S_NJ PASS-03 — correction to PASS-02 authority overreach
Correction date: October 24, 2026 Pacific.
The coordinator's correction is warranted. PASS-02 overstated what its official-source chain proved. The introduced/pre-filed A3489 text, S1310 second-reprint text, and two-line current-statutes root/version label authenticate what those documents reproduce, propose, and label. They do not, by themselves, authenticate the target §§17:16G-2 and 17:16G-6 as current on October 24, 2026, establish that A3489 had no later movement, or complete the enactment/final-action chain needed to prove that no intervening amendment became law.
PASS-03 therefore downgrades rather than closes those issues. No contrary enactment is asserted.

Downgrade. Old wording—“No material 2026 enacted amendment adding ordinary for-profit debt adjusters to current §17:16G-2 was verified; A3489 is expressly introduced/pending, not enacted”—went too far insofar as it implied closure through October 24. Replace with: “The checked official A3489 introduced-version text proposed adding for-profit debt adjusters to the §17:16G-2 baseline reproduced in that bill. No enacted amendment affecting §17:16G-2 was verified in the bounded official sources actually read in PASS-02. The current October 24, 2026 section text and complete 2026 amendment/final-action chain remain unresolved.” |
| S_NJ-P2-C005 |
Downgrade. Replace “proposal language rather than authenticated current law” as a current-law conclusion with: “A3489's introduced version presents proposed §17:16G-6(d) language. That document alone does not establish the October 24, 2026 status of the target section or prove no later bill movement/enactment.” |
| S_NJ-P2-C006 |
Partially retain / materially narrow. PASS-02 did establish from the Legislative Digest that S1310 passed both houses and was sent to the Governor. Delete the further inference that “no resulting amendment … became authenticated current law” based on the later A3489 introduction and statutes-root metadata. Replace with: “S1310 passed both houses and was sent to the Governor. PASS-02 did not obtain the complete official gubernatorial/final-action/enactment record needed to determine from primary sources whether its proposed amendments became law or otherwise failed.” |
| S_NJ-P2-C010 |
Withdraw closure language. Replace “the current §§2/-6 authentication gap … is materially narrowed/resolved” with: “PASS-02 added official bill-text evidence reproducing baseline language and identifying historical source citations, but it did not authenticate the complete current October 24, 2026 text of §§17:16G-2/-6. The direct-current-text and amendment-chain gaps remain open.” |
B. Opening conclusions corrected
The following PASS-02 conclusions are withdrawn or narrowed:
- Withdraw: that the current §17:16G-2 baseline was authenticated sufficiently to close the current-law question.
- Withdraw: that no material 2026 enacted amendment affecting §§17:16G-2/-6 was established from the combination of A3489, S1310, and the statutes-root update label.
- Withdraw: that current §§17:16G-2/-6 were substantively authenticated even though only bill reproductions plus root-version metadata were read.
- Retain: S1310's official status as passed by both houses and sent to the Governor, because that was directly shown in the Legislative Digest.
- Retain only as bill-document evidence: A3489's introduced text and S1310R2's reproduced/proposed language.
- Retain: no contrary enactment was found in the bounded PASS-02 sources. That is a negative bounded finding, not proof of absence.
No new search is being represented here as having closed those gaps.

A3489's introduced-version text proves what that introduced bill reproduced and proposed; it does not prove the target statutes' complete current text on October 24, 2026. |

High. Document-status correction. |
| S_NJ-P3-C002 |
The S1310 second-reprint text likewise proves the bill's reproduced baseline and proposed amendments, not ultimate enactment or current codification. |
P2 canonical source S_NJ-P3-S003 |
High. |
| S_NJ-P3-C003 |
The Legislature statutes-root statement “updated through P.L.2026, c.50 and J.R.1” identifies the compilation's stated update level but, without readable target-section text or a complete amendment chain, does not authenticate §§17:16G-2/-6 themselves. |
P2 canonical source S_NJ-P3-S001 |
High. |
| S_NJ-P3-C004 |
S1310's passage by both houses and transmission to the Governor is directly established by the official Legislative Digest. Its ultimate gubernatorial/final-action status was not established by the primary record read in PASS-02. |
P2 canonical source S_NJ-P3-S004 |
High for passage/transmission; unresolved thereafter. |
| S_NJ-P3-C005 |
As of this correction, no enacted amendment contrary to the PASS-01 framework is asserted, but absence of enactment has not been proven from the bounded primary sources actually read. |
S_NJ-P3-S001–S004 |
Bounded negative finding only. |
| S_NJ-P3-C006 |
The current October 24, 2026 text of N.J.S.A. 17:16G-2 and 17:16G-6 remains an unresolved authentication item until readable official current section text or a complete official enactment/amendment chain is obtained. |
S_NJ-P3-S001–S004 |
Held. |
| S_NJ-P3-C007 |
A3489's introduced-version URL establishes only that version's status at introduction; it does not establish whether the bill later advanced, was amended, enacted, or died. |
S_NJ-P3-S002 |
High. Later history remains unresolved. |
D. Canonical source register
PASS-02 split portions of the same documents into multiple source rows. For this correction, each document is canonicalized once.
No claim is made that these eight canonical rows are eight independent authorities. S002/S003 are bill texts; S004 is one legislative digest; S005–S008 concern the same Anchor litigation record family.

F. Unaffected open gaps
Nothing in PASS-03 changes the existing holds concerning:
- full current Chapter 3:25 consolidation;
- fee stacking;
- month/income composition and rounding;
- state-only earning, advance-fee, cancellation, refund, or credit rules;
- attorney-affiliation/entity-structure questions;
- named-provider current status;
- agreements, funds, bonds, remedies, collection, limitations, exemptions, secured debt, sector rules, local/tribal issues, contracts, or broader case law;
- Anchor post-May 9, 2025 Supreme Court history.
This correction makes no full-state, publication-readiness, provider-authorization, or A066-acceptance claim.
Self-check
PASS-03 is a correction of PASS-02's inference boundary, not a new merits investigation. I did not relabel previously read sources as fresh visits. The coordinator's separate reading of A3489, S1310R2, and the statutes root is acknowledged as same-coordinator review, not independent review.
The appropriate current position is therefore:
Official bill materials reproduce the historical/current-looking baseline and proposed changes, but the current October 24, 2026 text of §§17:16G-2/-6 and the complete 2026 enactment/final-action chain remain unresolved until stronger primary evidence is read.
END S_NJ PASS-03.
