Focused finding and research boundary

For a covered consumer vehicle lease, federal law requires disclosure of the conditions and charges for early termination and independently limits delinquency, default, and early-termination charges to reasonable amounts. Disclosure of a charge, use of a recognized calculation method, or delivery of a model disclosure does not by itself establish that the charge is reasonable, contractually authorized, or enforceable under applicable state law. The governing provisions do not create a universal cancellation right, payoff formula, cure period, acceleration right, or repossession right. uscode.house.gov+3

The verified annual threshold for a lease consummated during January 1–December 31, 2026 is $73,400. That is a threshold for the defined total contractual obligation, not automatically the vehicle’s price, capitalized cost, residual value, or total disclosed payments. Coverage also requires the other product, purpose, property, term, lessee, and lessor conditions below. govinfo.gov+2

This is a fresh, bounded investigation of published federal law and official interpretations. No saved report or earlier R004/R008/R010/R012/R013 analysis was used as a foundation. No actual contract, person, business, vehicle, account, license, property, record, or docket was queried. No public generic contract was necessary to establish this framework.

Actual research check: October 27, 2026, America/Los_Angeles. A clock check during the investigation returned 15:55:29 PDT / 22:55:29 UTC. Access dates below are research dates, not enactment or effective dates. No independently verified claim is made about the application’s model-picker label or UI provenance.

All periods below describe statutory or regulatory triggers. No actual calendar deadline, vehicle value, collectible balance, lawful APR, lease payoff, eligibility, or liability has been calculated.

Material Version or effective predicate actually established Treatment in this report Remaining limit
Consumer Leasing Act, 15 U.S.C. §§1667–1667f, selected sections OLRC bodies displayed laws in effect through Public Law 119-120, October 7, 2026, including where the literal URL contains 119-118. The CLA’s original effective-date note specifies one year after March 23, 1976. Statutory text, distinguished from regulations and interpretations. The compilation banner does not establish a complete session-law review through October 27, 2026.
Annual inflation authority Pub. L. 111-203 §1100E(b), reproduced in the §1603 inflation note, directs annual adjustment on and after December 31, 2011. Statutory authority for annual adjustments; not a substitute for the applicable year’s published amount. No independent reconstruction of every historical inflation calculation.
CFPB Regulation M republication 76 FR 78500, December 19, 2011; effective December 30, 2011. A December 29 correction supplied the 2012 threshold entry. Historical transfer/republication and correction, read within the bounds recorded below. The original republication is not treated as the complete current regulation.
CFPB adoption of interim rules 81 FR 25323, April 28, 2016; effective April 28, 2016. The issuance provision adopted the Regulation M interim rule subject to intervening amendments. Historical final-rule status. Selected Regulation M adoption language read; not every regulation addressed by that omnibus rule.
2025 annual CFR Title 12, volume 8, part 1013, January 1, 2025 edition, printed pp. 505–531. Official historical annual codification used to check selected operative clauses and commentary. It is not the 2026 annual edition.
2026 threshold final rule 90 FR 57878–57882, published December 15, 2025; effective January 1, 2026; threshold $73,400 for January 1–December 31, 2026. Final rule and official-interpretation amendment, including both parts 213 and 1013. Not a 2027 threshold determination.
Agency regulation webpages CFPB pages identify their versions as current; the part index identifies January 1, 2026 as the most recent amendment. Board materials retain part 213 for the relevant dealer jurisdiction. Official publisher presentations of the working operative bodies. An agency “current” label is not an official annual-CFR, List of CFR Sections Affected, session-law, or complete litigation-history audit. CFPB itself distinguishes its web presentation from the official legal edition.
eCFR and 2026 annual CFR eCFR access encountered an access gate; the attempted 2026 annual part 1013 and part 213 PDFs were not retrievable. Explicit retrieval gaps. No inference that the provisions do not exist, were repealed, or have no amendments.
Proposed, future-effective, stayed, vacated, repealed, or withdrawn materials No such material was used as an operative substitute. Separate from the operative bodies and historical final rules above. A complete intervening amendment, stay, vacatur, and later judicial-history audit remains unestablished.
CFPB circulars, bulletins, advisories; published opinions None relied upon. No guidance-based or opinion-based holding asserted. The Withdrawn Guidance register was not needed or checked for this report. No implication that withdrawal repeals a statute or regulation. A case citation appearing inside an official comment was not treated as a separately read opinion.

