Focused component: public federal instructions for prioritizing payments outside a formal program

The supported educational framework separates three decisions: managing the timing of money, weighing consequences during a shortage, and directing extra payments after minimums are covered. The CFPB’s debt-reduction comparison addresses the third decision; its bill-prioritization tool addresses the second. Neither supplies an operative legal priority or a creditor’s payment-allocation rule. See C001, C003–C011, C018–C024 and C029–C034 below. files.consumerfinance.gov+2

This record contains the substantive findings, source and claim registers, comparison, blank worksheet, qualitative branches, conditional calculation, coverage table and failure log.

Material limitations remain visible:

  • Environment provenance: I cannot verify the requested regular-Chat-only or GPT-6 Pro provenance. The available tooling includes an execution-based workspace. This response therefore does not establish compliance with that owner requirement.
  • PDF evidence: The selected short PDFs were read in parsed text. Screenshot requests returned image placeholders without viewable pixels. No visual inspection or certification of unseen form content is claimed.
  • Other federal supplementation: The FDIC candidate PDF timed out twice; its curriculum page returned a forbidden response. Search excerpts were not adopted as substantive evidence.
  • Scope: No actual financial facts, identifying entries, private documents, account access, contacts, applications or payments were used. No prior research chat or Library report supplied the foundation. All parent holds remain in place.

There is no component, parent, operational or publication acceptance, and no independent-review claim.

Source-status conclusions

A currently working agency link establishes that the displayed material was publicly retrievable during this access session. It does not establish that every sentence has been recently reconsidered, that an undated PDF was issued on the landing page’s modification date, or that educational material has legal effect. Those distinctions govern C001–C002 and B016.

The archived articles and their linked PDFs are retained because they clarify wording relevant to this component. They are not described as withdrawn, formally superseded, or newly issued without evidence of that status.

The instruction is stated once here. Later tables refer back to these claims so that a comparison, branch or coverage entry does not silently broaden the underlying text.

3.1 Status, strategy selection and prerequisites

Claim ID Type Atomic finding and exact conditions Evidence and exact location
R032-P1-C001 E/R The toolkit expressly presents consumer education, not legal advice or regulatory guidance. R032-P1-C003 E S002’s two strategies concern budget money available beyond minimums; both descriptions start after all minimum payments. S002 p.1/index 0 introductory condition; p.2/index 1 description row. files.consumerfinance.gov
R032-P1-C004 E Smallest-balance-first directs the extra payment to the smallest outstanding debt. S002 p.2/index 1, left description column. files.consumerfinance.gov

R032-P1-C006 E Numerous small debts may yield earlier visible progress in the number eliminated. S002 p.2/index 1, left advantage row. This is conditional educational framing. files.consumerfinance.gov
R032-P1-C007 E Leaving larger, costly debts outstanding may increase total cost. S002 p.2/index 1, left disadvantage row, expressly mentioning interest and fees. files.consumerfinance.gov
R032-P1-C008 E The rate-first column presents lower overall cost as its advantage. S002 p.2/index 1, right advantage row. Limits on converting this into a general theorem appear in C049. files.consumerfinance.gov
R032-P1-C009 E A large first target may make progress feel slow. S002 p.2/index 1, right disadvantage row. No measured psychological effect is supplied there. files.consumerfinance.gov
R032-P1-C010 E/R CFPB suggests a motivating method and declares neither generally better. That is not a claim of equal mathematical cost. S002 p.1/index 0, concluding introductory paragraphs. files.consumerfinance.gov
R032-P1-C011 E After payoff, both current columns add the extra amount to the next target’s minimum. S002 p.2/index 1, description row. Do not silently substitute a detailed constant-budget convention for this wording. files.consumerfinance.gov
R032-P1-C012 E The older linked worksheet explicitly redirects the entire former payment—monthly plus extra to the next debt. S013 PDF p.212/index 1, Step 3. The article also describes redirecting freed money. files.consumerfinance.gov+1
R032-P1-C013 E/R The older worksheet’s rate-first explanation expressly refers to unsecured debt. Its wording is narrower than the current comparison. S013 PDF p.211/index 0, rate-first paragraph. This is a text distinction, not a finding about any debt’s security. files.consumerfinance.gov
R032-P1-C014 E The debt log identifies balances, payment amounts, rates, dates, fees and relevant terms as information needed for planning. S004 pp.1–2/indexes 0–1, introduction and document-information list. No listed private source was accessed. files.consumerfinance.gov

3.2 Shortage triage and consequences

Claim ID Type Atomic finding and exact conditions Evidence and exact location
R032-P1-C018 E When everything cannot be paid, S003 directs attention to consequences rather than the most persistent demand. S003 p.1/index 0, introductory paragraphs; p.2/index 1, instruction 2. files.consumerfinance.gov
R032-P1-C019 E Work-related entries include transportation, equipment/uniform and childcare; vehicle loss is linked to earning-capacity risk. S003 p.2/index 1, job-related group. files.consumerfinance.gov
R032-P1-C020 E Insurance entries include vehicle, health and home/renters coverage; the tool flags loss-of-protection concerns. S003 p.2/index 1, insurance group. files.consumerfinance.gov
R032-P1-C021 E Housing entries include rent, mortgage, property taxes and utilities; text flags rental displacement and service interruption. S003 p.3/index 2, housing group. files.consumerfinance.gov
R032-P1-C022 E Other entries include cards, student/payday loans, child support and court fines/fees. Card warnings and court consequences remain general. S003 p.3/index 2, other-obligation group. files.consumerfinance.gov
R032-P1-C023 R The grid does not establish a fixed category hierarchy or source-complete eviction, foreclosure, repossession, disconnection, tax, incarceration or lawsuit rule. Scope limit of S003’s listed examples and consequence paragraphs, read together with C001.
R032-P1-C024 E/R The tool suggests explaining a payment difficulty and discussing help. Its acknowledgment that shortages can cause missed payments is not an individualized missed-payment recommendation. S003 p.1/index 0, introduction and final next-step paragraph. No contact occurred. files.consumerfinance.gov

