R091 PASS-02 — Bounded source-authentication supplement

The original-publication authentication gap is closed for the correction’s text. The document-specific GovInfo PDF URL remained inaccessible, but the official December 7, 2012 Federal Register issue PDF was accessible. I read the complete correction at printed page 72913, zero-based PDF index 7, and subsequently viewed that page’s pixels. It confirms all four correcting instructions, including instruction 2’s replacement reference “(ii)(B)”. This supplements the earlier access record; it does not alter pass-01. [R091-P2-C001–C008] govinfo.gov

The intervening authority for the example’s present “(ii)” reference remains unresolved. Fresh access to the current eCFR confirms “(ii)” in both sentences of annual-receipts paragraph (iii)(C). The subsequently adopted amendment examined here—80 FR 37526, instruction 5—replaces paragraph (iii)(D); it does not amend (iii)(C). Consequently, that amendment cannot supply the missing operation changing the example’s reference from “(ii)(B)” to “(ii)”. [C011, C016–C019, C024] ecfr.gov+1

Actual research/access date: October 28, 2026, America/Los_Angeles. The current eCFR page displayed Title 12 as current through October 26, 2026, with a title-wide last-amended date of October 23, 2026. Those labels do not establish a section-specific amendment date or a complete intervening-publication history. [C021] ecfr.gov

This is a distinct supplement confined to the supplied S014/C006/C010 issue. No earlier report, stored file, company record, financial input, or supervision determination was adopted as evidence.

