Bounded source-authentication and transition supplement

The original-publication gap remains open. The published P.L. 98-353 PDF did not become readable through the ordinary official routes examined. Consequently, this supplement does not authenticate the original printed §309 or the complete original §553 from that publication, and it does not claim an original-to-current, word-for-word comparison.

The fresh research did establish a narrower result: the official published P.L. 98-531 was read completely, including its deletion, renumbering, effective-date exception, and approval line. The corresponding current §525(a)–(b), the current compiled 1984 amendment/application notes, and the complete compiled application clause were also read. No material substantive correction to the five supplied pass-01 rows is established. Their original-source qualification remains necessary. govinfo.gov+2

Access date for this supplement: October 28, 2026, America/Los_Angeles, PDT. Review status: researcher self-check only; not independent review. Scope: only the identified 1984 addition, original-publication gap, renumbering, application provisions, and narrowly corresponding present text. Pass-01 remains immutable.

In the tables below, S001 means R092-P2-S001, C001 means R092-P2-C001, and similarly for other P2 identifiers. References beginning R092-P1- identify the supplied immutable records.

The official Code pages are grouped as related codification evidence. They are not independent corroboration of an unread original Act. Likewise, a second format or host for an Act is not a second enactment.

No original page body was successfully read. Intended §309 and original application clause only; not the whole Act. Additional ordinary routes and their exact results appear in the failure log. Attempted official Statutes at Large publication. The Code identifies §309 at 98 Stat. 354 and the application clause at 98 Stat. 392; these remain source-note locators, not inspected original pages. Used solely for the requested old/new reconciliation.

What the source distinction resolves

S002 supplies direct published evidence for the later renumbering command. S004 supplies a complete compiled reproduction of the application clause under its later number. Those two achievements do not establish that the original §309 and §553 pages were inspected. The remaining gap is therefore specific: original published wording, organization, and exact original-page bounds—not the availability of all relevant compiled text.

2. Atomic claim register

These claims separate directly read adopted commands, compiled historical descriptions, present statutory wording, and conclusions that remain unavailable.

2.1 Source status and the described 1984 addition

Claim ID Supported proposition Exact authority and conditions Limit
R092-P2-C001 The fresh attempts did not produce a readable official published P.L. 98-353 body. S001; failure log F01–F09. No original §309 or §553 authentication is claimed. A failed retrieval is not evidence of repeal, invalidity, or absence of law.
R092-P2-C002 The principal current Code pages examined display an October 20, 2026 cutoff; the readable §1113 page displays October 9, 2026. S003–S006, displayed currency statements. uscode.house.gov+3 Neither label proves an exhaustive later-enactment or judicial-history audit. The different releases remain visible.
R092-P2-C003 A compiled amendment description or reproduced statutory note is distinguishable from an inspected original adopted publication. Source formats and read bounds in S001–S006. This is the evidentiary boundary governing the supplement; it does not challenge the legal status of the compiled text.
R092-P2-C004 The current 1984 amendment note describes designation of the existing §525 provisions as subsection (a). S003, “Amendments—1984.” uscode.house.gov Verified as a compiled-note description, not a fresh reading of original §309’s designation command.
R092-P2-C005 That note separately describes insertion of the article “the” before “Perishable.” S003, same note. uscode.house.gov The insertion is not collapsed into the designation or substantive addition.
R092-P2-C006 The note separately attributes addition of subsection (b) to the 1984 Act. S003, same note and §309 source credit. uscode.house.gov The original printed insertion’s exact wording remains unauthenticated here.

2.2 Narrow present-text comparison

The following is a fresh map of the selected current wording. It is not represented as a transcription independently verified against the unread 1984 original.

