Federal district-court civil money judgments: postjudgment interest, stays, execution, liens, and registration

The selected federal framework supports a clear separation between interest accrual and enforcement. Under the ordinary rule in 28 U.S.C. §1961, a qualifying civil money judgment bears interest from judgment entry, using the specified preceding-week Treasury measure, with daily computation and annual compounding. Rule 62 addresses when enforcement is stayed. Sections 1962 and 1963 address different matters—judgment liens and registration in another district. None of those distinctions supplies the missing facts needed to calculate an actual balance or establish a right to execute against property. uscode.house.gov+3

A Rule 62 stay alone does not establish an interest-free period. That conclusion follows from reading §1961(b), which prescribes computation through payment subject to its stated exceptions, together with Rule 62, which regulates enforcement without prescribing a general suspension of interest. It is a conclusion about the selected texts, not a determination of accrual under an unknown judgment, statutory exception, payment event, or appellate disposition. uscode.house.gov+1

Research and provenance boundaries

  • Actual public-source access: October 27, 2026, America/Los_Angeles. The source-reading session occurred after 5:00 p.m. Pacific.
  • Method: ordinary public web searches and reads of official statutes, rules, rulemaking materials, statistical documentation, and blank forms. No prior report or conversation supplied a legal foundation.
  • UI/model provenance: the chatgpt.com surface and UI-selected model/reasoning tier were not independently observable. No claim of a verified UI model selection or model switch is made.
  • No operational work: no identifying entries, case-record or docket searches, asset searches, filings, submissions, payments, contacts, accounts, purchases, or publication.
  • No opinions used: no judicial opinion was necessary to establish the selected generic textual framework. Circuit-dependent questions remain expressly unresolved.
  • PDF limitation: parsed PDF text was available. Screenshot requests returned textual image placeholders without viewable pixel content. No pixel inspection is claimed.
  • Acceptance: this is a focused research result and researcher self-check. It is not independent review or component, parent, operational, or publication acceptance.

1. Currentness and legal-status findings

The retrieved OLRC statutory pages expressly report laws in effect through Public Law 119-120, October 7, 2026. Their availability on October 27 establishes what the official compilation displayed when accessed; it does not establish a complete intervening session-law audit.

The current U.S. Courts rules page identifies the Civil Rules as last amended in 2025. Its linked compilation is labeled December 1, 2025, although the printing information says Washington: 2026. Rule 62’s own amendment credit remains April 26, 2018, effective December 1, 2018. These dates describe different events. uscode.house.gov+3

Status category Finding for this investigation Limit
Current official statutory body retrieved §§1961, 1962, 1963, 451, 2516, 31 U.S.C. §1304, and 26 U.S.C. §6621 displayed the October 7, 2026 compilation cutoff. No representation that every later enactment through access time was separately checked.
Current rule body retrieved December 1, 2025 Civil Rules compilation; complete Rule 62 and Rule 69(a) read. The compilation date does not mean every selected rule changed in 2025.
Relevant historical amendment The April 26, 2018 order adopted amendments including Rule 62, effective December 1, 2018, for subsequently commenced civil proceedings and, where just and practicable, then-pending proceedings. Application to any historical proceeding remains held.
Historical rule language The 2009 note explains the earlier change from 10 to 14 days; the 2018 note explains the change to 30 days and relocation of the former subdivision (d) bond provisions into current subdivision (b). Older numbering and periods must not be presented as the current rule.
Historical rate method The AO page distinguishes the pre–December 21, 2000 Treasury-bill auction method from the subsequent weekly constant-maturity measure. No historical judgment or transition calculation selected.
Announced future data change The Board announced removal of the DDP “Build Your Package” option during the week of November 9, 2026, in preparation for eventual DDP retirement. An announced future change was not treated as already implemented on October 27.
Pending rule changes The official pending-amendments page did not list Civil Rule 62 or 69 in its displayed December 2026 or December 2027 packages. This is a bounded check of that page, not an exhaustive rulemaking or legislative audit.
Withdrawn, stayed, or vacated authority No selected authority was treated as withdrawn, stayed, or vacated on the strength of a search snippet. No comprehensive litigation-history review was conducted; absence of such a review is preserved.

The historical/current rule distinctions are supported by the promulgation order, current compilation, and official committee-note compilation. The announced publication change comes from the Board’s current DDP page. fjc.gov+3

4. Substantive findings and atomic claim ledger

Each claim is bounded by its stated conditions. Source IDs resolve to the literal URLs and read extents above.

