SettleADebt S_KY PASS-02
Bounded registry retrieval/provenance correction
Actual access date: October 24, 2026, Pacific Time.
Scope: Correction and qualification of PASS-01 S_KY-P1-S015, S_KY-P1-C034, and Section 5.3 only.
The original PASS-01 report and all IDs remain preserved. This correction does not rerun or alter the Kentucky classification, registration, fee, timing, CPI-hold, or noncustodial-fee-cap research.
1. Correction to S_KY-P1-C034 and Section 5.3
Exact claim correction
| Item |
PASS-01 text or characterization |
PASS-02 qualification/replacement |
| S_KY-P1-C034 assertion |
“Kentucky’s public registry is a lookup aid but has conflicting rendered and extracted dates/counts and cannot alone prove current named-provider authorization.” |
Preserved, with provenance qualification: Kentucky’s public registry remains a lookup aid that cannot alone prove current named-provider authorization. PASS-01 observed conflicting representations associated with the same literal PDF URL, but the available evidence does not establish that those representations came from one byte-identical PDF asset. |
| S_KY-P1-C034 confidence statement |
“High confidence regarding the observed conflict; current individual files were not obtained.” |
Replace with: High confidence that materially different retrieval representations were observed. The cause is unresolved because no byte hash, ETag, Last-Modified value, exact response timestamp, content-length comparison, or retained binary identity was available. It is therefore not established that a single PDF internally contained both versions. |
| Section 5.3 characterization |
“The file has a material internal integrity problem.” |
Withdraw and replace: Retrievals associated with the same literal URL yielded materially different text and rendered-page representations. This is an observed retrieval-representation or version mismatch, not proven evidence of an internal defect in one byte-identical file. Possible explanations include caching, URL-over-time replacement, or different derivative-generation paths, but none was verified. |
| Named-provider consequence |
Public PDF insufficient for conclusive provider authorization. |
Unchanged: Neither observed version, by itself, establishes a provider’s effective registration dates, expiration, correct legal entity or DBA, approved or disclosed fee schedule, discipline status, contract authorization, or possession of the Division’s required written confirmation. |
Replacement Section 5.3 text
The Kentucky Attorney General publishes a “Registered Debt Adjusters” PDF at a stable literal URL. On October 24, 2026, the public-web text representation retrieved in this Chat identified both pages as updated October 19, 2026, reported a total of 37 debt adjusters, and repeated Money Management International. Screenshots generated from the PDF retrieval associated with that URL instead displayed March 30, 2026 on page 1, August 24, 2026 on page 2, a total of 36, and a repeated North Seattle Community College Foundation entry. Kentucky Agriculture+2
Those observations establish a material representation or version mismatch, but they do not prove that one byte-identical PDF internally contained both versions. The same literal URL can serve different assets over time or through different cache and rendering paths. No retained binary, cryptographic hash, ETag, Last-Modified header, exact response timestamp, or other byte-level identifier was available to resolve the cause.