The annual threshold, historical adoption dates, and continuing Board/CFPB jurisdictional division are supported by the actual final rules and statutory bodies, rather than by a general overview or a renamed-regulation assumption. uscode.house.gov+6

A. Product, coverage, exclusions, and actors

Claim ID Precise claim and area Source pinpoint Trigger, conditions, exceptions, and status/limits
R015-P1-C001 A consumer lease requires a bailment/lease of personal property to a natural person, primarily for personal/family/household purposes, for an initial term exceeding four months, within the applicable contractual-obligation threshold. S001 §1667(1); S005 §1013.2(e)(1), comments 2(e)-1–3, 9–11 S/R/I. All gates matter. A purchase option does not alone remove coverage. A product label or supplied disclosure does not establish the underlying facts.
R015-P1-C002 Primary purpose is determined before or at consummation. S005 comment 2(e)-1 I. Later changed use does not itself create an original Regulation M disclosure duty. Business/commercial/agricultural purpose is excluded; no actual purpose finding is made.
R015-P1-C003 Personal-property classification follows the law of the property’s location when offered or made available for lease; motor-vehicle classification for the vehicle disclosures also depends on applicable law. S005 §2(l), comment 2(l)-1; comment 4(f)-1 R/I. A vehicle-like object is not classified solely by its marketing name. Actual location and classification law remain unknown.
R015-P1-C004 An initial four-month, three-month, month-to-month, or week-to-week term is ordinarily outside the consumer-lease definition, even if use continues beyond four months. A penalty for not continuing beyond four months changes that analysis. S005 comment 2(e)-2 I. Official examples: a three-month lease continued monthly for a year remains excluded; a nominal monthly lease with deposit forfeiture for stopping before a year is treated as exceeding four months, subject to other gates.
R015-P1-C005 An organization lease is excluded even if an employee uses the property personally, a natural person guarantees it, or it is later assigned to a natural person. S001 §1667(1)–(2); S005 §2(e)(2), (j), comments 2(e)-6, 2(j)-1 S/R/I. Organization includes corporation, trust, estate, partnership, cooperative, association, government entity/instrumentality; commentary includes joint ventures and persons operating under a business name. Actual legal capacity remains held.
R015-P1-C006 A purported lease meeting the credit-sale definition is excluded from Regulation M. S002 §1602(h); S005 §2(e)(2), comment 2(e)-4; S006 §§226.2(a)(16), 1026.2(a)(16) S/R/I. Relevant lease/bailment test combines substantially equivalent-or-greater compensation for property/services with automatic or nominal/no-extra-consideration ownership. Regulation Z’s definition excepts a lease terminable without penalty at any time by the consumer. Actual classification requires the agreement.
R015-P1-C007 A financed purchase may be a loan rather than a seller credit sale; neither label makes it a consumer lease. S006 comment 2(a)(16)-2; S005 §2(e) I/INF. A seller-arranged loan payable to the financial institution is the comment’s loan example. Regulation Z coverage, APR, usury, and loan remedies are not resolved here.
R015-P1-C008 Total contractual obligation is not necessarily total disclosed payments. S005 comment 2(e)-3; S009 revised comment 2(e)-3 I. Includes nonrefundable amounts contractually owed to the lessor; excludes residual/purchase-option amounts and amounts collected for payment to third parties, such as taxes, licenses, and registration. No actual total has been computed.
R015-P1-C009 The 2026 threshold is $73,400, for January 1–December 31, 2026. S009, comments 2(e)-11(xvii) for parts 213/1013 Final rule/I. “Not exceeding” includes equality. Published transition entries include $25,000 before July 21, 2011; $50,000 July 21–December 31, 2011; $51,800 for 2012; $71,900 for 2025. These are sourced historical amounts, not present eligibility findings.