A. Coverage, entry, judgment components, and settlement boundaries

Claim ID Atomic finding Exact authority Conditions, exceptions, and unresolved application
R026-P1-C001 Title 28 defines district courts by reference to courts constituted under its Chapter 5. S002, §451, district-court definition. An unidentified court cannot be assumed to satisfy that definition.
R026-P1-C002 Section 1961(a)’s ordinary coverage requires a money judgment recovered in a civil case in a district court. S001, §1961(a), first sentence. A demand, alleged debt, settlement promise, or nonmoney order does not establish those predicates.
R026-P1-C003 The statutory accrual event is judgment entry. S001, §1961(a), rate/accrual sentence. Claim accrual, injury, demand, verdict, signature, and entry must not be silently equated.
R026-P1-C004 The Civil Rules’ definition of judgment includes decrees and appealable orders. S006, Rule 54(a). That broad procedural definition does not make every such order a money judgment under §1961.
R026-P1-C005 Rule 58 generally requires a separate document for a judgment or amended judgment, with specified exceptions for orders disposing of listed postjudgment motions. S006, Rule 58(a)(1)–(5). Exceptions cover the listed Rule 50(b), 52(b), 54 fee, 59, and 60 motions; applicability remains unselected.
R026-P1-C006 Rule 58(c) defines procedural entry using docket entry and, when required, the earlier of a separate document or passage of 150 days. S006, Rule 58(c)(1)–(2). The rule expressly speaks for purposes of the Civil Rules. Its interaction with disputed §1961 accrual requires any necessary governing precedent; no actual date selected.
R026-P1-C007 Rule 79(a) requires the civil docket to reflect the substance and date of entry of orders and judgments. S006, Rule 79(a)(2)–(3). This identifies an evidence category. No docket was searched or read.
R026-P1-C008 A partial final judgment under Rule 54(b) requires an express determination that there is no just reason for delay. S006, Rule 54(b). Otherwise, a decision resolving fewer than all claims or parties has the revisability described in the rule. No finality determination made.
R026-P1-C009 Section 1961 does not itself establish entitlement to interest for a period before judgment entry. S001, §1961(a). Prejudgment interest requires its own applicable source and predicates. Its possible inclusion in an entered award remains a separate question.
R026-P1-C010 Rule 54(d)(1) provides a qualified prevailing-party costs rule. S006, Rule 54(d)(1). Federal statutes, rules, or court orders may provide otherwise; costs against the United States and its officers/agencies require legal authorization. No costs award assumed.
R026-P1-C011 Rule 54(d)(2) ordinarily uses a motion procedure for attorney fees and related nontaxable expenses. S006, Rule 54(d)(2)(A)–(E). Substantive-law damages treatment, statutes/orders, sanctions exceptions, and other stated qualifications matter. A procedural route does not prove entitlement or amount.
R026-P1-C012 Entry ordinarily is not delayed merely to tax costs or award fees. S006, Rule 58(e). Its specified timely-fee-motion/order mechanism can affect appeal timing. It does not resolve a fee award’s interest-start date in an unknown circuit.
R026-P1-C013 The interest-bearing base cannot be established from §1961 alone when judgment components are unknown. S001, §1961(a); S006, Rules 54(d), 58. Damages, prejudgment interest, costs, and fees require component-specific adjudication and any governing accrual authority. Neither blanket inclusion nor blanket exclusion is established.
R026-P1-C014 A contractual settlement obligation and an entered money judgment require separate classification. S001, §1961(a); S006, Rule 58. Whether a settlement became a judgment, and whether an agreement affects the otherwise applicable interest rule, remain contract/fact/precedent questions. No contractual displacement rule selected.

B. Statutory interest rule and express exceptions

Claim ID Atomic finding Exact authority Conditions, exceptions, and unresolved application
R026-P1-C015 The prescribed reference is the Board-published weekly average one-year constant-maturity Treasury yield for the calendar week preceding the judgment date. S001, §1961(a), rate sentence. The relevant judgment/entry determination and observation week remain unknown. The AO Director is assigned distribution of rate notices to federal judges by the following sentence.
R026-P1-C016 Annual compounding does not itself call for selecting a new market yield each year. S001, §1961(a)–(b). This is a textual inference from the entry-linked rate selection and separate compounding command; amended judgments and other governing exceptions remain held.
R026-P1-C017 Section 1961(b) requires daily computation through payment, subject to its express cross-references. S001, §1961(b). The exceptions reference 28 U.S.C. §2516(b) and 31 U.S.C. §1304(b). What constitutes payment and the relevant endpoint are not established for a dispute.
R026-P1-C018 The statutory compounding frequency is annual. S001, §1961(b). Daily computation is not a command to compound daily. No calendar algorithm or annual-boundary implementation selected.
R026-P1-C019 Internal-revenue tax cases are excluded from §1961’s ordinary regime and routed to the appropriate §6621 underpayment or overpayment rate. S001, §1961(c)(1); S005, §6621. No choice between tax categories, corporate qualifications, periods, or other tax rules is made.
R026-P1-C020 Section 1961(c)(2) expressly addresses final judgments against the United States in the Federal Circuit using subsections (a) and (b). S001, §1961(c)(2). Subject to paragraph (1)’s tax exception and necessary sovereign/payment provisions.
R026-P1-C021 Court of Federal Claims judgment interest is allowed, computed, and paid only through the authority described in §1961(c)(3). S001, §1961(c)(3). That paragraph points to the tax provision or another provision of law; it is not an unrestricted adoption of the ordinary district-court rule.
R026-P1-C022 Section 1961 preserves interest law for judgments of courts not specified in the section. S001, §1961(c)(4). It does not establish a uniform state-court judgment rate.
R026-P1-C023 Section 2516(a) limits interest on a claim against the United States included in a Court of Federal Claims judgment to an express contractual or congressional authorization. S003, §2516(a). No contract, waiver, enabling statute, or actual claim examined.
R026-P1-C024 Section 2516(b) supplies the specified weekly Treasury measure for its described judgment affirmed by the Supreme Court after review on the United States’ petition. S003, §2516(b). The exact review posture is a statutory predicate, not an assumed fact.
R026-P1-C025 Section 1304(b)(1)(A) restricts interest paid from that appropriation on a district-court judgment to its specified government-review and transcript-to-mandate interval. S004, §1304(a), (b)(1)(A). Section 1304(a)’s appropriation predicates also matter. The interval runs from transcript filing with Treasury through the day before the affirmance mandate; no such events established.
R026-P1-C026 Section 1304(b)(1)(B) specifies a transcript-filing-to-pre-mandate interval for the described Federal Circuit or Court of Federal Claims judgment under §2516(b). S004, §1304(b)(1)(B). This is the selected appropriation restriction, not a complete sovereign-interest analysis.
R026-P1-C027 Section 1304(b)(2) limits interest payable under that subsection after Supreme Court review by reference to the term of affirmance. S004, §1304(b)(2). No Supreme Court review or term is inferred.
R026-P1-C028 Section 1961(a)’s marshal-execution sentence contains a state-law predicate for levying execution for interest. S001, §1961(a), second sentence. It must not be converted into a conclusion that execution is presently available, or that the statutory interest rate becomes the state rate.
R026-P1-C029 The AO identifies criminal and condemnation interest under separate statutory routes. S011, statutory-category discussion. Those references do not import criminal-fine, bankruptcy, or condemnation rules into this selected civil component.

