R093 PASS-01 — Federal Information-Quality Guidelines

Actual check date: October 28, 2026, America/Los_Angeles.

The authenticated government-wide baseline is OMB’s Guidelines for Ensuring and Maximizing the Quality, Objectivity, Utility, and Integrity of Information Disseminated by Federal Agencies, as corrected and republished at 67 FR 8452–8460 on February 22, 2002. The corrected publication states an effective date of January 3, 2002. Its substantive body consists of sections I–V, including the definitions in V.1–V.10. The complete corrected publication was read as parsed PDF text. This is distinct from OMB’s own agency-specific information-quality guidelines. govinfo.gov+2

The findings below identify the authenticated baseline and later implementation instructions, while preserving three currentness limits: different official statutory pages display different October 2026 compilation cutoffs; the first page of a later OSTP guidance PDF was not available in parsed text; and a current legislative-status endpoint was inaccessible. Those limits prevent an exhaustive certification of all later legislation, executive implementation, or judicial treatment. They do not establish repeal or absence of applicable law.

Reading convention. “Complete” means the stated instrument or selected provision was read through all its material clauses. It does not mean that every law cited by that instrument was investigated. PDF references use printed page / zero-based PDF index, abbreviated p. / I. No PDF pixel review is claimed. In the later tables, S001 means R093-P1-S001, and C001 means R093-P1-C001.

2. Substantive findings and atomic claim register

The following register is the substantive legal analysis. “Shall,” “should,” and “may” are preserved as different forms of instruction. A mandatory formulation in an administrative guideline is not, by itself, a finding of a privately enforceable right.

A. Instrument, authority, actors, and dissemination

Claim ID Qualified finding Exact authority and scope
R093-P1-C001 The corrected government-wide instrument contains I: OMB Responsibilities; II: Agency Responsibilities; III: substantive guidelines; IV: Agency Reporting Requirements; V: Definitions. Its definitions run V.1–V.10. No separate substantive appendix appears in that body. S001, complete I–V, pp.8458–8460/I6–8. govinfo.gov
R093-P1-C002 The September2001 publication was an earlier final/interim stage. The January2002 finalization, February technical correction, and corrected republication must be distinguished; the February republication is not a new application date for every obligation. S001, introductory status and editorial notes; S005, heading/DATES.
R093-P1-C003 The February correction expressly repaired material dates: the erroneous October1,2001 application reference became October1,2002, and an erroneous July1,2001 submission date became July1,2002. The corrected body, rather than those errors, supplies the operative textual dates. S001, correction items26 and29; III.4 and IV.5. govinfo.gov
R093-P1-C004 Section515(a) directed OMB, with public and federal-agency involvement, to issue policy and procedural guidance by the statutory date for ensuring and maximizing the quality, objectivity, utility, and integrity of information, including statistical information, disseminated by federal agencies. It expressly invokes the PRA and 44USC3504(d)(1),3516. S002, complete §515(a).
R093-P1-C005 Section515(b)(1) applies the guidelines to federal-agency sharing of, and access to, information disseminated by federal agencies. This does not itself remove confidentiality law or create unrestricted access to every underlying record. S002, §515(b)(1); S001, V.3.b.ii.B.i.
R093-P1-C006 Section515(b)(2)(A) requires covered agencies to issue their own quality guidelines no later than one year after OMB issues its guidelines. The specific historical implementation schedule is supplied by S001 IV and later instructions; it should not be recalculated from the corrected republication date. S002, §515(b)(2)(A); S001 II.1, IV.3–5; S007 cover.
R093-P1-C007 Section515(b)(2)(B) requires administrative mechanisms through which affected persons can seek and obtain correction of information maintained and disseminated by the agency that does not comply with the guidelines. It does not state that every allegation must result in the requested correction. S002, §515(b)(2)(B); S001 III.3.
R093-P1-C008 Section515(b)(2)(C) requires periodic reports to OMB on the number and nature of complaints concerning compliance and how they were handled. The guidelines specify the annual fiscal-year reporting arrangement. S002, §515(b)(2)(C); S001 IV.6.
R093-P1-C009 The incorporated “agency” definition includes executive and military departments, government and government-controlled corporations, other executive-branch establishments including the Executive Office of the President, and independent regulatory agencies. S003, 44USC3502(1); S001 II. uscode.house.gov
R093-P1-C010 The same definition expressly excludes the Government Accountability Office; Federal Election Commission; District of Columbia and territorial/possession governments and subdivisions; and government-owned contractor-operated facilities, including the specified defense-research/production laboratories. No actual organization is classified here. S003, §3502(1)(A)–(D), complete exclusions.
R093-P1-C011 “Independent regulatory agency” is an expressly enumerated statutory category with an additional category for similar agencies designated by statute. The complete list was read. Historical institutional names appearing in that list are not findings about current institutional existence or responsibility. S003, complete §3502(5).
R093-P1-C012 The PRA “person” definition includes individuals, specified organizational/legal forms, organized groups, and State, territorial, tribal, or local governments and their specified branches/subdivisions. This broad category does not itself decide whether someone is “affected” by particular information. S003, complete §3502(10); S005 affected-person explanation.
R093-P1-C013 The narrow statutory framework assigns information-policy responsibilities to the OMB Director; OIRA administers delegated PRA functions without relieving the Director of responsibility. Section3516 directs the Director to promulgate rules, regulations, or procedures necessary to exercise the chapter’s authority. S003, §§3502(4),3503(a)–(b),3504(a),(d),3516.
R093-P1-C014 “Information” covers communications or representations of knowledge, including facts or data, across media and forms. Agency website dissemination is included. S001 V.5, p.8460/I8.
R093-P1-C015 The information definition excludes opinions when the presentation makes clear that the material is someone’s opinion rather than fact or the agency’s view. It is not an exclusion for every statement containing judgment or interpretation. S001 V.5; S013 FAQ5.
R093-P1-C016 Merely providing a hyperlink to information others disseminate is excluded from the information definition’s website treatment. An agency’s separate adoption, endorsement, or dissemination of the linked information presents a different inquiry. S001 V.5; preamble scope discussion pp.8453–8454/I1–2.
R093-P1-C017 “Government information” is information created, collected, processed, disseminated, or disposed of by or for the federal government. An “information dissemination product” is documentary material an agency disseminates to the public, regardless of medium or physical characteristics. S001 V.6–V.7.
R093-P1-C018 “Dissemination” means agency-initiated or agency-sponsored distribution to the public. Information originating outside government can fall within agency responsibilities when the agency’s use gives it the appearance of representing agency views. S001 V.8 and scope preamble; S012 §3, nongovernment-information discussion.
R093-P1-C019 The incorporated conduct-or-sponsor rule includes direct collection, causing another agency to collect, specified contractual/cooperative arrangements, requiring disclosure to another person, and similar agency-caused collection/disclosure. For a federal grant, the particular agency-request or required-approval predicates in §1320.3(d)(2) matter. S004, complete (d)(1)–(2). This is an incorporation from a collection regulation; its other collection thresholds are not imported into dissemination.
R093-P1-C020 Funding alone does not establish agency sponsorship of every resulting publication. The preamble distinguishes agency-sponsored dissemination and agency authority over release from independently disseminated research merely supported by federal funds. Subsequent agency adoption or dissemination is a separate event. S001, scope preamble pp.8453–8454/I1–2; S007 attachment I–II. govinfo.gov
R093-P1-C021 V.8 excludes distribution limited to government employees, agency contractors or grantees; intra/interagency use or sharing; and responses to requests under FOIA, the Privacy Act, the Federal Advisory Committee Act, or similar laws. These are bounded distribution exclusions, not wholesale exemptions from every information law. S001 V.8.
R093-P1-C022 V.8 also excludes distribution limited to individual/person correspondence, press releases, archival records, public filings, subpoenas, or adjudicative processes. The word “limited” and the actual dissemination function matter; agency endorsement or use may require a separate analysis. S001 V.8; S007 attachment I–II.
R093-P1-C023 The preamble’s adjudicative explanation says the guidelines do not provide additional challenge or appeal rights for specific-party adjudications. That bounded explanation is not a universal rule barring judicial review of every information-quality issue. S001, adjudicative-process discussion p.8454/I2; compare C097–C099.
R093-P1-C024 Archival retention is distinguishable from continuing official adoption, endorsement, use, or ongoing dissemination. Age of information, or its continued presence on a website alone, does not settle which category applies. S007 attachment I and V, especially printed13–14/I12–13.
R093-P1-C025 The agency duties do not, by their terms, become direct government-wide editorial commands to every private publisher. Private material may nevertheless become an input to a covered agency dissemination. No classification of SettleADebt or an actual publication follows. S002 §515; S001 II, V.5–V.8; C018–C020.