R015-P1-C010 The threshold in effect at consummation controls; a lease exempt because it exceeded that threshold remains exempt despite a later annual increase. S005 comments 2(e)-9–11; S009; S002 inflation note I/S. Annual changes take effect January 1 using the specified CPI-W mechanism and rounding. A non-increase does not reduce the operative threshold; the commentary supplies later catch-up mechanics. Extension, replacement, and a genuinely new transaction must be distinguished.
R015-P1-C011 A lessee is a natural person entering or offered a consumer lease; a guarantor is not a lessee. A lessor regularly leases, offers, or arranges covered leases. S005 §2(g)–(h), comment 2(g)-1 R/I. Regularity means more than five leases/offers/arrangements in the preceding calendar year or more than five in the current calendar year. Actual roles and frequency are unestablished.
R015-P1-C012 Arranger status requires the defined relationship and either compensation/actual consideration or knowledge of terms plus participation in contract preparation. S005 comments 2(h)-1–2 I. Mere unpaid referral without document preparation is the contrary example. Intangible increased-business benefit is not the required “other consideration.”
R015-P1-C013 An assignee may be a lessor when substantially involved in the lease transaction. S005 comment 2(h)-3 I. Assignment alone is not a universal lessor-status conclusion. The opinion cited within the comment was not independently read or used as a separate holding.
R015-P1-C014 CFPB part 1013 excludes persons within the statutory auto-dealer exclusion, subject to its functional exceptions. S003 §5519(a)–(b), (f); S005 §1013.1(b) S/R. Predicate: qualifying dealer predominantly engaged in sale-and-servicing or leasing-and-servicing. Exceptions apply to the extent of mortgage/real-property self-financing services; direct retail credit/leases not routinely assigned to unaffiliated finance/leasing sources; or unrelated consumer financial products/services. Dealer definition requires the statutory licensing and title/ownership/custody conditions. No actual license inquiry occurred.
R015-P1-C015 Part 213 remains material for dealers excluded from CFPB authority; it is not universally obsolete. S003 §5519(c); S007; S009 jurisdiction discussion and dual amendments S/R/final rule. The 2026 rule amended both parts. Section 5519’s vehicle definition includes road vehicles, recreational boats/marine equipment, motorcycles, specified recreational vehicles/campers, and other vehicles titled and sold through dealers. That jurisdictional definition does not resolve every asset’s Regulation M classification.
R015-P1-C016 Additional exclusions have specific conditions. S005 §2(e)(3), comments 2(e)-7–8 R/I. Personal property incidental to a real-property lease is excluded only with no end-value liability except abnormal wear and no purchase option. Listed service-incidental examples are programming-reception equipment, home-security equipment, and propane tanks. Safe-deposit-box leases are excluded. No general exclusion for every bundled service is inferred.
R015-P1-C017 The official interpretation distinguishes U.S.-branch/resident transactions from specified foreign-branch transactions. S005 comment 1-1; §2(p) I. U.S. branches offering leases to residents of a defined “State,” including foreign nationals, are within the stated scope subject to the dealer exception. Specified foreign-branch transactions abroad are excluded. International, tribal, choice-of-law, and actual residence questions remain held.
R015-P1-C018 The statute requires advance disclosure of termination conditions and charge amounts or methods. S001 §1667a opening and (11) S. Applies to the lessor and covered lease; identifies both lessee- and lessor-initiated termination conditions. It is a disclosure obligation, not an independent grant of every described contractual power.