R091-P2-C001 The complete original published correction is now readable in the official full-issue PDF and was inspected in parsed text and page pixels. The document-specific PDF failure remains a separate access fact. S001, printed 72913/index 7, entire correction. govinfo.gov
R091-P2-C002 The correction was published December 7, 2012 and states that the correcting amendment is effective January 2, 2013. Its document date and filing notation are distinct historical metadata. S001, header, DATES, dated matter and filing footer.
R091-P2-C003 The Bureau characterizes the document as correcting four typographical errors: three incorrect cross-references and an omitted subheading designation. It states a good-cause rationale for proceeding without comment and cites 5 USC553(b)(B). This is an attribution of the publication’s explanation, not an independent APA-validity determination. S001, complete supplementary explanation and instructions 1–4. federalregister.gov
R091-P2-C004 The original October 31, 2012 final rule added §1090.105 and stated an effective date of January 2, 2013. Its original text must be distinguished from the later correction and consolidation. S002, DATES at 65775/index 0; adopted instruction 2 at 65798/index 23. govinfo.gov+1
R091-P2-C005 Correction instruction 1 targets the first reference in annual-receipts (iii)(C), replacing (iii)(B) with (ii). S001, instruction 1, locating S002 printed 65798, column 2.
R091-P2-C006 Correction instruction 2 targets the second reference in annual-receipts (iii)(C), replacing (iii)(B) with (ii)(B). The original PDF confirms that the replacement includes “(B)”. S001, instruction 2; printed 72913/index 7.
R091-P2-C007 Correction instruction 3 replaces the (iii)(B) reference in annual-receipts (iii)(D) with (ii). The original 2012 (iii)(D) contains one such reference; the current paragraph’s two references must not be projected backward into that instruction. S001, instruction 3; S002, complete original (iii)(D), 65798/index 23.
R091-P2-C008 Correction instruction 4 inserts the designation (b) before the test heading. It does not instruct a change to the test’s amount or substantive sentence. S001, instruction 4; S002, 65798, column 3.
R091-P2-C009 Original (iii)(C) directs separate calculations for the person and each affiliated company, recognizing potentially different measurement periods. Its example concerns an affiliated company in business for less than three years even though the person has three or more completed fiscal years. Both original references point to (iii)(B). S002, complete annual-receipts (iii)(C), 65798/index 23. govinfo.gov
R091-P2-C010 Original (iii)(D) excludes a formerly affiliated company’s annual receipts if affiliation ceased before the applicable measurement period. Its second sentence describes that exclusion as applying throughout the measurement period rather than only after cessation. S001 changes its reference, not that sentence. S002, complete original (iii)(D); S001, instruction 3. This describes the historical wording without resolving its historical application.
R091-P2-C011 Current eCFR (iii)(C) retains the separate-calculation and example conditions, but prints (ii) in both sentences. This freshly verifies the supplied current-clause transcription’s material reference wording. S003, annual-receipts (iii)(C), complete two-sentence body. ecfr.gov
R091-P2-C012 Paragraph (ii)(A), in the original and current selected texts, uses total receipts over the three most recently completed fiscal years divided by three for a person with three or more completed fiscal years. Paragraph (ii)(C)’s short-tax-year branch must also be preserved. S002/S003, annual-receipts (ii)(A) and (C). Recorded only to identify the referenced measurement provisions.
R091-P2-C013 Paragraph (ii)(B), in both selected versions, addresses a person in business for less than three completed fiscal years: total receipts for the business period are divided by weeks in business and multiplied by 52. S002/S003, complete annual-receipts (ii)(B). No receipts inputs, week-count convention, or actual calculation is supplied.
R091-P2-C014 Paragraph (ii)(C) addresses three or more completed fiscal years where one measurement-period year is a short tax year. It uses receipts for the short year and two full fiscal or calendar years, divided by their combined weeks, multiplied by 52. S002/S003, complete annual-receipts (ii)(C). Accounting definitions and application remain outside this supplement.
R091-P2-C015 None of the four 2012 correcting instructions edits paragraph (ii)’s measurement formulas. A reference correction is not itself a newly adopted formula. S001, all instructions; comparison with S002/S003, (ii)(A)–(C).
R091-P2-C016 The 2015 adopted instruction 5 replaces the whole of annual-receipts (iii)(D). It excludes former-affiliate receipts where affiliation ceased before the measurement period, and requires aggregation for the entire measurement period where affiliation ceased during it. Both sentences refer to (ii). S004, instruction 5 and complete replacement (iii)(D), 37526/index 30. govinfo.gov
R091-P2-C017 The 2015 publication’s DATES clause specifies August 31, 2015; §IV.B describes effectiveness as 60 days after publication. This pass reports those source statements without calculating an application date or supplying a counting rule. S004, DATES, 37496/index 0; complete §IV.B. govinfo.gov+1
R091-P2-C018 The examined 2015 instruction changes (iii)(D), not (iii)(C). It therefore does not document an operation changing the example’s reference from (ii)(B) to (ii). The preamble’s characterization as a technical clarification of formerly-affiliated-company treatment does not enlarge the adopted instruction. S004, instruction 5; §V.B discussion headed §1090.105. govinfo.gov+1
R091-P2-C019 Current (iii)(D) corresponds to the complete 2015 replacement read in this pass. Thus, the current (D) wording has an authenticated adopted source even though the (C) example-reference chain remains incomplete. S003, complete (iii)(D); S004, instruction 5.
R091-P2-C020 The original test sentence and current paragraph (b) use more than $10 million in annual receipts resulting from source-defined consumer debt collection for a nonbank covered person. The 2012 correction inserts the paragraph designation; it does not introduce or alter that amount. This is a textual comparison, not a renewed assessment of all classification predicates. S002, original unnumbered test; S001, instruction 4; S003, (b).
R091-P2-C021 S003 displays Title 12 currency through October 26, 2026 and a title-wide last amendment of October 23, 2026. Neither establishes that §1090.105 changed on that date or completes later-history authentication through the access date. S003, currency and legal-status statements. ecfr.gov
R091-P2-C022 The historical January 1, 2013 CFR edition’s effective-date note 2 contains an incomplete “78 FR” locator. The note is readable, but it does not identify an authenticated later publication capable of resolving the reference discrepancy. S005, printed 1203/index 5, complete notes 1–2; page-image confirmation. govinfo.gov
R091-P2-C023 The eCFR correction tables describe their subject as editorial errors and subsequent corrections, excluding issuing-agency errors from that table. No “1090” match was found in the examined 2013/2014 pages. That bounded result does not establish absence of an adopted correction or another editorial record. S006, scope statement and selected Title 12 rows; page searches. ecfr.gov+3
R091-P2-C024 The authenticated 2012 instruction says (ii)(B); current eCFR says (ii); the examined 2015 adopted operation does not bridge them. No intervening adopted operation or authoritative editorial explanation establishing that change was authenticated in this pass. Comparison of C006, C011, C018, C022–C023. This is a research-result limitation, not a holding that either text has been legally invalidated.
R091-P2-C025 The complete correction’s operative instructions concern references and a paragraph designation. They contain no new private-remedy provision, debt-release instruction, penalty amount, or entity-specific supervision determination. No broader remedy conclusion follows from authenticating them. S001, complete correcting body; bounded negative finding.
R091-P2-C026 The FederalRegister.gov rendition and the GovInfo issue PDF represent the same correction in different formats. The rendition’s own status notice distinguishes it from the official PDF edition; access to one format does not prove successful access to another. S001, rendition status notice and original PDF. federalregister.gov
R091-P2-C027 The example’s “less than three years” wording and (ii)(B)’s “less than three completed fiscal years” wording are not silently normalized in this supplement. Their words and their different locators are preserved; no actual temporal classification is made. S002/S003, (iii)(C) and (ii)(B).
R091-P2-C028 The selected clauses do not establish the missing application facts, partial-week treatment, rounding convention, or the unknown publication/processing event that produced the current example reference. No calculation or actual status determination follows here. S002/S003, selected clauses; C024; scope limitation. The wider definitions and accounting framework were not rerun.

