Hospital bills: ask for the policy and covered-provider list
Ask the billing office for its financial assistance policy, application, deadline and plain-language summary. At a hospital subject to the federal nonprofit-hospital rules, the policy identifies eligibility, how assistance is calculated and how to apply. A separate doctor or other provider at the hospital may not be covered by the same policy; check the provider list. IRS: Hospital financial assistance policies
Distinguish a billing error or insurance problem from an inability to pay. Ask for an itemized bill and pursue appropriate corrections. An affordable payment plan may still require payment of a balance that financial assistance could reduce.
If a collector is involved, tell both the facility and collector about the application and ask what collection activity will occur while it is reviewed. Keep their written replies. CMS recommends asking about a pause; the request alone should not be treated as a universal legal stay. CMS: Apply for medical bill financial assistance
Energy bills: use the office serving your address
The Low Income Home Energy Assistance Program (LIHEAP) can assist eligible households with heating, cooling or an energy crisis. Application methods and requirements differ by state or territory. Use the official office serving your location and identify any disconnection date at the outset. Weatherization assistance is a separate route for energy-saving home improvements. An application receipt is not an award; an award is not proof that the utility credited the account. Ask what the award covers, when it will post and what amount remains due. Confirm separately whether a service interruption has been postponed or canceled.
Tribal programs may administer a relevant assistance route. Check the program serving the household rather than assuming a state program and tribal program have identical eligibility or payment arrangements.
Route education, tax and housing obligations separately
| Bill | Request to make |
|---|---|
| Federal student loan | Use StudentAid.gov and the actual servicer to review current repayment, discharge or forgiveness eligibility. Do not assume private loans have federal options. |
| Federal tax balance | Use the IRS notice and official account to examine payment arrangements, hardship collection delay or compromise; each has different consequences. |
| Rent or threatened eviction | Ask the local housing assistance office and court self-help service about current programs and response deadlines. An assistance application does not replace a required court response. |
| Utility outside LIHEAP coverage | Ask the utility and public utility regulator about hardship tariffs, arrears programs and service protections applicable to that utility. |
Program funding, eligibility and application windows change. Avoid paying an intermediary merely for access to a public application. The specific program’s published terms should establish whether relief is a discount, grant, loan, temporary delay or cancellation.
Track the application until the bill changes
Save a copy of what you submit, required supporting documents, submission confirmation and any request for missing information. Record the review or appeal deadline from the actual notice. Request a written decision explaining the amount approved and any remaining balance.
If denied, examine the stated reason and the program’s reconsideration or hearing route. Send only necessary documents through the verified official channel. Once approved, reconcile the award with the provider’s statement and retain proof of any release or revised payment arrangement.