The coverage conditions, term examples, and actor distinctions above come from the operative definitions and official commentary. Consumer Financial Protection Bureau+4

R015-P1-C019 Penalties or other charges for delinquency, default, or early termination may be specified only in a reasonable amount. S001 §1667b(b); S005 comment 4(q)-5 S/I. Complete enumerated factors: anticipated or actual harm caused by the event; difficulties of proving loss; inconvenience or nonfeasibility of otherwise obtaining an adequate remedy. Neither actual loss alone nor disclosure alone is the entire statutory test.
R015-P1-C020 Early-termination disclosure must state the conditions under which either party may terminate before the scheduled end, and the charge amount or method. S005 §4(g)(1), comments 1–2 R/I. Charges must be reasonable. A full, accurate description not intended to mislead can comply even if complex. That disclosure standard does not adjudicate substantive reasonableness.
R015-P1-C021 Delinquency, default, and late-payment penalties or charges require disclosure of their amount or determining method. S005 §4(q) R. Reasonableness is expressly required. Ordinary contractual payment obligations and event-related charges must first be correctly classified.
R015-P1-C022 Default that is a condition for early termination engages both §4(g)(1) and §4(q). S005 comments 4(g)(1)-4, 4(q)-2 I. The disclosures may be combined but need not be. A default label does not remove the early-termination disclosure requirement.
R015-P1-C023 Motor-vehicle leases require the prescribed substantially similar early-termination warning. S005 §4(g)(2) R. It warns of a potentially substantial charge, timing dependence, and the likelihood of a greater charge earlier in the term. It is an advance disclosure, not an event-specific default notice or cure deadline.
R015-P1-C024 Automatic collection costs or attorney fees upon default must be disclosed under §4(q); specified contingent costs need not be. S005 comment 4(q)-1 I. The exception concerns costs contingent on actual collection-related expenditures or employment of an attorney to collect. It is a disclosure exception, not permission to recover any fee.
R015-P1-C025 Normal additional rent in a simple-interest accounting lease is treated differently from an increased default rate. S005 comment 4(q)-3 I. Normal rent accruing because payment is late, or after termination because property is not returned, is not characterized there as a late/default charge. A rate above normal requires disclosure of the additional amount or method. Lawfulness remains separate.
R015-P1-C026 Certain extension charges belong in the delinquency-charge disclosure. S005 comment 4(q)-4 I. Applies to extension charges exceeding rent in a simple-interest accounting lease or added separately. Section 5’s new-disclosure exceptions do not independently authorize the fee.
R015-P1-C027 These disclosure provisions do not establish a universal right to cancel, accelerate, repossess, obtain cure, or collect a particular payoff. S001 §§1667a(11), 1667b(b), 1667e; S005 §§4(g), 4(q), 9 INF from the provisions’ function. Contractual entitlement, conditions precedent, other federal law, and state enforceability require separate authority and facts. No actual rights determination is made.

The statute’s three reasonableness considerations are cumulative considerations within one standard; they are not replaced by a calculator output or a charge’s appearance in a signed document. uscode.house.gov+2