R026-P1-C030 The relevant H.15 family is nominal Treasury constant-maturity data, reported as annual percentage yields. S012, release units, Treasury headings, footnote 9; S011. Prime rates, inflation-indexed yields, bank-discount quotes, and other maturities are different measures.
R026-P1-C031 WGS1YR is identified as a weekly series ending Friday, with averages of business days. S013, frequency and notes. A week-ending label is not a judgment date or publication date.
R026-P1-C032 The Board’s technical Q&A describes weekly averages as the average of nonmissing observations in the period. S012, “Where can I get weekly and monthly averages” Q&A. A missing observation must not be silently treated as zero. No weekly average was recomputed here.
R026-P1-C033 The current H.15 release is posted on business weekdays at the stated 4:15 p.m. time, with holiday/closure qualifications. S012, current release schedule. The daily release’s date and daily values do not replace the statutory observation week. A universal publication timestamp for every weekly observation was not established.
R026-P1-C034 The AO explains that weekly/monthly averages ceased appearing directly on H.15 in October 2016; the Board identifies DDP and FRED routes for averages. S011, current-publication discussion; S012, technical Q&A. Old instructions referring to a weekly display must be checked against the actual current distribution format.
R026-P1-C035 The Board’s announced November 2026 change concerns DDP functionality, not an enacted change to §1961’s measure. S012, DDP announcement. Future availability should be rechecked when relevant; no statutory amendment is inferred from a website transition.
R026-P1-C036 A published percentage must be converted to a decimal fraction before multiplication in decimal-form arithmetic. S012–S013, percent units; ordinary unit conversion. This establishes units only, not a rate, base, period, or payoff.
R026-P1-C037 The selected national text does not supply a complete universal daily-dollar algorithm. S001, §1961(b); S014, local instructions. Section 1961 does not state a denominator or rounding convention. The local example uses 365 but does not resolve universal leap-year, annual-compounding, or rounding treatment.
R026-P1-C038 The SDNY page describes accrual on an unpaid balance, but does not establish the allocation or effective timing of an unknown partial payment. S014, final substantive statement. No assumption is made about application to principal, costs, accrued interest, or when payment legally occurred.

The only equation adopted here is a unit identity:

r (decimal per year) = R (percent per year) / 100

No value is assigned to R. No principal, elapsed-day count, year length, rounding method, or payment model is supplied.

Illustration decision: no fully worked interest illustration is justified. The SDNY illustration was read because it exposed the limits of a seemingly simple calculation instruction. Its displayed daily figure does not explain a general rounding rule; its execution-filing endpoint is not the statutory payment endpoint; and the page does not describe annual compounding. It is therefore not used as a national calculator specification. U.S District Court+1

D. Stays, security, appeals, and accrual

Claim ID Atomic finding Exact authority Conditions, exceptions, and unresolved application
R026-P1-C039 Rule 62(a) ordinarily stays execution and enforcement proceedings for 30 days after entry. S006, Rule 62(a). Subject to subdivisions (c), (d), and a different court order. No start or expiration date calculated.
R026-P1-C040 Rule 6(a) supplies the Civil Rules’ procedural day-counting conventions. S006, Rule 6(a)(1), (5), (6), with other relevant clauses read. Exclude the triggering day; count intervening weekends/holidays; apply the last-day rule. This does not establish an interest-accrual denominator.
R026-P1-C041 A Rule 62(b) stay becomes effective upon court approval of a bond or other security and lasts for the period specified in that security. S006, Rule 62(b). A request, tendered bond, proposed order, or intended appeal does not establish approval.
R026-P1-C042 Rule 62(b)’s text does not prescribe a universal bond percentage or amount. S006, complete Rule 62(b). Applicable authority, local rules, and approval terms remain unreviewed; no percentage selected.
R026-P1-C043 Rule 62(c) removes the ordinary automatic stay for its specified injunction, receivership, and patent-accounting judgments/orders unless the court orders otherwise. S006, Rule 62(c)(1)–(2). Classification of mixed or specialized relief remains necessary; not every nonmoney order is automatically placed in this exception.
R026-P1-C044 Rule 62(d) permits specified injunctive relief during an appeal on protective terms. S006, Rule 62(d). For a statutory three-judge district court, the rule specifies action in open session or assent evidenced by all judges’ signatures. No injunction merits or appellate jurisdiction determination made.
R026-P1-C045 Rule 62(e) bars requiring security from the described federal-government appellant when granting a stay. S006, Rule 62(e). The clause concerns security when a stay is granted; it does not itself prove an automatic government stay or an interest exemption.
R026-P1-C046 Rule 62(f) gives the same execution stay a state court would give when the judgment is a lien on the debtor’s property under the relevant state law. S006, Rule 62(f). The lien predicate and the state stay rule must both be established.
R026-P1-C047 Rule 62(g) preserves specified appellate powers over stays, injunctions, the status quo, and judgment effectiveness. S006, Rule 62(g)(1)–(2). Preservation of power does not establish that an appellate court exercised it.
R026-P1-C048 Rule 62(h) permits a stay of enforcement of a Rule 54(b) final judgment pending later judgments, on protective terms. S006, Rule 62(h). Such a stay is discretionary; multiple claims alone do not prove it exists.
R026-P1-C049 The operative 2018 Rule 62 amendment was adopted April 26 and became effective December 1, subject to the order’s proceeding-specific applicability language. S008, order ¶¶1–3; S006, amendment credit. Promulgation, transmission, effectiveness, compilation, and printing dates are distinct.
R026-P1-C050 The 2018 note explains the 30-day change and movement of the former subdivision (d) bond mechanism into subdivision (b), available to a party before deciding whether to appeal. S007, complete 2018 note. The former 14-day period and older subdivision references are historical. Notes explain rather than amend the body independently.
R026-P1-C051 An appeal alone does not establish continued enforcement protection after the applicable automatic stay. S006, Rule 62(a)–(b), (g); S007, 2018 note. A qualifying ordered stay, approved security, or other applicable mechanism must be identified. No appeal deadline or status determined.
R026-P1-C052 A Rule 62 enforcement stay alone does not establish suspension of ordinary §1961 interest. S001, §1961(b), read with S006, Rule 62. Textual inference: the selected provisions supply no general stay-based interest holiday. Special statutes, payments, changed judgments, and governing precedent remain material.
R026-P1-C053 A Rule 60(b) motion does not itself suspend the judgment’s operation or alter its finality. S006, Rule 60(c)(2). A motion must not be confused with relief granted on that motion or a separately effective stay.