B. Quality, objectivity, transparency, reproducibility, and review

Claim ID Qualified finding Exact authority and scope
R093-P1-C026 Quality is the umbrella encompassing utility, objectivity, and integrity. These are distinct criteria; a document’s assertion that it meets one does not establish the others or prove actual quality. S001 V.1–V.4.
R093-P1-C027 Utility concerns usefulness to intended users, including the public. Agencies must consider public as well as agency uses; when transparency is relevant to public usefulness, it must be addressed in the review. S001 V.2.
R093-P1-C028 Objectivity concerns both presentation and substance. Presentation must be accurate, clear, complete, unbiased, and properly contextualized; sometimes additional information must accompany a dissemination to achieve that presentation. S001 V.3.a.
R093-P1-C029 Sources should be identified to the extent possible consistent with confidentiality; scientific, financial, and statistical contexts also call for identifying supporting data and models. Where appropriate, documentation should be full, accurate, and transparent, and error sources should be identified and disclosed. S001 V.3.a.
R093-P1-C030 Substantive objectivity concerns accuracy, reliability, and lack of bias. In scientific, financial, or statistical contexts, original/supporting data and analytic results shall be generated/developed using sound statistical and research methods. This pass does not import separate survey-design standards. S001 V.3.b.
R093-P1-C031 Formal, independent, external peer review may support a general presumption of acceptable objectivity. The presumption is rebuttable through a persuasive showing in a particular instance; peer review is not conclusive proof of correctness. S001 V.3.b.i. govinfo.gov
R093-P1-C032 When agency-sponsored peer review is used to help satisfy objectivity, the process shall meet the incorporated criteria: selection primarily for necessary technical expertise; expected disclosure of prior technical/policy positions; expected disclosure of personal and institutional funding; and open, rigorous review. S001 V.3.b.i; S006 selected Peer Review paragraphs. No universal credential or automatic conflict disqualification is stated here.
R093-P1-C033 These peer-review objectivity criteria are not confined to influential information when the agency uses peer review for covered information. This does not mean the 2002 instrument requires peer review of every dissemination. S007 attachment III, peer-review discussion; S001 V.3.b.i–ii.
R093-P1-C034 “Influential” scientific, financial, or statistical information is information the agency can reasonably determine will have, or does have, a clear and substantial impact on important public policies or important private-sector decisions. Agencies may define it in the context of their responsibilities. S001 V.9.
R093-P1-C035 For influential scientific, financial, or statistical information, agency guidelines shall include substantial transparency about data and methods to facilitate reproducibility by qualified third parties. The category is not established merely because a policy decision is important. S001 V.3.b.ii; S012 §1 and Update1.1.
R093-P1-C036 The guidelines shall not demand reproducibility of every item of original/supporting data. Agencies may identify practicable data categories in consultation with relevant technical communities, considering ethical, feasibility, and confidentiality constraints. S001 V.3.b.ii.A.
R093-P1-C037 A new experiment, test, or sample is not required before each dissemination. The original-data discussion treats reproducibility as transparency about research design and methods rather than a universal requirement to repeat the underlying empirical work. S001 V.3.b.ii.A; explanatory preamble pp.8455–8457/I3–5.
R093-P1-C038 For analytic results in the influential-information setting, guidelines generally require enough transparency for an independent reanalysis by a qualified member of the public. This applies to analyses from a single study and to analyses combining studies. S001 V.3.b.ii.B.
R093-P1-C039 Objectivity does not override compelling privacy, trade-secret, intellectual-property, or other confidentiality interests. Transparency is therefore not an unrestricted demand for confidential data. S001 V.3.b.ii.B.i.
R093-P1-C040 When compelling interests prevent public access to data and methods, agencies shall apply especially rigorous robustness checks and document them. Agencies determine appropriate check types and documentation detail for their responsibilities. S001 V.3.b.ii.B.ii.
R093-P1-C041 In that same influential-analysis provision, agency guidelines shall in all cases require disclosure of specific data sources and quantitative methods and assumptions. That instruction must be read together with the preserved confidentiality protections; no particular protected disclosure is authorized here. S001 V.3.b.ii.B.i–ii; S007 attachment III.
R093-P1-C042 V.10 defines reproducibility through substantial reproduction within an acceptable imprecision range. Greater expected impact calls for less tolerance of imprecision. For analytic results, independent analysis of original/supporting data using identical methods should produce similar results within acceptable error or imprecision. S001 V.10. The provision supplies no universal numerical tolerance.
R093-P1-C043 Original/supporting-data reproducibility is governed by applicable agency definitions; analytic-result reproducibility and original-data reproducibility must not be treated as identical requirements. S001 V.10 read with V.3.b.ii.A–B.
R093-P1-C044 Within the influential-information risk-analysis provision, agencies shall adopt or adapt the quality principles in 42USC300g-1(b)(3)(A)–(B) for analysis of risks to human health, safety, and the environment. This incorporates principles, not the whole drinking-water program. S001 V.3.b.ii.C; S007 attachment III, risk discussion; S014.
R093-P1-C045 The incorporated statutory science principle calls, when action under that statute is based on science, for best available peer-reviewed science and supporting studies using sound, objective scientific practices; data-method choices retain the reliability-and-nature-of-decision qualification in (A)(ii). S014, complete (b)(3)(A)(i)–(ii).
R093-P1-C046 The incorporated public-information principle requires comprehensive, informative, understandable health-effects presentation. The specified public supporting document identifies, to the extent practicable, populations, expected/central risk, appropriate bounds, significant uncertainties and helpful studies, and supporting/relevant/nonsupporting peer-reviewed studies with reconciliation methodology. S014, complete (b)(3)(B)(i)–(v). The original statutory regulation context is preserved; OMB’s adopt/adapt instruction is C044.
R093-P1-C047 For vital health and medical information, reproducibility and peer-review standards must be interpreted to preserve timely information flow. Temporary waiver in urgent situations is permitted according to the latitude in agency-specific guidelines, not merely because someone invokes urgency. S001 V.3.b.ii.C, concluding sentences.
R093-P1-C048 Integrity concerns protection against unauthorized access or revision so information is not corrupted or falsified. It does not establish that any system is secure or complete the separate security, privacy, or records-law regimes. S001 V.4.
R093-P1-C049 Agencies shall adopt a basic quality standard as a performance goal, should incorporate quality criteria into dissemination practices, and shall adopt category-appropriate standards. Nature and timeliness of information matter; the preamble also recognizes resources, costs, and benefits rather than prescribing one maximum-quality process for every product. S001 III.1; preamble pp.8452–8453/I0–1.
R093-P1-C050 Agencies shall establish pre-dissemination quality review and treat quality as integral to creation, collection, maintenance, and dissemination. The process must permit substantiation through documentation or other means appropriate to the information. S001 III.2.
R093-P1-C051 Pre-dissemination review applies to information first disseminated on or after October1,2002. The correction mechanism applies to information disseminated on or after that date regardless of its first dissemination date. These are different temporal predicates. S001 III.4, as corrected.

C. Correction, reconsideration, timing, reporting, and implementation

Claim ID Qualified finding Exact authority and scope
R093-P1-C052 The historical OMB explanation describes affected persons as those who may benefit or be harmed, including subjects and users of information. It rejected an expert-only challenger gate. Agency-context elaboration remains relevant; no actual affected status is determined here. S005, Administrative Mechanisms, p.49721/I3; S007 attachment V. govinfo.gov
R093-P1-C053 Agencies shall maintain flexible mechanisms through which affected persons can seek and obtain, where appropriate, timely correction of maintained-and-disseminated information that fails OMB or agency guidelines. Integration with existing administrative practices is contemplated. S001 III.3.
R093-P1-C054 Agencies shall specify appropriate periods for deciding whether and how to correct information and shall notify affected persons of corrections made. The core instrument supplies no single numerical response period. S001 III.3.i.
R093-P1-C055 A requester dissatisfied with the agency decision, including any corrective action, may seek reconsideration within the agency. The agency shall provide an administrative appeal process and appropriate periods for resolving it. S001 III.3.ii.
R093-P1-C056 The preamble permits rejection of claims made in bad faith or without justification and limits correction to the degree the agency concludes appropriate to the information’s nature and timeliness. That is not automatic permission to ignore a substantive supported challenge. S005, p.49721/I3; S001 administrative-mechanism explanation p.8458/I6.
R093-P1-C057 The 2001 preamble permits no response for inconsequential or trivial complaint categories identified in agency guidelines. This is a historically stated, category-dependent qualification; it is not a universal present exemption from the later substantive-response instructions. S005, p.49721/I3; S012 Updates4.2–4.3; S013 FAQ4.
R093-P1-C058 The June2002 instruction places the burden on the requester to establish the necessity and type of correction sought. It directs attention to the complaint’s merits rather than the complainant’s interests or qualifications. It does not supply a universal evidentiary percentage or judicial burden of proof. S007 attachment V, printed12–13/I11–12.
R093-P1-C059 An objective appeal mechanism should avoid having the disseminating office responsible for both the initial response and resolution of disagreement. Later guidance focuses specifically on independence of the individuals deciding the appeal. S001 preamble p.8458/I6; S007 attachment V; S012 Update4.5; S013 FAQ8.
R093-P1-C060 Agencies must designate the CIO or another official responsible for compliance. Responses must be appropriate to the nature and extent of the complaint; the core’s listed communication forms are examples, not completed notices or a required single channel. S001 IV.1–2.
R093-P1-C061 The initial implementation process required a draft report, public notice and website availability, public comment, revision, OMB consistency review, and final availability. The June2002 memorandum extended the draft-final OMB submission date from July1 to August1,2002. S001 IV.3–5; S007 cover.
R093-P1-C062 Each agency must report annually on a fiscal-year basis to OMB about complaint numbers, nature, and resolution, quantitatively and qualitatively where appropriate. The specified due date is January1 of the following year, initially January1,2004. S001 IV.6; S009 reporting discussion.
R093-P1-C063 The September2002 instruction says agencies should maintain an information-quality website explaining their guidelines, correction process, and administrative appeal process. Descriptions of significant corrections are possible additional content, tailored to mission and public interest. S008 attachment(1).
R093-P1-C064 Existing public-comment procedures may be used when they offer established safeguards for timely quality challenges. Earlier consideration is recommended where the agency finds it would not unduly delay the final action/product and the complainant shows a reasonable likelihood of actual harm if resolution waits. S008 attachment(2), complete recommended conditions. No automatic suspension or required outcome follows.
R093-P1-C065 The September2002 instruction prefers a written response to complaints and appeals within 60 calendar days unless important reasons justify a different period. If more time is needed, notice within that period should explain the delay and give an estimated decision date. Its appeal model refers to receipt; it is not a complete universal service/counting code. S008 attachment(3). U.S. Equal Employment Opportunity Commission
R093-P1-C066 The June2002 discussion of agency appeal-filing periods, commonly thirty days in the drafts reviewed, is an observation—not a government-wide thirty-day filing rule. The selected framework does not supply a universal limitation period for all initial correction requests. S007 attachment V, printed13/I12.
R093-P1-C067 The October2002 oversight-copy instruction concerns accepted complaints requiring formal written responses in specified categories: major-policy issues of strong interest to at least two agencies; influential-information compliance allegations; novel procedural/technical/policy issues; or public-comment information with the specified likelihood-of-harm condition. Informal/frivolous matters are excluded from that copy process. S009 complete oversight-copy discussion.
R093-P1-C068 For those selected matters, the memorandum specifies copies to OMB after acceptance/issuance/appeal receipt, and contemporaneous delivery of appeal decisions. Agencies posting the material online may instead advise OMB of its location. These are oversight duties, not additional requester filing deadlines. S009, copy instructions and website alternative; exact quantities in measurement register.
R093-P1-C069 The August2004 memorandum instructs agencies to post correction requests, formal responses, and appeal communications beginning with the specified fiscal-year category; short summaries are recommended and regular updating expected. It expresses a hope, rather than the same instruction, for earlier-year material. S011, complete memorandum. Privacy protections remain separately applicable.
R093-P1-C070 M-19-15 expressly reinforces and updates implementation of the existing guidelines. It directed agencies to update their guidelines within ninety days; it did not present a replacement of S001 I–V. S012 introduction/background; S013 FAQ1.
R093-P1-C071 M-19-15’s influential-information explanation asks whether information is a principal basis for a decision, such that removing it would materially undermine the decision’s scientific, financial, or statistical basis. Important decisions do not make every supporting item influential. Agencies should provide more specific classification and review guidance. S012 §1, Update1.1.
R093-P1-C072 Update1.2 directs compliance with the separate Peer Review Bulletin when scientific information, including third-party data/models, supports policy. The complete bulletin’s classifications, exemptions, and waiver provisions were not read; therefore this report does not announce a universal peer-review duty for every such item. S012 Update1.2; S015 limited reading.
R093-P1-C073 Agencies should ask peer reviewers to examine underlying-data objectivity and sensitivity to assumptions. Significant changes to previously reviewed influential information should prompt consideration of another review; the FAQ preserves agency judgment about significance rather than requiring a new review after every change. S012 Updates1.3–1.4; S013 FAQ11.
R093-P1-C074 In cross-agency dissemination, each agency is responsible for the quality of its contribution, and that responsibility should be made clear publicly. A shared product does not establish that every contributor reviewed every other contribution. S012 Update2.1.
R093-P1-C075 Agencies should supply documentation sufficient for downstream users to assess fitness for their proposed purposes, while protecting privacy and confidentiality. Documentation of quality does not establish fitness for every secondary use. S012 Update2.2.
R093-P1-C076 Agencies should consider existing data, solicit relevant statistical/research/evaluation input when designing collections, describe potential downstream uses in the relevant collection request, coordinate secondary analysis of personally identifiable information with the privacy official, and document/communicate administrative-data quality. S012 complete Updates2.3–2.6. Full PRA approval and privacy regimes remain held.
R093-P1-C077 Update3.1 calls for transparent assumptions and contextualized uncertainty. FAQ3 explains that the quoted scientific-integrity language omitted “where appropriate” concerning probability descriptions; the instruction is not a universal requirement to assign probability distributions to every uncertain proposition. S012 Update3.1; S013 FAQ3.
R093-P1-C078 Specialized analytic computer code should be made publicly available for further analysis when consistent with applicable law and policy. This is conditional, not an authorization to release protected code or records. S012 Update3.2.
R093-P1-C079 When nongovernment sources generate influential information, agencies should communicate sufficient data/analysis characteristics, scope, generation protocols, and other necessary information to permit reproduction of agency conclusions. S012 Update3.3.
R093-P1-C080 Agencies should prioritize access to data and analytical frameworks supporting influential information, but disclosures must comply with privacy, confidentiality, proprietary-data, and confidential-business-information requirements. S012 Update3.4.
R093-P1-C081 Agencies should explore access methods that reduce identification risk. Tiered access is an example, subject to sound security, privacy, promised confidentiality, appropriate use, and access controls; it is not a guarantee of anonymity or a required technology. S012 Update3.5 and accompanying discussion.
R093-P1-C082 Update4.1 says revised procedures should prevent taking more than 120 days to respond to an initial request for correction without requester concurrence. It does not expressly define calendar versus business days, supply a complete receipt/counting convention, or assign that same period to appeals. It does not automatically extend a shorter applicable agency period. S012 Update4.1, read with S008 attachment(3). whitehouse.gov
R093-P1-C083 Responses should address data-quality arguments point by point and refer to directly relevant peer review if available; they should not opine on the requester’s or agency’s policy position. The mechanism challenges technical information, not policy preferences as such. S012 Updates4.2–4.3 and accompanying discussion.
R093-P1-C084 Agencies should share draft correction and appeal responses with OMB before release for assessment against the stated norms. This does not prove that OMB reviewed or approved any actual response. S012 Update4.4.
R093-P1-C085 Appeal reviewers/responders should not have participated in the initial review and response; they should understand the relevant evidence and be senior enough to exercise independent judgment. A particular panel structure is described as potentially effective, not universally mandated. S012 Update4.5 and accompanying discussion.