C. Named methods, contract variables, and valuation

Claim ID Precise claim and area Source pinpoint Trigger, conditions, exceptions, and status/limits
R015-P1-C028 A generally accepted method may be named for the unamortized-cost/adjusted-lease-balance portion of the early-termination calculation. S005 comment 4(g)(1)-2 I. “Constant yield” is the official example. The lessor must still specify how that figure and every other term or figure are used in the total charge. Naming it does not supply the entire contract formula.
R015-P1-C029 Using that named-method option creates a duty to provide its written explanation on the consumer’s request. S005 comment 4(g)(1)-2 I. Lessor is the responding actor; consumer is the requester/recipient. The explanation may instead be supplied routinely in the lease or a separate document. The comment does not require the request itself to be written.
R015-P1-C030 A request at consummation requires the written explanation then; a later request requires it within a reasonable time after the request. S005 comment 4(g)(1)-3 I. An address or telephone number may be supplied for requests, but does not postpone the at-consummation duty. No fixed number of days is supplied.
R015-P1-C031 A named method alone does not establish its inputs, timing conventions, credits, valuation choice, ancillary charges, or resulting lawful amount. S005 comments 4(g)(1)-2–3 INF/U. No contract method or equation was adopted here. “Actuarial” was not found in the retrieved §4 text/comments; no universal equivalence between actuarial and constant-yield terminology is asserted.
R015-P1-C032 When liability is based on unamortized cost minus realized value, the method for that difference must be disclosed. Scheduled-payment disclosures are not a universal early-termination payoff formula. S005 comment 4(g)(1)-5; §4(f) I/INF. The subtraction is conditional on the actual lease method. Other charge components and legal limits remain separate. No numerical illustration is supplied.
R015-P1-C033 A requested gross-capitalized-cost itemization must be supplied before consummation. S005 §4(f)(1), comment 4(f)(1)-2 R/I. Itemize by type and amount; provide with the other required disclosures, outside the segregated disclosures. Routine provision removes the need to state the option to request it. This is a different request from a named-method explanation.
R015-P1-C034 Ordinary anticipated end-of-term charges have a distinct disclosure location. S005 §4(d), comments 4(d)-1–3 R/I. Examples include disposition/pickup charges. Early-termination, default, deferment, and extension charges are not collapsed into this category. Residual-value liability is separately addressed in §4(k).
R015-P1-C035 A purchase option is separately disclosed and is not interchangeable with return/termination liability. S005 §4(i), comments 4(i)-1–4 R/I. Disclose its existence or absence; end-of-term price; during-term price or method and when exercisable. Whether an option exists depends on applicable law. A mere opportunity to bid is not necessarily an option; an unspecified negotiated price or bare fair-market-value reference does not satisfy the stated certainty rule.
R015-P1-C036 Adjusted capitalized cost, residual value, and adjusted lease balance are different concepts. S005 §2(f), (n); §4(f); comment 4(g)(1)-2 R/I. Adjusted capitalized cost is gross capitalized cost less capitalized-cost reduction, used for base payments. Residual is the end value estimated/assigned at consummation for that calculation. Adjusted lease balance is the unamortized-cost component addressed by the termination method.
R015-P1-C037 Realized value has defined alternatives, constrained by contract and applicable law. S005 §2(m), comments 2(m)-1–2 R/I. Sold before liability determination: sale price or fair market value. Unsold then: highest offer or fair market value. Retail or wholesale valuation may be relevant. The realized amount itself is not a required advance disclosure; the applicable method/liability disclosures remain required.
R015-P1-C038 Disposition costs are not deducted in determining realized value; tax amounts may be. S005 comments 2(m)-3–4 I. Withdrawn offers and offers from an unwilling/unable performer may be disregarded when finding the highest offer. This does not independently establish a right to a separate disposition fee.
R015-P1-C039 Open-end and closed-end describe ordinary end-of-term residual-value exposure. S005 §2(d), (i), comment 2(d)-1 R/I. Open-end liability is based on residual minus realized value at the end. Closed-end means other than open-end. “Walk-away” does not establish zero mileage, wear, default, disposition, or early-termination charges.
R015-P1-C040 Residual-versus-realized liability, if any, must be disclosed for early termination or ordinary end. S005 §4(k); S001 §1667a(4)–(5) R/S. The phrase “if any” matters. This provision does not create the liability or establish that a shortfall is immediately collectible.

The distinction between an unamortized balance and the total termination charge is express in the official interpretation. The valuation alternatives likewise remain subject to the agreement and applicable law. Consumer Financial Protection Bureau+2