The Attorney General’s landing page independently states that the list does not constitute an endorsement. Regardless of which observed registry representation was current at a particular instant, the list alone is not conclusive evidence of a named provider’s effective registration period, legal-entity coverage, fee authorization, disciplinary status, contract compliance, or written registration confirmation. Kentucky Agriculture
2. Corrected source register
| Source ID |
Issuer, title, and literal URL |
Actual read method and date |
What was actually observed |
Version or asset-identity status and limits |
| S_KY-P1-S014 — retained |
Kentucky Office of the Attorney General, “Debt Adjusters.” https://www.ag.ky.gov/Resources/Consumer-Resources/Consumers/Debt-Adjusters/Pages/default.aspx |
Own public-web HTML read, October 24, 2026 PT |
The page links to the registered-adjusters PDF and states that the list does not constitute an endorsement by Kentucky or the Attorney General. Kentucky Agriculture |
HTML page read successfully. No exact clock timestamp, response headers, archived snapshot ID, or page-version identifier was exposed. |
| S_KY-P1-S015 — retained; text representation |
Kentucky Office of the Attorney General, “Registered Debt Adjusters.” https://www.ag.ky.gov/Resources/Consumer-Resources/charity/Documents/debtAdjusters.pdf |
Own public-web PDF text extraction, October 24, 2026 PT |
The retrieval was identified as a two-page PDF. Extracted text showed “Updated: 10/19/2026” on page 1 and again at the page transition for page 2; “Total Debt Adjusters = 37”; and two Money Management International entries. Kentucky Agriculture |
No PDF bytes, cryptographic hash, ETag, Last-Modified header, content length, or exact retrieval time was exposed. The text representation cannot be proven byte-identical to the rendered representation below. |
| S_KY-P1-S015 — retained; rendered representation |
Same issuer, title, and literal URL as above |
Own screenshots of pages 1 and 2 from the PDF retrieval, October 24, 2026 PT |
Rendered page 1 displayed “Updated: 3/30/2026.” Rendered page 2 displayed “Updated: 8/24/2026,” repeated North Seattle Community College Foundation, and reported “Total Debt Adjusters = 36.” Kentucky Agriculture+1 |
The screenshots were generated from the PDF retrieval associated with the same URL, but the tool did not expose byte-level identity sufficient to prove that the screenshot renderer and text extractor processed the same binary revision. |
| S_KY-P2-S001 — coordinator-supplied provenance record |
Coordinator’s October 24, 2026 retrieval observations for the same Attorney General PDF URL |
Supplied in the PASS-02 instruction; not independently reproduced beyond the public-web reads described above |
Coordinator’s fresh public-web text showed October 19, 2026 on both pages, total 37, and repeated Money Management International. Coordinator reported that an ordinary direct download first encountered a sandbox DNS failure and then returned HTTP 403; no binary or rendered-page images were obtained through that route. |
This is an attributed retrieval record, not an additional primary publication. No response body, exact timestamp, headers, hash, or retained asset was supplied. It corroborates the October 19 text representation but does not resolve asset identity or disprove the PASS-01 image observation. |
Provenance disposition
The most defensible characterization is:
Plain text
Same literal URL: Established
Different text/rendered observations: Established
Same byte-identical PDF asset: Not established
Single-file internal defect: Not established
Cache/version/derivative mismatch: Plausible, but cause unresolved
Current named-provider authorization: Not established from the list alone
3. Corrective claim table
| Corrective claim ID |
Precise corrective assertion |
Sources or provenance |
Conditions and confidence limits |
| S_KY-P2-C001 |
PASS-01 established that different retrieval representations were associated with the same literal registry URL; it did not establish an internal contradiction within one byte-identical PDF. |
S_KY-P1-S015 text and rendered representations. Kentucky Agriculture+2 |
High confidence as to the observed representations; asset identity unresolved. |
| S_KY-P2-C002 |
The public-web text representation read on October 24, 2026 showed October 19, 2026 on both pages, total 37, and a repeated Money Management International entry. |
S_KY-P1-S015 text representation, page-transition/date and lines reporting duplicate and total. Kentucky Agriculture |
High confidence for what that extraction returned; not proof that every direct download or renderer received the same asset. |
| S_KY-P2-C003 |
The rendered screenshots obtained on October 24, 2026 showed March 30, 2026 on page 1, August 24, 2026 on page 2, total 36, and a repeated North Seattle Community College Foundation entry. |
S_KY-P1-S015 rendered representation. Kentucky Agriculture+1 |
High confidence for the visible screenshots; not proof of when their underlying binary was fetched or generated. |
| S_KY-P2-C004 |
No available hash, ETag, Last-Modified value, exact response time, retained binary, or equivalent identifier links the text and image observations to one byte-identical asset. |
Tool-output limitations and S_KY-P2-S001 coordinator record. |