3.3 Income, spending, cash flow, scheduling and relief discussions

Claim ID Type Atomic finding and exact conditions Evidence and exact location
R032-P1-C025 E Track net receipts by week and distinguish regular, irregular, seasonal and one-time income. S005 p.1/index 0; p.2/index 1, instructions and net-income definition. files.consumerfinance.gov
R032-P1-C026 E/R Some benefits have purpose restrictions; combining their values in a tracker does not make them freely interchangeable cash. S005 p.1/index 0; S008 p.1/index 0. No benefit rules or eligibility were resolved. files.consumerfinance.gov+1
R032-P1-C027 E S006 favors a month of spending observations, while allowing one or two weeks as a starting fallback. S006 p.1/index 0, introduction and analysis instruction. This does not erase S008’s fuller-history instruction. files.consumerfinance.gov
R032-P1-C028 E/R Spending categories include living costs, debt payments and saving. Category membership alone does not establish that an expense is dispensable. S006 pp.1–3/indexes 0–2, trend instruction, category descriptions and grid. files.consumerfinance.gov
R032-P1-C029 E Calendar instructions include recurring and automatic bills, payment timing, and expected income timing. S007 current extract pp.1–2/indexes 0–1. files.consumerfinance.gov
R032-P1-C030 E/R Published planning suggestions differ: current prose gives seven days for mail and two or three for online/in-person; its grid says three online. The related calendar says two online. None establishes actual posting performance. S007 current p.1/index 0 and p.2/index 1; related calendar index 0. These are source suggestions, not adopted deadlines. files.consumerfinance.gov+1
R032-P1-C031 E S008 calls for at least a month’s tracking, then carries opening resources plus inflows minus outflows, including saving, into the next week. S008 pp.1–3/indexes 0–2, instructions and grid. files.consumerfinance.gov
R032-P1-C032 R A positive aggregate worksheet balance is not proof that every amount is liquid, unrestricted or available for debt acceleration. Avoid double-counting opening funds or savings transfers. Accounting interpretation of C026 and C031; actual availability and restrictions remain held.
R032-P1-C033 E Module 5 discusses spreading irregular receipts across future periods and setting realistic targets for controllable changes. S001 full toolkit pp.98–99/indexes 98–99, cash-flow analysis and closing planning paragraph. files.consumerfinance.gov
R032-P1-C034 R A timing mismatch and a sustained deficit differ. Moving an unchanged expense within a period changes timing, not the period’s total resource gap. Accounting inference from C025 and C029–C033. Repeated insufficiency cannot be declared solved by moving calendar entries.
R032-P1-C035 E S009 proposes discussing due-date changes, split payments or smaller periodic payments; it notes possible added payment-plan fees. S009 pp.1–2/indexes 0–1. These are possibilities, not entitlements. files.consumerfinance.gov
R032-P1-C036 E It also proposes accumulating money for known periodic bills; the automatic-saving example assumes regular income and a suitable payment vehicle. S009 p.3/index 2, periodic-payment saving row. No product recommendation is adopted. files.consumerfinance.gov
R032-P1-C037 E The checklist suggests trying one or two strategies over the coming month and assessing improvement. S009 p.1/index 0, action instructions; p.2/index 1, follow-through instruction. files.consumerfinance.gov
R032-P1-C038 E/R S010 distinguishes drawing a revised calendar from implementing changes and suggests repeating the exercise after a few months. S010 pp.1–2/indexes 0–1. A penciled movement does not alter an obligation. files.consumerfinance.gov
R032-P1-C039 E/R The due-date worksheet describes changes as optional accommodations, potentially subject to requirements. It is not a complete review of independent legal or contractual rights. S014 PDF printed p.6/index 5, Step 3 and closing qualification. files.consumerfinance.gov
R032-P1-C040 E It directs readers to establish effective timing, the next amount due and added costs; an initial changed bill may be larger. S014 PDF printed p.6/index 5, Step 3, instruction 4. files.consumerfinance.gov
R032-P1-C041 E For variable receipts, it uses a confidently expected estimate and discusses setting seasonal receipts aside for later needs. S014 PDF printed p.4/index 3, Step 2, instruction 2 and tip. files.consumerfinance.gov
R032-P1-C042 E For credit-card minimum-payment difficulty, CFPB suggests assessing income/expenses and explaining the shortfall, affordable amount, resumption expectation, requested payment and duration. S015 headings 1–2 and introductory paragraphs. This is category-specific discussion preparation. Consumer Financial Protection Bureau
R032-P1-C043 R A proposal is not evidence of approval, effective modification, waived fees, paused enforcement or an altered minimum. Inference from the request/implementation distinction in C038–C042. No actual agreement exists in this record.

3.4 Reserves, comparison limits and review

Claim ID Type Atomic finding and exact conditions Evidence and exact location
R032-P1-C044 E S012 describes reserves for unplanned expenses; the amount depends on circumstances and relevant unexpected costs. It does not prescribe one universal amount. S012 sections defining the fund and discussing its size. Consumer Financial Protection Bureau
R032-P1-C045 E Its suggestions include monitoring progress, adjusting saving when income changes, checking balances before automatic transfers, and rebuilding after use. S012 saving-habit, automatic-saving and use sections. No automatic-transfer entitlement or cancellation rule is established. Consumer Financial Protection Bureau
R032-P1-C046 E/R S011 divides a chosen savings goal by available weeks to set a planning target. The chosen goal is an input, not a universal emergency-fund requirement. S011 pp.1–2/indexes 0–1, target instructions. No return or interest calculation is implied. files.consumerfinance.gov
R032-P1-C047 R A reserve designation does not establish legal exemption, protection from collection, benefit treatment or unrestricted access. Scope limit of C044–C046 and C001; those separate authorities were not researched.
R032-P1-C048 R Maintaining a freed payment and spending it create different future payment budgets. A comparison holding payments constant cannot be carried over unchanged. Logical condition underlying C012 and the stipulated model in §6.
R032-P1-C049 R The educational cost comparison is not a complete optimization theorem for changing rates, promotions, fees, timing differences or contract-specific mechanics. Limits of the complete S002 and S013 instructions; M001–M003 establish only one conditional example.
R032-P1-C050 R The selected instructions do not establish national causal superiority, a quantified success rate or an individual adherence prediction. Motivational language remains educational. C006, C009–C010; S013 strategy discussion. No new studies were retrieved or analyzed.
R032-P1-C051 R Choosing a debt to receive extra money does not determine a creditor’s application among principal, interest, fees or balance segments, or any re-amortization. The distinction between consumer planning in S002/S013 and the expressly held contractual/legal allocation questions.
R032-P1-C052 R Equal stated rates leave the rate-ranking criterion tied. Identical total costs cannot be inferred without matching other relevant terms. Limits of C005 and C049; no tie-break rule was established by the selected comparison.
R032-P1-C053 R Continued ability to fund a plan is a feasibility assumption, not a demonstrated fact or a universal fixed-income prerequisite. S002’s budget condition, C025/C033 and C045. No agency-defined adherence threshold was established.
R032-P1-C054 R Minimizing modeled interest and preserving essential needs are different objectives and constraints. Success on one does not establish success on the other. Comparison of C003–C011 with C018–C024; model excludes essential-needs consequences.
R032-P1-C055 E/R Explicit reviews appear in C016, C037, C038 and C045. Reconsidering a plan after changed rates, fees, resources or agreement terms is an additional analytical review trigger here—not a quoted mandatory agency interval. S004, S009, S010, S012; inference clearly separated from their stated review suggestions.