D. Appraisal and ordinary-expiration residual liability

Claim ID Precise claim and area Source pinpoint Trigger, conditions, exceptions, and status/limits
R015-P1-C041 A residual-value provision at termination carries the statutory independent-appraisal right; Regulation M requires its disclosure when liability at early termination or end depends on realized value. S001 §1667b(c); S005 §4(l) S/R. Lessee pays; professional independent third party must be agreed to by both parties; appraisal is final and binding. The regulation describes the value realizable at sale.
R015-P1-C042 The lessor’s own appraisal does not substitute for disclosure of the lessee’s independent-appraisal right. S005 comments 4(l)-2–3 I. Disclose whether wholesale or retail appraisal value is used. Binding valuation does not, by itself, resolve every separate contractual or legal challenge to the total charge.
R015-P1-C043 Regulation M gives no fixed period for exercising the appraisal right. S005 comment 4(l)-4 I. A lessor may require appraisal within a reasonable time after termination. No actual period’s reasonableness or deadline is decided.
R015-P1-C044 Wear/use liability alone does not trigger the independent-appraisal disclosure; a closed-end lease may nevertheless need it for an early realized-value calculation. S005 comment 4(l)-1; Appendix A comment 3 I. The official wear example compares damaged condition with reasonably maintained condition. The Appendix A comment identifies the closed-end model’s early-termination appraisal context; the image itself was not inspected.
R015-P1-C045 When expiration liability is based on estimated residual value, the estimate must reasonably approximate anticipated actual fair market value at expiration. S001 §1667b(a), first sentence S. This is an ordinary-expiration residual-liability rule, not an invented valuation of any vehicle.
R015-P1-C046 The statute creates rebuttable presumptions of unreasonableness and lack of good faith for the specified excess residual estimate. S001 §1667b(a); S005 §4(m)(2) S/R. Statutory benchmark: more than three times the average payment allocable to a month. Regulatory disclosure: more than three base monthly payments, or the stated average for nonmonthly payments. It is not a universal early-termination cap.
R015-P1-C047 Collection of the specified excess residual liability is subject to the statutory successful-action requirement and attorney-fee provision. S001 §1667b(a); S005 §4(m)(2), comment 4(m)-2 S/R/I. The interpretation says the lessor pays the lessee’s reasonable attorney fees in all actions under this residual-liability provision, successful or not. No actual standing, filing, award, or remedy conclusion follows.
R015-P1-C048 The residual presumptions do not apply to the extent the excess is caused by physical damage beyond reasonable wear/use or excessive use. S001 §1667b(a); S005 §4(m)(2) S/R. Contractual wear/use standards must not be unreasonable. The causation and “to the extent” qualifications prevent treating every shortfall as either exempt or presumptively unlawful.
R015-P1-C049 A willing lessee and lessor may make a mutually agreeable final adjustment of excess residual liability after termination. S001 §1667b(a), final sentence; S005 §4(m)(3) S/R. This is not approval of an advance waiver, compelled settlement, or actual agreement.
R015-P1-C050 The §4(m)(2) limitation disclosure does not apply to early termination or the alternative minimum term; its presumption does not govern every end charge. S005 comments 4(m)(2)-1–3 I. Listed other charges include disposition, excess mileage, late/default charges, and certain simple-interest unamortized balances caused by untimely payments. Their exclusion from this presumption does not make them automatically lawful.
R015-P1-C051 Open-end leases require the specified rent-and-other-charges disclosure; nonvehicle open-end leases retain a statutory end-liability cross-reference. S005 §4(m)(1), comment 4(m)(1)-1; §4(t); S001 §1667a(10) R/I/S. Required acquisition/disposition/assignment charges may be included; nonrequired third-party services such as voluntary insurance are excluded from this particular financing-cost disclosure. Other asset-financing analysis remains held.

The ordinary-expiration presumption, independent-appraisal right, and early-termination charge limitation are distinct protections with different triggers. uscode.house.gov+3

