S_AZ PASS-02 — Renewal language, public procedure and proration
Baseline: October 22, 2026, Pacific.
Actual access: October 22, 2026, approximately 10:57–11:04 p.m. PDT; October 23, 2026, 05:57–06:04 UTC. The research did not extend into a later Pacific calendar date.
Finding: December 31 is established as the debt-management license expiration and renewal-application date, and the operative rule requires the renewal fee with that application. Section 6-706(B)’s retained June 30 provision for renewal without investigation remains an unresolved interpretive qualification. Its wording does not establish a mandatory June 30 payment deadline. The statutory provider charges and the application-based proration provision are verified; current operational instructions, date-specific prorated invoices, transition credits and a functioning public lookup interface remain held because the relevant official pages were not substantively retrievable. [S_AZ-P2-C001–C003, C008–C018] Fees+3
This is a narrow continuation of PASS-01. It does not establish a named provider’s authorization, close the Arizona dossier or imply A066 acceptance.
A. Substantive findings
1. Reconciliation of § 6-706(B), § 6-707(C) and R20-4-602(C)
The current texts address distinguishable matters, but the residual language has not been authoritatively reconciled
| Provision |
Actual operative content |
Established consequence |
| A.R.S. § 6-706(B) |
On or before June 30 each year, a licensee “may obtain a renewal of each license without investigation by payment” of the prescribed fee. Agency renewal fees equal branch renewal fees. |
Retains a permissive provision concerning renewal without investigation. It does not say every licensee shall pay by June 30. |
| A.R.S. § 6-707(C) |
Licenses expire December 31 following issuance, unless sooner surrendered, revoked or suspended. Renewal applications must be filed on or before December 31, on the prescribed form, with the prescribed fee. |
Establishes December 31 expiration and the renewal-application date. |
| A.A.C. R20-4-602(C) |
Requires delivery of the prescribed renewal application by December 31; a separate renewal application for each authorized business location; and the fee described in § 6-706 and specified in § 6-126(D)(2). |
Expressly joins the December 31 application procedure with its accompanying renewal fee while continuing to reference § 6-706. |
Claims: S_AZ-P2-C001–C003. Sources: S_AZ-P2-S001, S005–S006. Fees+3
A possible textual reading is that § 6-706(B) concerns a particular no-investigation renewal mechanism, while § 6-707(C) and R20-4-602(C) govern expiration and the ordinary renewal application. That is an inference from the texts, not a verified DIFI, Attorney General or judicial reconciliation.
Targeted primary-source searches did not locate an opinion, decision or express agency interpretation explaining the retained June 30 language. The final rulemaking’s explanation says the amendment conforms the debt-management renewal dates to Laws 2025, chapter 222; it does not explain the continuing operation of the June 30/no-investigation provision. [S_AZ-P2-C008; S001–S007] apps.azsos.gov
The exact unresolved consequences are:
- Whether DIFI currently offers an exercisable renewal-without-investigation procedure on or before June 30.
- Whether a licensee using the December 31 procedure retains, loses or must separately establish an entitlement to renewal without investigation.
- How a payment made under the June 30 wording would be credited against the December renewal.
- Whether current electronic filing windows accommodate the retained statutory mechanism.
The evidence does not establish a second annual fee, mandatory investigation after June 30, a mandatory June 30 payment deadline, or repeal of § 6-706(B) by implication. December 31 timeliness under § 6-707(C) and the operative rule is established; the unresolved issue concerns the retained provision’s additional effect. [S_AZ-P2-C001–C003, C008]
New enactment-history evidence explains how the dates diverged
The useful addition in this pass is Laws 2023, chapter 152, §§ 3–4. In 2023, the Legislature amended both provisions together:
- Section 3 changed § 6-706(B) from the earlier June 15 wording to on or before June 30.
- Section 4 changed § 6-707(C)’s renewal-application date to June 30, matching its then-existing June 30 expiration date.
The 2025 act subsequently changed § 6-707, while leaving § 6-706 unamended. Thus, the residual June 30 language is visible in both the enactment history and the current compilation; it is not merely an obsolete agency instruction. [S_AZ-P2-C004–C005; S001–S003] S Ver of HB2010+2
2. Exact effects and dates of Laws 2025, chapter 222
| Event or provision |
Verified effect |
Limitation |
| § 2: amendment of § 6-707(C) |
Replaces June 30 with December 31 for expiration and renewal applications. |
Does not amend § 6-706 or the fee amounts in § 6-126. |
| § 17(A): 2025 transition |
A holder of a current, active covered license otherwise subject to renewal June 30 or September 30, 2025 need not renew until December 31, 2025. Section 6-707 licenses are expressly included. |
The condition is a current, active covered license. This is not proof of relief for an expired, suspended or otherwise ineligible license. |
| § 17(C): retroactive application |
The enumerated amended statutes, including § 6-707, apply from after December 31, 2024—January 1, 2025. |
Retroactivity is expressly attached to the listed amended statutes. It is not the act’s approval or publication date. |

Carried forward accurately from PASS-01’s selected final-notice support. The Code history’s inconsistent 2025 year is not reopened as an unresolved question. |
Claims: S_AZ-P2-C005–C007, C023. Sources: S003–S007. The enacted text, signature and filing statements, official effective-date table, signed House summary and relevant final-rulemaking passages were actually read. S Ver of HB2054+4
The House’s signed HB2054 summary corroborates the December 31 change and January 1, 2025 retroactivity. It supplies legislative explanation, not a separate rule about § 6-706(B), proration or credits. [S_AZ-P2-C005–C008; S007] House Bill Summary+1
Operational treatment remains separate. These enactments do not demonstrate when DIFI’s portal changed its renewal cycle, which invoices were generated, or how previously paid amounts were handled.