High confidence that those identifiers were not available in the reviewed records. No negative claim is made about what the Attorney General’s server may internally retain. |
| S_KY-P2-C005 |
Cache divergence, URL replacement, and different extraction/rendering derivatives are possible explanations, but the evidence does not select among them. |
C001-C004. |
Inference only; cause explicitly unresolved. |
| S_KY-P2-C006 |
The coordinator’s October 19/37/MMI public-text observation is consistent with this Chat’s text extraction, while the failed direct-download route supplied no binary evidence capable of resolving the rendered-version discrepancy. |
S_KY-P2-S001; S_KY-P1-S015 text representation. Kentucky Agriculture |
Coordinator observation is attributed, not independently reproduced as an ordinary downloaded file. |
| S_KY-P2-C007 |
Original S_KY-P1-C034 remains substantively valid only after replacing “internal integrity problem” with “retrieval-representation/version mismatch, cause unresolved.” |
C001-C006. |
This is the controlling PASS-02 qualification to C034. |
| S_KY-P2-C008 |
The registry remains nonconclusive for named-provider status even after the provenance correction because the Attorney General disclaims endorsement and the list does not supply all registration-confirmation, expiration, entity, fee, discipline, or contract records. |
S_KY-P1-S014; qualified C034. Kentucky Agriculture |
High confidence regarding the list’s stated nonendorsement and documentary limits. No allegation of provider misconduct is made. |
4. Coverage and disposition patch
| PASS-01 coverage item |
Corrected PASS-02 disposition |
Effect on original report |
| Public provider lookup |
Partial and nonconclusive. The registry’s provenance issue is now characterized as an unresolved retrieval-representation/version mismatch, not a proven internal defect in one file. |
Replace only the stated reason for caution. The lookup-status conclusion remains unchanged. |
| Named provider’s current registration |
Remains unresolved without an applicable written registration confirmation or equivalent authoritative individual record. |
Unchanged. |
| Registration effective and expiration dates |
Not established by either observed registry representation alone. |
Unchanged. |
| Correct legal entity, affiliate, or DBA coverage |
Not established merely because a similar name appears on a list. |
Unchanged. |
| Authorized or disclosed fee schedule |
Not shown by the registry list. |
Unchanged. |
| Discipline, suspension, withdrawal, or later status change |
Not resolved by the list alone. |
Unchanged. |
| Contract or service-model authorization |
Appearance on the list does not establish that every contract term, service model, representation, or fee is lawful. |
Unchanged. |
| Attorney General endorsement |
Expressly disclaimed on the landing page. Kentucky Agriculture |
Unchanged. |
| CPI-adjusted current fee amounts |
Still expressly held; not investigated in PASS-02. |
Unchanged. |
| Noncustodial unsecured-settlement fee ceiling |
Still expressly held; not investigated in PASS-02. |
Unchanged. |
| Other Kentucky state categories and extensive-case-law coverage |
Remain open as stated in PASS-01. |
Unchanged; no state or A066 acceptance by implication. |
5. Researcher self-check
Actually accessed in this correction
- The Attorney General’s debt-adjuster landing page was read as public HTML on October 24, 2026. Its nonendorsement statement was confirmed. Kentucky Agriculture
- The literal registry PDF URL was opened once through the regular public-web tool. Its text representation was read as a two-page PDF showing the October 19, 2026/37/MMI version. Kentucky Agriculture
- Both pages were visually inspected through screenshots generated from that PDF retrieval. Those screenshots showed the March 30/August 24/36/North Seattle version. Kentucky Agriculture+1
- The coordinator-supplied October 24 retrieval record was preserved separately from this Chat’s own reads.
Not verified
- No ordinary downloadable PDF binary was obtained or retained in this correction.
- No cryptographic hash, ETag, Last-Modified header, content length, exact clock-time response record, cache identifier, or server-side revision history was available.
- It was not verified that the text extractor and screenshot renderer processed one byte-identical asset.
- It was not determined whether the discrepancy resulted from caching, file replacement at the stable URL, a stale rendering derivative, or another retrieval-layer cause.
- The coordinator-reported DNS failure and later HTTP 403 were not independently repeated.
- No provider’s individual registration file, written confirmation, expiration, fees, discipline, contract, or operating authority was examined.
- No allegation of misconduct is made against the Attorney General, a provider, or any other person.
- No other Kentucky PASS-01 issue was researched or revised.
- This is a bounded corrective review, not an independent review, state acceptance, publication action, or claim of local file creation.
Controlling correction: In PASS-01, read “material internal integrity problem” as “material retrieval-representation or version mismatch associated with the same literal URL; byte identity and cause unresolved.” All named-provider evidentiary holds remain.
END S_KY PASS-02.