3. Exact operation and version comparison

3.1 Four operations in the original correction

Operation Original location and text being targeted Actual adopted correction Consequence established here
1 S002, printed 65798, column 2; annual-receipts (iii)(C), first reference: (iii)(B) Substitute (ii) Changes the locator in the separate-calculation sentence. C005.
2 Same page/column and paragraph; second reference: (iii)(B) Substitute (ii)(B) Changes the locator in the example sentence to the specific short-business-period annualization subparagraph. The current compilation differs. C006, C024.
3 Same page/column; annual-receipts (iii)(D), its original reference: (iii)(B) Substitute (ii) Corrects the original formerly-affiliated-company paragraph’s measurement locator. It does not replace that paragraph’s substantive sentences. C007, C010.
4 S002, printed 65798, column 3; test heading lacks a paragraph designation Insert (b) before the heading Supplies the designation without changing the already-published test sentence. C008, C020.

These are four correcting instructions, comprising three reference replacements and one designation insertion. The original (iii)(D) has a single reference targeted by instruction 3. The later replacement of (D) explains why its present text contains two measurement references.

3.2 Original → corrected → subsequent adopted text → current compilation

Selected location Original October 31, 2012 publication Result directed by December 7, 2012 correction Relevant 2015 adopted operation Fresh current eCFR observation
(iii)(C), first sentence (iii)(B) (ii) Instruction 5 does not address (C) (ii); consistent with correction instruction 1.
(iii)(C), example sentence (iii)(B) (ii)(B) Instruction 5 does not address (C) (ii); intervening operation remains unauthenticated.
(iii)(D), measurement reference in its first sentence (iii)(B) (ii) Whole (D) replaced; replacement first sentence uses (ii) (ii) in the authenticated 2015 replacement wording.
(iii)(D), second sentence Describes exclusion throughout the measurement period rather than only after affiliation ceased No sentence replacement directed in 2012 Replaced with aggregation throughout the measurement period if affiliation ceased during it, referring to (ii) Matches the 2015 replacement.
Test heading No (b) designation Add (b) Instruction 5 does not address the test (b) present.
Period-of-measurement formulas, (ii)(A)–(C) Three separate measurement branches No formula amendment directed Instruction 5 does not address (ii) Corresponding formulas present.

Scope of the reconciliation: the adopted 2015 text explains the current (D) paragraph. It does not explain the difference in (C). Reading the current reference as the broader parent paragraph, which contains (ii)(B), describes the document’s structure; it does not prove why the reference was changed or resolve which publication operation authorized it. [C011–C019, C024]

4. Material-change crosswalk against the immutable pass-01 rows

The quotations in the second column are supplied pass-01 context, not newly authenticated evidence of the prior research process.

Old ID Exact old proposition supplied by the user New supported finding Effect on the specifically dependent claim
R091-P1-S014 — read bounds “Earlier successful government-hosted HTML/XML rendition: complete DATES, correction explanation, and all four correcting instructions. Publication locator 77 FR72913. PDF index unavailable because original PDF access failed. Later access to the rendition reached a security gate.” S001/C001/C026: the ordinary FederalRegister.gov rendition was readable on this pass. More importantly, the complete original correction was recovered from the official full-issue PDF at printed 72913/index 7, with page pixels inspected. The document-specific PDF and GovInfo HTML attempts still failed. The earlier access account remains unchanged. This supplement supplies the missing original-publication read and pagination. It does not claim that the earlier PDF attempt succeeded or that a security gate was bypassed.
R091-P1-S014 — publication/status “Published December 7, 2012; states effective January 2, 2013. Original-PDF authentication remains incomplete. A difference between one corrected cross-reference and current compilation is not silently repaired.” C002: publication/effectiveness confirmed from the original issue. C001: original-publication text authentication is now complete within the stated page/read bounds. C024: reference-chain discrepancy remains unresolved. Only the original-publication authentication limitation is closed. The exact document-URL access failure and the reference-chain hold are preserved.
R091-P1-C006 “The readable correction rendition states publication 12/7/2012, effectiveness 1/2/2013, and four corrections: three internal references and insertion of the paragraph (b) designation. Original-PDF access remains a gap.” C001–C008: all four operations and the stated dates are confirmed in the original published page. The original 2012 target page is also read and visually checked. Evidentiary support improves from the reported rendition to the original official issue PDF. No new threshold, formula, or remedy is inferred. Document-specific PDF access remains unsuccessful; original-publication content access no longer does.
R091-P1-C010 “A narrow discrepancy remains: correction instruction2 replaces the second example reference in annual-receipts(iii)(C) with ‘(ii)(B)’; current eCFR and the examined annual CFR print ‘(ii)’ there. The main annualization rule in (ii)(B) is present, but the intervening reason for this citation difference was not authenticated.” C006/C011/C013: the original correction’s (ii)(B), current eCFR’s (ii), and the continuing presence of (ii)(B) are freshly confirmed. C018: the examined 2015 instruction is confined to (D). C022–C024: the additional historical note and editorial finding aids did not authenticate the missing change. The central hold remains. This pass strengthens the original-publication evidence and excludes the examined 2015 instruction as the explanation. It does not revalidate the unspecified annual-CFR edition previously examined in pass-01 or assert that no other relevant publication exists.