Claim ID Supported proposition Exact authority and cumulative qualifications Limit
R092-P2-C007 Subsection (b) addresses a private employer and identifies termination of employment and discrimination with respect to employment. S003, §525(b), opening sentence. uscode.house.gov No actual actor, employment relationship, or conduct is classified.
R092-P2-C008 Its recipient categories include an individual who is or has been a Title 11 debtor, a debtor or bankrupt under the former Bankruptcy Act, or an individual associated with such a debtor or bankrupt. S003, §525(b), opening sentence. uscode.house.gov “Associated” is preserved without supplying a judicial definition. Former-law and debtor-status predicates are not established for anyone.
R092-P2-C009 The listed conduct is qualified by “solely because”; the ensuing reasons are expressed in terms of the referenced debtor or bankrupt. S003, §525(b), opening sentence and connecting dash. uscode.house.gov No causation, motive, proof, or mixed-reason conclusion is drawn.
R092-P2-C010 The first listed reason concerns present or past Title 11 debtor status, or debtor/bankrupt status under the Bankruptcy Act. S003, §525(b)(1), subject to the opening sentence. uscode.house.gov Status is a statutory predicate, not an established fact.
R092-P2-C011 The second concerns insolvency before case commencement, or during the case before discharge is granted or denied. S003, §525(b)(2), subject to the opening sentence. uscode.house.gov The stated sequence is retained. No insolvency definition, event date, or extension beyond that wording is supplied.
R092-P2-C012 The third concerns nonpayment of a debt dischargeable in a Title 11 case or discharged under the Bankruptcy Act. S003, §525(b)(3), subject to the opening sentence. uscode.house.gov “Dischargeable” and “discharged” are not treated as interchangeable or established for an actual obligation.
R092-P2-C013 Paragraphs (1)–(3) are alternative listed reasons; they are not three cumulative factual requirements. S003, §525(b), numbered structure and final “or.” uscode.house.gov Each remains subject to the shared actor, recipient, action and causal language.
R092-P2-C014 Current subsection (a) expressly includes denial of employment in its governmental-employment wording; subsection (b) does not repeat that express phrase. S003, complete (a) and (b), compared only on this wording. uscode.house.gov This textual difference is not a judicial ruling about private hiring, universal permission to refuse employment, or a conclusion under other law.
R092-P2-C015 The present-text comparison does not complete the incorporated status, former-law, discharge, insolvency, association, or governmental-exception questions. S003’s references and the selected read bounds. Those dependencies are preserved rather than filled from memory. No actual protected status or outcome follows.

2.3 Compiled application clause and its exceptions

Claim ID Supported proposition Exact authority and conditions Limit
R092-P2-C016 The compiled credit identifies the application provision as P.L. 98-353 §552, formerly §553, renumbered by P.L. 98-531 §1(2). S004, complete credit preceding the reproduced clause. uscode.house.gov This identifies the relationship between the numbered provisions; original §553 has not been inspected.
R092-P2-C017 The reproduced subsection (a) makes its title’s amendments “effective to cases filed 90 days after” enactment, except as otherwise provided in that section. S004, reproduced §552(a), in full. uscode.house.gov The exact unusual phrase is preserved. No actual date is calculated, and no unstated “on or after,” computation rule, or consumer waiting period is substituted.
R092-P2-C018 Reproduced subsection (b) assigns the §426(b) amendments effectiveness upon enactment of the Act. S004, reproduced §552(b), in full. uscode.house.gov This is an express exception to the general clause. The original §426(b) adopted body remains unread.
R092-P2-C019 Reproduced subsection (c) assigns subtitle J’s amendments effectiveness as provided in §541(c). S004, reproduced §552(c), in full. uscode.house.gov It is a cross-reference, not authority to apply the general 90-day wording to subtitle J.
R092-P2-C020 The complete compiled §541(c) makes that section’s amendments effective upon the Act’s enactment, while excluding Title 11 cases commenced before enactment of that section. S005, complete “Effective Date” note. uscode.house.gov Read in the October 9 compilation. The original adopted clause and the later-release route were not authenticated. No collective-bargaining merits are resolved.
R092-P2-C021 The selected §303 notes identify §426(b) as affecting specified §303 provisions and distinguish its enactment-date treatment from the general application pointer. S006, 1984 amendment entries and complete 1984 effective-date note. uscode.house.gov This confirms the compiled pointer’s subject; it does not substitute for reading original §426(b) or complete current §303 merits.