D. Clarification, legal effect, later instruments, and unresolved boundaries

Claim ID Qualified finding Exact authority and scope
R093-P1-C086 The December2023 FAQ states that it does not change existing requirements and is not a complete account of every applicable information-quality obligation. It explains that M-19-15 builds on the 2002 guidelines. S013 introduction, FAQ1–2.
R093-P1-C087 Agencies may refer a duplicative challenge to an earlier response or review addressing the same issue rather than create another point-by-point response to already answered material. That does not establish that a genuinely new substantive issue is duplicative. S013 FAQ4.
R093-P1-C088 Objectivity does not require proof that every scientific conclusion has been confirmed through fresh replication. The FAQ preserves presentation/substance distinctions and the rebuttable nature of qualifying peer review. S013 FAQ5; S001 V.3.b.i–ii, V.10.
R093-P1-C089 New research does not automatically compel immediate revision of every earlier dissemination. Agencies may assess relevance, need, resources, costs, public impact, applicable deadlines, and whether an update belongs in a planned revision. This is not a finding that any actual information remains adequate. S013 FAQ6.
R093-P1-C090 Information corrected through the mechanism is itself subject to applicable quality requirements and review. A correction request does not establish the proposed replacement’s accuracy. S013 FAQ7; S001 III.2.
R093-P1-C091 Technical specialists involved initially may present their views during an appeal without being the individuals who decide it; decisionmaking independence and relevant technical proficiency remain necessary under the clarification. S013 FAQ8; S012 Update4.5.
R093-P1-C092 Suitable published peer-reviewed research using nonpublic data is not categorically unusable. Agencies still assess fitness and quality; privacy constraints, feasible access alternatives, source/method disclosure, and robustness obligations must be kept in view. S013 FAQ9–10; S001 V.3.b.ii.B.
R093-P1-C093 Under the Bulletin’s prior-review clause, further review is unnecessary if prior review is adequate for information subject to that section. Adequacy considers novelty/complexity, decision importance, earlier reviews, and expected benefits/costs of another review. Its stated presumption for principal findings/conclusions/recommendations in official National Academy reports is not an assessment of any report here. S015 II.2, complete; S013 FAQ12. govinfo.gov
R093-P1-C094 The FAQ permits reliance on another agency’s adequate peer review when appropriate for the new use and documented/justified; participating agencies may coordinate which conducts review. Coordination does not establish substantive adequacy automatically. S013 FAQ12–13, qualified by C093.
R093-P1-C095 FAQ10 describes the risk-information principles using recommendation/“should” language, while the adopted core V.3.b.ii.C uses “shall” adopt or adapt. The FAQ says it does not alter requirements; this report therefore preserves the core’s wording instead of silently weakening it. S001 V.3.b.ii.C; S013 introduction, FAQ10.
R093-P1-C096 FAQ10’s footnote to OMB’s own agency guidelines does not convert that agency-specific instrument into a replacement government-wide text. No agency-specific quality procedure has been adopted as the governing procedure for this report. S013 FAQ10, footnote45; S001 I–V.
R093-P1-C097 The June2002 instruction expressly cautions that agency disclaimers about judicial review must not imply that quality standards can be disregarded. It further cautions that statements about judicial enforceability might not control in litigation. S007 attachment V, printed14–15/I13–14. obamawhitehouse.archives.gov
R093-P1-C098 Complete §515 and S001 I–V do not themselves establish a general damages remedy or a comprehensive judicial-review route. The core body also does not contain a blanket clause foreclosing every enforceable right or all judicial review. Neither universal availability nor universal unavailability is established by this pass. S002 complete §515; S001 complete I–V; C023, C097.
R093-P1-C099 The Peer Review Bulletin’s §XII expressly limits creation of enforceable rights/benefits by that bulletin. Its §XI supplies its own phase-in and prior-review exception. Those provisions belong to the bulletin and cannot be silently transposed to every aspect of the 2002 correction framework. S015 complete XI–XII.
R093-P1-C100 EO14303 §7 directs internal processes for alleged violations of that order and relevant agency scientific-information policies, administered under a designated senior appointee. Corrective measures must be consistent with §515. Its exclusivity clause is qualified by applicable law; it does not, on this reading alone, repeal the general IQA correction mechanism. S016 §7(a)–(b).
R093-P1-C101 That order excludes nonscientific aspects of decisionmaking from the specified science-policy scope, permits a written good-cause waiver request through its stated process, preserves special agency-head discretion for specified security/foreign/military functions, preserves lawful authority, and subjects implementation to law and appropriations. Its own noncreation-of-rights clause is instrument-specific. S016 §§6,8,9, complete selected clauses.
R093-P1-C102 The order’s review of intervening scientific-integrity policies and interim earlier-policy baseline create a later implementation question. They do not justify declaring every provision of the December2023 IQA FAQ revoked without examining the relevant authority and implementation. S016 §5; S013 status; currentness limitation.
R093-P1-C103 The readable later OSTP guidance uses reproducibility/replicability terminology different from S001 V.10. Its first page was unavailable in parsed text, and no adopted amendment replacing V.10 was authenticated. The relationship remains a bounded unresolved issue, not a silent harmonization. S017 selected “Reproducible” discussion; S001 V.10.
R093-P1-C104 The current statutory cutoffs differ: relevant Title44 pages reach October15 or October9,2026; the risk-incorporation page reaches October9; eCFR displayed October26 currency. None is an exhaustive check of all subsequent enactments, executive action, or judicial treatment through the actual access time. S003–S004, S014 displayed banners.
R093-P1-C105 The readable 2026 bill version is proposed legislative text. It supplies no operative replacement requirement in this report. The unavailable current-status page leaves a later-history gap rather than establishing enactment or continued nonenactment. S019 selected official bill header/chapeau; access failure.
R093-P1-C106 This framework can supply categories for voluntarily considering private editorial practices, but it does not certify expert independence, truthful content, actual review, a correction entitlement, or publication approval. No actual information product has been examined. Scope inference from C025–C050 and C097–C103; user’s factual holds.
R093-P1-C107 Full privacy/access law, security standards, scientific-integrity implementation, peer-review classifications, judicial review, State/tribal/territorial/foreign law, private contracts, and actual A093 operations remain separate. Pointers below identify research dependencies, not completed regimes. Read bounds S003–S004, S012–S017; coverage table.
R093-P1-C108 Source failures and parsed-text limitations do not demonstrate repeal, lack of authority, institutional noncompliance, or a permission to bypass access controls. Source-read/failure log; no substantive proposition rests on failed bodies.
R093-P1-C109 The complete core body supplies no universal numerical reproducibility tolerance, significance threshold, quality score, financial amount, or expert-credential minimum. Qualitative standards and agency-specific implementation cannot be converted into an invented calculation. S001 complete I–V.
R093-P1-C110 A current official directory’s link to the corrected original supports identification of the publicly maintained baseline; it does not establish a complete amendment, rescission, or judicial-status chain. S018; S001; C104–C105.

3. Provision-specific comparisons

Every comparison incorporates the qualifications in its cited claim rows.

Comparison Supported distinction Boundary and source links
Federal agency / private publisher Covered agencies receive statutory and administrative responsibilities. Ordinary private publication does not become directly regulated merely because its subject resembles government information. Agency adoption of outside information presents a separate dissemination question. C009–C025; S001–S004.
Information / every communication Facts and knowledge across media are covered categories; clearly identified personal opinion is excluded under its stated presentation condition. “Opinion” is not a blanket exemption for agency conclusions or interpretations. C014–C015; S001 V.5; S013 FAQ5.
Dissemination / excluded distribution Public agency-initiated or sponsored distribution is the operative category; V.8 enumerates limited distributions excluded from it. A label such as archive, press release, or public filing does not resolve subsequent official adoption. C018–C024; S001 V.8; S007 I–II.
Government-funded / government-sponsored Funding can exist without agency sponsorship of publication; specified request, control, approval, or adoption conditions matter. No grant, contract, or publication was inspected. C019–C020; S004(d); S001 scope preamble.
Ordinary / influential information Influential scientific, financial, or statistical information receives heightened transparency requirements. Importance of a decision alone does not classify every input. C034–C035, C071; S001 V.9; S012 §1.
Utility / objectivity / integrity Usefulness, presentation/substantive quality, and security address different questions. None establishes actual truth, independence, or security merely by being asserted. C026–C030, C048; S001 V.1–V.4.
Transparency / unrestricted disclosure Documentation and access support assessment and reanalysis. Privacy, trade secrets, intellectual property, and confidentiality remain protected; rigorous robustness checks may be required when access is withheld. C039–C041, C080–C081; S001 V.3.b.ii.B; S0123.4–3.5.
Reproducibility criterion / replicated result The core requires appropriate capacity for reproduction/reanalysis, with distinct original-data and analytic-result treatments. It does not require a fresh empirical replication before every dissemination or prove one occurred. C036–C043; S001 V.3.b.ii, V.10.
Peer review / every editorial check Qualifying formal external review may support a rebuttable presumption; agency-sponsored review used for objectivity must meet specified criteria. Ordinary editing is not automatically that review, and review is not an irrebuttable certificate. C031–C033, C093; S001 V.3.b.i; S015 II.2.
Pre-dissemination review / correction mechanism One operates before first qualifying dissemination; the other addresses maintained-and-disseminated information and has a broader temporal reach. They have different October2002 application predicates. C050–C055; S001 III.2–4.
Government-wide procedure / agency procedure OMB requires mechanisms, appropriate periods, reconsideration, and later processing safeguards. The actual submission format, receipt rule, filing period, and applicable agency response schedule remain unexamined. C054–C066, C082–C085.
Sixty-day recommendation / 120-day instruction The former expressly uses calendar days and allows important reasons for a different period; the latter limits an initial RFC response without requester concurrence. They are not an automatic 120-day extension, a uniform appeal period, or an actual due date. C065, C082; S008(3); S0124.1.
Statute / guideline / explanatory instruction Section515 is enacted authority; S001 gives the government-wide framework; memoranda and FAQ explain or update implementation. A FAQ cannot silently change the adopted “shall” into “should,” and a publication date is not automatically a replacement date. C004–C008, C070, C086, C095–C096.
Correction / judicial remedy Administrative correction and reconsideration are expressly provided. A private action, damages, standing, reviewability, or judicial remedy requires separate authority; no universal bar is established either. C097–C101; S002; S007; S015–S016.
Original baseline / later specialized standards Later peer-review and science-policy instruments have their own scope, exceptions, and legal-effect clauses. The full specialized regimes and the later terminology relationship remain bounded holds. C072, C099–C103.
Public standard / actual adherence The sources identify what a covered process should or must address. They supply no evidence that an actual publication, reviewer, correction process, or private editorial operation complied. C106–C110.