In particular, § 17 does not provide a numerical transition credit, refund or extra assessment formula. The final rulemaking states that additional licensee costs were not anticipated, but that statement is not a billing instruction or an individual fee waiver. [S_AZ-P2-C015; S003, S006] S Ver of HB2054+1
3. Current application and renewal procedure: what is established and what remains inaccessible
Published legal procedure is established
The operative rule provides the following procedure:
- Initial company application: use the Director’s required form. R20-4-602(A)(3)–(4) separately requires the nonrefundable application fee and the original license fee described in §§ 6-126(B), 6-126(D)(2) and 6-706.
- Branch or agency application: use the Director’s required form under R20-4-602(B); § 6-705 specifies a written application under oath.
- Renewal: deliver the required application by December 31, separately for each authorized business location, with the prescribed renewal fee.
- Additional information: R20-4-602(D) permits the Department to require information the Director considers necessary.
These are actually read statutory and regulatory procedures. They do not establish which current electronic checklist, portal workflow or upload instructions DIFI presently requires. [S_AZ-P2-C003, C011, C016; S001, S005] apps.azsos.gov+1
Current operational instructions remain held
The current DIFI Financial Enterprises page, application PDF, legacy application supplement, older renewal instructions, document directory and debt-management-specific pages returned access failures. The old NMLS company and renewal checklist URLs redirected to a generic State Resource Center with no readable checklist content.
A new, specific lead was found: an official NMLS news entry titled “AZ to Mandate Transition to NMLS for Four License Types,” indexed as posted April 13, 2026. Opening the official news page returned zero readable lines. Consequently, this pass does not establish its operative transition date, full covered-license list, required forms or treatment of existing state-portal licensees. [S_AZ-P2-C016–C017; S012–S018, S022–S027]
This lead prevents reliance on older optional-transition or dual-system instructions as current. It does not itself prove a current NMLS-only requirement.
Exact next evidence: retrieve the complete April 13, 2026 official notice and its linked Arizona company, branch and transition checklists, including revision dates, effective dates and any billing instructions. The route and failed result are preserved in the source register.
4. Public license lookup: intended route identified; current functionality not verified
Two readable primary operational sources establish the intended public service:
- CSBS’s current NMLS information page describes NMLS Consumer Access as a free public service for checking financial-services authorization.
- An NMLS help document dated August 7, 2024, hosted by CFPB, directs users to nmlsconsumeraccess.org; its public instructions explain selecting a result and reviewing public regulatory actions.
The dated help document also describes terms acceptance and a CAPTCHA. That is a description in the document; no live CAPTCHA was encountered or bypassed in this research. [S_AZ-P2-C018; S010–S011] CSBS+1
Actual attempts to retrieve both the www and non-www Consumer Access roots returned 404 through the research tool. DIFI’s License Search page returned 403. The Thentia root returned 405. The NMLS Consumer Access information page returned no readable lines.
Accordingly:
- The intended official public service is identified.
- A presently functioning public search interface was not verified.
- Arizona debt-management record completeness was not verified.
- No named provider was searched or cleared.
- These results do not establish that the services are generally unavailable to the public.

Claims: S_AZ-P2-C009–C012. Sources: S001, S005. azleg.gov+2
The controlling payment event is application
Section 6-126(B) requires an enterprise applicant to pay the first-year annual assessment on application. Section 6-126(C) separately addresses collection on issuance for financial institutions. Section 6-101(9), (11) distinguishes those categories; debt-management companies are not among the listed financial institutions. R20-4-602(A)(4) expressly references subsection B for the original debt-management license fee. [S_AZ-P2-C011; S001, S005] azleg.gov+2
Thus, an issuance-based payment rule cannot be substituted for the enterprise application rule. Whether DIFI recalculates an amount when approval occurs in a later quarter was not established.
Proration inputs that are established
The statutory calculation depends on:
- The applicable annual amount under § 6-126(D)(2).
- The branch and agency configuration.
- The number of quarters remaining until the next annual assessment or renewal.
- The enterprise application payment event.