3.5 Mathematical and evidence-status claims

Claim ID Type Atomic finding and exact conditions Evidence
R032-P1-C056 M The model stipulates two balances, constant per-period rates, a fixed available payment budget, artificial minimums, interest-before-payment ordering, cent rounding and immediate reallocation. Complete assumptions in §6; these are not agency or contractual rules.
R032-P1-C057 M Under those assumptions, smallest-first produces 2.41 u interest and 62.41 u payments. M001, every period shown below.
R032-P1-C058 M Under the same assumptions, highest-rate-first produces 2.06 u interest and 62.06 u payments. M002, every period shown below.
R032-P1-C059 M In this construction, highest-rate-first costs 0.35 u less; smallest-first closes its first bucket one period earlier. Both finish in period 3. M003 and M001–M002.
R032-P1-C060 R Those results demonstrate neither a universal ranking nor motivation, adherence, legal suitability or actual savings. Limits of C056–C059; no empirical sample or actual contract is modeled.
R032-P1-C061 O Parsed text was available for the selected CFPB PDFs. Requested screenshots did not deliver viewable pixels. Failure log F008–F009. No visual or whole-document claim beyond recorded bounds.
R032-P1-C062 O The FDIC candidate was not a completed primary-body read and supports no adopted instruction here. S016; F006–F007.
R032-P1-C063 O/R No actual affordability, validity, status, payment, contract, hardship, exemption or suitability finding is possible from this record. No actual facts were supplied or collected; the owner’s parent holds remain operative.

4. Source-linked decision comparison

“Snowball” follows the terminology of S013. “Avalanche” is used here only as shorthand for the highest-interest-first column, not as a separate agency instrument.

Decision approach Question it answers Necessary information or assumptions Source-supported treatment What it cannot establish
Smallest-balance-first / snowball Which otherwise affordable debt receives extra money first? Comparable remaining balances; minimums; a genuinely available extra-payment amount; workable continuation assumptions. C003–C004, C006–C007, C010–C012; S002 p.2 and S013 worksheet Steps 1–3. files.consumerfinance.gov+1 A best national method; measured motivation; lowest cost in every case; safety of diverting money from essentials.
Highest-interest-first / avalanche shorthand Which extra-payment target serves an interest-cost objective? Rates and their applicable periods; balances; minimums; fees and rate-change terms; allocation and timing assumptions. C003, C005, C008–C011; S002 p.2. The historical wording’s unsecured qualification is C013. files.consumerfinance.gov+1 A complete optimizer for every contract; an instruction to disregard security or legal status; an actual allocation rule.
Consequence-based bill triage What needs protection when available resources cannot cover everything? The obligations involved; essential-needs and earning-capacity dependencies; applicable consequence evidence; timing and uncertainty. C018–C024; S003 pp.1–3. files.consumerfinance.gov A fixed federal hierarchy, immunity, a safe missed-payment interval, or an actual legal outcome.
Cash-flow-calendar management Is money unavailable at the needed time, and would an authorized timing change help? Opening usable resources, expected receipts, outflows, due dates, processing information and actual change terms. C025–C041; S005, S007–S010 and S014. files.consumerfinance.gov+2 That rearranging dates cures a sustained deficit; that a proposed date is effective; that published planning buffers guarantee timely credit.
Reserve and periodic-expense planning How should unplanned shocks and known future bills be represented before treating money as extra? A chosen purpose, available resources, uncertainty and access restrictions. C036, C044–C047; S009, S011–S012. files.consumerfinance.gov+2 One required reserve amount, protected status, a universal debt-versus-saving ratio, or assured access to funds.

How the decisions fit together

The following is a research synthesis, not an agency-issued universal sequence:

  1. Describe the evidence before ranking. A balance ranking needs balances; a rate ranking needs rates; an affordability claim needs the relevant amounts and timing. Missing inputs remain unknown rather than becoming zeros. This follows C014–C017 and C025–C032.
  2. Identify which question is active. A shortage affecting essentials belongs to the triage inquiry. A mismatch between receipt and payment timing belongs to the cash-flow inquiry. Extra-payment ranking becomes meaningful only when its funding assumptions are supportable. This follows C003, C018 and C034.
  3. Keep proposals separate from operative arrangements. A suggested lower payment or new date is not evidence that anything changed. This follows C038–C043.
  4. Compare strategies under the same assumptions. A constant-budget illustration cannot establish the result after freed money is spent, a promotion expires or a payment is applied differently. This follows C048–C053.
  5. Reassess changes without inventing a universal interval. The sources contain several review suggestions; the additional analytical triggers are identified separately in C055.

This sequence does not instruct any actual person to pay, miss, defer, acknowledge or negotiate an obligation.

5. Wholly blank audit worksheet

Researcher-created blank schema; not an official CFPB form or a populated financial plan. The supporting field concepts are C014–C017, C025–C043 and C044–C055. Every response cell is intentionally empty. An empty cell means neither zero nor confirmed validity.

The official tools sometimes contain preset demonstration entries. None is imported here. No names, contact information, account numbers, identifiers or actual dates are requested.

6. Fully worked conditional mathematical illustration

6.1 Why this illustration is included

The construction tests a narrow distinction underlying C006–C008: earlier elimination of one balance and lower total interest need not select the same payment order.

It is a conditional mathematical model, not an actual creditor contract, APR model, quote, legal allocation, forecast, empirical result or personalized recommendation. The agency sources motivate the comparison; they do not supply the following numerical conventions.