5. Conditional legal-category branches

These are qualitative analytical branches, not fictional publications or parties. Each branch incorporates all qualifications of its cited claims. The “next inquiry” is a generic public-law or public-instruction question; it is not a request to obtain actual records or evaluate an actual publication.

Branch Supported conditional rule and links Missing authority or predicate Adverse inference to avoid Next permissible generic inquiry
B01 — Current version uncertain Use the corrected 2002 body with authenticated later instructions, subject to identified currentness limits. C001–C003,C104–C110; S001,S018–S019. Complete later-law and status chain. Current webpage equals exhaustive legal certification. Check subsequent official government-wide amendatory/repeal instruments by legal title and provision.
B02 — Covered agency unknown Agency duties depend on the complete incorporated agency category and exclusions. C009–C011; S003§3502(1),(5). Applicable institutional category; no actor supplied. Any government-related body is covered. Examine the relevant generic statutory category without an entity lookup.
B03 — Expressly excluded agency category The exclusions in §3502(1)(A)–(D) qualify incorporation. C010; S003. Category and separate applicable law. Exclusion from this definition means no information-quality duties anywhere. Identify any separate public authority applicable to that excluded legal category.
B04 — Private publisher Federal agency directions do not automatically impose the same direct duties on private publishers. C025,C106; S001–S002. Separate law, contract, or voluntary policy. A federal guideline certifies or directly regulates every private editorial operation. Define the public-law basis, if any, for a separately scoped private-publisher duty.
B05 — Third-party funding or sponsorship Funding alone does not settle sponsorship; request, control, approval, or adoption predicates matter. C019–C020; S004(d),S001 preamble. Generic arrangement’s legal category; no arrangement inspected. All federally supported work represents agency views. Compare the complete conduct/sponsor definition with the guideline’s distribution test.
B06 — Information or opinion Clear presentation as someone’s opinion rather than fact/agency view can satisfy the stated exclusion. C014–C015; S001V.5. Presentation category. Every interpretation or controversial conclusion is exempt. Read the public clarification of objectivity and interpretation in FAQ5.
B07 — Hyperlink A bare link to others’ dissemination is excluded; separate agency adoption raises another question. C016,C018; S001V.5,preamble. Dissemination versus endorsement category. Linking necessarily certifies information, or always immunizes later agency use. Examine generic agency-adoption language in the scope preamble.
B08 — Limited distribution V.8 excludes the specified limited internal, records-response, and other distributions. C021–C022; S001V.8. Distribution function and scope. Every communication or FOIA response has the same IQA treatment. Compare V.8 with the exact separately incorporated public-records regime if indispensable.
B09 — Archive or ongoing dissemination Mere archival retention differs from continued official use or redissemination. C024,C051; S007I,V. Dissemination category and relevant event. Age alone removes information from correction mechanisms. Review the general archival/continuing-dissemination explanation.
B10 — Influential category Heightened treatment depends on reasonable determination of clear, substantial impact, with agency-context specification. C034–C035,C071; S001V.9; S0121.1. Category-specific public criteria. Important subject matter makes every input influential. Identify how a generic agency guideline may lawfully define influential information.
B11 — Utility Public usefulness and relevant transparency belong in review. C027; S001V.2. Intended-use category. Agency usefulness alone proves usefulness to all users. Read the fitness-for-purpose clarification in M-19-15§1.
B12 — Objectivity and context Both presentation and substance matter; additional context may be necessary. C028–C030; S001V.3.a–b. Applicable information category and review standard. Accurate isolated statements establish complete, unbiased presentation. Examine the complete presentation/substance distinction without testing a real report.
B13 — Sources and confidentiality Identification/documentation duties retain confidentiality qualifications. C029,C039–C041; S001V.3. Applicable protected-information authority. Transparency authorizes disclosure of every underlying record. Read a narrowly indispensable confidentiality/access provision in a separately scoped inquiry.
B14 — Peer-review presumption Formal independent external review may create a rebuttable presumption of objectivity. C031–C033; S001V.3.b.i. Qualifying review category and persuasive-rebuttal standard’s application. Peer review proves truth, independence, or replication. Examine the general peer-review criteria and presumption’s limits.
B15 — Reviewer qualifications/disclosures Agency-sponsored review used for objectivity must meet all stated technical-expertise, position/funding-disclosure, and openness criteria. C032; S001V.3.b.i. Actual review facts deliberately absent. A title, credential, or disclosed funding source alone decides adequacy. Compare the incorporated criteria with the separate Bulletin only if its full relevant category is researched.
B16 — Original-data reproducibility Not all original/supporting data must be reproducible; feasibility, ethics, confidentiality, and category selection matter. C036–C037,C043; S001V.3.b.ii.A,V.10. Appropriate public category definition. Every dataset requires a new experiment before release. Examine the distinction between original data and analytic results.
B17 — Analytic reanalysis Influential analytic results generally require enough transparency for independent reanalysis, including combined studies. C038,C042; S001V.3.b.ii.B,V.10. Methods/data category and acceptable imprecision standard. A capability criterion proves actual replicated results. Read the agency-context authority for acceptable imprecision; do not invent a tolerance.
B18 — Access withheld Compelling interests can limit access, but rigorous robustness checks and documentation remain required in the selected provision. C039–C041; S001V.3.b.ii.B. Applicable confidentiality basis and appropriate check category. Confidentiality removes all quality obligations. Examine the complete robustness/disclosure clause and narrow protected-access authority.
B19 — Risk-information principles Covered influential health/safety/environment risk analysis requires adoption or adaptation of the incorporated principles. C044–C046,C095; S001,S014. Applicable analysis category and permitted adaptation. All drinking-water duties or a universal risk model are imported. Compare V.3.b.ii.C with complete §300g-1(b)(3)(A)–(B).
B20 — Urgent information Temporary waiver requires urgent circumstances and agency-specific latitude; vital-information interpretation must preserve timely flow. C047; S001V.3.b.ii.C. Applicable public waiver provision. An urgency label creates an unlimited exemption. Identify the generic permissible waiver conditions without examining an event.
B21 — Integrity/security Integrity protects against unauthorized access/revision and corruption/falsification. C048; S001V.4. Separate security standards and actual safeguards absent. IQA review certifies system security. Identify the narrowly relevant public security authority as a separate subject.
B22 — First versus later dissemination Different inclusive October2002 boundaries govern review and correction. C051; S001III.4. Dissemination category/event. First-publication date alone decides correction availability. Examine the complete transition clause and archival qualification.
B23 — Affected person and burden Affected status is broadly explained; the requester bears necessity/type-of-correction burden, with merits focus. C052,C058; S005,S007V. Applicable procedural standard; no requester or claim supplied. Only experts may point out an error, or every objection proves error. Read government-wide affected-person and burden instructions together.
B24 — Correction ground The mechanism concerns maintained-and-disseminated information not complying with applicable guidelines; correction is appropriate and context-sensitive. C007,C053–C056; S001III.3. Applicable quality criterion and public procedure. Disagreement creates an entitlement to preferred wording. Identify the precise guideline criterion and agency-procedure dependency generically.
B25 — Bad faith, triviality, duplication The selected historical and later qualifications permit bounded treatment of unjustified, designated trivial, or already-addressed matters. C056–C057,C087; S005,S013FAQ4. Relevant category and whether issues are materially identical. Any inconvenient or repeated concern can be ignored. Compare the historical qualification with current substantive-response instructions.
B26 — New research New material does not automatically require immediate revision; relevance, resources, public impact, and applicable obligations matter. C089–C090; S013FAQ6–7. Generic update standard and separate deadlines. An older conclusion is necessarily invalid, or never needs revisiting. Read the complete FAQ6–7 qualifications without evaluating a publication.
B27 — Public-comment integration Existing safeguards may carry the process; earlier response has cumulative no-undue-delay and reasonable-likelihood-of-harm predicates. C064; S008(2). Applicable public procedural authority. Every RFC stays a pending action or must await it. Examine the narrowly relevant public-comment procedure and early-response clause.
B28 — Response period The sixty-calendar-day recommendation and later120-day initial-RFC instruction have different qualifications. C065,C082; S008(3),S0124.1. Agency period, receipt/counting conventions, concurrence. A universal actual due date or automatic extension exists. Authenticate the current generic agency-procedure text only in a separately authorized scope.
B29 — Reconsideration Dissatisfaction may be taken through an agency appeal mechanism with specified appropriate periods. C055,C059,C085; S001III.3.ii. Applicable filing and decision periods. A generic thirty-day observation governs every appeal. Identify the exact procedural incorporation before asserting a filing period.
B30 — Appeal independence Appeal decisionmakers should be independent of the initial response, technically capable, and sufficiently senior; consultation need not equal decisionmaking. C085,C091; S0124.5,S013FAQ8. Public institutional design; actual participants absent. Any technical consultation destroys independence, or a new office label proves it. Compare individual decisionmaking independence with permitted technical presentation.
B31 — Posting and oversight Posting/reporting/copy requirements concern agency transparency and OMB oversight, with stated predicates and alternatives. C062–C069,C084; S009,S011,S012. Applicable reporting implementation and privacy rules. Oversight copies are requester deadlines or public-release authority for protected material. Read current generic reporting instructions and narrow disclosure limits.
B32 — Prior peer review Adequate prior review may avoid unnecessary repeated review, considering all II.2 factors and new use. C093–C094; S015II.2,S013FAQ12–13. Complete applicable Bulletin classification and adequacy standard. Prior review automatically suffices for every new use. Read the complete relevant Bulletin category and exceptions before applying it.
B33 — Legal effect Administrative obligations and remedies must be distinguished; agency disclaimers do not settle judicial enforceability. C097–C099; S007V,S015XII. Separate judicial-review/private-action authority. Guidelines are optional, automatically enforceable in damages, or universally unreviewable. If separately authorized, examine complete relevant 5USC702,704,706 and other indispensable legal-effect provisions.
B34 — Later science-policy overlay The order preserves law and references §515; its specialized process and exceptions require separate attention. C100–C103; S016–S017. Full later implementation and first-page authentication. The order silently replaces every IQA procedure or definition. Authenticate the complete later instruction and any express reconciliation/amendment clause.
B35 — FAQ wording difference The FAQ does not alter requirements; the adopted risk clause’s stronger wording remains visible. C086,C095–C096; S001,S013. Any actual adopted amendment explaining the difference. A FAQ paraphrase silently amends the core text. Search only official adopted instructions addressing that precise wording.
B36 — Original unavailable A readable official alternative may support only what it actually contains; failed access remains logged. C108; source log. Original’s unread portion or exact status. Failure proves repeal or permits bypass. Retry an ordinary official publication endpoint without security circumvention.
B37 — Proposed legislation A bill version is not enacted authority. C105; S019. Current authenticated enactment/status record. A proposed deadline or standard is operative law. Check the public enacted-law record and official statutory update chain.
B38 — Actual publication quality The framework supplies categories, not evidence of actual review, truth, or correction entitlement. C106; all substantive read bounds. All actual publication/implementation evidence intentionally absent. This pass approves a publication or supplies a provider score. Continue only generic public-instruction research; actual assessment remains outside this pass.
B39 — Other-law and parent subjects Separate legal regimes and broader A093 operations remain unexamined. C107. Separately scoped authority. This component resolves conflicts, accessibility, calculator validity, private contracts, or publication acceptance. Define the next bounded public-law component before researching its authorities.