No other pass-01 claim is revised or accepted through this crosswalk. In particular, the separate §1070.2 “printed 5414” issue remains OPEN.

5. Measurement, date, operation, and unknown-event register

This register records source quantities needed for the reference question. It supplies no populated financial model, company calculation, or legal calendar.

No timezone or independent filing-time computation is inferred from the footer. No elapsed-day calculation is made.
M004 4 instructions: 3 reference replacements and 1 designation insertion S001 instructions 1–4; C003, C005–C008 Counts of adopted correcting operations. Not four separate substantive tests or four present-day reference occurrences.
M005 First and second reference in (iii)(C); original (iii)(D)’s single targeted reference S001 instructions 1–3; S002 original (C)/(D); C005–C007 Ordinal occurrence selectors within the specified paragraph. They must be applied to the original publication, not to a later rewritten paragraph.

Column 2 contains the reference targets; column 3 contains the test designation. Printed pagination and zero-based PDF indexes are separate systems.
M007 June 30, 2015 publication; August 31, 2015 specified effectiveness; 60 days after publication in the preamble S004 DATES and §IV.B; C017 The fixed DATES statement and preamble description are recorded as published. No calendar arithmetic, weekend rule, or actual application date is supplied.
M008 2015 instruction 5, replacing one complete paragraph, (iii)(D) S004 adopted instruction 5; C016/C018 Operation targets (D). Its number does not authorize alteration of the neighboring (C) example.
M009 3 or more completed fiscal years; receipts over the 3 most recent completed fiscal years divided by 3 S002/S003 (ii)(A); C012 Inclusive lower boundary for the branch; (ii)(C)’s short-tax-year qualification must be preserved. Receipt inputs and applicable accounting classifications are not established here.
M010 Less than 3 completed fiscal years; business-period receipts divided by weeks in business, multiplied by 52 S002/S003 (ii)(B); C013 Strict upper boundary. Numerator is source-defined receipts for the business period; denominator is weeks in business. Fractional-week treatment and rounding are not supplied by these selected clauses. No values are inserted.
M011 3 or more completed fiscal years, including 1 short tax year; short year plus 2 full fiscal or calendar years; combined receipts divided by combined weeks, multiplied by 52 S002/S003 (ii)(C); C014 Cumulative short-year branch. This is preserved to show why a reference to all of (ii) is structurally broader than a reference solely to (ii)(B). No accounting determination follows.
M012 Example: affiliate in business less than 3 years; person in business 3 or more completed fiscal years S002/S003 (iii)(C); C009/C011/C027 The source uses different phrasing for the two roles. It is not silently restated as an identical fiscal-year test for both.
M013 Affiliation ceased before versus during the measurement period; treatment over the entire period S004 replacement (iii)(D), S003 current (iii)(D); C016/C019 Relational timing, with the measurement period referred to (ii). No actual cessation event, measurement period, or same-day boundary application is supplied.
M014 More than $10 million S002 test; S003(b); S001 instruction 4; C020 Strict > boundary in the test sentence. The quantity concerns source-defined annual receipts resulting from consumer debt collection, not debt balances, assets, profit, or an actual measured result. All underlying classification/application predicates remain held.
M015 eCFR displayed currency October 26, 2026; title-wide last amendment October 23, 2026 S003 banner; C021 Compilation/title metadata, not a newly authenticated §1090.105 amendment or proof of all publications through October 28.
M016 Historical CFR edition January 1, 2013; incomplete note beginning “At 78 FR , 2013” S005, printed 1203/index 5; C022 Edition date and incomplete locator. The blank page/date information cannot be supplied by inference or treated as an adopted operation.
M017 Unknown event/date/authority for (ii)(B) → (ii) in the (C) example C024; S001/S003/S004 No authenticated intervening instruction or authoritative editorial explanation. Its date, actor, legal status, and application scope remain unknown.
M018 Unknown actual counting events and conventions C028 No business commencement, fiscal-year boundary, cessation event, receipts base, partial-week convention, rounding, or individual application facts. None is requested or calculated.

The formulas are recorded solely to identify the scope of the referenced subparagraphs. No standalone mathematical illustration is necessary for this source-authentication question.