E. Execution, liens, and registration

Claim ID Atomic finding Exact authority Conditions, exceptions, and unresolved application
R026-P1-C054 Rule 69(a)(1) uses execution by writ unless otherwise directed, with state procedural conformity subject to applicable federal statutes. S006, Rule 69(a)(1). No state procedure, exemption, notice, writ, or enforcement eligibility determined.
R026-P1-C055 Rule 69(a)(2) permits the described creditor or successor to use specified discovery procedures in aid of judgment or execution. S006, Rule 69(a)(2). A successor’s interest must appear of record. The provision does not authorize this research to conduct discovery or identify assets.
R026-P1-C056 Section 1962 ties lien effect and termination to the manner, extent, conditions, and timing applicable to a general-jurisdiction state-court judgment. S009, first sentence. No universal property coverage, attachment date, duration, or priority follows without state law.
R026-P1-C057 Section 1962 excludes judgments entered in favor of the United States. S009, second sentence. Any government lien regime is a separate inquiry, not a conclusion that no government lien can exist.
R026-P1-C058 Section 1962 conditionally incorporates state recording, registration, docketing, indexing, or similar prerequisites where state law authorizes federal judgments to conform. S009, final sentence. The state authorization and relevant acts remain unknown.
R026-P1-C059 Section 1963 identifies judgments for recovery of money or property from specified federal courts as eligible for its registration procedure. S010, first sentence. The list includes courts of appeals, district courts, bankruptcy courts, and the Court of International Trade. Their inclusion here does not extend §1961’s ordinary coverage to every listed judgment.
R026-P1-C060 Ordinary §1963 registration requires finality through appeal or expiration of appeal time, or an originating-court order for good cause. S010, first sentence. No finality, expiration, good cause, or order is established.
R026-P1-C061 Section 1963 permits a qualifying judgment in favor of the United States to be registered after entry without its ordinary waiting predicate. S010, second sentence. The government-beneficiary fact remains unknown; other regimes are not imported.
R026-P1-C062 A judgment registered under §1963 receives the effect of a district-court judgment in the registration district and may be enforced in like manner. S010, first paragraph’s effect sentence. Registration does not eliminate stay, lien, procedural, or exemption questions.
R026-P1-C063 A certified satisfaction, whole or partial, may be registered as described in §1963 in a district where the judgment is a lien. S010, second operative paragraph. No satisfaction, payment amount, or existing lien established.
R026-P1-C064 Section 1963 makes its procedure additional to other lawful enforcement procedures. S010, final operative paragraph. It is not the exclusive enforcement route, but no alternative route is selected.
R026-P1-C065 The historical note’s quoted proposed Rule 77 is not the operative text of §1963. S010, historical/revision note compared with operative paragraphs. Its historical language about filing modifications or vacatur orders must not be presented as a present statutory command without a separate current authority.

R026-P1-C066 AO 450’s current linked blank edition provides fields for judgment disposition, monetary terms, prejudgment/postjudgment interest, costs, decision method, and clerk signature. S015, Rev. 11/11, entire parsed form. Field availability establishes neither entitlement nor an entered judgment. Pixel and interactive-field details unverified.
R026-P1-C067 AO 451’s current linked blank edition contains a clerk certification about an attached judgment and specified postjudgment-motion/appeal circumstances. S016, Rev. 12/12, entire parsed form. The certification is by the clerk or deputy; none of its factual assertions was made for a proceeding.
R026-P1-C068 A blank or submitted form does not itself establish a court-granted stay, approved security, or completed statutory registration. S006, Rule 62(b); S010, §1963; S015–S016. Section 1963 requires a certified copy and statutory predicates; it does not name AO 451 as an all-purpose substitute for every alternative predicate.
R026-P1-C069 The Central District of California page describes electronic incoming registration and in-person/mail outgoing certification channels. S017, both instruction sections. These are local instructions. No national channel, current fee, successful filing, or completed registration is inferred.
R026-P1-C070 Unknown amendment, vacatur, reversal, or other change to a judgment prevents selection of an interest base, start event, or enforceable obligation. S001, §1961(a)–(b); S006, Rules 54(b), 58, 60. No universal “original date” or “new date” rule is chosen; necessary circuit precedent and the actual legal disposition remain held.
R026-P1-C071 The verified currentness is bounded by the official texts and status materials actually retrieved. S001–S010 compilation/version labels; S018. No complete session-law, rulemaking, case-history, withdrawal, or vacatur audit is claimed.

5. Blank-form and public-instruction audit

AO 450 — Judgment in a Civil Action

Audit item Observed result
Function Provides a form for recording a civil judgment. The text presupposes a court-ordered disposition.