2.4 Directly authenticated renumbering and its effects

Claim ID Supported proposition Exact authority and conditions Limit
R092-P2-C022 P.L. 98-531’s opening enacted clause strikes out the earlier Act’s §552. S002, §1(1), printed 2704/PDF index 0. govinfo.gov This is an Act-section deletion, not deletion of 11 U.S.C. §552. The deleted provision’s original content remains unread here.
R092-P2-C023 Its next command redesignates the earlier Act’s §553 as §552. S002, §1(2), same page/index. govinfo.gov Redesignation is separate from deletion and from the original §309 addition.
R092-P2-C024 Section 3(a) gives the Act and its amendments effect on July 10, 1984, except as provided in §3(b). S002, complete §3(a). This is the Act’s express earlier effective date, not a general judicial retroactivity doctrine.
R092-P2-C025 Section 3(b) gives the amendments made by §2 a separate March 31, 1984 effective date. S002, complete §§2 and 3(b). The exception is attached to §2 amendments. It is not assigned to the §1 renumbering or to §525(b).
R092-P2-C026 The published approval line states October 19, 1984. S002, approval line, printed 2704/index 0. Approval date and the two stated effective dates remain distinct.
R092-P2-C027 The complete P.L. 98-531 read authenticates its own commands but does not supply the missing original §309 text or the original §553 page. S002’s complete body, compared with S001’s failed access. No original-source gap is treated as cured merely by reading the renumbering Act.
R092-P2-C028 An exact original-to-current wording comparison cannot be completed from the successfully read sources alone. S001; S003–S004; C001–C006. Present text and compiled historical descriptions are available; inspected original §309 wording is not.
R092-P2-C029 No material substantive correction to supplied C062–C064 is established; their source qualifications remain necessary. Requested comparison of S008 with C004–C006 and C016–C027. “Not established” is not a certification that the unread original contains no discrepancy.
R092-P2-C030 Original headings, approval-line inspection, complete original clause bounds and original PDF indices remain unverified. S001 and the failure log. Search excerpts and source-note page citations were not promoted into page inspection.
R092-P2-C031 This supplement establishes no positive remedy, jurisdiction, immunity, standing, limitation, proof standard, reinstatement, hiring, credit or benefit outcome. Express research bounds; none of those supporting legal chains was completed. This is a limit on the research, not a statement that no such authority exists.
R092-P2-C032 The readable court-hosted reproduction was not accepted as the original published Act. S007, first-page provenance examination. laed.uscourts.gov Its hosting location does not establish original-publication identity or cure S001.

3. Substantive version and operation comparison

The relevant operations must remain separate. A designation changes organization; an insertion changes specified wording; an addition supplies new text; deletion and renumbering operate on different Act provisions; an effective-date clause addresses temporal application. The evidence available for each operation is different.

Operation or comparison What is supported in this supplement Evidence level and exact authority Missing evidence and adverse inference to avoid
Existing §525 text → subsection (a) The compiled amendment note reports that designation. C004; S003, 1984 amendment note. Original §309 command unread. Do not label this a newly inspected original instruction.
Article insertion before the agricultural statute’s title Separately reported by the compiled note. C005; same note. Do not describe this small textual insertion as the entirety of the 1984 change.
Addition of private-employment subsection (b) The note attributes the addition to the 1984 Act; current (b) was freshly read. C006–C013; S003. Exact original insertion/current-text identity remains unresolved under C028.
Governmental versus private employment wording The express denial-of-employment phrase differs as described in C014. S003, (a) versus (b). Textual comparison does not decide hiring litigation or permission under another law.
Protected recipient versus protected reason The opening recipient categories and the causal reasons perform distinct textual functions. C008–C013; S003, (b). Association alone is not treated as proof of the statutory reason or of liability.
General application versus exceptions The compiled clause is complete only when its three subsections are retained together. C017–C020; S004 and S005. Do not detach the 90-day language from the two exceptions or pretend the original publication was read.
Earlier Act §552 versus original §553 S002 separately deletes the former and renumbers the latter. C022–C023; S002, §1(1)–(2). Do not confuse either with Code §552 or infer the content of the deleted provision.
Approval versus legal effect S002 contains an approval line and separate general/exception effect clauses. C024–C026; S002, §3 and approval line. Do not replace the stated effects with the approval date or extend the §2 exception to §1.
Compiled text versus original publication Both are useful evidence, but they satisfy different authentication questions. C003, C027–C030. A readable note or reprint cannot silently close a failed-original gap.
Authentication versus substantive correction Fresh confirmation can strengthen a bounded source finding without changing the prior proposition. C029; crosswalk below. New access is not itself proof of an old material error.

