Bounded PASS-05 source-qualification correction
Fresh access date: October 27, 2026, Pacific Daylight Time; October 27, 2026, UTC. These dates apply to PASS-07 only. No earlier pass’s access date or immutable text is changed.
Disposition: Correct the two Chapter 636 qualifications identified below. All other PASS-05 claims, coverage entries, examples, and conditional assumptions remain unchanged. The coordinator’s reported review, hash checks, and 22 scalar/chronology checks are supplied provenance—not checks independently repeated here. P04 and P06 remain unreviewed and supply no premises.
1. Exact drop-in narrative replacements
PASS-05 §1.3 — replacement for the limited Chapter 636 discussion
Retain the existing statement that the bond requires Superintendent of Banking approval and the existing statement that no actual issuer, certificate, bond number, or approval was verified. Replace the intervening general corporate-surety discussion with:
Iowa Code §636.11(1) addresses the list of corporate sureties holding current authority. Sections 636.14 and 636.16 address approval and evidence of authority, but that evidence does not eliminate the separate amount-specific acceptance restriction in §636.17. Iowa Legislature
Section 636.17 restricts acceptance above 10% of the company’s paid-up cash capital unless the excess is reinsured by another Iowa-authorized company. It additionally states “and in no case to exceed ten percent of the capital of the reinsuring company” and requires a certificate of that reinsurance furnished to the insured. The insurance-authority certificate and reinsurance certificate are distinct requirements. Section 636.18 excludes criminal-case bonds from §§636.14–636.17; §636.11(2)’s resident-agent requirement likewise concerns criminal bonds or bail, not a universal debt-management-bond requirement. Iowa Legislature
No actual capital, reinsurance arrangement, certificate delivery, or amount-specific acceptance was established. Application of the reinsurer-capital clause to a particular arrangement, the identity of the statutory certificate recipient, and any controlling construction remain unverified. This qualification neither establishes compliance nor declares an existing bond invalid.
PASS-05 §2.2 — replacement for its final corporate-surety service paragraph only
Keep the protected-class discussion and its unresolved claim-prerequisite list unchanged. Replace only the paragraph discussing §636.20 with:
Where suit otherwise lies, §636.20 specifies service on the company’s Iowa agent; if none exists, its commissioner-service alternative retains service fifteen days before the court term in which suit is sought. Under adjacent §636.21, the commissioner must immediately mail the notice to the company’s principal place of business, and notice so served is deemed sufficient service. Iowa Legislature
This is not a general fifteen-day bond-claim deadline. No current procedural construction of the court-term language, cause of action, standing, venue, claim-notice requirement, limitation period, actual agent status, court term, or valid service was established. The statutory text is preserved without converting it into filing or service instructions for an actual claimant.
2. Replacement and distinct atomic-claim table
C011 and C012 retain their original identities. C029 and C030 are supplemental qualifications to those existing subjects, not newly accepted coverage categories.

Confidence and limits |
| S_IA-P5-C011 — replacement |
Corporate-surety authority evidence is not a complete amount-specific acceptance determination. The original authorization statement must be read with C029’s acceptance conditions and the statutory criminal-bond exclusion. |
S_IA-P5-S003: §§636.11(1)–(2), 636.14, 636.16–636.18; HTML lines 324–328, 353–356, 374–399. Iowa Legislature |
High for the identified compilation’s text. No actual authority, capital, reinsurance, approval, or later-law determination. |
| S_IA-P5-C012 — replacement |
Chapter 636’s conditional service provisions do not create a Chapter 533A cause of action or establish a claimant’s procedural compliance. Preserve C030’s omitted timing and forwarding qualifications. |
S_IA-P5-S003: §§636.20–636.21; HTML lines 415–429. Iowa Legislature |
High for the compiled text; current procedural application and every actual service fact remain unproved. |
| S_IA-P5-C029 — added acceptance qualification |
Section 636.17’s acceptance restriction includes the issuer-capital threshold, conditional excess reinsurance, reinsurer-capital limit, and certificate-delivery requirement stated in the §1.3 replacement above; §636.18 limits its scope. |
S_IA-P5-S003: complete §636.17 and §636.18, HTML lines 385–399; read with §§636.11, .14, and .16. Iowa Legislature |
No capital calculation performed. Construction and application to an actual bond remain held; no existing bond is pronounced invalid. |
| S_IA-P5-C030 — added service qualification |
The no-Iowa-agent commissioner-service alternative includes the court-term timing condition, followed by §636.21’s immediate-forwarding and sufficient-service language, as stated in the §2.2 replacement above. |
S_IA-P5-S003: complete §§636.20–636.21, HTML lines 415–429. Iowa Legislature |
No general claim deadline, actual calendar, available cause of action, or successful service is inferred. |