AO 451 — Clerk’s certification for registration

Audit item Observed result
Function Certifies an attached judgment for use in registration in another district.
Edition AO 451, Rev. 12/12; national landing page says effective December 1, 2012.
Information categories Originating district; party-role caption; civil-action reference; judgment-entry date; certification date; attached judgment.
Certification content The attachment is a copy of a judgment entered by that court; no motion listed in Appellate Rule 4(a)(4)(A) is pending; appeal time has expired; no appeal was filed or any filed appeal is no longer pending.
Signer Clerk or deputy clerk. No litigant’s certification is substituted.
Important limitation This text reflects a finality-based certification path. It does not itself establish the separate good-cause-order route or the government-beneficiary exception in §1963. The referenced appellate timing framework was not expanded into an appeal-deadline analysis.
Read bounds Complete parsed single-page text; PDF index 0; no printed page numeral identified in extracted text.
Pixel bounds Screenshot attempted; only a textual image placeholder returned. Zero pages visually inspected.
Generic channels Public national form page; the selected local page describes originating-clerk certification and receiving-court registration channels.
Action taken Read only; no record verification, certification, signature, or filing.

The forms’ fields and editions are supported by the national forms themselves and their landing pages. Their statutory limits follow from §1963 and Rule 62(b). uscourts.gov+5

Local instructions: permissible use and limit

The Central District of California page describes obtaining a signed AO 451 with an attached certified judgment and separately registering that material in the receiving district. It also describes local electronic and paper channels. That sequence helps distinguish certification from registration. Its displayed fees and its local process were not adopted as nationwide or independently verified current operational instructions. United States District Court

Equating government security exemption, early registration, lien treatment, and interest entitlement. Exact selected paragraphs of §§1961, 2516, 1304, 1962, and 1963; broader sovereign law remains held.
B23 — Injunction/receivership/patent accounting — A Rule 62(c)–(d); C043–C044. Relief category and any different court order. Applying the ordinary money-enforcement stay mechanically to an excepted order. Current Rule 62(c)–(d); any necessary classification precedent must remain narrowly framed.
B24 — Multiple claims or parties — A Rules 54(b), 62(h); C008, C048. Express partial-final-judgment determination and any enforcement-stay order. Assuming unresolved claims negate every judgment or automatically stay a partial final judgment. Rules 54(b), 62(h), and their relevant official notes.
B25 — Security proposed but approval unknown — A Rule 62(b); C041–C042. Court approval, security form, amount, terms, and duration. 10. Explicit remaining gaps and parent holds

Material unresolved questions within the selected component

  1. Exact statutory entry event in a contested posture. Rule 58’s procedural entry provisions were read, but no governing circuit was selected to resolve a contested interaction with §1961, a missing separate document, or an altered judgment.
  2. Interest-bearing components and separate accrual dates. Nothing here establishes whether damages, prejudgment interest, costs, or fees belong in a particular calculation, or whether different components have different legally relevant events.
  3. Complete calculation methodology. The statute establishes daily computation and annual compounding. This investigation does not establish a universal denominator, leap-year treatment, annual boundary, endpoint convention, or rounding method sufficient for arithmetic.
  4. Payment consequences. Partial payments, allocation, tender, deposits, conditional payments, and satisfaction events were not resolved. “Unpaid balance” is not a complete allocation rule.
  5. Contractual settlement effects. No agreement was examined, and no governing rule was chosen concerning contractual interest or displacement of the statutory default.
  6. Stay, security, appeal, and changed-judgment facts. No stay existence, bond approval, duration, finality, appeal, vacatur, amendment, or reversal status was established.
  7. State and local implementation. No state lien attachment, recording, perfection, priority, execution, exemption, or local security rule was selected.
  8. Specialized and sovereign applications. The exact statutory exception clauses were read to establish boundaries; they do not amount to a complete tax, sovereign, bankruptcy, condemnation, territorial, or specialized-judgment analysis.
  9. Visual form verification. AO 450 and AO 451 were text-read, not pixel-inspected. No unseen marks, fields, seals, attachments, or interface behavior are asserted.
  10. Exhaustive currentness and later history. Official current bodies were retrieved with their stated cutoffs. A full amendment, session-law, rulemaking, or case-history audit remains unperformed.

Parent holds remain intact

All actual underlying claim, contract, insurance coverage, court, jurisdiction, judgment, entry, finality, principal, payment, notice, receipt, stay, appeal, security, registration, lien, and execution facts remain held.

Also held are accident/property liability; complete subrogation, deductibles, indemnity, damages, and attorney-award analysis; existing settlement obligations; state, local, tribal, territorial, sovereign, and specialized applications beyond the exact selected clauses; bankruptcy; liens, priority, perfection, exemptions, assets, benefits, wage garnishment, Treasury and tax operations; actual interest, payoff, fees, penalties, limitations, and recovery decisions; later case history; all other A026 dimensions; and international/country law.

Researcher self-check — not independent review

  • Complete operative §1961 was read, including all four subsection (c) paragraphs and both subsection (b) cross-reference routes.
  • Complete current Rule 62(a)–(h) and Rule 69(a) were read.
  • Complete operative §§1962 and 1963 were read.
  • Current rule body, historical committee notes, promulgation order, effective date, compilation edition, and printing year were distinguished.
  • The selected Treasury measure, observation frequency, units, and publisher attribution were verified without choosing a judgment rate.
  • Daily computation was kept separate from annual compounding.
  • A stay was not treated as payment or an interest holiday.
  • Registration was not treated as a universal lien or seizure authorization.
  • Forms were not treated as orders, certifications actually made, or completed registration.
  • All twenty requested qualitative branches were covered, with six additional material branches.
  • Retrieval failures and the absence of pixel inspection were preserved.
  • No actual or fictional identifying examples, principal, rate/date model, payoff, lien, seizure, or recovery decision was produced.
  • Independent qualified review, component acceptance, parent acceptance, operational acceptance, and publication acceptance remain open.