4. Exact old/new crosswalk

The quoted old propositions below come from the supplied immutable context. No old row is deleted, relabeled, or retrospectively given a different read history.

Old ID and exact relevant old proposition New finding and primary pinpoint Effect on the old record and dependent claims
R092-P1-S010 — “Intended selected bodies: § 309, 98 Stat. 354; original effective clause subsequently renumbered § 552, 98 Stat. 392. No original body successfully read.” The fresh S001 attempt and ordinary alternatives also did not establish a readable original body. The printed locations remain Code-note locators; original indices are still unestablished. C001, C030; F01–F09. Gap remains open. The old failure remains historically accurate. No original authentication is added to C062 or C063.
R092-P1-S011 — “Complete one-page Act, §§ 1–3, approval line; printed 98 Stat. 2704, PDF index 0. Reliance on § 1 and § 3.” Fresh S002 reading covers the same complete Act, with parsed text and page-pixel inspection in this supplement. C022–C026. Confirmed in this new pass. The prior row remains a parsed-text-only record; its provenance is not rewritten.
R092-P1-C062 — “The current amendment note records that the 1984 Act designated the existing text as (a), inserted the article before PACA’s title, and added (b).” The freshly read 1984 note contains the three described operations. C004–C006; S003, “Amendments—1984.” Unchanged, with the original limit. It remains a verified compiled-note finding. No claim of direct original §309 inspection is added.
R092-P1-C063 — “The compiled 1984 application clause uses 90 days after July 10, 1984, with exceptions for § 426(b) and subtitle J.” The complete compiled §552(a)–(c) was read; the subtitle J pointer was additionally followed to a complete compiled §541(c) in the explicitly older S005 release. C016–C021. Unchanged, with limits retained. The exact general phrasing and both exceptions remain necessary. Original publication, original §426(b), and original §541(c) authentication are not claimed.
R092-P1-C064 — “P.L. 98-531 § 1 struck the earlier § 552 and redesignated § 553 as § 552. Its § 3 makes the Act effective July 10, 1984 except for § 2 amendments, assigned March 31, 1984.” Direct published S002 supports the separate deletion, redesignation, general effect, and §2 exception. C022–C026; printed 2704/index 0. Unchanged. Its existing qualification—that this does not cure the unread P.L. 98-353 original—continues to apply under C027.

Reconciliation result: this is a source-authentication supplement with a still-open original-publication gap. It is not a superseding substantive correction, acceptance of the whole prior report, or certification of the full present §525 regime.

