S_NE PASS-25 — dated source-observation annotations to reviewed PASS-22/PASS-23 corrections

GROUP 1 — CC 3:8N and CC 3:8Na observed-version replacement

The observations must be separated by observer, access route, and date.

A. Earlier project observations

The earlier PASS-19/PASS-20 and PASS-22/PASS-23 statements that a rendered CC 3:8N page showed Rev. 03/2022, while parsed text or related materials indicated Rev. 08/2026, remain preserved as attributed historical researcher observations. This annotation does not authenticate every previously reported image or infer when any file was replaced.

B. Coordinator-reported clean-download observation

The coordinator reports the following direct read-only downloads from the official Nebraska Judicial Branch URLs:

Those byte counts, hashes, timestamps, and Poppler observations are coordinator-reported facts. They were not independently computed from local files in this pass.

C. Fresh public-web observation in PASS-25

A separate fresh check of the same official CC 3:8N URL produced divergent outputs within the public-web tool:

• its text extractor identified CC 3:8N Rev. 08/2026 on all three pages;
• its screenshot renderer displayed Rev. 03/2022 in the header/footer of all three rendered pages.

Correct bounded conclusion

A clean, fully rendered 08/2026 CC 3:8N PDF existed in the coordinator-reported direct download at 2026-10-26T15:09:18.938040+00:00, with the supplied byte count and SHA-256 hash. A separate PASS-25 public-web access to the same URL extracted 08/2026 text but rendered 03/2022 page images. Both observations are preserved with their access bounds. No file-replacement time, cache behavior, PDF-layer mechanism, tool cause, or falsity of an earlier observation is inferred.

For CC 3:8Na, the coordinator-reported direct download and the fresh public-web extraction and rendering all support Rev. 08/2026.

Both forms remain operational aids. Their summaries do not override controlling statutes, regulations, or current indexed exemption adjustments. In particular, CC 3:8N’s displayed $5,000 personal-property text does not alter PASS-22/PASS-23’s supported current $5,970 result. No form was completed or submitted.

GROUP 2 — VA §5301 exact-header provenance replacement

The following observations must remain separate:

1. PASS-23 researcher-reported observation: the exact OLRC route https://uscode.house.gov/us/usc/119-124/t38/s5301/ was reported as successfully displaying a header through Public Law 119-124, October 15, 2026.
2. Coordinator observations: the coordinator’s earlier exact-route attempt failed, and one new exact-route attempt at approximately 15:19 UTC on October 26, 2026 again returned inaccessible. The coordinator therefore did not replicate the exact OLRC header.
3. PASS-25 action: the unchanged OLRC route was not retried. No blanket OLRC outage, recovery, false-access conclusion, or source invalidity is inferred.
4. Operative-body source: the official GovInfo PDF at https://www.govinfo.gov/link/uscode/38/5301 contains the complete material §5301 body at printed pages 1052–1053, zero-based PDF indices 0–1, including subsections (a) through (e). The PDF supports the operative creditor-exemption, taxation, assignment, setoff, and exception language, but it does not display the specific OLRC 119-124 / October 15, 2026 header. GovInfo+2

Correct bounded conclusion

The exact §5301 OLRC compilation header remains researcher-reported but not coordinator-replicated. The official operative statutory body was independently available and read through GovInfo, so PASS-23’s substantive §5301 taxation-language and Porter qualifications remain supported within their original limits. The exact OLRC compilation metadata remains a provenance hold, not a substantive-law hold.

The separately reviewed exact headers for 42 U.S.C. §§407 and 1383, 45 U.S.C. §352, and 5 U.S.C. §§8346 and 8470 remain unaffected. They were not re-researched in this bounded pass, and the VA-route result is not generalized to those five provisions.

GROUP 3 — GovInfo 2024 CCPA source annotation replacement

The separate GovInfo app/details route produced zero parsed lines in one coordinator check. It is therefore not used in this pass to claim that GovInfo represented the 2024 edition as the site’s “most recent edition.”

Correct bounded conclusion

The operative CCPA bodies used in PASS-22 are verified from the official 2024 Edition HTML and the official two-page GovInfo PDF. Neither source displays a Public Law 119-124 / October 15, 2026 header. The exact later-amendment and current-compilation question remains held. The six previously failed OLRC Title 15 routes were not retried, and no inference is made that the 2024 text is false or that no later amendment exists.
