Four bounded corrections to Wisconsin PASS-08
Actual fresh access date: October 26, 2026, America/Los_Angeles; October 27, 2026 UTC.
Mode/model: Regular Chat, GPT-5.6 Sol Pro. No separately exposed power tier, quota state, recovery state, or measured capability ranking is claimed.
Scope: Only G1–G4 below. PASS-09 is complete but unreviewed and supplies no premise here. PASS-08 remains preserved except for the specific source-status, wording, allocation, pinpoint, example, and coverage cells corrected below.
G1. Exact status of PASS-08 source S_WI-P08-S023
Replacement for the PASS-08 introduction, §19.1, S023, C036, C040, and affected self-check language
Replace every description of S_WI-P08-S023 as an “official government Act 60 copy,” “official-government Act 60 PDF,” or completed enacted Act 60 body with the following:
The two-page PDF at the Wisconsin GovDelivery attachment URL is a State of Wisconsin-hosted copy of 2025 Senate Bill 193 in drafting/enactment-ready format. Its first page displays “2025 Senate Bill 193” and “2025 WISCONSIN ACT,” but the Act number, date of enactment, and date of publication fields are blank; the second-page running header likewise omits an Act number. The file supplies the actual text appearing in sections 6–8, including the proposed §806.22 amendment, but does not by itself establish that this exact file is the completed, identified 2025 Wisconsin Act 60 or the currently consolidated §806.22 text. GovDelivery+1
Wisconsin DOR separately identifies 2025 Wisconsin Act 60, describes the §806.22 change, and reports an effective date of December 11, 2025. That is competent agency evidence of the reported enactment, amendment subject, and effective date; it is not a substitute for reading the completed legislative act or current consolidated statute. Wisconsin Department of Revenue
The Wisconsin Legislature’s Act index also identifies 2025 Act 60 and the affected §806.22 provisions, but the completed-act body and direct PDF could not be opened through the public browsing route. The complete current enacted §806.22 body therefore remains held, consistent with PASS-08’s broader current-Wisconsin-source limitation. Wisconsin Legislative Documents+1

G2. Correct partial-satisfaction and released-debtor predicate
Replacement for PASS-08 §19.1
PASS-08 said:
“For a partial satisfaction or release of selected debtors, the document must state the amount paid or identify the released debtors.”
That formulation is incorrect because it treats naming debtors as an alternative to the required financial content.
Replace it with:
In the wording actually read in SB 193 §8, a direct satisfaction under proposed §806.22(1)(c) must be signed and acknowledged by the judgment owner—or, if no assignment has been filed, by the owner’s attorney of record. If the satisfaction concerns only part of the judgment or only some judgment debtors, it must state the amount paid on the judgment or the amount paid for the release of the debtors; in the released-debtor branch it must also name the released debtors. Naming the debtors does not replace the financial amount. GovDelivery+1
Corrected branch structure
| Branch |
Required content in the read SB 193 wording |
| Partial satisfaction of judgment amount |
State the amount paid on the judgment |
| Satisfaction as to some judgment debtors |
State the amount paid for their release and name those debtors |
| Full satisfaction |
Partial/released-debtor sentence does not apply, but the chosen instrument and signature/acknowledgment predicates still do |
| Certified-copy route under proposed §806.22(1)(a) |
Certified copy of a satisfaction already entered |
| Clerk-certificate route under proposed §806.22(1)(b) |
Clerk’s sealed certificate showing the satisfaction |
| Direct owner/attorney route under proposed §806.22(1)(c) |
Signed and acknowledged satisfaction; attorney route only if no assignment was filed |
The Act-body/current-consolidation hold from G1 remains. This correction establishes the wording actually observed in S_WI-P08-S023, not independent final-act consolidation.
Exact replacement for PASS-08 Example 7
Corrected Example 7 — satisfaction in multiple counties:
A full satisfaction entered in County 1 does not silently update County 2. The DOR-reported Act 60 change indicates that County 2 may receive a certified copy, a clerk’s sealed certificate, or a qualifying original satisfaction signed and acknowledged by the owner or qualifying attorney. Under the direct-satisfaction wording actually read in SB 193 §8, if the filing is only partial, it must state the amount paid on the judgment; if it releases only specified debtors, it must state the amount paid for their release and name them. A document merely listing debtor names without the financial amount does not satisfy that read clause. Current consolidated §806.22 and local clerk acceptance remain held. GovDelivery+1
Preserved PASS-08 material
- S_WI-P08-C029 remains unchanged: its separate §806.19 proposition requiring amount paid or release consideration plus identification of released debtors was not the error targeted here.
- PASS-08 Example 6 remains unchanged: it already used both the $4,000 release consideration and Debtor A’s identity.
- Owner, assignment, attorney authority, acknowledgment, underlying satisfaction, clerk acceptance, and other-county docket-entry facts remain necessary.
New claims: S_WI-P10-C004–C005.
G3. Correct one-debt partial-payment allocation
Replacement for PASS-08 §15 and S_WI-P08-C026
PASS-08 used the phrase:
“where there is one debt and no different agreement or debtor direction”
That phrase incorrectly suggests that a debtor’s unilateral direction can require principal-first allocation on a single debt.