L14 — Unrelated search leads Search results included agency-specific material, prior legislative versions, and an unrelated2025 departmental rulemaking-policy notice. Not adopted as government-wide IQA amendments; no underlying parties, comments, disputes, or records investigated.
L15 — Final currentness search Generic official-domain searches for later amendment/rescission and enacted legislative change returned, among other things, the proposed bill versions. Search results alone do not establish absence of later law. No substantive proposition rests on snippets.

9. Explicit unresolved issues and boundaries

  1. Exhaustive currentness remains unverified. The corrected core, selected later instructions, and October2026 compilations were authenticated within their stated bounds. The inaccessible legislative-status endpoint, differing code cutoffs, and later OSTP parsing gap prevent a complete through-access-date legal-history certification. C104–C110; S003–S004,S017–S019.
  2. No universal operational correction calendar is established. The core requires appropriate agency periods; later instructions contain differently qualified response periods. Actual agency procedures, receipt rules, filing periods, counting rules, and any applicable concurrence remain absent. C054–C066,C082; S001,S007–S008,S012.
  3. Judicial review and private remedies remain unresolved. Neither a universal right to sue nor a universal bar follows from these selected bodies. The June2002 instruction specifically warns against treating agency litigation disclaimers as conclusive or as permission to ignore the standards. Further research would require complete relevant legal-effect provisions, potentially including the Administrative Procedure Act; no judicial opinions were searched. C097–C101; S007,S015–S016.
  4. The full Peer Review Bulletin was not investigated. Its narrow prior-review, transition, and legal-effect clauses were read to explain the selected IQA instructions. Its complete classifications, exemptions, review procedures, and waiver regime would require a separately bounded component before applying them. C072,C093–C094,C099; S015.
  5. Later science-policy terminology was not silently reconciled. The readable OSTP language and 2002 V.10 use different formulations. The later order preserves applicable law and references §515. No authenticated amendment replacing V.10 was found in the bodies actually read, and no conclusion that all earlier FAQs were revoked is asserted. C100–C103; S016–S017.
  6. Disclosure authority remains separate. FOIA, the Privacy Act, confidential statistical-information law, intellectual-property protections, security rules, and other applicable restrictions were not comprehensively investigated. References to transparency, code access, or posting are not permissions to expose protected information. C039–C041,C078–C081,C107.
  7. No actual publication or private editorial operation was assessed. The framework does not establish that a source is accurate, a reviewer independent, a correction warranted, or an editorial policy adequate. Broader A093 expert qualifications, conflicts, accessibility, calculator methods, provider-review methods, update operations, and private contractual obligations remain open. C025,C106–C107.

No numerical model is included because the complete selected core supplies context-dependent qualitative standards, not a universal error percentage, significance cutoff, financial measure, or quality score. The dates and periods above identify legal and administrative provisions only. C109; M001–M044.

R093-P1-C001The corrected government-wide instrument contains I: OMB Responsibilities; II: Agency Responsibilities; III: substantive guidelines; IV: Agency Reporting Requirements; V: Definitions. Its definitions run V.1–V.10. No separate substantive appendix appears in that body.S001, complete I–V, pp.8458–8460/I6–8. govinfo.gov
R093-P1-C002The September2001 publication was an earlier final/interim stage. The January2002 finalization, February technical correction, and corrected republication must be distinguished; the February republication is not a new application date for every obligation.S001, introductory status and editorial notes; S005, heading/DATES.
R093-P1-C003The February correction expressly repaired material dates: the erroneous October1,2001 application reference became October1,2002, and an erroneous July1,2001 submission date became July1,2002. The corrected body, rather than those errors, supplies the operative textual dates.S001, correction items26 and29; III.4 and IV.5. govinfo.gov
R093-P1-C004Section515(a) directed OMB, with public and federal-agency involvement, to issue policy and procedural guidance by the statutory date for ensuring and maximizing the quality, objectivity, utility, and integrity of information, including statistical information, disseminated by federal agencies. It expressly invokes the PRA and 44USC3504(d)(1),3516.S002, complete §515(a).
R093-P1-C005Section515(b)(1) applies the guidelines to federal-agency sharing of, and access to, information disseminated by federal agencies. This does not itself remove confidentiality law or create unrestricted access to every underlying record.S002, §515(b)(1); S001, V.3.b.ii.B.i.
R093-P1-C006Section515(b)(2)(A) requires covered agencies to issue their own quality guidelines no later than one year after OMB issues its guidelines. The specific historical implementation schedule is supplied by S001 IV and later instructions; it should not be recalculated from the corrected republication date.S002, §515(b)(2)(A); S001 II.1, IV.3–5; S007 cover.
R093-P1-C007Section515(b)(2)(B) requires administrative mechanisms through which affected persons can seek and obtain correction of information maintained and disseminated by the agency that does not comply with the guidelines. It does not state that every allegation must result in the requested correction.S002, §515(b)(2)(B); S001 III.3.
R093-P1-C008Section515(b)(2)(C) requires periodic reports to OMB on the number and nature of complaints concerning compliance and how they were handled. The guidelines specify the annual fiscal-year reporting arrangement.S002, §515(b)(2)(C); S001 IV.6.
R093-P1-C009The incorporated “agency” definition includes executive and military departments, government and government-controlled corporations, other executive-branch establishments including the Executive Office of the President, and independent regulatory agencies.S003, 44USC3502(1); S001 II. uscode.house.gov
R093-P1-C010The same definition expressly excludes the Government Accountability Office; Federal Election Commission; District of Columbia and territorial/possession governments and subdivisions; and government-owned contractor-operated facilities, including the specified defense-research/production laboratories. No actual organization is classified here.S003, §3502(1)(A)–(D), complete exclusions.
R093-P1-C011“Independent regulatory agency” is an expressly enumerated statutory category with an additional category for similar agencies designated by statute. The complete list was read. Historical institutional names appearing in that list are not findings about current institutional existence or responsibility.S003, complete §3502(5).
R093-P1-C012The PRA “person” definition includes individuals, specified organizational/legal forms, organized groups, and State, territorial, tribal, or local governments and their specified branches/subdivisions. This broad category does not itself decide whether someone is “affected” by particular information.S003, complete §3502(10); S005 affected-person explanation.
R093-P1-C013The narrow statutory framework assigns information-policy responsibilities to the OMB Director; OIRA administers delegated PRA functions without relieving the Director of responsibility. Section3516 directs the Director to promulgate rules, regulations, or procedures necessary to exercise the chapter’s authority.S003, §§3502(4),3503(a)–(b),3504(a),(d),3516.
R093-P1-C014“Information” covers communications or representations of knowledge, including facts or data, across media and forms. Agency website dissemination is included.S001 V.5, p.8460/I8.
R093-P1-C015The information definition excludes opinions when the presentation makes clear that the material is someone’s opinion rather than fact or the agency’s view. It is not an exclusion for every statement containing judgment or interpretation.S001 V.5; S013 FAQ5.
R093-P1-C016Merely providing a hyperlink to information others disseminate is excluded from the information definition’s website treatment. An agency’s separate adoption, endorsement, or dissemination of the linked information presents a different inquiry.S001 V.5; preamble scope discussion pp.8453–8454/I1–2.
R093-P1-C017“Government information” is information created, collected, processed, disseminated, or disposed of by or for the federal government. An “information dissemination product” is documentary material an agency disseminates to the public, regardless of medium or physical characteristics.S001 V.6–V.7.
R093-P1-C018“Dissemination” means agency-initiated or agency-sponsored distribution to the public. Information originating outside government can fall within agency responsibilities when the agency’s use gives it the appearance of representing agency views.S001 V.8 and scope preamble; S012 §3, nongovernment-information discussion.
R093-P1-C019The incorporated conduct-or-sponsor rule includes direct collection, causing another agency to collect, specified contractual/cooperative arrangements, requiring disclosure to another person, and similar agency-caused collection/disclosure. For a federal grant, the particular agency-request or required-approval predicates in §1320.3(d)(2) matter.S004, complete (d)(1)–(2). This is an incorporation from a collection regulation; its other collection thresholds are not imported into dissemination.
R093-P1-C020Funding alone does not establish agency sponsorship of every resulting publication. The preamble distinguishes agency-sponsored dissemination and agency authority over release from independently disseminated research merely supported by federal funds. Subsequent agency adoption or dissemination is a separate event.S001, scope preamble pp.8453–8454/I1–2; S007 attachment I–II. govinfo.gov
R093-P1-C021V.8 excludes distribution limited to government employees, agency contractors or grantees; intra/interagency use or sharing; and responses to requests under FOIA, the Privacy Act, the Federal Advisory Committee Act, or similar laws. These are bounded distribution exclusions, not wholesale exemptions from every information law.S001 V.8.
R093-P1-C022V.8 also excludes distribution limited to individual/person correspondence, press releases, archival records, public filings, subpoenas, or adjudicative processes. The word “limited” and the actual dissemination function matter; agency endorsement or use may require a separate analysis.S001 V.8; S007 attachment I–II.
R093-P1-C023The preamble’s adjudicative explanation says the guidelines do not provide additional challenge or appeal rights for specific-party adjudications. That bounded explanation is not a universal rule barring judicial review of every information-quality issue.S001, adjudicative-process discussion p.8454/I2; compare C097–C099.
R093-P1-C024Archival retention is distinguishable from continuing official adoption, endorsement, use, or ongoing dissemination. Age of information, or its continued presence on a website alone, does not settle which category applies.S007 attachment I and V, especially printed13–14/I12–13.
R093-P1-C025The agency duties do not, by their terms, become direct government-wide editorial commands to every private publisher. Private material may nevertheless become an input to a covered agency dissemination. No classification of SettleADebt or an actual publication follows.S002 §515; S001 II, V.5–V.8; C018–C020.