B03 — Compilation cutoff differs Reliance must retain each displayed release boundary. C002; S003–S006. A readable later-release §1113 note and any material later-law change. Applying one page’s cutoff to every related source. Open the exact later official note if it becomes ordinarily readable; compare only the application clause.
B04 — Historical commands known only through a note The three operations in C004–C006 are established as compiled descriptions. S003, 1984 amendment note. Original adopted §309 command and inserted text. Relabeling a compiler’s description as an inspected enactment. Read complete published §309, including its beginning and continuation, when accessible.
B05 — Original identity/approval line uninspected Code credits can identify an Act and date without establishing inspection of its original heading or approval line. C030; S001, S003–S004. Original identity page and approval/application page. Reporting original-page inspection from bibliographic metadata. Examine those official published pages and register their actual indices.
B06 — Private actor or recipient category unknown Current wording supplies the categories in C007–C008. S003 §525(b). Any necessary generic definition or construction; all actual actor/status facts absent. Treating an employment label or association as proven statutory coverage. Read only an indispensable public definition if a separate category-construction component is authorized.
B07 — Denial versus termination/treatment C014 records an express wording difference between (a) and (b). Judicial construction and other applicable employment law. Inferring universal private-hiring permission or a guaranteed hiring right. A separately authorized generic construction inquiry could identify the controlling legal question; no actual case or applicant inquiry belongs here.
B08 — Sole-cause condition unproved C009 preserves the shared causal qualifier. S003 §525(b), opening sentence. Meaning in controlling law and any actual causation evidence. Assuming bankruptcy status alone proves prohibited conduct. Keep the causal term intact; examine generic construction only in a separately authorized component.
B09 — Bankruptcy-status alternative C010 applies only within the opening sentence’s conditions. S003 §525(b)(1). Title 11/former-Act status predicates. Equating every financial difficulty with the listed status. Read the narrow applicable public status definition if necessary; do not inspect a proceeding.
B10 — Insolvency interval unknown C011 preserves both periods and the discharge endpoint. S003 §525(b)(2). Relevant insolvency definition and event predicates. Converting the wording into indefinite protection for all financial distress. Read the indispensable generic definition and timing authority only if a dependent legal conclusion is requested.
B11 — Nonpayment category unknown C012 preserves the dischargeable/discharged alternatives. S003 §525(b)(3). Applicable dischargeability or former-law authority. Treating nonpayment of every debt as the listed reason, or deciding a debt was discharged. Identify the exact public discharge provision needed; leave all actual debt and case facts absent.
B12 — General application clause invoked C017 must be read with C018–C019. S004 §552(a)–(c). Original publication and any necessary counting/construction authority. Computing a case date or applying the default to an express exception. Authenticate original §553 in full before an original-publication conclusion.
B13 — §426(b) exception encountered C018 establishes the compiled timing exception; C021 identifies its compiled subject. Original adopted §426(b), including complete nested commands. Supplying its substantive scope from current §303 or a short historical note. Read original §426(b) in the published Act if accessible; do not reopen the entire involuntary-case regime.
B14 — Subtitle J exception encountered C019 points to §541(c); C020 states the complete compiled proviso actually read. Original §541(c), and the failed later-release authentication. Omitting the prior-case exclusion or describing the older release as later-current. Authenticate the original narrow effect clause and, if needed, the later official note.
B15 — Deleted provision confused with renamed provision C022–C023 require separate treatment of the two commands. S002 §1. Original content of the deleted Act §552. Deleting the application clause conceptually, or confusing Act numbering with Code numbering. Read the earlier Act’s complete original §§552–553 if their substantive interaction must be established.
B16 — Approval/effect dates conflated C024–C026 distinguish approval, general effect and the §2 exception. S002 §3 and approval line. Any broader temporal construction, not needed for the literal commands. Assigning the §2 date to renumbering or treating approval as the only legal date. Preserve the exact adopted clauses; no case-date arithmetic is necessary.
B17 — Incorporated meaning not read C015 leaves debtor, former-law, discharge, insolvency and association dependencies open. Complete indispensable public incorporation. Filling a missing legal definition with an ordinary label. Select and read only the exact material definition in a separately bounded inquiry.
B18 — Original/current identity asserted C028 prevents a word-for-word identity finding while S001 is unread. Original §309 text. Declaring either perfect identity or a substantive discrepancy without both bodies. Compare the complete original insertion with current (b) only after original authentication.
B19 — Remedy or outcome requested from this history C031 limits the result to source, wording and transition findings. Complete process, jurisdiction, remedy and construction authorities. Inferring damages, reinstatement, approval, cancellation or a successful claim. Identify the exact separate authority chain before any positive remedy proposition; actual matters remain excluded.
B20 — Supplement mistaken for acceptance C029 and the crosswalk preserve the old records and their limitations. The unresolved original source and all unexamined parent matters. Treating fresh confirmation as a material correction, independent review, or whole-report acceptance. Reopen only the remaining documented public-source gap, if a genuinely new readable route exists.

