| P2 location | Old wording | Replacement wording | Exact authority |
|---|---|---|---|
| A3 — dedicated-account language | “The customer must be able to withdraw from the account at any time without penalty…” | When the separate-account conditions in §310.4(a)(5)(ii) apply, the customer must own the funds held in the covered account and may withdraw from the debt-relief service at any time without penalty. Upon the customer’s request, the customer must receive all funds in the account—other than fees earned in compliance with §310.4(a)(5)(i)(A) through (C)—within seven business days. | 16 C.F.R. §310.4(a)(5)(ii)(E): https://www.ecfr.gov/current/title-16/chapter-I/subchapter-C/part-310/section-310.4 |
| B1 — Example 3 qualification | “When the transaction uses a dedicated account governed by §310.4(a)(5)(ii), the no-penalty withdrawal and seven-business-day return requirement independently applies…” | When the transaction uses a covered account governed by §310.4(a)(5)(ii), the customer’s right to withdraw from the debt-relief service without penalty and the request-based requirement to return account funds within seven business days independently apply, except for fees earned in compliance with §310.4(a)(5)(i)(A) through (C). | Same clause. |
| P2-C003 | “For a dedicated account governed by §310.4(a)(5)(ii), customer withdrawal must be available without penalty…” | For an account governed by §310.4(a)(5)(ii), the customer may withdraw from the debt-relief service at any time without penalty. Upon the customer’s request, all account funds other than fees earned in compliance with §310.4(a)(5)(i)(A) through (C) must be returned within seven business days. | Same clause. |
| Focused coverage cell | “Dedicated-account no-penalty and seven-business-day condition” | Withdrawal from debt-relief service without penalty; request-based return of covered-account funds within seven business days, subject to the exact earned-fee exception in §310.4(a)(5)(i)(A)–(C). | Same clause. |
This correction concerns withdrawal from the debt-relief service, not an independent or unconditional right under this clause to withdraw money directly from, or close, a bank account. Covered-account ownership and scope, the customer-request predicate, and the exact exception for federally earned fees remain preserved. Actual TSR coverage, account and contract facts, Nebraska cancellation treatment, and the amount—if any—to be returned remain held; no universal approval or prohibition of cancellation compensation and no refund amount is created by this patch. All P1/P2 calculations, the initial-$25-within-$75 conservative branch, monthly timing, federal allocation, Title 433 access history, and remaining gaps are unchanged.
Correction date: October 25, 2026, Pacific. Same-project correction; not independent review or full-state, parent, A066, operational, or publication acceptance.
END S_NE PASS-03.

Sources, pinpoints and access limits
Keep the source version, actual read extent and jurisdiction with the proposition. A link or researcher access claim is not a substitute for an operative primary passage.
What was examined—and what is still missing
The saved component-level coverage record keeps answered, partial, blank and unresolved branches distinct. A coverage label is not acceptance of a whole subject or jurisdiction.