Claim IDQualified findingExact authority and scope
R093-P1-C026Quality is the umbrella encompassing utility, objectivity, and integrity. These are distinct criteria; a document’s assertion that it meets one does not establish the others or prove actual quality.S001 V.1–V.4.
R093-P1-C027Utility concerns usefulness to intended users, including the public. Agencies must consider public as well as agency uses; when transparency is relevant to public usefulness, it must be addressed in the review.S001 V.2.
R093-P1-C028Objectivity concerns both presentation and substance. Presentation must be accurate, clear, complete, unbiased, and properly contextualized; sometimes additional information must accompany a dissemination to achieve that presentation.S001 V.3.a.
R093-P1-C029Sources should be identified to the extent possible consistent with confidentiality; scientific, financial, and statistical contexts also call for identifying supporting data and models. Where appropriate, documentation should be full, accurate, and transparent, and error sources should be identified and disclosed.S001 V.3.a.
R093-P1-C030Substantive objectivity concerns accuracy, reliability, and lack of bias. In scientific, financial, or statistical contexts, original/supporting data and analytic results shall be generated/developed using sound statistical and research methods. This pass does not import separate survey-design standards.S001 V.3.b.
R093-P1-C031Formal, independent, external peer review may support a general presumption of acceptable objectivity. The presumption is rebuttable through a persuasive showing in a particular instance; peer review is not conclusive proof of correctness.S001 V.3.b.i. govinfo.gov
R093-P1-C032When agency-sponsored peer review is used to help satisfy objectivity, the process shall meet the incorporated criteria: selection primarily for necessary technical expertise; expected disclosure of prior technical/policy positions; expected disclosure of personal and institutional funding; and open, rigorous review.S001 V.3.b.i; S006 selected Peer Review paragraphs. No universal credential or automatic conflict disqualification is stated here.
R093-P1-C033These peer-review objectivity criteria are not confined to influential information when the agency uses peer review for covered information. This does not mean the 2002 instrument requires peer review of every dissemination.S007 attachment III, peer-review discussion; S001 V.3.b.i–ii.
R093-P1-C034“Influential” scientific, financial, or statistical information is information the agency can reasonably determine will have, or does have, a clear and substantial impact on important public policies or important private-sector decisions. Agencies may define it in the context of their responsibilities.S001 V.9.
R093-P1-C035For influential scientific, financial, or statistical information, agency guidelines shall include substantial transparency about data and methods to facilitate reproducibility by qualified third parties. The category is not established merely because a policy decision is important.S001 V.3.b.ii; S012 §1 and Update1.1.
R093-P1-C036The guidelines shall not demand reproducibility of every item of original/supporting data. Agencies may identify practicable data categories in consultation with relevant technical communities, considering ethical, feasibility, and confidentiality constraints.S001 V.3.b.ii.A.
R093-P1-C037A new experiment, test, or sample is not required before each dissemination. The original-data discussion treats reproducibility as transparency about research design and methods rather than a universal requirement to repeat the underlying empirical work.S001 V.3.b.ii.A; explanatory preamble pp.8455–8457/I3–5.
R093-P1-C038For analytic results in the influential-information setting, guidelines generally require enough transparency for an independent reanalysis by a qualified member of the public. This applies to analyses from a single study and to analyses combining studies.S001 V.3.b.ii.B.
R093-P1-C039Objectivity does not override compelling privacy, trade-secret, intellectual-property, or other confidentiality interests. Transparency is therefore not an unrestricted demand for confidential data.S001 V.3.b.ii.B.i.
R093-P1-C040When compelling interests prevent public access to data and methods, agencies shall apply especially rigorous robustness checks and document them. Agencies determine appropriate check types and documentation detail for their responsibilities.S001 V.3.b.ii.B.ii.
R093-P1-C041In that same influential-analysis provision, agency guidelines shall in all cases require disclosure of specific data sources and quantitative methods and assumptions. That instruction must be read together with the preserved confidentiality protections; no particular protected disclosure is authorized here.S001 V.3.b.ii.B.i–ii; S007 attachment III.
R093-P1-C042V.10 defines reproducibility through substantial reproduction within an acceptable imprecision range. Greater expected impact calls for less tolerance of imprecision. For analytic results, independent analysis of original/supporting data using identical methods should produce similar results within acceptable error or imprecision.S001 V.10. The provision supplies no universal numerical tolerance.
R093-P1-C043Original/supporting-data reproducibility is governed by applicable agency definitions; analytic-result reproducibility and original-data reproducibility must not be treated as identical requirements.S001 V.10 read with V.3.b.ii.A–B.
R093-P1-C044Within the influential-information risk-analysis provision, agencies shall adopt or adapt the quality principles in 42USC300g-1(b)(3)(A)–(B) for analysis of risks to human health, safety, and the environment. This incorporates principles, not the whole drinking-water program.S001 V.3.b.ii.C; S007 attachment III, risk discussion; S014.
R093-P1-C045The incorporated statutory science principle calls, when action under that statute is based on science, for best available peer-reviewed science and supporting studies using sound, objective scientific practices; data-method choices retain the reliability-and-nature-of-decision qualification in (A)(ii).S014, complete (b)(3)(A)(i)–(ii).
R093-P1-C046The incorporated public-information principle requires comprehensive, informative, understandable health-effects presentation. The specified public supporting document identifies, to the extent practicable, populations, expected/central risk, appropriate bounds, significant uncertainties and helpful studies, and supporting/relevant/nonsupporting peer-reviewed studies with reconciliation methodology.S014, complete (b)(3)(B)(i)–(v). The original statutory regulation context is preserved; OMB’s adopt/adapt instruction is C044.
R093-P1-C047For vital health and medical information, reproducibility and peer-review standards must be interpreted to preserve timely information flow. Temporary waiver in urgent situations is permitted according to the latitude in agency-specific guidelines, not merely because someone invokes urgency.S001 V.3.b.ii.C, concluding sentences.
R093-P1-C048Integrity concerns protection against unauthorized access or revision so information is not corrupted or falsified. It does not establish that any system is secure or complete the separate security, privacy, or records-law regimes.S001 V.4.
R093-P1-C049Agencies shall adopt a basic quality standard as a performance goal, should incorporate quality criteria into dissemination practices, and shall adopt category-appropriate standards. Nature and timeliness of information matter; the preamble also recognizes resources, costs, and benefits rather than prescribing one maximum-quality process for every product.S001 III.1; preamble pp.8452–8453/I0–1.
R093-P1-C050Agencies shall establish pre-dissemination quality review and treat quality as integral to creation, collection, maintenance, and dissemination. The process must permit substantiation through documentation or other means appropriate to the information.S001 III.2.
R093-P1-C051Pre-dissemination review applies to information first disseminated on or after October1,2002. The correction mechanism applies to information disseminated on or after that date regardless of its first dissemination date. These are different temporal predicates.S001 III.4, as corrected.

R093-P1-C052The historical OMB explanation describes affected persons as those who may benefit or be harmed, including subjects and users of information. It rejected an expert-only challenger gate. Agency-context elaboration remains relevant; no actual affected status is determined here.S005, Administrative Mechanisms, p.49721/I3; S007 attachment V. govinfo.gov
R093-P1-C053Agencies shall maintain flexible mechanisms through which affected persons can seek and obtain, where appropriate, timely correction of maintained-and-disseminated information that fails OMB or agency guidelines. Integration with existing administrative practices is contemplated.S001 III.3.
R093-P1-C054Agencies shall specify appropriate periods for deciding whether and how to correct information and shall notify affected persons of corrections made. The core instrument supplies no single numerical response period.S001 III.3.i.
R093-P1-C055A requester dissatisfied with the agency decision, including any corrective action, may seek reconsideration within the agency. The agency shall provide an administrative appeal process and appropriate periods for resolving it.S001 III.3.ii.
R093-P1-C056The preamble permits rejection of claims made in bad faith or without justification and limits correction to the degree the agency concludes appropriate to the information’s nature and timeliness. That is not automatic permission to ignore a substantive supported challenge.S005, p.49721/I3; S001 administrative-mechanism explanation p.8458/I6.
R093-P1-C057The 2001 preamble permits no response for inconsequential or trivial complaint categories identified in agency guidelines. This is a historically stated, category-dependent qualification; it is not a universal present exemption from the later substantive-response instructions.S005, p.49721/I3; S012 Updates4.2–4.3; S013 FAQ4.
R093-P1-C058The June2002 instruction places the burden on the requester to establish the necessity and type of correction sought. It directs attention to the complaint’s merits rather than the complainant’s interests or qualifications. It does not supply a universal evidentiary percentage or judicial burden of proof.S007 attachment V, printed12–13/I11–12.
R093-P1-C059An objective appeal mechanism should avoid having the disseminating office responsible for both the initial response and resolution of disagreement. Later guidance focuses specifically on independence of the individuals deciding the appeal.S001 preamble p.8458/I6; S007 attachment V; S012 Update4.5; S013 FAQ8.
R093-P1-C060Agencies must designate the CIO or another official responsible for compliance. Responses must be appropriate to the nature and extent of the complaint; the core’s listed communication forms are examples, not completed notices or a required single channel.S001 IV.1–2.
R093-P1-C061The initial implementation process required a draft report, public notice and website availability, public comment, revision, OMB consistency review, and final availability. The June2002 memorandum extended the draft-final OMB submission date from July1 to August1,2002.S001 IV.3–5; S007 cover.
R093-P1-C062Each agency must report annually on a fiscal-year basis to OMB about complaint numbers, nature, and resolution, quantitatively and qualitatively where appropriate. The specified due date is January1 of the following year, initially January1,2004.S001 IV.6; S009 reporting discussion.
R093-P1-C063The September2002 instruction says agencies should maintain an information-quality website explaining their guidelines, correction process, and administrative appeal process. Descriptions of significant corrections are possible additional content, tailored to mission and public interest.S008 attachment(1).
R093-P1-C064Existing public-comment procedures may be used when they offer established safeguards for timely quality challenges. Earlier consideration is recommended where the agency finds it would not unduly delay the final action/product and the complainant shows a reasonable likelihood of actual harm if resolution waits.S008 attachment(2), complete recommended conditions. No automatic suspension or required outcome follows.
R093-P1-C065The September2002 instruction prefers a written response to complaints and appeals within 60 calendar days unless important reasons justify a different period. If more time is needed, notice within that period should explain the delay and give an estimated decision date. Its appeal model refers to receipt; it is not a complete universal service/counting code.S008 attachment(3). U.S. Equal Employment Opportunity Commission
R093-P1-C066The June2002 discussion of agency appeal-filing periods, commonly thirty days in the drafts reviewed, is an observation—not a government-wide thirty-day filing rule. The selected framework does not supply a universal limitation period for all initial correction requests.S007 attachment V, printed13/I12.
R093-P1-C067The October2002 oversight-copy instruction concerns accepted complaints requiring formal written responses in specified categories: major-policy issues of strong interest to at least two agencies; influential-information compliance allegations; novel procedural/technical/policy issues; or public-comment information with the specified likelihood-of-harm condition. Informal/frivolous matters are excluded from that copy process.S009 complete oversight-copy discussion.
R093-P1-C068For those selected matters, the memorandum specifies copies to OMB after acceptance/issuance/appeal receipt, and contemporaneous delivery of appeal decisions. Agencies posting the material online may instead advise OMB of its location. These are oversight duties, not additional requester filing deadlines.S009, copy instructions and website alternative; exact quantities in measurement register.
R093-P1-C069The August2004 memorandum instructs agencies to post correction requests, formal responses, and appeal communications beginning with the specified fiscal-year category; short summaries are recommended and regular updating expected. It expresses a hope, rather than the same instruction, for earlier-year material.S011, complete memorandum. Privacy protections remain separately applicable.
R093-P1-C070M-19-15 expressly reinforces and updates implementation of the existing guidelines. It directed agencies to update their guidelines within ninety days; it did not present a replacement of S001 I–V.S012 introduction/background; S013 FAQ1.
R093-P1-C071M-19-15’s influential-information explanation asks whether information is a principal basis for a decision, such that removing it would materially undermine the decision’s scientific, financial, or statistical basis. Important decisions do not make every supporting item influential. Agencies should provide more specific classification and review guidance.S012 §1, Update1.1.
R093-P1-C072Update1.2 directs compliance with the separate Peer Review Bulletin when scientific information, including third-party data/models, supports policy. The complete bulletin’s classifications, exemptions, and waiver provisions were not read; therefore this report does not announce a universal peer-review duty for every such item.S012 Update1.2; S015 limited reading.
R093-P1-C073Agencies should ask peer reviewers to examine underlying-data objectivity and sensitivity to assumptions. Significant changes to previously reviewed influential information should prompt consideration of another review; the FAQ preserves agency judgment about significance rather than requiring a new review after every change.S012 Updates1.3–1.4; S013 FAQ11.
R093-P1-C074In cross-agency dissemination, each agency is responsible for the quality of its contribution, and that responsibility should be made clear publicly. A shared product does not establish that every contributor reviewed every other contribution.S012 Update2.1.
R093-P1-C075Agencies should supply documentation sufficient for downstream users to assess fitness for their proposed purposes, while protecting privacy and confidentiality. Documentation of quality does not establish fitness for every secondary use.S012 Update2.2.
R093-P1-C076Agencies should consider existing data, solicit relevant statistical/research/evaluation input when designing collections, describe potential downstream uses in the relevant collection request, coordinate secondary analysis of personally identifiable information with the privacy official, and document/communicate administrative-data quality.S012 complete Updates2.3–2.6. Full PRA approval and privacy regimes remain held.
R093-P1-C077Update3.1 calls for transparent assumptions and contextualized uncertainty. FAQ3 explains that the quoted scientific-integrity language omitted “where appropriate” concerning probability descriptions; the instruction is not a universal requirement to assign probability distributions to every uncertain proposition.S012 Update3.1; S013 FAQ3.
R093-P1-C078Specialized analytic computer code should be made publicly available for further analysis when consistent with applicable law and policy. This is conditional, not an authorization to release protected code or records.S012 Update3.2.
R093-P1-C079When nongovernment sources generate influential information, agencies should communicate sufficient data/analysis characteristics, scope, generation protocols, and other necessary information to permit reproduction of agency conclusions.S012 Update3.3.
R093-P1-C080Agencies should prioritize access to data and analytical frameworks supporting influential information, but disclosures must comply with privacy, confidentiality, proprietary-data, and confidential-business-information requirements.S012 Update3.4.
R093-P1-C081Agencies should explore access methods that reduce identification risk. Tiered access is an example, subject to sound security, privacy, promised confidentiality, appropriate use, and access controls; it is not a guarantee of anonymity or a required technology.S012 Update3.5 and accompanying discussion.
R093-P1-C082Update4.1 says revised procedures should prevent taking more than 120 days to respond to an initial request for correction without requester concurrence. It does not expressly define calendar versus business days, supply a complete receipt/counting convention, or assign that same period to appeals. It does not automatically extend a shorter applicable agency period.S012 Update4.1, read with S008 attachment(3). whitehouse.gov
R093-P1-C083Responses should address data-quality arguments point by point and refer to directly relevant peer review if available; they should not opine on the requester’s or agency’s policy position. The mechanism challenges technical information, not policy preferences as such.S012 Updates4.2–4.3 and accompanying discussion.
R093-P1-C084Agencies should share draft correction and appeal responses with OMB before release for assessment against the stated norms. This does not prove that OMB reviewed or approved any actual response.S012 Update4.4.
R093-P1-C085Appeal reviewers/responders should not have participated in the initial review and response; they should understand the relevant evidence and be senior enough to exercise independent judgment. A particular panel structure is described as potentially effective, not universally mandated.S012 Update4.5 and accompanying discussion.