10. Specific remaining gaps

Gap What remains unresolved Why it matters Exact bounded next inquiry
G01 — Original §309 Complete adopted command and inserted subsection as printed. Prevents original-publication authentication and exact original/current wording comparison. Obtain the complete official published clause through an ordinarily readable route; establish actual page/index bounds.
G02 — Original application clause Complete original §553 page, original heading/approval context, and page indices. The compiled clause is available, but its original publication has not been inspected. Read original §553(a)–(c), preserving its original number and all exceptions.
G03 — Original exception bodies Original §426(b) and §541(c); original content of the earlier §552 deleted by P.L. 98-531. Needed before describing their original substantive scope beyond the directly read or compiled commands. Read those exact selected clauses, without reopening the broader bankruptcy or retirement regimes.
G04 — Later-release exception-note access The attempted October 20 §1113 route failed; the readable note has an October 9 cutoff. Prevents silently assigning a later compilation status to that note. Authenticate the exact note in a later readable official release, if necessary.
G05 — Judicial and definitional construction Private hiring construction, association, status, insolvency, dischargeability, causation and temporal interpretation. Literal wording does not decide those questions. Separate generic public-law inquiry only if specifically needed; no actual party, dispute, or record investigation.
G06 — Legal effect and all actual matters Proof, jurisdiction, immunity, cause of action, standing, limitations, remedies and every actual employment/credit/benefit outcome. This source-authentication supplement cannot establish them. Read a complete, separately scoped authority chain before any positive proposition. No action or outcome recommendation follows.
G07 — Broader A092 Remaining liabilities, credit reporting, rebuilding, housing, vehicle/insurance, recurrence, renewed collection and other life-after-resolution subjects. They were not part of this source gap. Formulate a separate generic public-law question for the specific remaining subject; do not reuse this supplement as a completed foundation.

The original 1978 body, unrelated amendments, postcutoff enactments, judicial history, and other reports remain outside the completed evidence. No actual person, employment decision, obligation, proceeding, or outcome has been investigated.

Parsed text distinguished from pixels Yes. Pixel inspection is claimed only for the successful S002 page.
Original commands distinguished from compiled descriptions Yes. C004–C006 retain their compiled-note status.
General application and both exceptions retained Yes. C017–C020 preserve the clauses and the older-release limit.
Deletion, redesignation, approval and effect kept separate Yes. C022–C026 and M13–M16 distinguish them.
Private-employment wording treated as a judicial hiring rule No. C014 and B07 preserve the construction boundary.
Original/current identity or material correction overstated No. C028–C029 state what is not established.
Every worksheet evidence/authority/analysis/result cell empty Yes.
Actual or fictional party, employment record, case, application or financial scenario created or investigated No.
Independent review, model/UI verification, local-file activity or whole-parent acceptance claimed No.

Disposition: the selected compiled-note and renumbering findings are freshly supported within their stated bounds. The original published §309/application-clause authentication gap remains unresolved. The supplied pass-01 rows remain unchanged, including their source limitations; no component, parent, operational, or publication acceptance is supplied.

R092-P2-C016The compiled credit identifies the application provision as P.L. 98-353 §552, formerly §553, renumbered by P.L. 98-531 §1(2).S004, complete credit preceding the reproduced clause. uscode.house.govThis identifies the relationship between the numbered provisions; original §553 has not been inspected.
R092-P2-C017The reproduced subsection (a) makes its title’s amendments “effective to cases filed 90 days after” enactment, except as otherwise provided in that section.S004, reproduced §552(a), in full. uscode.house.govThe exact unusual phrase is preserved. No actual date is calculated, and no unstated “on or after,” computation rule, or consumer waiting period is substituted.
R092-P2-C018Reproduced subsection (b) assigns the §426(b) amendments effectiveness upon enactment of the Act.S004, reproduced §552(b), in full. uscode.house.govThis is an express exception to the general clause. The original §426(b) adopted body remains unread.
R092-P2-C019Reproduced subsection (c) assigns subtitle J’s amendments effectiveness as provided in §541(c).S004, reproduced §552(c), in full. uscode.house.govIt is a cross-reference, not authority to apply the general 90-day wording to subtitle J.
R092-P2-C020The complete compiled §541(c) makes that section’s amendments effective upon the Act’s enactment, while excluding Title 11 cases commenced before enactment of that section.S005, complete “Effective Date” note. uscode.house.govRead in the October 9 compilation. The original adopted clause and the later-release route were not authenticated. No collective-bargaining merits are resolved.
R092-P2-C021The selected §303 notes identify §426(b) as affecting specified §303 provisions and distinguish its enactment-date treatment from the general application pointer.S006, 1984 amendment entries and complete 1984 effective-date note. uscode.house.govThis confirms the compiled pointer’s subject; it does not substitute for reading original §426(b) or complete current §303 merits.