6. Conditional legal-category branches

Branch Supported conditional rule or source condition Missing authority or predicate Adverse inference to avoid Exact next permissible generic public-law inquiry
B01 — Original document URL fails If a document-specific URL fails but the official issue contains the complete original publication, authenticate the selected body from that issue and retain the URL-specific failure. C001; S001, 72913/index 7. Successful access to the standalone PDF remains absent. Failure means the correction does not exist or was repealed. If needed, recheck the same publicly published standalone document URL through ordinary access; the original text itself is now available.
B02 — Rendition versus original edition A readable government rendition and an official PDF are different formats of the same correction. C026; S001 status notice/body. No claim of successful access to every format. Two formats are independent corroborating enactments. Compare a disputed string directly with the official issue page, retaining format provenance.
B03 — Original uncorrected wording The original (C) has two (iii)(B) references; the correction selects them by occurrence. C009/C005–C006; S002(C), S001 instructions 1–2. No actual financial application facts. Present-day wording may be substituted when identifying the original targets. Read the complete original (C) alongside each numbered correction operation.
B04 — First-reference correction For instruction 1’s identified occurrence, the replacement is (ii). C005; S001 instruction 1. No further source is missing for the literal operation. The instruction changes every reference throughout the definition. Check any additional claimed replacement against a separately adopted instruction.
B05 — Second-reference correction For instruction 2’s identified occurrence, the replacement is (ii)(B). C006; S001 instruction 2. Authority for the current broader (ii) reference. Omit “(B)” because the current compilation omits it. Locate and read an adopted correction/amendment or authoritative editorial explanation expressly addressing the second reference in (iii)(C).
B06 — Original (D) locator Instruction 3 changes the original (D)’s measurement reference but not its two substantive sentences. C007/C010; S001 instruction 3; S002(D). Historical application questions remain outside this pass. Apply the instruction to the two references of the later rewritten (D). Use the original 65798 text as the target; examine S004 separately for the later replacement.
B07 — Paragraph designation Instruction 4 adds (b) before the existing test heading. C008/C020; S001 instruction 4. All actual test inputs and category predicates. A missing original designation meant no test existed, or the correction created a new amount. Compare the complete original test sentence with current (b), without making an entity determination.
B08 — Reference to all of (ii) Paragraph (ii) contains distinct ordinary, shorter-business-period, and short-tax-year branches. C012–C014; S002/S003(ii). Application of incorporated accounting definitions. (ii) and (ii)(B) are identical locators merely because one contains the other. If application is separately scoped, read the exact pertinent §1090.101 definitions and necessary public incorporations before using a branch.
B09 — Example wording The example’s less-than-three-years language is preserved separately from (ii)(B)’s completed-fiscal-year language. C027; S002/S003(C), (ii)(B). Generic interpretive authority for any disputed equivalence. Normalize the two phrases without authority. Seek a public generic official interpretation addressing those precise phrases; do not supply a factual chronology.
B10 — Current example Current eCFR prints (ii) in the example. C011; S003(C). Authenticated intervening operation. Treat current compiler text alone as proof of the historical operation. Trace an express adopted instruction or authoritative editorial record for that specific change.
B11 — 2015 replacement Instruction 5 replaces (D), preserving the before/during distinction stated in C016. S004, 37526/index 30. No current (D) source gap within that operation; actual affiliation facts remain absent. Use a (D)-only amendment to explain (C). For (C), locate a different instruction specifically targeting (C); for (D), retain S004’s complete replacement.
B12 — Incomplete historical note The 2013 note has an incomplete Federal Register locator. C022; S005, 1203/index 5. Publication page, identifiable correcting body, and its date/status. Infer that a later correction necessarily was adopted, or fill the blank citation. Search ordinary official publication finding aids for a complete citation explicitly tied to that note; require the actual body before reliance.
B13 — Finding-aid search produces no match The examined editorial tables did not supply a “1090” match and expressly have limited scope. C023; S006. Any relevant unexamined publication or editorial history. No match means no correction or no law. Inspect a newly identified official correcting publication itself; do not use index silence as an amendment history.
B14 — Publication versus commencement The original rule and correction state January 2, 2013 effectiveness; S004 states August 31, 2015. C002/C004/C017. Any actual application event and independent counting question. Publication, filing, or compilation date is automatically the operative event. Read the relevant instrument’s DATES and any specifically applicable transition clause before a separately authorized application inquiry.
B15 — Currentness cutoff The accessible eCFR has the stated October 26 cutoff. C021. Exhaustive later-publication and judicial history. A title-wide banner proves complete section-specific currentness through access. Check any later official publication specifically amending §1090.105; authenticate its adopted text and dates if discovered.
B16 — Formula/application inputs absent The referenced formulas exist, but the selected correction does not establish receipt inputs, accounting categories, weeks, or rounding. C012–C015/C028. Complete application predicates, intentionally not collected. A locator authentication is an actual receipts calculation or supervision decision. Keep application held; any later generic inquiry must separately scope the exact incorporation or counting convention.
B17 — Legal effect and remedy The correction supplies reference/designation operations, without a new private-remedy clause. C025; S001 complete body. Separate authority for any claimed remedy, enforcement effect, or actual status. Authenticating the correction establishes liability, legitimacy, licensing, recovery, or a defense. Identify and read the exact separately scoped statutory provision for the claimed legal effect before addressing it.
B18 — Remaining parent matters This supplement addresses only the supplied source/reference gap; §1070.2 and all other A091 issues remain held. Scope boundary; C024–C028. Separately authorized public-source investigation. This supplement accepts the entire pass-01 report or A091 parent. For the distinct printed-5414 issue, separately compare the relevant §1070.2 original publication and current clause; no conclusion is imported here.