R093-P1-C086The December2023 FAQ states that it does not change existing requirements and is not a complete account of every applicable information-quality obligation. It explains that M-19-15 builds on the 2002 guidelines.S013 introduction, FAQ1–2.
R093-P1-C087Agencies may refer a duplicative challenge to an earlier response or review addressing the same issue rather than create another point-by-point response to already answered material. That does not establish that a genuinely new substantive issue is duplicative.S013 FAQ4.
R093-P1-C088Objectivity does not require proof that every scientific conclusion has been confirmed through fresh replication. The FAQ preserves presentation/substance distinctions and the rebuttable nature of qualifying peer review.S013 FAQ5; S001 V.3.b.i–ii, V.10.
R093-P1-C089New research does not automatically compel immediate revision of every earlier dissemination. Agencies may assess relevance, need, resources, costs, public impact, applicable deadlines, and whether an update belongs in a planned revision. This is not a finding that any actual information remains adequate.S013 FAQ6.
R093-P1-C090Information corrected through the mechanism is itself subject to applicable quality requirements and review. A correction request does not establish the proposed replacement’s accuracy.S013 FAQ7; S001 III.2.
R093-P1-C091Technical specialists involved initially may present their views during an appeal without being the individuals who decide it; decisionmaking independence and relevant technical proficiency remain necessary under the clarification.S013 FAQ8; S012 Update4.5.
R093-P1-C092Suitable published peer-reviewed research using nonpublic data is not categorically unusable. Agencies still assess fitness and quality; privacy constraints, feasible access alternatives, source/method disclosure, and robustness obligations must be kept in view.S013 FAQ9–10; S001 V.3.b.ii.B.
R093-P1-C093Under the Bulletin’s prior-review clause, further review is unnecessary if prior review is adequate for information subject to that section. Adequacy considers novelty/complexity, decision importance, earlier reviews, and expected benefits/costs of another review. Its stated presumption for principal findings/conclusions/recommendations in official National Academy reports is not an assessment of any report here.S015 II.2, complete; S013 FAQ12. govinfo.gov
R093-P1-C094The FAQ permits reliance on another agency’s adequate peer review when appropriate for the new use and documented/justified; participating agencies may coordinate which conducts review. Coordination does not establish substantive adequacy automatically.S013 FAQ12–13, qualified by C093.
R093-P1-C095FAQ10 describes the risk-information principles using recommendation/“should” language, while the adopted core V.3.b.ii.C uses “shall” adopt or adapt. The FAQ says it does not alter requirements; this report therefore preserves the core’s wording instead of silently weakening it.S001 V.3.b.ii.C; S013 introduction, FAQ10.
R093-P1-C096FAQ10’s footnote to OMB’s own agency guidelines does not convert that agency-specific instrument into a replacement government-wide text. No agency-specific quality procedure has been adopted as the governing procedure for this report.S013 FAQ10, footnote45; S001 I–V.
R093-P1-C097The June2002 instruction expressly cautions that agency disclaimers about judicial review must not imply that quality standards can be disregarded. It further cautions that statements about judicial enforceability might not control in litigation.S007 attachment V, printed14–15/I13–14. obamawhitehouse.archives.gov
R093-P1-C098Complete §515 and S001 I–V do not themselves establish a general damages remedy or a comprehensive judicial-review route. The core body also does not contain a blanket clause foreclosing every enforceable right or all judicial review. Neither universal availability nor universal unavailability is established by this pass.S002 complete §515; S001 complete I–V; C023, C097.
R093-P1-C099The Peer Review Bulletin’s §XII expressly limits creation of enforceable rights/benefits by that bulletin. Its §XI supplies its own phase-in and prior-review exception. Those provisions belong to the bulletin and cannot be silently transposed to every aspect of the 2002 correction framework.S015 complete XI–XII.
R093-P1-C100EO14303 §7 directs internal processes for alleged violations of that order and relevant agency scientific-information policies, administered under a designated senior appointee. Corrective measures must be consistent with §515. Its exclusivity clause is qualified by applicable law; it does not, on this reading alone, repeal the general IQA correction mechanism.S016 §7(a)–(b).
R093-P1-C101That order excludes nonscientific aspects of decisionmaking from the specified science-policy scope, permits a written good-cause waiver request through its stated process, preserves special agency-head discretion for specified security/foreign/military functions, preserves lawful authority, and subjects implementation to law and appropriations. Its own noncreation-of-rights clause is instrument-specific.S016 §§6,8,9, complete selected clauses.
R093-P1-C102The order’s review of intervening scientific-integrity policies and interim earlier-policy baseline create a later implementation question. They do not justify declaring every provision of the December2023 IQA FAQ revoked without examining the relevant authority and implementation.S016 §5; S013 status; currentness limitation.
R093-P1-C103The readable later OSTP guidance uses reproducibility/replicability terminology different from S001 V.10. Its first page was unavailable in parsed text, and no adopted amendment replacing V.10 was authenticated. The relationship remains a bounded unresolved issue, not a silent harmonization.S017 selected “Reproducible” discussion; S001 V.10.
R093-P1-C104The current statutory cutoffs differ: relevant Title44 pages reach October15 or October9,2026; the risk-incorporation page reaches October9; eCFR displayed October26 currency. None is an exhaustive check of all subsequent enactments, executive action, or judicial treatment through the actual access time.S003–S004, S014 displayed banners.
R093-P1-C105The readable 2026 bill version is proposed legislative text. It supplies no operative replacement requirement in this report. The unavailable current-status page leaves a later-history gap rather than establishing enactment or continued nonenactment.S019 selected official bill header/chapeau; access failure.
R093-P1-C106This framework can supply categories for voluntarily considering private editorial practices, but it does not certify expert independence, truthful content, actual review, a correction entitlement, or publication approval. No actual information product has been examined.Scope inference from C025–C050 and C097–C103; user’s factual holds.
R093-P1-C107Full privacy/access law, security standards, scientific-integrity implementation, peer-review classifications, judicial review, State/tribal/territorial/foreign law, private contracts, and actual A093 operations remain separate. Pointers below identify research dependencies, not completed regimes.Read bounds S003–S004, S012–S017; coverage table.
R093-P1-C108Source failures and parsed-text limitations do not demonstrate repeal, lack of authority, institutional noncompliance, or a permission to bypass access controls.Source-read/failure log; no substantive proposition rests on failed bodies.
R093-P1-C109The complete core body supplies no universal numerical reproducibility tolerance, significance threshold, quality score, financial amount, or expert-credential minimum. Qualitative standards and agency-specific implementation cannot be converted into an invented calculation.S001 complete I–V.
R093-P1-C110A current official directory’s link to the corrected original supports identification of the publicly maintained baseline; it does not establish a complete amendment, rescission, or judicial-status chain.S018; S001; C104–C105.

Federal agency / private publisherCovered agencies receive statutory and administrative responsibilities. Ordinary private publication does not become directly regulated merely because its subject resembles government information.Agency adoption of outside information presents a separate dissemination question. C009–C025; S001–S004.
Information / every communicationFacts and knowledge across media are covered categories; clearly identified personal opinion is excluded under its stated presentation condition.“Opinion” is not a blanket exemption for agency conclusions or interpretations. C014–C015; S001 V.5; S013 FAQ5.
Dissemination / excluded distributionPublic agency-initiated or sponsored distribution is the operative category; V.8 enumerates limited distributions excluded from it.A label such as archive, press release, or public filing does not resolve subsequent official adoption. C018–C024; S001 V.8; S007 I–II.
Government-funded / government-sponsoredFunding can exist without agency sponsorship of publication; specified request, control, approval, or adoption conditions matter. No grant, contract, or publication was inspected. C019–C020; S004(d); S001 scope preamble.
Ordinary / influential informationInfluential scientific, financial, or statistical information receives heightened transparency requirements.Importance of a decision alone does not classify every input. C034–C035, C071; S001 V.9; S012 §1.
Utility / objectivity / integrityUsefulness, presentation/substantive quality, and security address different questions.None establishes actual truth, independence, or security merely by being asserted. C026–C030, C048; S001 V.1–V.4.
Transparency / unrestricted disclosureDocumentation and access support assessment and reanalysis.Privacy, trade secrets, intellectual property, and confidentiality remain protected; rigorous robustness checks may be required when access is withheld. C039–C041, C080–C081; S001 V.3.b.ii.B; S0123.4–3.5.
Reproducibility criterion / replicated resultThe core requires appropriate capacity for reproduction/reanalysis, with distinct original-data and analytic-result treatments. It does not require a fresh empirical replication before every dissemination or prove one occurred. C036–C043; S001 V.3.b.ii, V.10.
Peer review / every editorial checkQualifying formal external review may support a rebuttable presumption; agency-sponsored review used for objectivity must meet specified criteria.Ordinary editing is not automatically that review, and review is not an irrebuttable certificate. C031–C033, C093; S001 V.3.b.i; S015 II.2.
Pre-dissemination review / correction mechanismOne operates before first qualifying dissemination; the other addresses maintained-and-disseminated information and has a broader temporal reach. They have different October2002 application predicates. C050–C055; S001 III.2–4.
Government-wide procedure / agency procedureOMB requires mechanisms, appropriate periods, reconsideration, and later processing safeguards. The actual submission format, receipt rule, filing period, and applicable agency response schedule remain unexamined. C054–C066, C082–C085.
Sixty-day recommendation / 120-day instructionThe former expressly uses calendar days and allows important reasons for a different period; the latter limits an initial RFC response without requester concurrence. They are not an automatic 120-day extension, a uniform appeal period, or an actual due date. C065, C082; S008(3); S0124.1.
Statute / guideline / explanatory instructionSection515 is enacted authority; S001 gives the government-wide framework; memoranda and FAQ explain or update implementation.A FAQ cannot silently change the adopted “shall” into “should,” and a publication date is not automatically a replacement date. C004–C008, C070, C086, C095–C096.
Correction / judicial remedyAdministrative correction and reconsideration are expressly provided.A private action, damages, standing, reviewability, or judicial remedy requires separate authority; no universal bar is established either. C097–C101; S002; S007; S015–S016.
Original baseline / later specialized standardsLater peer-review and science-policy instruments have their own scope, exceptions, and legal-effect clauses. The full specialized regimes and the later terminology relationship remain bounded holds. C072, C099–C103.
Public standard / actual adherenceThe sources identify what a covered process should or must address. They supply no evidence that an actual publication, reviewer, correction process, or private editorial operation complied. C106–C110.