6.2 Complete stipulated assumptions — C056

Assumption Stipulation
Buckets Abstract buckets A and B only. No party, account or creditor is represented.
Units u, an abstract monetary unit. Computations are rounded to 0.01 u.
Initial balances A = 20.00 u; B = 40.00 u. Total = 60.00 u.
Rates A = 0.01 per period; B = 0.03 per period, constant throughout. These are not annual rates.
Available payment budget 30.00 u per period, stipulated to be available for these two buckets. Actual affordability is not inferred.
Other needs Housing, living expenses, reserves, legal consequences and all other obligations are outside the calculation. Their adequacy is not proved.
Interest convention At each period’s start, interest equals the opening balance multiplied by that bucket’s rate. Interest is added before any payment.
Rounding Each bucket’s interest is rounded separately to the nearest 0.01 u, with halves rounded upward. Rounded balances carry forward.
Model minimum For each bucket, the minimum is the lesser of 5.00 u or its entire balance after that period’s interest. This is an artificial model rule.
Payment ordering First satisfy both model minimums. Then allocate the remaining period budget according to the selected strategy.
Smallest-first ordering Rank remaining positive balances after minimums, smallest first. No unresolved tie occurs here.
Rate-first ordering Target B while it remains positive because its rate is higher; then target A.
Payoff and reallocation Cap each payment at the remaining balance. Reallocate unused extra immediately within the same period. A paid-off bucket accrues no later interest.
Freed payment Keep the total available budget at 30.00 u until both buckets are paid. Do not reduce it when one bucket closes.
Final period Pay only the amount needed to reach zero. Record unused budget; do not invent another debt or use for it.
Excluded mechanics No fees, new borrowing, rate changes, promotions, penalties, payment delays, grace periods, balance segments, tax effects or external cash flows.

For bucket jjj and period ttt:

Ij,t=Round⁡0.01 ⁣(rjBj,t−1)I_{j,t}=\operatorname{Round}{0.01}!\left(r_jB{j,t-1}\right)Ij,t=Round0.01(rjBj,t−1)Dj,t=Bj,t−1+Ij,t,mj,t=min⁡(5.00,Dj,t)D_{j,t}=B_{j,t-1}+I_{j,t}, \qquad m_{j,t}=\min(5.00,D_{j,t})Dj,t=Bj,t−1+Ij,t,mj,t=min(5.00,Dj,t)The amount available for extra payments is:

30.00−∑jmj,t30.00-\sum_j m_{j,t}30.00−j∑mj,tAfter applying the selected extra-payment order, each closing balance is:

Bj,t=Dj,t−mj,t−ej,tB_{j,t}=D_{j,t}-m_{j,t}-e_{j,t}Bj,t=Dj,t−mj,t−ej,tAll pairs in the tables are (A, B) and all monetary figures are in u.

This calculation establishes C057–C059 only under C056. It supplies no universal savings percentage, universal consumer ranking, actual payment-allocation rule or evidence that either method will be followed.

7. Substantive qualitative branches and granular branch coverage

The following twenty branches provide the required Question 5 branch-level coverage. Each contains the governing instruction or bounded inference, evidence links through claim/source IDs, missing evidence, an adverse inference to avoid, and a next permissible inquiry.

All next inquiries are generic and public. Where the missing issue is legal or contractual, it remains held; identifying that inquiry does not authorize an actual-person investigation or execute the parent component.