R026-P1-C001Title 28 defines district courts by reference to courts constituted under its Chapter 5.S002, §451, district-court definition. An unidentified court cannot be assumed to satisfy that definition.
R026-P1-C002Section 1961(a)’s ordinary coverage requires a money judgment recovered in a civil case in a district court.S001, §1961(a), first sentence.A demand, alleged debt, settlement promise, or nonmoney order does not establish those predicates.
R026-P1-C003The statutory accrual event is judgment entry.S001, §1961(a), rate/accrual sentence.Claim accrual, injury, demand, verdict, signature, and entry must not be silently equated.
R026-P1-C004The Civil Rules’ definition of judgment includes decrees and appealable orders.S006, Rule 54(a).That broad procedural definition does not make every such order a money judgment under §1961.
R026-P1-C005Rule 58 generally requires a separate document for a judgment or amended judgment, with specified exceptions for orders disposing of listed postjudgment motions.S006, Rule 58(a)(1)–(5).Exceptions cover the listed Rule 50(b), 52(b), 54 fee, 59, and 60 motions; applicability remains unselected.
R026-P1-C006Rule 58(c) defines procedural entry using docket entry and, when required, the earlier of a separate document or passage of 150 days.S006, Rule 58(c)(1)–(2).The rule expressly speaks for purposes of the Civil Rules. Its interaction with disputed §1961 accrual requires any necessary governing precedent; no actual date selected.
R026-P1-C007Rule 79(a) requires the civil docket to reflect the substance and date of entry of orders and judgments.S006, Rule 79(a)(2)–(3).This identifies an evidence category. No docket was searched or read.
R026-P1-C008A partial final judgment under Rule 54(b) requires an express determination that there is no just reason for delay.S006, Rule 54(b).Otherwise, a decision resolving fewer than all claims or parties has the revisability described in the rule. No finality determination made.
R026-P1-C009Section 1961 does not itself establish entitlement to interest for a period before judgment entry.S001, §1961(a).Prejudgment interest requires its own applicable source and predicates. Its possible inclusion in an entered award remains a separate question.
R026-P1-C010Rule 54(d)(1) provides a qualified prevailing-party costs rule.S006, Rule 54(d)(1).Federal statutes, rules, or court orders may provide otherwise; costs against the United States and its officers/agencies require legal authorization. No costs award assumed.
R026-P1-C011Rule 54(d)(2) ordinarily uses a motion procedure for attorney fees and related nontaxable expenses.S006, Rule 54(d)(2)(A)–(E).Substantive-law damages treatment, statutes/orders, sanctions exceptions, and other stated qualifications matter. A procedural route does not prove entitlement or amount.
R026-P1-C012Entry ordinarily is not delayed merely to tax costs or award fees.S006, Rule 58(e).Its specified timely-fee-motion/order mechanism can affect appeal timing. It does not resolve a fee award’s interest-start date in an unknown circuit.
R026-P1-C013The interest-bearing base cannot be established from §1961 alone when judgment components are unknown.S001, §1961(a); S006, Rules 54(d), 58.Damages, prejudgment interest, costs, and fees require component-specific adjudication and any governing accrual authority. Neither blanket inclusion nor blanket exclusion is established.
R026-P1-C014A contractual settlement obligation and an entered money judgment require separate classification.S001, §1961(a); S006, Rule 58.Whether a settlement became a judgment, and whether an agreement affects the otherwise applicable interest rule, remain contract/fact/precedent questions. No contractual displacement rule selected.

R026-P1-C015The prescribed reference is the Board-published weekly average one-year constant-maturity Treasury yield for the calendar week preceding the judgment date.S001, §1961(a), rate sentence. The relevant judgment/entry determination and observation week remain unknown. The AO Director is assigned distribution of rate notices to federal judges by the following sentence.
R026-P1-C016Annual compounding does not itself call for selecting a new market yield each year.S001, §1961(a)–(b).This is a textual inference from the entry-linked rate selection and separate compounding command; amended judgments and other governing exceptions remain held.
R026-P1-C017Section 1961(b) requires daily computation through payment, subject to its express cross-references.S001, §1961(b).The exceptions reference 28 U.S.C. §2516(b) and 31 U.S.C. §1304(b). What constitutes payment and the relevant endpoint are not established for a dispute.
R026-P1-C018The statutory compounding frequency is annual.S001, §1961(b).Daily computation is not a command to compound daily. No calendar algorithm or annual-boundary implementation selected.
R026-P1-C019Internal-revenue tax cases are excluded from §1961’s ordinary regime and routed to the appropriate §6621 underpayment or overpayment rate.S001, §1961(c)(1); S005, §6621.No choice between tax categories, corporate qualifications, periods, or other tax rules is made.
R026-P1-C020Section 1961(c)(2) expressly addresses final judgments against the United States in the Federal Circuit using subsections (a) and (b).S001, §1961(c)(2).Subject to paragraph (1)’s tax exception and necessary sovereign/payment provisions.
R026-P1-C021Court of Federal Claims judgment interest is allowed, computed, and paid only through the authority described in §1961(c)(3).S001, §1961(c)(3).That paragraph points to the tax provision or another provision of law; it is not an unrestricted adoption of the ordinary district-court rule.
R026-P1-C022Section 1961 preserves interest law for judgments of courts not specified in the section.S001, §1961(c)(4).It does not establish a uniform state-court judgment rate.
R026-P1-C023Section 2516(a) limits interest on a claim against the United States included in a Court of Federal Claims judgment to an express contractual or congressional authorization.S003, §2516(a).No contract, waiver, enabling statute, or actual claim examined.
R026-P1-C024Section 2516(b) supplies the specified weekly Treasury measure for its described judgment affirmed by the Supreme Court after review on the United States’ petition.S003, §2516(b).The exact review posture is a statutory predicate, not an assumed fact.
R026-P1-C025Section 1304(b)(1)(A) restricts interest paid from that appropriation on a district-court judgment to its specified government-review and transcript-to-mandate interval.S004, §1304(a), (b)(1)(A).Section 1304(a)’s appropriation predicates also matter. The interval runs from transcript filing with Treasury through the day before the affirmance mandate; no such events established.
R026-P1-C026Section 1304(b)(1)(B) specifies a transcript-filing-to-pre-mandate interval for the described Federal Circuit or Court of Federal Claims judgment under §2516(b).S004, §1304(b)(1)(B).This is the selected appropriation restriction, not a complete sovereign-interest analysis.
R026-P1-C027Section 1304(b)(2) limits interest payable under that subsection after Supreme Court review by reference to the term of affirmance.S004, §1304(b)(2).No Supreme Court review or term is inferred.
R026-P1-C028Section 1961(a)’s marshal-execution sentence contains a state-law predicate for levying execution for interest.S001, §1961(a), second sentence. It must not be converted into a conclusion that execution is presently available, or that the statutory interest rate becomes the state rate.
R026-P1-C029The AO identifies criminal and condemnation interest under separate statutory routes.S011, statutory-category discussion. Those references do not import criminal-fine, bankruptcy, or condemnation rules into this selected civil component.