R092-P2-C022P.L. 98-531’s opening enacted clause strikes out the earlier Act’s §552.S002, §1(1), printed 2704/PDF index 0. govinfo.govThis is an Act-section deletion, not deletion of 11 U.S.C. §552. The deleted provision’s original content remains unread here.

Existing §525 text → subsection (a)The compiled amendment note reports that designation.C004; S003, 1984 amendment note.Original §309 command unread. Do not label this a newly inspected original instruction.
Article insertion before the agricultural statute’s titleSeparately reported by the compiled note.C005; same note.Do not describe this small textual insertion as the entirety of the 1984 change.
Addition of private-employment subsection (b)The note attributes the addition to the 1984 Act; current (b) was freshly read.C006–C013; S003.Exact original insertion/current-text identity remains unresolved under C028.
Governmental versus private employment wordingThe express denial-of-employment phrase differs as described in C014.S003, (a) versus (b).Textual comparison does not decide hiring litigation or permission under another law.
Protected recipient versus protected reasonThe opening recipient categories and the causal reasons perform distinct textual functions.C008–C013; S003, (b).Association alone is not treated as proof of the statutory reason or of liability.
General application versus exceptionsThe compiled clause is complete only when its three subsections are retained together.C017–C020; S004 and S005.Do not detach the 90-day language from the two exceptions or pretend the original publication was read.
Earlier Act §552 versus original §553S002 separately deletes the former and renumbers the latter.C022–C023; S002, §1(1)–(2).Do not confuse either with Code §552 or infer the content of the deleted provision.
Approval versus legal effectS002 contains an approval line and separate general/exception effect clauses.C024–C026; S002, §3 and approval line.Do not replace the stated effects with the approval date or extend the §2 exception to §1.
Compiled text versus original publicationBoth are useful evidence, but they satisfy different authentication questions.C003, C027–C030.A readable note or reprint cannot silently close a failed-original gap.
Authentication versus substantive correctionFresh confirmation can strengthen a bounded source finding without changing the prior proposition.C029; crosswalk below.New access is not itself proof of an old material error.

R092-P1-S010 — “Intended selected bodies: § 309, 98 Stat. 354; original effective clause subsequently renumbered § 552, 98 Stat. 392. No original body successfully read.”The fresh S001 attempt and ordinary alternatives also did not establish a readable original body. The printed locations remain Code-note locators; original indices are still unestablished. C001, C030; F01–F09.Gap remains open. The old failure remains historically accurate. No original authentication is added to C062 or C063.
R092-P1-S011 — “Complete one-page Act, §§ 1–3, approval line; printed 98 Stat. 2704, PDF index 0. Reliance on § 1 and § 3.”Fresh S002 reading covers the same complete Act, with parsed text and page-pixel inspection in this supplement. C022–C026.Confirmed in this new pass. The prior row remains a parsed-text-only record; its provenance is not rewritten.
R092-P1-C062 — “The current amendment note records that the 1984 Act designated the existing text as (a), inserted the article before PACA’s title, and added (b).”The freshly read 1984 note contains the three described operations. C004–C006; S003, “Amendments—1984.”Unchanged, with the original limit. It remains a verified compiled-note finding. No claim of direct original §309 inspection is added.
R092-P1-C063 — “The compiled 1984 application clause uses 90 days after July 10, 1984, with exceptions for § 426(b) and subtitle J.”The complete compiled §552(a)–(c) was read; the subtitle J pointer was additionally followed to a complete compiled §541(c) in the explicitly older S005 release. C016–C021.Unchanged, with limits retained. The exact general phrasing and both exceptions remain necessary. Original publication, original §426(b), and original §541(c) authentication are not claimed.
R092-P1-C064 — “P.L. 98-531 § 1 struck the earlier § 552 and redesignated § 553 as § 552. Its § 3 makes the Act effective July 10, 1984 except for § 2 amendments, assigned March 31, 1984.”Direct published S002 supports the separate deletion, redesignation, general effect, and §2 exception. C022–C026; printed 2704/index 0.Unchanged. Its existing qualification—that this does not cure the unread P.L. 98-353 original—continues to apply under C027.