Branch ID and condition Status and supported instruction Missing evidence Adverse inference to avoid Exact permissible next public instruction/law inquiry
R032-P1-B001 — Balance, rate or minimum unknown Answered as a missing-input branch; actual ranking unresolved. Apply C014–C015 and the C003 prerequisite. S004 pp.1–3; S002 pp.1–2. Reliable remaining amounts, comparable rate periods, required payments, fees and relevant terms. Treating unknown as zero; substituting original principal for current balance; calculating a minimum from an invented percentage. Re-read S004’s document-information list and identify which evidence category would establish each input. Public education cannot supply the absent actual values.
R032-P1-B002 — All minimums affordable versus a cash shortfall Answered generically. C003 and C018 address different conditions. S002 p.1/p.2; S003 p.1. Resources available when needed, essentials, required amounts and uncertainty. Declaring an “extra” payment while another required or essential outflow is unfunded; applying an acceleration ranking as a shortage rule. Compare S002’s entry condition with S003’s shortage instructions and S008’s timing grid. Ask: does the evidence support an extra-payment pool at all?
R032-P1-B003 — Fluctuating income versus predictable receipts on inconvenient dates Answered generically. Use C025, C033 and C041. S005 pp.1–2; S001 pp.98–99; S014 p.4. Receipt variability, confidence in estimates, seasonal gaps and usable opening resources. Treating an uncertain future receipt as guaranteed; assuming a date change makes income predictable. Examine the regular/irregular/seasonal distinctions in S005 and the confident-estimate instruction in S014. Ask which uncertainty survives a calendar adjustment.
R032-P1-B004 — High-consequence obligation unknown Partial; consequence category can be identified, actual consequence unresolved. C019–C023; S003 pp.2–3. Which essential or earning function is involved; applicable terms, status, triggers and jurisdictional protections. Assuming every listed obligation has the same consequence, or that the grid supplies a safe delay. Ask which consequence the relevant S003 category actually flags. A source-complete legal analysis of triggers, notice and procedure would require a separately scoped public-law inquiry.
R032-P1-B005 — Disputed amount or debt validity unknown Unresolved. C017 and C051 prevent an inventory or payment-order tool from resolving the dispute. Basis of the claim, accuracy, responsibility and applicable dispute rules. Treating the agency’s generic wording about paying bills as proof that an alleged debt is valid. Inspect the current generic verification/dispute instructions linked from S001’s debt-collection tools, without entering an identifier. Any legal effect of payment or acknowledgment remains separately held.
R032-P1-B006 — Time-barred status unknown Unresolved. C001, C017 and C063; no limitations-law finding was made. Applicable jurisdiction, claim type, governing law and legally relevant events. Inferring enforceability, unenforceability, revival, immunity or a safe payment/contact action from a repayment worksheet. A separately scoped generic public-law inquiry would ask how the applicable jurisdiction treats limitations and relevant acts. Do not search a person, case or account to answer it here.
R032-P1-B007 — Secured or priority status unknown Unresolved. C013 preserves the older worksheet’s unsecured condition; C023 preserves the limits of triage categories. Security terms, collateral connection, legal classification and any applicable priority regime. Treating a generic category label as proof of security; importing educational order into bankruptcy or enforcement priority. Compare S013’s limited wording with S003’s consequence categories. A legal-priority or security inquiry requires its own public authorities and remains held.
R032-P1-B008 — Temporary-relief proposal versus actual agreement Answered as a distinction; actual relief unresolved. C039–C043; S014 p.6 and S015 sections 1–2. Acceptance, effective timing, required amount, duration, fees, interest and other operative terms. Assuming a request changes the minimum, stops charges, postpones enforcement or guarantees accommodation. Read S014 Step 3’s effective-date/amount/cost questions and S015’s discussion-preparation list. Ask what evidence would distinguish a proposal from an effective arrangement.
R032-P1-B009 — Variable/promotional rate or fees Unresolved beyond the generic comparison. C007–C008 and C049. Rate schedule, applicable balances, promotion conditions, fees and payment timing. Ranking only today’s headline rate and announcing lifetime savings; treating all fees as proportional interest. Ask whether the selected strategy text supplies the missing cost mechanics—it does not. Any further generic product disclosure inquiry must identify those mechanics without a provider or account lookup.
R032-P1-B010 — Extra-payment allocation unknown Unresolved. C051; S002/S013 describe target selection, not application mechanics. Rules for principal, accrued charges, balance segments, prepayment and subsequent required payments. Assuming extra always reduces principal immediately, satisfies a future minimum, or causes re-amortization. Frame a separate generic product-law/contract-authority inquiry: what governs application of extra payments for that product type? Do not infer the answer from the strategy name.
R032-P1-B011 — Freed payment retained versus spent Answered conditionally. C011–C012 and C048; S013 Step 3 is explicit about the whole former payment. Whether the total future payment budget continues, shrinks or changes for another reason. Carrying a constant-budget savings result into a plan that spends the freed amount. Compare the current and older rollover wording and state the proposed budget convention explicitly. M001–M003 apply only to retention of the stipulated budget.
R032-P1-B012 — Emergency shock and no reserve Answered as a planning issue; amount and tradeoff unresolved. C044–C046; S012 and S011. Nature and uncertainty of shocks, available liquidity, essential obligations and ability to replenish. Declaring all current cash “extra”; prescribing one reserve amount; predicting a shock or recovery probability. Read S012’s size/use questions and S011’s chosen-goal method. Ask what assumptions must be stated before comparing reserve provision with acceleration.
R032-P1-B013 — Multiple debts at the same stated rate Unresolved tie. C052. Matching compounding, timing, fees, balances, promotions, minimums and application rules. Declaring identical lifetime costs or an agency-mandated tie-break from equal headline rates alone. Ask whether the selected agency comparison states a tie-break—it does not. A further mathematical comparison would need an explicit common model.
R032-P1-B014 — Behavior or adherence unknown Unresolved prediction. C006, C009–C010, C050 and C053. Individual continuation evidence or appropriately scoped empirical evidence; neither is present. Turning motivational language into a causal success rate or predicting a person’s behavior. Classify the source wording as educational and identify the missing outcome definition and evidence. New studies and individualized behavioral testing remain excluded.
R032-P1-B015 — Mathematical cost objective versus essential-needs constraint Answered as a distinction. C054; compare S002 with S003. The constraint set, consequence evidence and genuinely discretionary payment amount. Treating the lowest modeled interest cost as overall suitability or permission to expose essentials. Ask whether the comparison includes the relevant essential-needs constraint. M001–M003 do not; S003 supplies only a generic consequence screen.
R032-P1-B016 — Official instruction date unknown Answered as an evidence limit. C002; source register dates and unknowns. A displayed edition or reliable agency publication/version history. Using a crawl, filename, access or page-modification date as issuance or legal effectiveness. Recheck the official landing page, document cover and any public agency version notice. Preserve “unknown” if none establishes the edition; do not invent chronology.
R032-P1-B017 — Temporary timing gap versus sustained deficit Answered analytically. C031–C034. Totals over an adequate horizon, opening buffer, recurring gap and uncertainty. Treating a later due date as new income or mistaking buffer depletion for a balanced plan. Use S008’s carry-forward structure and S001’s cash-flow discussion to ask whether the problem changes timing, totals, or both. No actual budget is calculated.
R032-P1-B018 — Payment scheduling, processing or automatic-payment behavior unknown Partial; planning instructions established, operative mechanics unresolved. C029–C030 and C045. Receipt/crediting convention, actual processing, available funds, authorization terms and cancellation mechanics. Promising that an educational lead time guarantees posting; assuming cancellation rights or inventing a grace period. Compare the two S007 formats and preserve the difference. Any actual processing or cancellation conclusion requires separate relevant authority and terms.
R032-P1-B019 — Savings/cushion versus protected or exempt funds Unresolved legal status. C026, C032 and C047. Fund source, governing restrictions, account treatment and applicable protection law. Assuming that labeling funds “emergency savings” makes them exempt or that every tracked benefit can pay debt. Ask which separate public benefit, banking or exemption authority would govern the generic fund category. That substantive legal analysis remains held.
R032-P1-B020 — Failed source access or unseen PDF content Partial. C061–C062; F006–F009. A successful body retrieval or actual page pixels. Claiming a completed FDIC read from a snippet, visual confirmation from extracted text, or a whole-document read from surrounding excerpts. Retry only ordinary public retrieval when available. Otherwise retain the failure. No account, CAPTCHA bypass or security workaround is a permissible substitute.