“Answered” means answered at this pass’s public-text level. It does not mean an actual application, full legal-history audit, or parent acceptance.

Question / material subquestion Status Finding, claim/source/branch links Missing evidence and exact next permissible inquiry
1 — Original correction identity and complete body Answered C001–C003; S001; B01–B02. Complete original correction read in the official issue PDF and viewed at 72913/index 7. No further source required for its literal published body. Standalone-URL access remains unsuccessful.
1 — Complete DATES and application/effect statement Answered within instrument C002; M003; S001 DATES. Actual application facts are absent; no actual legal calendar follows.
1 — Explanation and every correcting instruction Answered C003, C005–C008; operation table; S001. Independent APA/legal-validity analysis is excluded; the document’s stated rationale is attributed.
1 — Original PDF versus rendition; prior failure preservation Answered C001/C026; S001; failure log below. No claim that the failed standalone PDF or GovInfo HTML became readable.
2 — Original (iii)(C)/(D) and test designation Answered C009–C010/C020; S002, 65798/index 23; B03–B07. Actual category/application evidence is intentionally absent.
2 — Complete correction operations Answered C005–C008; S001 instructions 1–4. None for the literal operations.

9. Complete source-read and failure log

Log item Access/read result Consequence
L01 — S001 document-specific PDF Retrieval returned “URL … is not accessible via this tool.” No body obtained at that URL. Preserve the failure; do not characterize it as a 404, repeal, or security determination.
L02 — S001 GovInfo HTML Same reported unavailability. No body obtained there. No legal proposition rests on this failed URL.
L03 — S001 FederalRegister.gov rendition Ordinary public URL readable; complete correction body read. Its status notice distinguishes the rendition from the official PDF edition. The previously reported RequestAccess event was not reproduced in this access. No gate was bypassed.
L04 — S001 full issue PDF Official issue accessible. Complete correction parsed at 72913/index 7. First page-image request timed out; a later ordinary request succeeded and the page was viewed. Original-publication body authenticated within those bounds. The initial image timeout remains logged; no whole-issue read is claimed.
L05 — S003 individual eCFR section endpoint Retrieval reported URL inaccessible. Preserved as an endpoint failure.
L06 — S003 eCFR part page Accessible. Current selected clauses, source note, currency, and status statements read. Fresh current wording obtained without relying on the supplied transcription. No whole-Part investigation claimed.
L07 — S002 original 2012 rule PDF Accessible. Selected original adopted text and dates read; printed65798/index23 visually inspected. Original references, sole original (D) reference, and missing (b) designation verified.
L08 — S004 2015 final rule Source-credit link led to government rendition; original GovInfo PDF accessible. Complete instruction5 and replacement (D) read; printed37526/index30 visually inspected. Relevant date and bounded preamble explanation read. Authenticates the (D) replacement, not a (C) amendment.
L09 — S005 historical 2013 CFR Accessible. Selected §1090.105 clauses and complete effective-date notes read; printed1203/index5 visually inspected. The incomplete later-publication locator is confirmed as printed, but supplies no authenticated intervening body.
L10 — Targeted publication searches Searches used only generic legal citations/document numbers and the exact reference issue, including §1090.105, 2012-29438, correction, and annual-receipts wording. No additional adopted operation resolving the (C) example was authenticated. Search results and snippets were discovery aids, not evidence that an unlocated instrument exists or does not exist. Unrelated and nonprimary hits were not relied on.
L11 — S005 attempted 2014 section and part PDFs Both attempted GovInfo URLs reported inaccessible. No 2014 clause or transition conclusion is drawn from them.
L12 — S006 editorial correction tables 2013/2014 pages and their relevant scope/Title12 portions accessible; within-page searches found no “1090” match. Current corrections URL redirected to the 2026 page, whose scope statement was read. The limited index review does not complete amendment history or prove absence of a relevant correction.