Expressed as arithmetic, the annual component is multiplied by the applicable quarter fraction:
Original assessment = annual component × applicable quarters ÷ 4.
That expression does not supply the missing operational determination of the applicable quarters. The retrieved texts do not expressly resolve partial-quarter treatment, application-to-approval adjustments, or a combined late-year assessment and following-year renewal invoice. Different location application dates must not automatically be assigned the same quarter count. [S_AZ-P2-C012; S001, S005]
No date-specific initial assessment or November–December checkout amount is verified in this pass. A search-indexed calendar table cannot close that gap without its complete heading, footnotes, effective period and applicable license category.
Refund allocation and system charges
The following distinctions are supported:
- Section 6-126(B) requires return of the paid prorated annual assessment when the application is denied.
- Section 6-708(A) addresses both denial and withdrawal: retain the investigation fee and return the license fee.
- R20-4-602(A)(3)–(4) distinguishes the nonrefundable application fee from the original license fee.
- Section 6-126(B) makes annual renewal fees nonrefundable.
These provisions establish legal allocation; they do not verify a current refund-request workflow or processing time. [S_AZ-P2-C013; S001, S005] azleg.gov+2
Section 6-123(8) permits use of NMLS for licensing and permits collection of system processing fees. It does not state a current numerical processing charge for these transactions. System extras and total checkout amounts remain held, not presumed zero. [S_AZ-P2-C014; S001] Deputy director; powers

D. Bounded examples, dependency map and component coverage
D1. Plain-text examples limited to this pass
Example 1 — ordinary annual renewal components for the December 31, 2026 cycle
Assumptions: one existing company license, one branch and one agency all require ordinary annual renewal; the verified law remains applicable; no prior-payment credit or special adjustment is assumed.
Inputs: company annual component $500; branch component $200; agency component $200.
Operator and intermediate result: $200 + $200 = $400 in additional-location components.
Result: $500 + $400 = $900 USD in statutory annual renewal components.
Rounding: none.
Legal condition: R20-4-602(C) requires a separate renewal application for each authorized location, with the applicable fee. This calculation does not identify a portal checkout amount or assume system charges are zero. [S_AZ-P2-C003, C010, C014, C022]
Example 2 — an October 22, 2026 initial application: fixed component established, prorated invoice held
Assumption: a valid company application is filed on that date.
Established fixed filing component: 1 application × $500 = $500 USD, nonrefundable.
Additional original assessment: the annual company base is $500. The statutory arithmetic is $500 × applicable quarters ÷ 4.
Missing input: the verified operational quarter count and any current late-year billing treatment.
Result: the total initial invoice is held. This pass does not select a quarter count or calculate an asserted payable total. A separate valid branch or agency application has its own $250 filing component; its assessment must also be determined under the applicable procedure. Rounding for the unresolved assessment is not supplied. [S_AZ-P2-C009, C011–C012, C014]
Example 3 — previously paid 2025 renewal amount
Assumptions: a hypothetical license qualifies under chapter 222 § 17(A), and the holder had already paid $500 before the former June renewal date.
Established result: the qualifying renewal date moved to December 31, 2025.
Missing operation: the official rule for crediting, reallocating or otherwise treating the previous payment.
Result: no net additional payment or refund is calculated. Neither $0 nor a half-year adjustment follows from the timing amendment alone. The previously paid amount cannot be subtracted from a later invoice without the missing billing evidence. [S_AZ-P2-C006, C013, C015]

E. Researcher self-check
Actually read: the identified Title 6 statutory passages; the relevant 2023 and 2025 enacted amendments; approval and filing notations; official general-effective-date rows; R20-4-602 and the reporting-date boundary; the final rulemaking’s relevant preamble and operative amendment; the signed House summary; relevant 2025/2026 section-affected entries; CSBS’s public-service description; and the dated NMLS help document.
Not successfully read: the complete current DIFI fee and instruction section, blocked application and renewal PDFs, current NMLS Arizona checklists, the complete April 2026 transition notice, the full 2025-05 bulletin, current transition billing instructions, or a functioning public search interface. Their search excerpts were treated as discovery only. No inaccessible bulletin wording was declared an actual document error.
Interpretation limits: the distinction between the no-investigation language and the December application procedure is expressly labeled a textual inference. Targeted primary-source searching is not a formal citator clearance or proof that no other interpretation exists. The unresolved operational consequences remain visible.
Method and boundaries: research continued in this conversation with ordinary browsing and internal parallel research assistance; no Deep Research was used. I do not claim to have independently verified or changed the displayed model. The browser-control skill requires Work mode for navigation, so no mode handoff or interactive browser test was performed under the regular-Chat constraint. No account, application, payment, contact, CAPTCHA workaround, private facts or named-provider clearance was involved. No local-write or publication-readiness claim is made.
This is a researcher self-check, not an independent review. The residual statutory interpretation, current operational procedure, live lookup and exact prorated billing holds remain open.