S003 §525(b)(2).Relevant insolvency definition and event predicates.Converting the wording into indefinite protection for all financial distress.Read the indispensable generic definition and timing authority only if a dependent legal conclusion is requested.
B11 — Nonpayment category unknownC012 preserves the dischargeable/discharged alternatives. S003 §525(b)(3).Applicable dischargeability or former-law authority.Treating nonpayment of every debt as the listed reason, or deciding a debt was discharged.Identify the exact public discharge provision needed; leave all actual debt and case facts absent.

B15 — Deleted provision confused with renamed provisionC022–C023 require separate treatment of the two commands. S002 §1.Original content of the deleted Act §552.Deleting the application clause conceptually, or confusing Act numbering with Code numbering.Read the earlier Act’s complete original §§552–553 if their substantive interaction must be established.
B16 — Approval/effect dates conflatedC024–C026 distinguish approval, general effect and the §2 exception. S002 §3 and approval line.Any broader temporal construction, not needed for the literal commands.Assigning the §2 date to renumbering or treating approval as the only legal date.Preserve the exact adopted clauses; no case-date arithmetic is necessary.
B17 — Incorporated meaning not readC015 leaves debtor, former-law, discharge, insolvency and association dependencies open.Complete indispensable public incorporation.Filling a missing legal definition with an ordinary label.Select and read only the exact material definition in a separately bounded inquiry.
B18 — Original/current identity assertedC028 prevents a word-for-word identity finding while S001 is unread.Original §309 text.Declaring either perfect identity or a substantive discrepancy without both bodies.Compare the complete original insertion with current (b) only after original authentication.

GapWhat remains unresolvedWhy it mattersExact bounded next inquiry
G01 — Original §309Complete adopted command and inserted subsection as printed.Prevents original-publication authentication and exact original/current wording comparison.Obtain the complete official published clause through an ordinarily readable route; establish actual page/index bounds.
G02 — Original application clauseComplete original §553 page, original heading/approval context, and page indices. The compiled clause is available, but its original publication has not been inspected.Read original §553(a)–(c), preserving its original number and all exceptions.
G03 — Original exception bodiesOriginal §426(b) and §541(c); original content of the earlier §552 deleted by P.L. 98-531.Needed before describing their original substantive scope beyond the directly read or compiled commands.Read those exact selected clauses, without reopening the broader bankruptcy or retirement regimes.
G04 — Later-release exception-note accessThe attempted October 20 §1113 route failed; the readable note has an October 9 cutoff.Prevents silently assigning a later compilation status to that note.Authenticate the exact note in a later readable official release, if necessary.
G05 — Judicial and definitional constructionPrivate hiring construction, association, status, insolvency, dischargeability, causation and temporal interpretation.Literal wording does not decide those questions.Separate generic public-law inquiry only if specifically needed; no actual party, dispute, or record investigation.
G06 — Legal effect and all actual mattersProof, jurisdiction, immunity, cause of action, standing, limitations, remedies and every actual employment/credit/benefit outcome. This source-authentication supplement cannot establish them.Read a complete, separately scoped authority chain before any positive proposition. No action or outcome recommendation follows.
G07 — Broader A092Remaining liabilities, credit reporting, rebuilding, housing, vehicle/insurance, recurrence, renewed collection and other life-after-resolution subjects. They were not part of this source gap.Formulate a separate generic public-law question for the specific remaining subject; do not reuse this supplement as a completed foundation.