3 — Court-ordered and other obligations Partial. Entries and general warning established; no comprehensive rule. C022–C023. Legal classification, procedure, consequence and timing. B004/B007; no case or identifying-entry search.
3 — Essentials versus interest-cost objective Answered. C054; §4; B015. No actual constraint set. Keep essential-needs constraints explicit in any later comparison.
3 — No missed-payment recommendation, legal outcome, deadline or immunity Answered as scope boundary. C023–C024/C063. Separate law and actual facts absent. No operational inference from this component.
4 — Calendar and payment scheduling Answered educationally; processing mechanics unresolved. C029–C030/C038–C041; B018. Actual receipt/crediting and authorization terms. Compare source suggestions, then hold operative mechanics.
4 — Minimum and extra-payment planning Answered generically. C003/C014–C015/C051. Actual formula, terms and allocation absent. B001/B010; never substitute model minimums.
4 — Irregular income Answered as planning treatment. C025/C033/C041; B003. Actual receipt confidence and seasonality absent. Review generic estimation and carry-forward instructions.
4 — Emergency cash and reserves Answered qualitatively; amount unresolved. C044–C047; B012/B019. Relevant shocks, available resources and legal restrictions. Read S012/S011 without adopting a fixed amount.
4 — Review triggers Answered with source/inference separation. C016/C037/C038/C045/C055. No mandatory universal interval established. Preserve which trigger comes from which source.
4 — Timing mismatch versus sustained deficit Answered analytically. C034; B017. Actual totals and horizon absent. Use the cash-flow identity without fabricating values.
4 — Discussion suggestion versus hardship entitlement Answered as a distinction; actual entitlement unresolved. C039–C043; B008. Effective agreement, applicable law and terms. S014 Step 3/S015 preparation questions; law remains held.
4 — Savings versus protected/exempt funds Unresolved legal status. C026/C032/C047; B019. Separate protection and benefit authorities. Identify the relevant generic legal category only.
4 — No invented reserve amount, minimum formula, grace period or due-date guarantee Answered as a limitation. C030/C039/C044/C046/C051. Governing terms and authorities absent. No substitution of educational examples for operative terms.
4 — No invented autopay, posting, allocation or re-amortization rule Unresolved operative mechanics, explicitly held. C030/C045/C051; B010/B018. Product-specific law and contractual rules. Separately scoped generic authority inquiry; no provider lookup.
5 — Source-linked comparison Answered. §4; C003–C055. Actual application excluded. None needed to understand the generic comparison.
5 — Wholly blank audit worksheet Answered. Empty response cells; no imported examples. §5; field-source mapping stated there. It is not an official reproduced form or populated analysis. Keep entries blank in this investigation.
5 — At least twelve substantive branches Answered: twenty branches. B001–B020. Each branch identifies its own unresolved evidence. Exact next inquiry appears in each branch row.
5 — Every branch has instruction, links, gap, adverse inference and next inquiry Answered. §7’s five-column branch register. No branch is an individualized recommendation. Use the stated bounds, not an inferred operational step.
6 — Whether a numerical illustration is justified Answered. It tests differing cost and first-closure metrics. C056–C060; §6.1. It is one construction, not a general proof. No further numerical expansion needed for this component.
6 — Abstract quantities and explicit constant rates/budget/conventions Answered. §6.2; C056. Every financial convention is stipulated, not sourced as contract law. Replace none with an assumed actual convention.
6 — Every period, intermediate step, payoff, rounding and reallocation Answered. M001/M002, formulas and reconciliation. None within the stipulated calculation. Any changed convention would require a new calculation.
6 — Total interest and comparison Answered conditionally. C057–C059; M003. No universal percentage or population result. Preserve exact scope of the arithmetic.
6 — No actual dates, outcomes or paid-program recommendation in model Answered. Only abstract period numbers are used. §6 assumptions; C060. Tax, credit-score, settlement and legal effects excluded. No extension of the model to those subjects.
Cross-cutting — Group same-instrument formats Answered. Toolkit/extract and calendar/article/worksheet relationships recorded. §2. Repetition is not independent support. Maintain that grouping in any later evidence synthesis.
Cross-cutting — No component/parent/operational/publication acceptance Answered as disposition. No acceptance asserted. Opening limitations and §10. Owner-channel provenance and other stated gaps persist. Further work, if separately authorized, must retain these unresolved items.

9. Source-read and failure log

Log ID Source or operation Observed result and read extent Disposition
F001 S001 current toolkit landing page Official body, current links, displayed toolkit update and legal disclaimer retrieved. Used to establish linkage, audience and status—not to refresh every linked PDF’s edition.
F002 S002–S011 individual tools Complete extracted text read for the selected short PDFs, including notices and qualifications. Adopted only within the registered headings/pages. No visual claim.
F003 S001 full 244-page toolkit Cover, Module 5 introductory discussion, debt-action pages and disclaimer checked within specified bounds. Retrieval also returned surrounding material. No whole-toolkit or whole-Module-6 read claimed. Out-of-scope surrounding material not adopted.
F004 S012–S015 HTML instructions Complete substantive bodies read; review/modification/posting fields distinguished. Archived-post status preserved. No research-study links, counseling enrollment or provider lookup followed.
F005 PDFs linked from S012–S014 Savings tool, older debt worksheet, due-date worksheet and its calendar read beyond the referring pages. Related formats grouped; examples not imported into the blank audit worksheet.
F006 S016 FDIC participant-guide URL First retrieval: 400 timeout fetching. Ordinary retry: 400 timeout fetching again. Preserved as failure. Indexed text not treated as a completed read; no FDIC substantive claim adopted.
F007 S016 FDIC curriculum landing page 403 Forbidden on direct retrieval. No bypass, alternate account or security workaround attempted. Exact current body/version remains unverified.
F008 PDF screenshots Requested S002 indexes 0–1, S003 indexes 1–2, S007 current index 1 and S008 index 2; repeated S002 index 1 once. Responses contained image placeholders, not inspectable pixels. No successful screenshot inspection. Printed/form content is described only to the extent supported by extracted text.
F009 S006 extraction and official worksheet examples Garbled graphics-related text appeared in S006. S008/S010/S011 include demonstration entries. Coherent instructions used; unseen graphic content not inferred. Delivered worksheet remains wholly blank.
F010 Long multi-source output truncation Some initial combined outputs were truncated. Relevant short-tool text was reopened; required toolkit portions were recovered within explicit bounds. No claim of reading text merely because a search result or document-wide page count existed.
F011 Other search discoveries Older toolkit versions, other booklets and unrelated results appeared during discovery. Not used as foundations. No author, creditor, provider, person, case or roster investigation followed.
F012 Conditional arithmetic The six period paths were calculated under the displayed assumptions; totals reconcile with initial principal plus interest. Arithmetic verification only. It is not an independent reviewer or an actual-account calculation.