R026-P1-C030The relevant H.15 family is nominal Treasury constant-maturity data, reported as annual percentage yields.S012, release units, Treasury headings, footnote 9; S011.Prime rates, inflation-indexed yields, bank-discount quotes, and other maturities are different measures.
R026-P1-C031WGS1YR is identified as a weekly series ending Friday, with averages of business days.S013, frequency and notes.A week-ending label is not a judgment date or publication date.
R026-P1-C032The Board’s technical Q&A describes weekly averages as the average of nonmissing observations in the period.S012, “Where can I get weekly and monthly averages” Q&A.A missing observation must not be silently treated as zero. No weekly average was recomputed here.
R026-P1-C033The current H.15 release is posted on business weekdays at the stated 4:15 p.m. time, with holiday/closure qualifications.S012, current release schedule. The daily release’s date and daily values do not replace the statutory observation week. A universal publication timestamp for every weekly observation was not established.
R026-P1-C034The AO explains that weekly/monthly averages ceased appearing directly on H.15 in October 2016; the Board identifies DDP and FRED routes for averages.S011, current-publication discussion; S012, technical Q&A.Old instructions referring to a weekly display must be checked against the actual current distribution format.
R026-P1-C035The Board’s announced November 2026 change concerns DDP functionality, not an enacted change to §1961’s measure.S012, DDP announcement.Future availability should be rechecked when relevant; no statutory amendment is inferred from a website transition.
R026-P1-C036A published percentage must be converted to a decimal fraction before multiplication in decimal-form arithmetic.S012–S013, percent units; ordinary unit conversion. This establishes units only, not a rate, base, period, or payoff.
R026-P1-C037The selected national text does not supply a complete universal daily-dollar algorithm.S001, §1961(b); S014, local instructions.Section 1961 does not state a denominator or rounding convention. The local example uses 365 but does not resolve universal leap-year, annual-compounding, or rounding treatment.
R026-P1-C038The SDNY page describes accrual on an unpaid balance, but does not establish the allocation or effective timing of an unknown partial payment.S014, final substantive statement. No assumption is made about application to principal, costs, accrued interest, or when payment legally occurred.

R026-P1-C039Rule 62(a) ordinarily stays execution and enforcement proceedings for 30 days after entry.S006, Rule 62(a).Subject to subdivisions (c), (d), and a different court order. No start or expiration date calculated.
R026-P1-C040Rule 6(a) supplies the Civil Rules’ procedural day-counting conventions.S006, Rule 6(a)(1), (5), (6), with other relevant clauses read.Exclude the triggering day; count intervening weekends/holidays; apply the last-day rule. This does not establish an interest-accrual denominator.
R026-P1-C041A Rule 62(b) stay becomes effective upon court approval of a bond or other security and lasts for the period specified in that security.S006, Rule 62(b).A request, tendered bond, proposed order, or intended appeal does not establish approval.
R026-P1-C042Rule 62(b)’s text does not prescribe a universal bond percentage or amount.S006, complete Rule 62(b).Applicable authority, local rules, and approval terms remain unreviewed; no percentage selected.
R026-P1-C043Rule 62(c) removes the ordinary automatic stay for its specified injunction, receivership, and patent-accounting judgments/orders unless the court orders otherwise.S006, Rule 62(c)(1)–(2).Classification of mixed or specialized relief remains necessary; not every nonmoney order is automatically placed in this exception.
R026-P1-C044Rule 62(d) permits specified injunctive relief during an appeal on protective terms.S006, Rule 62(d).For a statutory three-judge district court, the rule specifies action in open session or assent evidenced by all judges’ signatures. No injunction merits or appellate jurisdiction determination made.
R026-P1-C045Rule 62(e) bars requiring security from the described federal-government appellant when granting a stay.S006, Rule 62(e).The clause concerns security when a stay is granted; it does not itself prove an automatic government stay or an interest exemption.
R026-P1-C046Rule 62(f) gives the same execution stay a state court would give when the judgment is a lien on the debtor’s property under the relevant state law.S006, Rule 62(f).The lien predicate and the state stay rule must both be established.
R026-P1-C047Rule 62(g) preserves specified appellate powers over stays, injunctions, the status quo, and judgment effectiveness.S006, Rule 62(g)(1)–(2).Preservation of power does not establish that an appellate court exercised it.
R026-P1-C048Rule 62(h) permits a stay of enforcement of a Rule 54(b) final judgment pending later judgments, on protective terms.S006, Rule 62(h).Such a stay is discretionary; multiple claims alone do not prove it exists.
R026-P1-C049The operative 2018 Rule 62 amendment was adopted April 26 and became effective December 1, subject to the order’s proceeding-specific applicability language.S008, order ¶¶1–3; S006, amendment credit.Promulgation, transmission, effectiveness, compilation, and printing dates are distinct.
R026-P1-C050The 2018 note explains the 30-day change and movement of the former subdivision (d) bond mechanism into subdivision (b), available to a party before deciding whether to appeal.S007, complete 2018 note. The former 14-day period and older subdivision references are historical. Notes explain rather than amend the body independently.
R026-P1-C051An appeal alone does not establish continued enforcement protection after the applicable automatic stay.S006, Rule 62(a)–(b), (g); S007, 2018 note.A qualifying ordered stay, approved security, or other applicable mechanism must be identified. No appeal deadline or status determined.
R026-P1-C052A Rule 62 enforcement stay alone does not establish suspension of ordinary §1961 interest.S001, §1961(b), read with S006, Rule 62.Textual inference: the selected provisions supply no general stay-based interest holiday. Special statutes, payments, changed judgments, and governing precedent remain material.
R026-P1-C053A Rule 60(b) motion does not itself suspend the judgment’s operation or alter its finality.S006, Rule 60(c)(2).A motion must not be confused with relief granted on that motion or a separately effective stay.

