Bounded correction supplement: P01 C039 and linked H06
I withdraw P01 C039’s categorical sentence: “A dispute is not an admission of liability.” The cited provisions support the protection for failure to dispute. They do not establish categorical immunity for affirmative statements or acknowledgments contained in a dispute. Nor do they establish that those statements necessarily constitute admissions. uscode.house.gov+1
The correct failure-to-dispute proposition is retained. H06 also retains its classification: alleged household monetary obligation; amount disputed; liability unadjudicated. That classification is a conservative description of the supplied hypothetical, not an evidence-law ruling.
Actual check: October 27, 2026, America/Los_Angeles, approximately 1:51–1:54 p.m. PDT. This supplement used regular-chat public browsing. P01’s provenance remains unchanged; no unseen UI model selection or verified model-tier claim is made.
This is a correction supplement to the historical P01 answer. It does not overwrite that answer, edit coordinator files, or establish acceptance of P01, its component, or A002.
1. Fresh source table
The CFPB regulation body, its separately presented official interpretations, and its version page are grouped as one agency-resource usage. They are not counted as independent corroboration.

Post-cutoff amendments through the actual check date are not independently closed. Separate interpretation body read in full, including introductory comments1–3, duplicative-dispute comments, and comment38(d)(2)(ii)-1. Version page read for metadata and its user notice. |
Agency body labels itself current. The version page identifies April19,2023 as the current Part1006 resource version. That is not proof that (d)(1) was enacted, amended, or first effective on that date. The agency expressly says this resource is not an official legal edition of the CFR or Federal Register. Section-specific historical effective-date provenance was not freshly re-established here; P01’s historical effective-date material is not refreshed by this supplement. |

2. Complete replacement for R002-P1-C039
Literal original anchors
The affected row is P01 Section1D, “Lifecycle, accounting, disputes, and discharge,” R002-P1-C039.
The withdrawn first sentence is:
“A dispute is not an admission of liability.”
The supported second proposition is retained in the replacement below. The original limits sentence—
“This does not adjudicate the dispute or address every possible evidentiary admission outside that procedure.”
—is also replaced. The words “outside that procedure” did not adequately limit the categorical first sentence, because the effect of actual statements made within a validation response was also unresolved.
Replacement row — retain the original claim identifier