10. Explicit gaps and researcher self-check

10.1 Gaps retained

Gap Present disposition Why the generic instruction does not close it
Requested environment/model provenance Unverified. Tool availability and assistant self-description do not establish the specified UI/model provenance.
PDF pixels and complete visual form inspection Unavailable. Parsed text is not page imagery; image placeholders do not show a form.
FDIC body and version Failed retrieval; no adopted instruction. Discovery snippets cannot substitute for a complete read.
Undated tool editions Unknown where stated. Current linkage and filename markers do not establish publication or effective dates.
Actual debt and affordability facts Not supplied or collected. A public worksheet is a framework for inputs, not evidence of those inputs.
Validity, dispute, limitations, security and priority Unresolved and held. Educational categories do not determine legal classification or enforceability.
Minimums, fees, processing, allocation and re-amortization Unresolved and held. The strategies say where extra money is targeted; they do not supply governing terms.
Hardship rights or effective arrangements Unresolved and held. A suggestion to discuss options is not evidence of entitlement or agreement.
Reserve amount, access and protected status Unresolved and held. A savings purpose is neither a universal amount nor a legal exemption.
Behavior, adherence and national superiority Unresolved. Educational motivation language and a two-bucket calculation are not causal evidence.
All other A032 dimensions and parent-law questions Excluded. This pass addresses only the focused generic public-instruction component.

10.2 Researcher self-check — not independent review

Check Result
Current official source bodies retrieved instead of relying only on search summaries Yes for adopted CFPB sources; no for failed FDIC candidate, which was excluded from substantive support.
Necessary described worksheets opened Yes within the selected corpus.
Exact version/date uncertainty retained Yes.
Parsed text distinguished from pixels Yes; visual verification remains partial.
Long-document bounds recorded without whole-document overclaim Yes.
Same-instrument formats treated as independent corroboration No.
Prior research chat or unreviewed Library report used as foundation No.
Actual or invented identifying party/account/property/case/roster query or entry No.
Private financial records, eligibility form or account access used No.
Subagents, other research chats, purchases, contacts, filings or website changes used No.
Actual payment, missed-payment, negotiation or program recommendation made No.
Legal priority, validity, hardship entitlement or allocation inferred from education No.
Empirical superiority or quantified success claimed No.
Optional model fully labeled and reconciled Yes; conditional results only.
Blank audit worksheet populated with examples or personal data No.
Independent reviewer or acceptance claimed No.
Requested regular-Chat-only/model provenance established No; explicitly unresolved.

The evidence supports the bounded distinctions and conditional comparison above. It does not close any legal, contractual, individualized, behavioral or parent-component gap.

Assumption · Stipulation · 16 data rows

AssumptionStipulation
BucketsAbstract buckets A and B only. No party, account or creditor is represented.
Unitsu, an abstract monetary unit. Computations are rounded to 0.01 u.
Initial balancesA = 20.00 u; B = 40.00 u. Total = 60.00 u.
RatesA = 0.01 per period; B = 0.03 per period, constant throughout. These are not annual rates.
Available payment budget30.00 u per period, stipulated to be available for these two buckets. Actual affordability is not inferred.
Other needsHousing, living expenses, reserves, legal consequences and all other obligations are outside the calculation. Their adequacy is not proved.
Interest conventionAt each period’s start, interest equals the opening balance multiplied by that bucket’s rate. Interest is added before any payment.
RoundingEach bucket’s interest is rounded separately to the nearest 0.01 u, with halves rounded upward. Rounded balances carry forward.
Model minimumFor each bucket, the minimum is the lesser of 5.00 u or its entire balance after that period’s interest. This is an artificial model rule.
Payment orderingFirst satisfy both model minimums. Then allocate the remaining period budget according to the selected strategy.
Smallest-first orderingRank remaining positive balances after minimums, smallest first. No unresolved tie occurs here.
Rate-first orderingTarget B while it remains positive because its rate is higher; then target A.
Payoff and reallocationCap each payment at the remaining balance. Reallocate unused extra immediately within the same period. A paid-off bucket accrues no later interest.
Freed paymentKeep the total available budget at 30.00 u until both buckets are paid. Do not reduce it when one bucket closes.
Final periodPay only the amount needed to reach zero. Record unused budget; do not invent another debt or use for it.
Excluded mechanicsNo fees, new borrowing, rate changes, promotions, penalties, payment delays, grace periods, balance segments, tax effects or external cash flows.