B01 — Current version uncertainUse the corrected 2002 body with authenticated later instructions, subject to identified currentness limits. C001–C003,C104–C110; S001,S018–S019.Complete later-law and status chain.Current webpage equals exhaustive legal certification.Check subsequent official government-wide amendatory/repeal instruments by legal title and provision.
B02 — Covered agency unknownAgency duties depend on the complete incorporated agency category and exclusions. C009–C011; S003§3502(1),(5).Applicable institutional category; no actor supplied.Any government-related body is covered.Examine the relevant generic statutory category without an entity lookup.
B03 — Expressly excluded agency categoryThe exclusions in §3502(1)(A)–(D) qualify incorporation. C010; S003.Category and separate applicable law.Exclusion from this definition means no information-quality duties anywhere.Identify any separate public authority applicable to that excluded legal category.
B04 — Private publisherFederal agency directions do not automatically impose the same direct duties on private publishers. C025,C106; S001–S002.Separate law, contract, or voluntary policy.A federal guideline certifies or directly regulates every private editorial operation.Define the public-law basis, if any, for a separately scoped private-publisher duty.
B05 — Third-party funding or sponsorshipFunding alone does not settle sponsorship; request, control, approval, or adoption predicates matter. C019–C020; S004(d),S001 preamble.Generic arrangement’s legal category; no arrangement inspected. All federally supported work represents agency views.Compare the complete conduct/sponsor definition with the guideline’s distribution test.
B06 — Information or opinionClear presentation as someone’s opinion rather than fact/agency view can satisfy the stated exclusion. C014–C015; S001V.5.Presentation category.Every interpretation or controversial conclusion is exempt.Read the public clarification of objectivity and interpretation in FAQ5.
B07 — HyperlinkA bare link to others’ dissemination is excluded; separate agency adoption raises another question. C016,C018; S001V.5,preamble.Dissemination versus endorsement category.Linking necessarily certifies information, or always immunizes later agency use.Examine generic agency-adoption language in the scope preamble.
B08 — Limited distributionV.8 excludes the specified limited internal, records-response, and other distributions. C021–C022; S001V.8.Distribution function and scope.Every communication or FOIA response has the same IQA treatment.Compare V.8 with the exact separately incorporated public-records regime if indispensable.
B09 — Archive or ongoing disseminationMere archival retention differs from continued official use or redissemination. C024,C051; S007I,V.Dissemination category and relevant event.Age alone removes information from correction mechanisms.Review the general archival/continuing-dissemination explanation.
B10 — Influential categoryHeightened treatment depends on reasonable determination of clear, substantial impact, with agency-context specification. C034–C035,C071; S001V.9; S0121.1.Category-specific public criteria.Important subject matter makes every input influential.Identify how a generic agency guideline may lawfully define influential information.
B11 — UtilityPublic usefulness and relevant transparency belong in review. C027; S001V.2.Intended-use category.Agency usefulness alone proves usefulness to all users.Read the fitness-for-purpose clarification in M-19-15§1.
B12 — Objectivity and contextBoth presentation and substance matter; additional context may be necessary. C028–C030; S001V.3.a–b.Applicable information category and review standard.Accurate isolated statements establish complete, unbiased presentation.Examine the complete presentation/substance distinction without testing a real report.
B13 — Sources and confidentialityIdentification/documentation duties retain confidentiality qualifications. C029,C039–C041; S001V.3.Applicable protected-information authority.Transparency authorizes disclosure of every underlying record.Read a narrowly indispensable confidentiality/access provision in a separately scoped inquiry.
B14 — Peer-review presumptionFormal independent external review may create a rebuttable presumption of objectivity. C031–C033; S001V.3.b.i.Qualifying review category and persuasive-rebuttal standard’s application.Peer review proves truth, independence, or replication.Examine the general peer-review criteria and presumption’s limits.
B15 — Reviewer qualifications/disclosuresAgency-sponsored review used for objectivity must meet all stated technical-expertise, position/funding-disclosure, and openness criteria. C032; S001V.3.b.i.Actual review facts deliberately absent.A title, credential, or disclosed funding source alone decides adequacy.Compare the incorporated criteria with the separate Bulletin only if its full relevant category is researched.
B16 — Original-data reproducibilityNot all original/supporting data must be reproducible; feasibility, ethics, confidentiality, and category selection matter. C036–C037,C043; S001V.3.b.ii.A,V.10.Appropriate public category definition.Every dataset requires a new experiment before release.Examine the distinction between original data and analytic results.
B17 — Analytic reanalysisInfluential analytic results generally require enough transparency for independent reanalysis, including combined studies. C038,C042; S001V.3.b.ii.B,V.10.Methods/data category and acceptable imprecision standard.A capability criterion proves actual replicated results.Read the agency-context authority for acceptable imprecision; do not invent a tolerance.
B18 — Access withheldCompelling interests can limit access, but rigorous robustness checks and documentation remain required in the selected provision. C039–C041; S001V.3.b.ii.B.Applicable confidentiality basis and appropriate check category.Confidentiality removes all quality obligations.Examine the complete robustness/disclosure clause and narrow protected-access authority.
B19 — Risk-information principlesCovered influential health/safety/environment risk analysis requires adoption or adaptation of the incorporated principles. C044–C046,C095; S001,S014.Applicable analysis category and permitted adaptation. All drinking-water duties or a universal risk model are imported.Compare V.3.b.ii.C with complete §300g-1(b)(3)(A)–(B).
B20 — Urgent informationTemporary waiver requires urgent circumstances and agency-specific latitude; vital-information interpretation must preserve timely flow. C047; S001V.3.b.ii.C.Applicable public waiver provision. An urgency label creates an unlimited exemption.Identify the generic permissible waiver conditions without examining an event.
B21 — Integrity/securityIntegrity protects against unauthorized access/revision and corruption/falsification. C048; S001V.4.Separate security standards and actual safeguards absent.IQA review certifies system security.Identify the narrowly relevant public security authority as a separate subject.
B22 — First versus later disseminationDifferent inclusive October2002 boundaries govern review and correction. C051; S001III.4.Dissemination category/event.First-publication date alone decides correction availability.Examine the complete transition clause and archival qualification.
B23 — Affected person and burdenAffected status is broadly explained; the requester bears necessity/type-of-correction burden, with merits focus. C052,C058; S005,S007V.Applicable procedural standard; no requester or claim supplied.Only experts may point out an error, or every objection proves error.Read government-wide affected-person and burden instructions together.
B24 — Correction groundThe mechanism concerns maintained-and-disseminated information not complying with applicable guidelines; correction is appropriate and context-sensitive. C007,C053–C056; S001III.3.Applicable quality criterion and public procedure.Disagreement creates an entitlement to preferred wording.Identify the precise guideline criterion and agency-procedure dependency generically.
B25 — Bad faith, triviality, duplicationThe selected historical and later qualifications permit bounded treatment of unjustified, designated trivial, or already-addressed matters. C056–C057,C087; S005,S013FAQ4.Relevant category and whether issues are materially identical.Any inconvenient or repeated concern can be ignored.Compare the historical qualification with current substantive-response instructions.
B26 — New researchNew material does not automatically require immediate revision; relevance, resources, public impact, and applicable obligations matter. C089–C090; S013FAQ6–7.Generic update standard and separate deadlines. An older conclusion is necessarily invalid, or never needs revisiting.Read the complete FAQ6–7 qualifications without evaluating a publication.
B27 — Public-comment integrationExisting safeguards may carry the process; earlier response has cumulative no-undue-delay and reasonable-likelihood-of-harm predicates. C064; S008(2).Applicable public procedural authority.Every RFC stays a pending action or must await it.Examine the narrowly relevant public-comment procedure and early-response clause.
B28 — Response periodThe sixty-calendar-day recommendation and later120-day initial-RFC instruction have different qualifications. C065,C082; S008(3),S0124.1.Agency period, receipt/counting conventions, concurrence.A universal actual due date or automatic extension exists.Authenticate the current generic agency-procedure text only in a separately authorized scope.
B29 — ReconsiderationDissatisfaction may be taken through an agency appeal mechanism with specified appropriate periods. C055,C059,C085; S001III.3.ii.Applicable filing and decision periods.A generic thirty-day observation governs every appeal.Identify the exact procedural incorporation before asserting a filing period.
B30 — Appeal independenceAppeal decisionmakers should be independent of the initial response, technically capable, and sufficiently senior; consultation need not equal decisionmaking. C085,C091; S0124.5,S013FAQ8.Public institutional design; actual participants absent.Any technical consultation destroys independence, or a new office label proves it.Compare individual decisionmaking independence with permitted technical presentation.
B31 — Posting and oversightPosting/reporting/copy requirements concern agency transparency and OMB oversight, with stated predicates and alternatives. C062–C069,C084; S009,S011,S012.Applicable reporting implementation and privacy rules.Oversight copies are requester deadlines or public-release authority for protected material.Read current generic reporting instructions and narrow disclosure limits.
B32 — Prior peer reviewAdequate prior review may avoid unnecessary repeated review, considering all II.2 factors and new use. C093–C094; S015II.2,S013FAQ12–13.Complete applicable Bulletin classification and adequacy standard.Prior review automatically suffices for every new use.Read the complete relevant Bulletin category and exceptions before applying it.
B33 — Legal effectAdministrative obligations and remedies must be distinguished; agency disclaimers do not settle judicial enforceability. C097–C099; S007V,S015XII.Separate judicial-review/private-action authority.Guidelines are optional, automatically enforceable in damages, or universally unreviewable. If separately authorized, examine complete relevant 5USC702,704,706 and other indispensable legal-effect provisions.
B34 — Later science-policy overlayThe order preserves law and references §515; its specialized process and exceptions require separate attention. C100–C103; S016–S017.Full later implementation and first-page authentication. The order silently replaces every IQA procedure or definition.Authenticate the complete later instruction and any express reconciliation/amendment clause.
B35 — FAQ wording differenceThe FAQ does not alter requirements; the adopted risk clause’s stronger wording remains visible. C086,C095–C096; S001,S013.Any actual adopted amendment explaining the difference.A FAQ paraphrase silently amends the core text.Search only official adopted instructions addressing that precise wording.
B36 — Original unavailableA readable official alternative may support only what it actually contains; failed access remains logged. C108; source log.Original’s unread portion or exact status.Failure proves repeal or permits bypass.Retry an ordinary official publication endpoint without security circumvention.
B37 — Proposed legislationA bill version is not enacted authority. C105; S019.Current authenticated enactment/status record.A proposed deadline or standard is operative law.Check the public enacted-law record and official statutory update chain.
B38 — Actual publication qualityThe framework supplies categories, not evidence of actual review, truth, or correction entitlement. C106; all substantive read bounds. All actual publication/implementation evidence intentionally absent. This pass approves a publication or supplies a provider score.Continue only generic public-instruction research; actual assessment remains outside this pass.
B39 — Other-law and parent subjectsSeparate legal regimes and broader A093 operations remain unexamined. C107.Separately scoped authority. This component resolves conflicts, accessibility, calculator validity, private contracts, or publication acceptance.Define the next bounded public-law component before researching its authorities.