Replace it with:
In DeWitt Ross & Stevens v. Galaxy Gaming, the agreement was silent about payment allocation. The court distinguished two situations: a debtor with multiple accounts may direct which account receives a payment, but where there is only one debt, the debtor has no right to require the creditor to apply the payment to principal first. In the absence of an agreement between the parties, a partial payment is applied first to accrued interest, any surplus to principal, and later interest to the remaining principal. A contrary binding agreement, judgment term, or controlling law can change the rule; a one-debt debtor’s unilateral principal-first instruction is not itself established by this case as controlling. Wisconsin Court System
Replacement claim cell for S_WI-P08-C026
| Field |
Corrected cell |
| Precise assertion |
For one debt governed by a silent agreement, the debtor has no right under DeWitt to compel principal-first allocation; partial payment is applied first to accrued interest, then surplus to principal. Multiple-account designation is a distinct rule. |
| Source |
Official DeWitt opinion, ¶¶20–22, especially ¶21 |
| Conditions |
One debt; agreement silent; no contrary binding agreement, judgment term, or controlling law |
| Exception / limit |
Multiple accounts may permit debtor direction as to which account is credited; the case does not establish that unilateral component-level direction controls within one debt |
| Consequence |
Interest-first calculation remains appropriate only under the stated one-debt/silent-agreement premise |
Corrected PASS-08 Example 4 adverse branch
The arithmetic remains unchanged:
- $12,000 × 0.0775 × 1 year = $930
- $12,000 + $930 = $12,930
- $5,000 − $930 = $4,070 applied to principal
- $12,000 − $4,070 = $7,930 remaining principal
Replace the adverse branch with:
A contrary binding agreement, judgment provision, or controlling statute; a multiple-account allocation issue; a payment made before one full year; or additional approved costs can change the arithmetic. A unilateral one-debt instruction to apply the payment to principal first is not, under DeWitt, automatically binding. Wisconsin Court System
No actual judgment balance, payment application, fee, or award is determined.
New claims: S_WI-P10-C006–C008.
G4. Correct Chase source pinpoints and precedential scope
Replacement for S_WI-P08-S013
PASS-08 cited ¶¶110–127, ¶¶111–117, ¶¶118–121, and ¶¶124–127. Those numbers were browser retrieval-line coordinates, not numbered judicial paragraphs.
A genuine official PDF was freshly located and read. Use this replacement source record:
Wisconsin Court of Appeals, Chase Lumber & Fuel Co. v. Chase, official PDF
https://www.wicourts.gov/ca/opinion/DisplayDocument.pdf?content=pdf&seqNo=14213
- Section II, “The Order to Enforce Judgment,” begins on printed page 16 / zero-based PDF index 17.
- The action-on-judgment and good-cause discussion appears principally on printed page 17 / zero-based index 18.
- The expired money-judgment / no-renewal-by-motion discussion appears on printed page 18 / zero-based index 19.
- The appeal-does-not-automatically-stay discussion appears on printed pages 19–20 / zero-based indexes 20–21.
No judicial paragraph numbering appears in this 1999 opinion. Wisconsin Court System+4
Replacement for S_WI-P08-C014
Chase explains in Section II that an action on a judgment may be used to obtain a new, enforceable judgment when a judgment becomes unenforceable, and quotes §806.23’s leave, good-cause, and adverse-party-notice requirements. Its good-cause discussion references approaching expiration of the twenty-year judgment period and expiration of the ten-year lien period. Cite printed page 17 / zero-based PDF index 18, not a supposed paragraph 111–117. Wisconsin Court System
Replacement for S_WI-P08-C015
In Section II, Chase recounts the earlier Ingraham rule that an expired money judgment could not be renewed by motion and that collection required a new judgment through an action at law on leave of court. But Chase itself involved a freshly entered specific-performance judgment, held §806.23 inapplicable to those facts, and permitted a motion for a new performance deadline. Cite printed page 18 / zero-based index 19. The case must not be represented as directly adjudicating renewal of the ordinary money judgment before it. Wisconsin Court System
Replacement for S_WI-P08-C018
Chase states the general rule that an appeal does not stay execution or enforcement unless a stay is granted or law otherwise provides. On its facts, the requested stay had been denied, and the circuit court retained authority to enforce the specific-performance judgment. Cite printed pages 19–20 / zero-based indexes 20–21, not supposed paragraphs 124–127. Wisconsin Court System+1
Scope retained
The case remains useful for:
- its historical explanation of §806.23 and action-on-judgment doctrine;
- its description of good cause through cited Wisconsin precedents;
- its characterization of the expired-money-judgment rule; and
- the no-automatic-stay principle.
It does not independently cure the unread-current-statute problem, supply a complete modern citator, or turn its specific-performance holding into a direct ordinary-money-judgment merits ruling.

Researcher self-check
Freshly read or inspected in this bounded correction:
- both pages of the GovDelivery SB 193 PDF;
- the DOR Act 60 summary and effective-date section;
- the Wisconsin Legislature Act locator/search result;
- the failed completed-act PDF route;
- DeWitt ¶¶20–22;
- the official Chase PDF, including page images at zero-based indexes 17–21.
No new Wisconsin integrated statute body was recovered. The official completed Act 60 PDF attempt timed out, and that failure is preserved as an access gap rather than an absence claim.
No unrelated PASS-08 calendars, interest rates, lien periods, forms, territorial branches, or examples were recalculated or re-researched. The previously modeled anniversaries remain hypothetical, not actual deadlines.
All current-integrated-statute, local-clerk, tribal, federal, foreign, support, tax, estate, bankruptcy, security, exemption, contract, underlying-debt, private-fact, complete-citator, publication, parent, and A066 holds remain unchanged.
No named person, creditor, collector, attorney, entity, property, judgment docket, account, private case record, or form was searched or acted upon. No filing, contact, complaint, request, account action, purchase, publication, API, new chat, subagent, browser-control action, or local coordinator file occurred.
This is a bounded researcher correction, not independent review, all-source certification, legal advice about an actual judgment, operational approval, publication approval, or acceptance of Wisconsin PASS-08, PASS-10, A066, or the parent dossier.
END S_WI PASS-10.