Exact rule: Under 15 U.S.C. §1692g(c), a consumer’s failure to dispute debt validity under that section may not be construed by any court as the consumer’s admission of liability. Regulation F §1006.38(d)(1) likewise states that failure to dispute does not constitute a legal admission. Separate classification synthesis: the existence of an allegation or dispute does not itself adjudicate liability. |
Original references retained: R002-P1-S019, §1692g(c), and R002-P1-S021, §1006.38(d)(1). Fresh correction support: R002-P2-S001–S002. The operative clauses support the failure-to-dispute rule; the classification synthesis is separately identified. uscode.house.gov+1 |
Federal validation context, subject to the source/version limits above. No categorical immunity or necessary-admission conclusion is drawn about actual affirmative statements, acknowledgments, or partial statements, including those made in a dispute. Their effect, and the effect of silence in another procedure, remain unresolved. |
3. Complete, narrowly revised H06 row
Original anchor: P01 Section4, “H06 — Disputed amount without a liability assumption.”
The factual scenario and its uncertainty remain. The adverse branch’s former reference to “treating silence about another component as an admission that it is owed” is replaced with the narrower wording below.
| Example |
Explicit hypothetical facts |
Statute-specific result versus unknown |
Missing evidence and permissible published-law follow-up |
Adverse misclassification |
| H06 — Disputed amount without a liability assumption |
A generic notice alleges a household obligation. Another supplied generic statement contains a different fee total. The alleged obligor disputes the difference; the underlying agreement is absent. |
Classification remains alleged household monetary obligation; amount disputed; liability unadjudicated. The arithmetic conflict does not itself establish which amount is correct. These are document-classification conclusions, not a ruling on the evidentiary effect of any communication. P01 C007–C008, C037, corrected C039, and unchanged C040. |
Retain the need for fee-authorizing terms or law, dated itemization, payment application, and procedural facts if evaluating a response. The actual contents and context of any dispute communication are not supplied. Questions about affirmative acknowledgments, partial statements, or silence in another procedure remain outside this correction; no evidence-law merits are resolved. |
Treating the existence of a dispute as proof of invalidity; treating the protected failure to dispute under §1692g as a court admission; or assuming that a communication is either categorically immune from evidentiary use or necessarily an admission merely because it contains a dispute. |
Reuse boundary: H06’s debt-definition and fee-basis references are retained from P01. They were not freshly researched in P02. The adjacent validation provisions were reread for context, but this does not constitute a new procedural-compliance, deadline, or litigation analysis.
4. Correction map and linked annotations
4A. Exact changes and preservation instructions
| Original P01 anchor |
Disposition |
Exact replacement or annotation |
| C039, first sentence: “A dispute is not an admission of liability.” |
Withdrawn and replaced. |
Use the complete replacement C039 row in Section2 of this supplement. Retain R002-P1-C039 as the identifier. |
| C039, supported failure-to-dispute sentence |
Retained in substance; transition and wording revised. |
The replacement row states the statutory rule directly, without the former “Conversely” transition. |
| C039, limits cell ending “outside that procedure” |
Replaced. |
Use the replacement row’s limits cell, which leaves the effect of actual statements unresolved both within a dispute and in other relevant contexts. |
| H06, adverse branch beginning “Treating a dispute as proof of invalidity…” |
Narrowed. |
Use the complete H06 row in Section3. The generic facts, disputed-amount status, and unadjudicated-liability status remain. |
| Coverage table, “4. Disputed” |
Scope clarified. |
Replace that row with Section4B below. |
| Source table, R002-P1-S019, status note: “U. Used for non-admission and conditional procedure, not individualized deadline advice.” |
Reference annotation clarified; historical source record retained. |
“U. Used for the failure-to-dispute protection and conditional validation procedure, not a categorical rule about affirmative statements or individualized deadline advice. For this correction’s fresh read and currentness limits, see R002-P2-S001.” |
| Source table, R002-P1-S021, status note: “CFPB-current. No actual dispute chronology analyzed.” |
Existing historical note retained; add bounded reference annotation. |
“For C039 only, see the fresh correction read in R002-P2-S002 and its agency-resource/current-edition limits. No actual communication’s evidentiary effect is determined.” |
| Section6, “Question-to-source and claim crosswalk” |
Keep all rows, ranges, and identifiers; add reference annotation. |
“References to R002-P1-C039 and H06 resolve to their P02 replacement wording. Other claim ranges, source references, examples, and scope limits remain unchanged. This cross-reference does not enlarge the failure-to-dispute protection.” |
| C012, separation of agreement, liability, amount, dispute, and enforceability; C040, conditional validation-response procedure |
Unchanged. |
Their distinctions remain. Neither is converted into a rule immunizing the contents of a dispute. |
| Worksheet “Dispute” row: “Do not mark undisputed merely because no response appears in supplied material.” |
Unchanged as a document-completeness instruction. |
A missing response in the supplied material is an information gap. The instruction is not a ruling on another procedure’s legal treatment of silence. |
| Other P01 substantive rows and identifiers |
Preserved. |
No purpose, security, party, accounting, collector, or broader classification findings are rerun or replaced by P02. |
4B. Complete replacement for the affected P01 coverage row
| Assigned subquestion |

Findings / examples |
Exact missing evidence or retained limit |
Next bounded permissible investigation |
| 4. Disputed |
Answered within the stated failure-to-dispute and validation-procedure bounds; actual-content effects unresolved. |
Corrected C039; unchanged C040; revised H06. |
Exact communication contents, acknowledgments or partial statements, procedural context, underlying merits, and applicable evidentiary/contract/state-law rules are not determined. |
None undertaken in P02. Any later, separately authorized question must identify the specific issue and relevant published authority; full admissions/evidence law, remedies, and deadlines remain held. |
Targeted scan limits
I checked the visible P01 answer in this conversation for the categorical C039 wording and directly linked dispute/admission/silence references: C039, H06, the related worksheet and coverage entries, source annotations, and crosswalk.
Within that targeted scan, I found no additional occurrence of the categorical sentence requiring a separate substantive withdrawal. The related occurrences requiring clarification are identified above.
This was not a scan of saved raw Markdown, rendered exports, coordinator briefs, hash records, local files, or other chats. No such file was edited, and no claim is made that an unseen copy has been corrected.

8. Self-check and preserved holds
This is a self-check, not independent review.
The unsupported categorical statement is expressly withdrawn. The replacement preserves the failure-to-dispute protection, keeps H06’s disputed-amount and unadjudicated-liability status, and distinguishes those conclusions from the unresolved effect of actual communications. It does not substitute the opposite blanket assertion that such communications necessarily admit liability.
The original P01 answer remains history. This supplement supplies exact replacement wording and linked annotations; it does not claim that a coordinator file, import, hash record, or published copy has been changed.
All existing holds remain: actual contract terms, liability, communication contents and procedural context; full admissions/evidence law; revival, limitations and other clocks; state, territory, tribal, foreign, sector, product, priority, validity, remedies and licensing questions; current official-edition and amendment-lag verification; family, estate, public, tax and employment obligations; eligibility, insolvency, settlement suitability, tools, and every other uncompleted A002 dimension.
This correction is supplied within those limits. It is not acceptance of P01’s whole component, any actual debt, provider authorization, any jurisdiction, A002, operations, or publication.