R026-P1-C055Rule 69(a)(2) permits the described creditor or successor to use specified discovery procedures in aid of judgment or execution.S006, Rule 69(a)(2).A successor’s interest must appear of record. The provision does not authorize this research to conduct discovery or identify assets.
R026-P1-C056Section 1962 ties lien effect and termination to the manner, extent, conditions, and timing applicable to a general-jurisdiction state-court judgment.S009, first sentence. No universal property coverage, attachment date, duration, or priority follows without state law.
R026-P1-C057Section 1962 excludes judgments entered in favor of the United States.S009, second sentence.Any government lien regime is a separate inquiry, not a conclusion that no government lien can exist.
R026-P1-C058Section 1962 conditionally incorporates state recording, registration, docketing, indexing, or similar prerequisites where state law authorizes federal judgments to conform.S009, final sentence. The state authorization and relevant acts remain unknown.
R026-P1-C059Section 1963 identifies judgments for recovery of money or property from specified federal courts as eligible for its registration procedure.S010, first sentence. The list includes courts of appeals, district courts, bankruptcy courts, and the Court of International Trade. Their inclusion here does not extend §1961’s ordinary coverage to every listed judgment.
R026-P1-C060Ordinary §1963 registration requires finality through appeal or expiration of appeal time, or an originating-court order for good cause.S010, first sentence. No finality, expiration, good cause, or order is established.
R026-P1-C061Section 1963 permits a qualifying judgment in favor of the United States to be registered after entry without its ordinary waiting predicate.S010, second sentence. The government-beneficiary fact remains unknown; other regimes are not imported.
R026-P1-C062A judgment registered under §1963 receives the effect of a district-court judgment in the registration district and may be enforced in like manner.S010, first paragraph’s effect sentence.Registration does not eliminate stay, lien, procedural, or exemption questions.
R026-P1-C063A certified satisfaction, whole or partial, may be registered as described in §1963 in a district where the judgment is a lien.S010, second operative paragraph. No satisfaction, payment amount, or existing lien established.
R026-P1-C064Section 1963 makes its procedure additional to other lawful enforcement procedures.S010, final operative paragraph. It is not the exclusive enforcement route, but no alternative route is selected.
R026-P1-C065The historical note’s quoted proposed Rule 77 is not the operative text of §1963.S010, historical/revision note compared with operative paragraphs. Its historical language about filing modifications or vacatur orders must not be presented as a present statutory command without a separate current authority.

Title 28 defines district courts by reference to courts constituted under its Chapter 5.

Recorded check status: not yet checked

Exact authority
S002, §451, district-court definition.

Recorded check status: not yet checked

Exact authority
S001, §1961(a), first sentence.
Conditions, exceptions, and unresolved application
A demand, alleged debt, settlement promise, or nonmoney order does not establish those predicates.
R026-P1-C003 Saved research record

The statutory accrual event is judgment entry.

Recorded check status: not yet checked

Exact authority
S001, §1961(a), rate/accrual sentence.
Conditions, exceptions, and unresolved application
Claim accrual, injury, demand, verdict, signature, and entry must not be silently equated.
R026-P1-C004 Saved research record

The Civil Rules’ definition of judgment includes decrees and appealable orders.

Recorded check status: not yet checked

Exact authority
S006, Rule 54(a).
Conditions, exceptions, and unresolved application
That broad procedural definition does not make every such order a money judgment under §1961.
R026-P1-C005 Saved research record

Rule 58 generally requires a separate document for a judgment or amended judgment, with specified exceptions for orders disposing of listed postjudgment motions.

Recorded check status: not yet checked

Recorded check status: not yet checked

Exact authority
S006, Rule 58(c)(1)–(2).
Conditions, exceptions, and unresolved application
The rule expressly speaks for purposes of the Civil Rules. Its interaction with disputed §1961 accrual requires any necessary governing precedent; no actual date selected.
R026-P1-C007 Saved research record

Rule 79(a) requires the civil docket to reflect the substance and date of entry of orders and judgments.

Recorded check status: not yet checked

Exact authority

Recorded check status: not yet checked

Exact authority
S006, Rule 54(b).
Conditions, exceptions, and unresolved application
Otherwise, a decision resolving fewer than all claims or parties has the revisability described in the rule. No finality determination made.
R026-P1-C009 Saved research record

Section 1961 does not itself establish entitlement to interest for a period before judgment entry.

Recorded check status: not yet checked

Exact authority
S001, §1961(a).
Conditions, exceptions, and unresolved application
Prejudgment interest requires its own applicable source and predicates. Its possible inclusion in an entered award remains a separate question.

Recorded check status: not yet checked

Exact authority

Entry ordinarily is not delayed merely to tax costs or award fees.

Recorded check status: not yet checked

Exact authority
S006, Rule 58(e).
