Bounded P04 claim-link and source-pinpoint repair

Fresh access: October 27, 2026, Pacific Daylight Time and UTC. The session clock was observed at 10:25:28 PDT / 17:25:28 UTC; that is not an individual source-fetch timestamp.

Correction: Add S_IA-P4-C026, link P04 §3.3 and the existing “Chapter 533C bank reconciliations” coverage row to it, and correct the specified source locators. S_IA-P4-C017 remains unchanged as the transmission-licensing gateway claim. Original P04 read history, source identities, other claims, and examples are not rewritten.

1. One added atomic records claim

Claim ID Precise assertion Source and exact pinpoint Predicates, qualifications, and confidence
S_IA-P4-C026 A Chapter 533C licensee must retain chapter-compliance records, in any form, for at least three years. Required records include a general ledger posted at least monthly, covering asset, liability, capital, income, and expense accounts, plus bank statements and bank-reconciliation records. Monthly posting qualifies the general ledger; the provision does not prescribe a bank-reconciliation cadence. Records may be maintained outside Iowa if accessible to the superintendent on seven business days’ notice sent by the superintendent in a record. Required records are open to the superintendent’s inspection pursuant to §533C.203. The remaining record categories in §533C.606(1) also remain applicable. S_IA-P4-S004, §533C.606(1), particularly (b)–(c), and (2)–(3): printed p.18 / zero-based PDF index17; operative extracted lines L980–L995. Licensee definition: §533C.102(14), printed p.3/index2. Inspection cross-reference: §533C.203. Iowa Legislature+1 High for the identified 2026 compilation. The out-of-state access condition is not a universal advance-examination notice requirement. No actual license, system, record, reconciliation, or compliance was verified. This three-year provision does not resolve or shorten any separately applicable Chapter 533A retention requirement.

2. Minimal body-link and coverage replacements

P04 §3.3 — Chapter 533C paragraph

Retain the paragraph’s existing substantive distinction. Replace or complete its claim/source link with:

S_IA-P4-C026; S_IA-P4-S004, §533C.606(1)(b)–(c), (2)–(3), printed p.18/PDF index17. The express monthly requirement concerns general-ledger posting, not bank-reconciliation frequency. Iowa Legislature

The preceding Chapter 533A reconciliation discussion is unchanged.

Existing coverage row — same identity

Component Status Claims — corrected Exact missing evidence / next action — replacement
Chapter 533C bank reconciliations Answered conditionally S_IA-P4-C026, replacing the incorrect C017 link Actual Chapter 533C licensee status and applicable records, retention, accessibility, and inspection facts remain unverified. The source establishes the records obligation, not a universal reconciliation frequency. Required next evidence is the applicable entity status and actual recordkeeping facts—not an inference from the administrator label.

This corrects an existing coverage link; it does not create another coverage category.

3. Corrected source-use entries

All three entries were freshly checked on October 27, 2026 PDT / October 27, 2026 UTC. These PASS-09 annotations supplement—but do not retroactively replace—the original P04 access history. No new source IDs are created.

Section606’s source note identifies 2023 Acts, chapter83, §26; that note is not a newly verified effective-date or complete amendment-history determination. Complete §606 was freshly read. Extracted L72–L83 corresponds to printed legislative lines23–34. The specific account-language explanation is printed lines25–34, extracted L74–L83. Introduced proposal, document identifier LSB 5596SV (1) 91; not operative Code authority. The explanation’s own qualification appears at printed p.2, lines21–22. Freshly checked the cover identity in parsed text and the cited body/explanation passages. Actual images of indices1–2 were inspected. No bill history, amendments, final text, enactment status, or effective-date audit was rerun. Earlier HF2326 status observations remain dated observations, not a fresh enactment conclusion. Its final sentence continues on printed p.11/index10, extracted L565–L566. Thus, the complete subsection requires printed pp.10–11/indices9–10, not a locator ending at p.10. Official 2026 Code compilation, footer December 9, 2025. Compilation date is not a legal effective date. Freshly read the complete subsection across the break and inspected both page images. This repairs the locator only; no fee interpretation, entitlement, or post-compilation currentness finding is added. All other S001 source-use descriptions remain unchanged. Iowa Legislature+2

Read-bound clarification: The original selected §533C.103 subsections are all on printed page5, although the section’s introductory language starts on page4. Likewise, §533C.702 is wholly on printed page20; §533C.701 is the provision crossing the page19–20 break. The replacements distinguish those bodies rather than merely shifting every old page number by one.

4. Affected-original-entry crosswalk

Original P04 entry Exact repair Unchanged boundary
S_IA-P4-C017 No substantive change. Remove its use as support for the bank-reconciliation coverage proposition. Remains the transmission-licensing gateway claim; no records language is inserted into it.
Claim register Append S_IA-P4-C026, as stated above. C001–C025 retain their identities and original propositions.
§3.3, Chapter 533C paragraph Link to C026 / S004 §533C.606 and expressly distinguish ledger-posting frequency from reconciliation frequency. No reopening of Chapter 533A reconciliation, custody, fee, or retention analysis.
Coverage: “Chapter 533C bank reconciliations” Replace claim link C017 → C026; use the qualified evidence-gap cell above. Same coverage identity and conditional status; not new accepted coverage.
S004 exact-passage cell Correct printed-page/PDF-index placements; identify complete §606 and its narrow definition/inspection references. Same document and source group; original read history and broader currentness holds remain.
S007 exact-passage cell Correct explanation to printed p.2/index2 and distinguish extracted from printed legislative lines. Introduced-proposal status; no fresh legislative-status determination.
S001, §533A.9(5) locator Include its continuation on printed p.11/index10. Same substantive claim and source group; no fee reanalysis.
Examples, other claims, other coverage No change. Seven P04 examples and all supplied checked quantities/comparisons are preserved, not rerun.

Net scope: One added claim, one existing coverage crosslink repaired, one body crosslink clarified, and three existing source-use entries corrected or qualified. No source-count inflation or duplicate coverage row.

5. Preserved holds and researcher self-check

The Chapter 533A five-year-versus-compiled-rule-36-month retention issue remains separate and unresolved here. C026 does not use Chapter 533C’s three-year minimum to shorten either obligation.

Reciprocal exemptions and entity-specific status remain conditional. In particular, the agent-of-payee provision retains the requirement that the relevant goods or services be other than money transmission itself, together with all its actual statutory conditions; no automatic administrator permission follows from this repair. Iowa Legislature

All prior currentness, ARC0368D, original2018-order, later-law, actual control/actor/account, fee-earning, interpretation, insolvency, local, tribal, sector, state, and parent holds remain. P06 supplies no premise. P08 limitations and P05/P07 corporate-surety work are not reopened.

Fresh work: The three specified official PDFs were opened; complete §533C.606 and the narrow supporting provisions were read; the requested page placements were checked against parsed bodies and the specific page images identified above. All three document routes succeeded. No whole-chapter or latest-law verification is claimed.

Supplied rather than repeated: The coordinator’s complete-P04 review, raw-hash checks, and 19 scalar/relative-period checks are supplied provenance. I did not repeat those checks, rerun examples, inspect actual records, or verify any license, system, account, reconciliation, fee, or transaction.

No local artifact was written, no filing or contact occurred, and no publication or account was changed. This is a bounded same-coordinator correction, not independent review, and provides no component, Iowa, parent, A066, operational, or publication acceptance.