10. Specific remaining gaps

  1. Unresolved example-reference history. The exact missing evidence is an adopted instruction or authoritative editorial explanation accounting for the change from the correction’s (ii)(B) to the current (ii) in annual-receipts (iii)(C)’s example. The 2015 (D)-only amendment does not provide it. [C024]
  2. Unusable historical locator. The 2013 CFR note’s incomplete “78 FR” citation was freshly read and visually confirmed. Its missing publication information cannot be reconstructed from the note itself. It is not treated as proof of an additional correction. [C022]
  3. URL-specific access failures. The original correction’s standalone PDF and GovInfo HTML remain unavailable through the attempted routes. The official issue PDF resolves access to the original published content, not those particular URLs. The attempted 2014 CFR bodies also remain unread. [C001; S001/S005]
  4. Bounded currentness. The current eCFR body was freshly examined with its displayed cutoff. This is not an exhaustive later Federal Register, editorial, statutory, or judicial audit. [C021/C023–C024]
  5. No expanded application conclusion. The supplement does not determine receipts, fiscal periods, affiliates, nonbank status, supervision, disclosure, licensing, compliance, enforcement, or a private remedy for any actor. It does not accept the full pass-01 report or resolve the separate §1070.2 printed5414 issue. [C025/C028; scope boundary]

11. Researcher self-check — not independent review

Check Result
Complete original correction read, including DATES, explanation and all four instructions Yes, through the official issue PDF; complete page also viewed.
Original target clauses distinguished from corrected and current text Yes; original 65798 page and current selected clauses were freshly read.
Second-reference replacement preserved exactly Yes: original correction (ii)(B); current compilation (ii).
Later adopted instruction actually opened before attributing its effect Yes; S004 instruction5 replaces only (iii)(D).
Historical note or index promoted into an adopted operation No. Their evidentiary limits remain explicit.
Failed source accesses retained Yes, including the initial screenshot timeout and successful later image access.
Printed pages distinguished from zero-based PDF indexes Yes, in the source and measurement registers.
Pass-01 altered or all its claims reverified No. Only the supplied rows are reconciled in this separate supplement.
Actual/fictitious entity, receipts, case, account, or application facts introduced No.
Financial calculation, due date, filing, contact, records request, or operational recommendation produced No.
Independent review, model/UI verification, local-file operations, or parent/publication acceptance claimed No.

Disposition: original-publication authentication of document2012-29438 is now supported; the unexplained (ii)(B)/(ii) example-reference chain remains OPEN. All other A091 matters, including the separate §1070.2 issue, remain held.

Both original references point to (iii)(B).S002, complete annual-receipts (iii)(C), 65798/index 23. govinfo.gov
R091-P2-C010Original (iii)(D) excludes a formerly affiliated company’s annual receipts if affiliation ceased before the applicable measurement period. Its second sentence describes that exclusion as applying throughout the measurement period rather than only after cessation. S001 changes its reference, not that sentence.S002, complete original (iii)(D); S001, instruction 3. This describes the historical wording without resolving its historical application.
R091-P2-C011Current eCFR (iii)(C) retains the separate-calculation and example conditions, but prints (ii) in both sentences. This freshly verifies the supplied current-clause transcription’s material reference wording.S003, annual-receipts (iii)(C), complete two-sentence body. ecfr.gov
R091-P2-C012Paragraph (ii)(A), in the original and current selected texts, uses total receipts over the three most recently completed fiscal years divided by three for a person with three or more completed fiscal years. Paragraph (ii)(C)’s short-tax-year branch must also be preserved.S002/S003, annual-receipts (ii)(A) and (C). Recorded only to identify the referenced measurement provisions.
R091-P2-C013Paragraph (ii)(B), in both selected versions, addresses a person in business for less than three completed fiscal years: total receipts for the business period are divided by weeks in business and multiplied by 52.S002/S003, complete annual-receipts (ii)(B). No receipts inputs, week-count convention, or actual calculation is supplied.
R091-P2-C014Paragraph (ii)(C) addresses three or more completed fiscal years where one measurement-period year is a short tax year. It uses receipts for the short year and two full fiscal or calendar years, divided by their combined weeks, multiplied by 52.S002/S003, complete annual-receipts (ii)(C). Accounting definitions and application remain outside this supplement.
R091-P2-C015None of the four 2012 correcting instructions edits paragraph (ii)’s measurement formulas. A reference correction is not itself a newly adopted formula.S001, all instructions; comparison with S002/S003, (ii)(A)–(C).
R091-P2-C016The 2015 adopted instruction 5 replaces the whole of annual-receipts (iii)(D). It excludes former-affiliate receipts where affiliation ceased before the measurement period, and requires aggregation for the entire measurement period where affiliation ceased during it. Both sentences refer to (ii).S004, instruction 5 and complete replacement (iii)(D), 37526/index 30. govinfo.gov
R091-P2-C017The 2015 publication’s DATES clause specifies August 31, 2015; §IV.B describes effectiveness as 60 days after publication. This pass reports those source statements without calculating an application date or supplying a counting rule.S004, DATES, 37496/index 0; complete §IV.B. govinfo.gov +1
R091-P2-C018The examined 2015 instruction changes (iii)(D), not (iii)(C). It therefore does not document an operation changing the example’s reference from (ii)(B) to (ii). The preamble’s characterization as a technical clarification of formerly-affiliated-company treatment does not enlarge the adopted instruction.S004, instruction 5; §V.B discussion headed §1090.105. govinfo.gov +1
R091-P2-C019Current (iii)(D) corresponds to the complete 2015 replacement read in this pass. Thus, the current (D) wording has an authenticated adopted source even though the (C) example-reference chain remains incomplete.S003, complete (iii)(D); S004, instruction 5.
R091-P2-C020The original test sentence and current paragraph (b) use more than $10 million in annual receipts resulting from source-defined consumer debt collection for a nonbank covered person. The 2012 correction inserts the paragraph designation; it does not introduce or alter that amount. This is a textual comparison, not a renewed assessment of all classification predicates.S002, original unnumbered test; S001, instruction 4; S003, (b).
R091-P2-C021S003 displays Title 12 currency through October 26, 2026 and a title-wide last amendment of October 23, 2026. Neither establishes that §1090.105 changed on that date or completes later-history authentication through the access date.S003, currency and legal-status statements. ecfr.gov
R091-P2-C022The historical January 1, 2013 CFR edition’s effective-date note 2 contains an incomplete “78 FR” locator. The note is readable, but it does not identify an authenticated later publication capable of resolving the reference discrepancy.S005, printed 1203/index 5, complete notes 1–2; page-image confirmation. govinfo.gov
R091-P2-C023The eCFR correction tables describe their subject as editorial errors and subsequent corrections, excluding issuing-agency errors from that table. No “1090” match was found in the examined 2013/2014 pages. That bounded result does not establish absence of an adopted correction or another editorial record.S006, scope statement and selected Title 12 rows; page searches. ecfr.gov +3
R091-P2-C024The authenticated 2012 instruction says (ii)(B); current eCFR says (ii); the examined 2015 adopted operation does not bridge them. No intervening adopted operation or authoritative editorial explanation establishing that change was authenticated in this pass.Comparison of C006, C011, C018, C022–C023. This is a research-result limitation, not a holding that either text has been legally invalidated.
R091-P2-C025The complete correction’s operative instructions concern references and a paragraph designation. They contain no new private-remedy provision, debt-release instruction, penalty amount, or entity-specific supervision determination. No broader remedy conclusion follows from authenticating them.S001, complete correcting body; bounded negative finding.
R091-P2-C026The FederalRegister.gov rendition and the GovInfo issue PDF represent the same correction in different formats. The rendition’s own status notice distinguishes it from the official PDF edition; access to one format does not prove successful access to another.S001, rendition status notice and original PDF. federalregister.gov
R091-P2-C027The example’s “less than three years” wording and (ii)(B)’s “less than three completed fiscal years” wording are not silently normalized in this supplement. Their words and their different locators are preserved; no actual temporal classification is made.S002/S003, (iii)(C) and (ii)(B).
R091-P2-C028The selected clauses do not establish the missing application facts, partial-week treatment, rounding convention, or the unknown publication/processing event that produced the current example reference. No calculation or actual status determination follows here.S002/S003, selected clauses; C024; scope limitation. The wider definitions and accounting framework were not rerun.

