S_SD PASS-02 — Four corrections to PASS-01
Fresh public-source access: October 27, 2026, America/Los_Angeles.
Disposition: The retention-status, budget-pinpoint, and request-to-receipt corrections are answered. CROA currentness is authenticated only through the dates expressly displayed in the selected section bodies; the later interval remains held.
This addendum supersedes only the passages identified below. P01 otherwise remains preserved, including its conditional provider-access framework and all unresolved state, federal, business-purpose, remote-provider, secured-debt, mediator, contract, and general-law questions. No provider authorization, fee approval, parent-state/A066 acceptance, operational clearance, or publication readiness is established.
1. Four-row before-and-after correction map
| Issue and exact P01 location |
Superseded wording or treatment |
Corrected finding and replacement treatment |
| 1. Retention status: S_SD-P1-C014, §5.3, S_SD-P1-S007 |
§5.3 said the July 2026 schedule “requires permanent retention.” C014 combined the schedule and budget as evidence of ongoing administration without preserving the schedule’s pending-approval qualification. |
AG-136’s permanent-retention language is qualified by same-page footnote 42: “Pending Records Destruction Board approval.” Treat it as pending generic policy—not a final approved retention rule or proof of a maintained provider bond. The S007 portion of C014 is narrowed accordingly. See P2-C001–C003. South Dakota Official State Homepage |
| 2. Budget pinpoint: S_SD-P1-S008, its pinpoint in S_SD-P1-C014, and §5.3 |
S008 gave “Internal page 14/PDF page 15.” |
Correct locator: printed page 15 / zero-based PDF index 14, the fifteenth PDF page. The original one-based PDF-page reference was correct; the internal/printed-page reference was not. The reported figures remain unchanged. Preserve the displayed timestamp and Governor-budget qualification in P2-C004–C007. My LRC+1 |
| 3. CROA currency bridge: §4.3, S_SD-P1-S017–S018, S_SD-P1-C032 |
P01 attributed currency through Public Law 119-124, October 15, 2026, to House materials and used that assertion to connect the 2024 annual-edition text to the later date. |
Each selected House section body freshly read here states currency through Public Law 119-120, October 7, 2026. The supplied chapter-front page displayed no currency statement. The selected 2024 passages match the later section bodies substantively, but October 8–27 currentness, including the asserted October 15 bridge, remains unverified. Conditional coverage is preserved; access failures establish neither a legal amendment nor that P01’s historical observation was false. See P2-C008–C015. US Code+4 |
| 4. Dedicated-account deadline: §4.2, S_SD-P1-C029, E03, and S_SD-P1-S014 |
C029 described return “within seven business days after withdrawal”; E03 omitted the request-based starting point. |
Replace that wording with customer receipt within seven business days of the customer’s request, excluding only funds earned under all applicable conditions in §310.4(a)(5)(i)(A)–(C). E03’s stipulated arithmetic remains unchanged. See P2-C016–C020 and the bounded correction below. eCFR |

CROA correction’s precise effect
P01-C032 may remain a conditional statement supported by the selected 2024 text and corroborated by the section bodies displaying the October 7 cutoff. It should not carry an authenticated October 15—or October 27—currency label on the evidence obtained here. The selected comparisons do not extend to the entire chapter, later public laws, implementing doctrine, or case law. GovInfo+6
4. E03 — Bounded correction, with the original method preserved
These are the supplied hypothetical inputs, not a verified consumer account or approved fee contract.
Plain text
Currency: USD.
Enrollment balances:
A = $4,000
B = $6,000
C = $10,000
Total = $4,000 + $6,000 + $10,000 = $20,000
Total contracted fee assumed for this arithmetic = $4,000.
Method throughout: proportional enrolled-balance allocation.
A allocation:
$4,000 × ($4,000 ÷ $20,000) = $800
Prior A fee, stipulated received only after all A conditions = $300.
Remaining A allocation:
$800 − $300 = $500
Current account:
Unearned funds $1,700
Conditionally earned, untransferred A fee $500
Administrator fee $0
Account total $2,200
All arithmetic is exact; no rounding adjustment is needed. The previous $300 is outside the stated current balance and is not subtracted a second time.
Replacement for E03’s receipt sentence: On the stipulated conditions, the $1,700 must reach the customer by the P2-C017 request-based deadline. The $500 is only the conditional earned-funds exclusion described in P2-C018, not automatic debit permission. eCFR
The $4,000 contracted-fee assumption is retained solely to preserve the example. It establishes neither legal reasonableness nor enforceability, provider authorization, a real withdrawal date, or a calendar deadline.
Two abstract failure branches
Status branch: Treating the pending AG-136 entry as a final-approved retention rule fails the status check. Retain the approval hold; infer no provider permission. South Dakota Official State Homepage
Receipt branch: Initiating a transfer before the deadline but delivering the required funds afterward fails P2-C017. Initiation is not receipt. No actual calendar is assumed. eCFR
5. Four-issue coverage and gap table
| Issue |
Status and claim IDs |
Exact missing evidence or excluded inference |
Bounded next action |
| AG-136 pending status |
Answered correction; later approval unresolved. C001–C003. |
No final-approved generic AG-136 policy with authenticated approval/effective status was established. Provider-specific maintenance and permission are excluded. |
Preserve the qualification. No board-record or provider-file query. Reconsider only upon separately supplied or authorized final generic policy evidence. |
| FY2027 budget pinpoint |
Answered. C004–C007. |
Nothing missing for the requested pinpoint repair. Final-budget correspondence and unique-provider/current-approval interpretations are not established and are outside this correction. |
Replace the locator; retain the figures and cautions. No provider-count arithmetic or entity inquiry. |
| CROA currentness |
Partial. C008–C015. |
Missing: operative section-level or other official legal-update evidence accounting for the period after October 7 through October 27, including the claimed October 15 connection. Front matter and failed pages do not fill it. |
Keep that exact interval held. A later authorized check should target only the four selected statutory bodies and directly relevant official update evidence—not infer currency from a path, index, or snippet. |
| Dedicated-account request/receipt wording |
Answered, conditionally applicable. C016–C020. |
No textual gap for the requested correction. Actual transaction facts, fee entitlement, debit authority, and calendar computation are excluded. |
Replace the temporal wording in §4.2/C029/E03. Preserve the same proportional method and existing legal holds; do not rerun the other seven examples. |
6. Researcher self-check
Actually read: The seven selected PDF pages identified in the source table were visually checked. The four selected House section bodies, the supplied chapter-front page, and the identified eCFR header and clauses were read directly. This was not a review of the complete retention schedule, budget, CROA chapter, or TSR.
Actual failures and limits: S007 records three fresh 404 responses. S004 loaded successfully but supplied no currency statement. The failed preliminary pages were not replaced with search-snippet assertions. The successful section bodies support only their expressly displayed cutoff; the later-period hold remains.
Not performed: No board records, provider files, authorization databases, borrower/account records, case records, or dockets were queried. No contacts, filings, record requests, local artifact writes, or hash verification were undertaken. The coordinator’s supplied capture, review, numeric-check, and model history was not re-verified.
This is a researcher correction self-check, not independent review or qualified legal approval. Every other P01 source gap and state/country/contract hold remains unchanged, as do all parent-state, A066, operational, and publication holds.
END S_SD PASS-02.