R032-P1-B001 — Balance, rate or minimum unknownAnswered as a missing-input branch; actual ranking unresolved. Apply C014–C015 and the C003 prerequisite. S004 pp.1–3; S002 pp.1–2.Reliable remaining amounts, comparable rate periods, required payments, fees and relevant terms.Treating unknown as zero; substituting original principal for current balance; calculating a minimum from an invented percentage.Re-read S004’s document-information list and identify which evidence category would establish each input. Public education cannot supply the absent actual values.
R032-P1-B002 — All minimums affordable versus a cash shortfallAnswered generically. C003 and C018 address different conditions. S002 p.1/p.2; S003 p.1.Resources available when needed, essentials, required amounts and uncertainty.Declaring an “extra” payment while another required or essential outflow is unfunded; applying an acceleration ranking as a shortage rule.Compare S002’s entry condition with S003’s shortage instructions and S008’s timing grid. Ask: does the evidence support an extra-payment pool at all?
R032-P1-B003 — Fluctuating income versus predictable receipts on inconvenient datesAnswered generically. Use C025, C033 and C041. S005 pp.1–2; S001 pp.98–99; S014 p.4.Receipt variability, confidence in estimates, seasonal gaps and usable opening resources.Treating an uncertain future receipt as guaranteed; assuming a date change makes income predictable.Examine the regular/irregular/seasonal distinctions in S005 and the confident-estimate instruction in S014. Ask which uncertainty survives a calendar adjustment.
R032-P1-B004 — High-consequence obligation unknownPartial; consequence category can be identified, actual consequence unresolved. C019–C023; S003 pp.2–3.Which essential or earning function is involved; applicable terms, status, triggers and jurisdictional protections.Assuming every listed obligation has the same consequence, or that the grid supplies a safe delay.Ask which consequence the relevant S003 category actually flags. A source-complete legal analysis of triggers, notice and procedure would require a separately scoped public-law inquiry.
R032-P1-B005 — Disputed amount or debt validity unknownUnresolved. C017 and C051 prevent an inventory or payment-order tool from resolving the dispute.Basis of the claim, accuracy, responsibility and applicable dispute rules.Treating the agency’s generic wording about paying bills as proof that an alleged debt is valid.Inspect the current generic verification/dispute instructions linked from S001’s debt-collection tools, without entering an identifier. Any legal effect of payment or acknowledgment remains separately held.
R032-P1-B006 — Time-barred status unknownUnresolved. C001, C017 and C063; no limitations-law finding was made.Applicable jurisdiction, claim type, governing law and legally relevant events.Inferring enforceability, unenforceability, revival, immunity or a safe payment/contact action from a repayment worksheet.A separately scoped generic public-law inquiry would ask how the applicable jurisdiction treats limitations and relevant acts. Do not search a person, case or account to answer it here.
R032-P1-B007 — Secured or priority status unknownUnresolved. C013 preserves the older worksheet’s unsecured condition; C023 preserves the limits of triage categories.Security terms, collateral connection, legal classification and any applicable priority regime.Treating a generic category label as proof of security; importing educational order into bankruptcy or enforcement priority.Compare S013’s limited wording with S003’s consequence categories. A legal-priority or security inquiry requires its own public authorities and remains held.
R032-P1-B008 — Temporary-relief proposal versus actual agreementAnswered as a distinction; actual relief unresolved. C039–C043; S014 p.6 and S015 sections 1–2.Acceptance, effective timing, required amount, duration, fees, interest and other operative terms.Assuming a request changes the minimum, stops charges, postpones enforcement or guarantees accommodation.Read S014 Step 3’s effective-date/amount/cost questions and S015’s discussion-preparation list. Ask what evidence would distinguish a proposal from an effective arrangement.
R032-P1-B009 — Variable/promotional rate or feesUnresolved beyond the generic comparison. C007–C008 and C049.Rate schedule, applicable balances, promotion conditions, fees and payment timing.Ranking only today’s headline rate and announcing lifetime savings; treating all fees as proportional interest.Ask whether the selected strategy text supplies the missing cost mechanics—it does not. Any further generic product disclosure inquiry must identify those mechanics without a provider or account lookup.
R032-P1-B010 — Extra-payment allocation unknownUnresolved. C051; S002/S013 describe target selection, not application mechanics.Rules for principal, accrued charges, balance segments, prepayment and subsequent required payments.Assuming extra always reduces principal immediately, satisfies a future minimum, or causes re-amortization.Frame a separate generic product-law/contract-authority inquiry: what governs application of extra payments for that product type? Do not infer the answer from the strategy name.
R032-P1-B011 — Freed payment retained versus spentAnswered conditionally. C011–C012 and C048; S013 Step 3 is explicit about the whole former payment.Whether the total future payment budget continues, shrinks or changes for another reason.Carrying a constant-budget savings result into a plan that spends the freed amount.Compare the current and older rollover wording and state the proposed budget convention explicitly. M001–M003 apply only to retention of the stipulated budget.
R032-P1-B012 — Emergency shock and no reserveAnswered as a planning issue; amount and tradeoff unresolved. C044–C046; S012 and S011.Nature and uncertainty of shocks, available liquidity, essential obligations and ability to replenish.Declaring all current cash “extra”; prescribing one reserve amount; predicting a shock or recovery probability.Read S012’s size/use questions and S011’s chosen-goal method. Ask what assumptions must be stated before comparing reserve provision with acceleration.
R032-P1-B013 — Multiple debts at the same stated rateUnresolved tie. C052.Matching compounding, timing, fees, balances, promotions, minimums and application rules.Declaring identical lifetime costs or an agency-mandated tie-break from equal headline rates alone.Ask whether the selected agency comparison states a tie-break—it does not. A further mathematical comparison would need an explicit common model.
R032-P1-B014 — Behavior or adherence unknownUnresolved prediction. C006, C009–C010, C050 and C053.Individual continuation evidence or appropriately scoped empirical evidence; neither is present.Turning motivational language into a causal success rate or predicting a person’s behavior.Classify the source wording as educational and identify the missing outcome definition and evidence. New studies and individualized behavioral testing remain excluded.
R032-P1-B015 — Mathematical cost objective versus essential-needs constraintAnswered as a distinction. C054; compare S002 with S003.The constraint set, consequence evidence and genuinely discretionary payment amount.Treating the lowest modeled interest cost as overall suitability or permission to expose essentials.Ask whether the comparison includes the relevant essential-needs constraint. M001–M003 do not; S003 supplies only a generic consequence screen.
R032-P1-B016 — Official instruction date unknownAnswered as an evidence limit. C002; source register dates and unknowns.A displayed edition or reliable agency publication/version history.Using a crawl, filename, access or page-modification date as issuance or legal effectiveness.Recheck the official landing page, document cover and any public agency version notice. Preserve “unknown” if none establishes the edition; do not invent chronology.
R032-P1-B017 — Temporary timing gap versus sustained deficitAnswered analytically. C031–C034.Totals over an adequate horizon, opening buffer, recurring gap and uncertainty.Treating a later due date as new income or mistaking buffer depletion for a balanced plan.Use S008’s carry-forward structure and S001’s cash-flow discussion to ask whether the problem changes timing, totals, or both. No actual budget is calculated.
R032-P1-B018 — Payment scheduling, processing or automatic-payment behavior unknownPartial; planning instructions established, operative mechanics unresolved. C029–C030 and C045.Receipt/crediting convention, actual processing, available funds, authorization terms and cancellation mechanics.Promising that an educational lead time guarantees posting; assuming cancellation rights or inventing a grace period.Compare the two S007 formats and preserve the difference. Any actual processing or cancellation conclusion requires separate relevant authority and terms.
R032-P1-B019 — Savings/cushion versus protected or exempt fundsUnresolved legal status. C026, C032 and C047.Fund source, governing restrictions, account treatment and applicable protection law.Assuming that labeling funds “emergency savings” makes them exempt or that every tracked benefit can pay debt.Ask which separate public benefit, banking or exemption authority would govern the generic fund category. That substantive legal analysis remains held.
R032-P1-B020 — Failed source access or unseen PDF contentPartial. C061–C062; F006–F009.A successful body retrieval or actual page pixels.Claiming a completed FDIC read from a snippet, visual confirmation from extracted text, or a whole-document read from surrounding excerpts.Retry only ordinary public retrieval when available. Corrections, review and scope

Read the evidence with its boundaries. These are saved research components, including revisions. A scoped coordinator review checks selected evidence; it does not certify every claim, a complete jurisdiction, current law or individual applicability. Dates and access limits remain attached to the records.