R091-P1-S014 — read bounds“Earlier successful government-hosted HTML/XML rendition: complete DATES, correction explanation, and all four correcting instructions. Publication locator 77 FR72913. PDF index unavailable because original PDF access failed. Later access to the rendition reached a security gate.”S001/C001/C026: the ordinary FederalRegister.gov rendition was readable on this pass.
R091-P1-S014 — publication/status“Published December 7, 2012; states effective January 2, 2013. Original-PDF authentication remains incomplete. A difference between one corrected cross-reference and current compilation is not silently repaired.”C002: publication/effectiveness confirmed from the original issue. C001: original-publication text authentication is now complete within the stated page/read bounds. C024: reference-chain discrepancy remains unresolved.Only the original-publication authentication limitation is closed. The exact document-URL access failure and the reference-chain hold are preserved.
R091-P1-C006“The readable correction rendition states publication 12/7/2012, effectiveness 1/2/2013, and four corrections: three internal references and insertion of the paragraph (b) designation. Original-PDF access remains a gap.”C001–C008: all four operations and the stated dates are confirmed in the original published page. The original 2012 target page is also read and visually checked.Evidentiary support improves from the reported rendition to the original official issue PDF. No new threshold, formula, or remedy is inferred. Document-specific PDF access remains unsuccessful; original-publication content access no longer does.
R091-P1-C010“A narrow discrepancy remains: correction instruction2 replaces the second example reference in annual-receipts(iii)(C) with ‘(ii)(B)’; current eCFR and the examined annual CFR print ‘(ii)’ there. The main annualization rule in (ii)(B) is present, but the intervening reason for this citation difference was not authenticated.”C006/C011/C013: the original correction’s (ii)(B), current eCFR’s (ii), and the continuing presence of (ii)(B) are freshly confirmed.

Corrections, review and scope

Read the evidence with its boundaries. These are saved research components, including revisions. A scoped coordinator review checks selected evidence; it does not certify every claim, a complete jurisdiction, current law or individual applicability. Dates and access limits remain attached to the records.