Replacement limit/unresolved cells |
| Bond issuer |
Corporate-surety authority is subject to the additional acceptance qualifications in C011/C029, not authority evidence alone. |
Actor: Proposed corporate surety and approving authority. Conditions: Establish the applicable authorization, bond approval, and §636.17 compliance; preserve the adjacent statutory scope limitations. |
Limit: No amount-specific acceptance or actual bond validity established. Unresolved: Issuer authority, capital, necessary reinsurance, reinsurer authority/capital, certificate delivery, actual bond, and applicable construction. |
| Corporate-surety service |
Conditional statutory service text must include all of C012/C030, not merely the choice between an agent and the commissioner. |
Actor: A claimant with an otherwise available suit. Conditions: Establish actual agent status, applicable procedure, timing, and the commissioner-forwarding requirements where that route applies. |
Limit: Service provisions do not establish cause, standing, venue, claim timeliness, or a general fifteen-day claim deadline. Unresolved: Current court-term interpretation, governing procedure, actual notices, forwarding, and service. |
These rows incorporate the fully stated statutory qualifications in the narrative replacements rather than restating them as separate authorities. Iowa Legislature

| Version/status |
Official, version-locked 2026 Code compilation. Its operative bodies—not source-history notes alone—support this patch. This is not a certification that no later law or controlling interpretation affects them. Iowa Legislature |
| Actual fresh access dates |
October 27, 2026 PDT / October 27, 2026 UTC. The session clock was checked; no individual source-fetch timestamp is assigned. |
| Supplied versus fresh |
The coordinator’s prior selected checks were supplied. PASS-07 separately opened the official HTML and read the specified complete provisions. |
| Read bounds |
Selected provisions only—not the whole chapter, Chapter 515, current civil-procedure rules, a full enactment history, or a complete citator review. |
| Access gaps |
The official HTML opened successfully. No PDF was used or visually inspected in this pass. No current official NMLS bond form or actual bond instrument was recovered or reopened. |
| Construction limits |
No authoritative application of the capital/reinsurance condition to a particular bond, or modern procedural resolution of the court-term language, was established. |
Narrow interpretation search
Generic official-domain searches for §636.17 and §636.20 on the Iowa courts domain, and §636.21 on the Iowa Insurance Division domain, returned no results through the routes used. No named party, case, docket, provider, surety, borrower, or account was queried.
That search result does not establish that no relevant authority exists. It leaves the specific construction questions unresolved.
5. Affected-original-entry crosswalk and coverage correction
| Original PASS-05 entry |
Bounded change |
Corrected coverage status / exact remaining evidence |
| §1.3 / C011 |
Replace only the limited Chapter 636 explanation; add C029. |
Compiled authorization-and-acceptance text identified. Actual amount-specific compliance remains unverified. |
| Security matrix — “Bond issuer” |
Use the replacement row above. |
Authority evidence alone is insufficient for the proposed conclusion. Actual capital, reinsurance, certificate, bond, and approval evidence remain absent. |
| Coverage — “Surety issuer authorization” |
Replace “Answered generally” with “Answered for selected compiled authority and acceptance conditions; actual compliance and applicable construction unresolved.” |
Needed: actual issuer authority, bond amount/instrument, relevant capital evidence, any necessary reinsurance and certificate, approval, and controlling construction if disputed. No such records were sought here. |
| §2.2 / C012 |
Replace only the final corporate-surety service paragraph; add C030. |
Statutory service text qualified. No verified direct-action route or actual service conclusion. |
| Security matrix — “Corporate-surety service” |
Use the replacement row above. |
Cause, standing, venue, claim notice, limitation period, and procedural compliance remain separate. |
| Coverage — “Corporate-surety service” |
Replace “Answered conditionally” with “Compiled service text identified, including timing and forwarding; current procedural application and actual service unresolved.” |
Needed: authoritative treatment of the court-term language and governing procedures; actual agent status, relevant court term, notice, commissioner forwarding, and service record. |
| S003 |
Expand the selected-body read record to include §§636.17, .18, and .21, with the full bounds above. |
One underlying authority, not extra source groups. No whole-chapter or later-law audit implied. |
| Researcher self-check/currentness |
Add the PASS-07 fresh-read record and bounded negative search. |
Preserve original P05 access history; no retroactive claim that the omitted provisions were fully qualified in the original answer. |
| All other claims, matrix rows, coverage rows, and examples |
No change. |
No double-counting of corrected entries as new accepted coverage. |
Unresolved issues specific to this patch
Acceptance: A certificate of insurance authority is not treated as proof that the particular bond amount satisfies every acceptance condition. No actual paid-up cash capital, reinsurer capital, reinsurance arrangement, certificate recipient/delivery, or approval record is supplied. The precise application of §636.17 to a particular arrangement remains held.
Service: No current primary interpretation was established that resolves how §636.20’s court-term language operates under present procedural rules. The text is therefore retained without inventing a calendar date, translating it into a general claim deadline, or asserting that the commissioner route is available to any actual claimant.
6. Preserved findings and researcher self-check
The patch leaves untouched PASS-05’s distinction between the $25,000-per-office statutory requirement and actual remaining capacity, its 30-day surety cancellation and breach-cutoff analysis, and all holds concerning direct action, the current official form, claim deadlines, competing-claim priority, replenishment/reset, office attribution, and actual claimant or provider facts. The special educational-loan action remains separate.
Those are preserved P05 findings—not newly researched conclusions in PASS-07. The eight original examples and the coordinator-reported 22 checked quantities/relative comparisons were not rerun. The private 2016 reference form was not reopened or elevated.
The fresh work consisted of the selected official Chapter 636 HTML bodies and the narrow generic interpretation searches described above. No whole-chapter read, complete later-law audit, citator audit, PDF inspection, actual capital approval, bond-validity determination, lawsuit, filing, service, collection, or coverage determination occurred. No private records, named actors, accounts, or dockets were queried; no contact, local write, or publication action occurred.
All other currentness, ARC 0368D, provider, contract, federal, local, tribal, sector, and parent-level holds remain. This is a same-coordinator source-qualification correction, not independent review, and confers no provider, component, Iowa, parent, A066, operational, or publication acceptance.
