – Incomplete New request submitted; requirements may remain Not displayed Absence from Consumer Access does not prove no application exists
Pending – Review External checklist documents received and filing accepted for review Not displayed A pending application ordinarily does not establish authority
Pending – Deficient Regulator has identified missing or incomplete material Not displayed Same
Approved Regulator decided to issue through NMLS Approved Strong public evidence of issuance, subject to jurisdiction-specific confirmation
Approved–Conditional Issued subject to conditions Approved Public “Approved” can conceal ongoing conditions
Approved–Deficient Entity may conduct business but still owes documents or information Approved Public “Approved” can conceal unresolved license items
Approved–On Appeal Adverse action is on appeal and operation remains authorized during appeal Approved Public “Approved” may coexist with an adverse proceeding
Approved–Inactive Authority retained but the entity may be inactive or subject to conditions before resuming Approved-Inactive Not equivalent to unrestricted current operation
Terminated–Failed to Renew Nonperpetual authority not renewed; entity is not authorized under it Expired A former license number is not current authority
Revoked / Suspended Regulator has taken the stated adverse action Revoked / Suspended Not current unrestricted authority

Thus, a Consumer Access display of Approved is not, by itself, proof that:

  • no conditions exist;
  • no documents remain due;
  • no appeal is pending;
  • every branch or trade name is covered;
  • the entity qualifies for a statutory exemption; or
  • the company may lawfully perform activities beyond the exact license authority shown.

4.4 Actual entity authorization

No provider name, NMLS ID, or Minnesota registration number was supplied. No candidate was invented, and neither March 2025 roster was treated as a current exhaustive list.

Result: No actual entity authorization has been established.

Search-only and unsuccessful routes

The bounded official-domain searches described in section A.3 are research routes rather than separate legal authorities. They are not assigned multiple document IDs merely because different query strings were used. Search snippets were used for discovery only unless a responsive document was subsequently opened and read.

Integrity limits

This is the original researcher’s focused operational-evidence pass, not an independent review. No Chrome control, new browser tabs, other chats, Deep Research, Work/Codex, API, account change, application, upload, purchase, CAPTCHA or Turing-test workaround, contact, private borrower data, local publication, provider authorization, component acceptance, state acceptance, parent acceptance, or A066 acceptance occurred.

PASS-04 disposition

Minnesota’s public-facing operational framework presently identifies NMLS as the filing and renewal system, exposes current universal MU1 materials, and provides dated Commerce rosters. It does not, through the public evidence successfully retrieved here, expose a readable current Minnesota-specific checklist, a pending-file transition policy, or a sufficiently current status result for an actual provider.

The visible materials do not affirmatively reimpose the deleted Minnesota accreditation proof or no-credit-counseling affidavit. The generic MU1 accreditation designation is not equivalent to the deleted state proof requirement. Nevertheless, state-checklist conformity, pending-file treatment, and actual entity authorization remain unresolved.