E. Delivery, consent, estimates, and changed transactions

Claim ID Precise claim and area Source pinpoint Trigger, conditions, exceptions, and status/limits
R015-P1-C052 Required disclosures must be clear/conspicuous, in a retainable written form, together in the prescribed dated presentation, before consummation. S001 §1667a opening/closing; S005 §3(a), (a)(1), (a)(3) and comments S/R/I. They may be in the contract or a separate statement; permitted split presentation still requires contemporaneous delivery. Contract formation/consummation depends on state or other applicable law. Reasonably understandable and legible are the stated standards.
R015-P1-C053 The mandatory segregated group is exact, not every lease term. S005 §3(a)(2) R. §§4(b)–(f), (g)(2), (h)(3), (i)(1), (j), and (m)(1); only directly related/permitted information; headings/content/format substantially similar to the applicable model. Detailed §4(g)(1) and §4(q) terms are not in that enumerated group.
R015-P1-C054 One lessor may disclose on behalf of multiple lessors, and delivery may be to any primarily liable lessee. S005 §3(c); comments 3(a)(1)-4–5, 3(c)-1 R/I. Identify all lessors/lessees and provide all required transaction disclosures. Regulation M does not itself require the lessee’s signature on the disclosure statement.
R015-P1-C055 Non-English disclosures are permitted if English is available on the lessee’s request; additional information must not obscure required disclosures. S005 §3(a)(4), (b) R. No fixed post-request day count is supplied here. Nonsegregated state disclosures may be included consistently with these standards.
R015-P1-C056 Proper use of an applicable model form can satisfy corresponding disclosure requirements. S001 §1667f(b)(4); S005 Appendix A comments 1–4 S/I. This is bounded disclosure protection, not approval of every contract term or amount. No unseen form layout is certified.
R015-P1-C057 Estimates require reasonable efforts, best reasonably available information, appropriate identification, and no evasion. S005 §3(d), comments 1–5 R/I. Open-end residual estimates must be reasonable; accepted trade publications or better experience-based information may be used. Retail/wholesale choice must fit the lessor’s general practice and be identified. No actual valuation source was queried.
R015-P1-C058 A subsequent event making an originally accurate disclosure inaccurate does not itself violate Regulation M. S005 §3(e), comments 1–3 R/I. New disclosures may still be required by §5. Commentary about necessary/proper protective action after nonperformance is not an independent repossession or security-right grant.
R015-P1-C059 Electronic lease disclosures are subject to E-SIGN consumer-consent and other applicable requirements. S005 §3(a); S004 §7001(c)(1) R/S. Affirmative unwithdrawn consent; advance disclosure of paper option, withdrawal procedures/consequences/fees, consent scope, contact-update procedure, and paper-copy procedure/fee; hardware/software information; electronic consent/confirmation reasonably demonstrating access. Material system changes risking access require revised information, renewed access confirmation, and the specified fee-free withdrawal protection.
R015-P1-C060 E-SIGN does not erase substantive content/timing duties or every paper/retention protection. S004 §7001(b), (c)(2)–(6), (d)–(f); S005 §3(a) S/R. Preserve applicable verification, accessibility, retention/reproduction, and proximity requirements. Withdrawal operates prospectively within a reasonable processing period. The narrow rule against invalidating a contract solely for failure of §7001(c)(1)(C)(ii) does not establish disclosure compliance. Legacy-consent and oral-communication qualifications are not assumed satisfied. Electronic advertising has its own §3(a) exception; it is not blanket consent for lease disclosures.
R015-P1-C061 A covered lease satisfied and replaced by a new lease with the same consumer is a renegotiation requiring new disclosures unless §5(d) applies. S005 §5(a); comment 5-1; comment 5(a)-1 R/I. State/other law determines satisfaction and replacement. Section 5 applies only to existing covered leases; it does not turn an originally short rental into coverage merely through continuation. A genuinely new transaction still requires its own classification. Disclosures must reflect the renegotiated legal obligation.
R015-P1-C062 An agreed continuation beyond the original end is an extension unless it is a renegotiation; extensions exceeding six months ordinarily require new disclosures. S005 §5(b), comments 5(b)-1–3 R/I. Fixed term over six months: when agreed. Monthly continuation: start of seventh month and each seventh month thereafter. Varying terms: start of the term crossing six months beyond the original end. Disclose the extension period, upfront costs, and monthly nature where applicable.
R015-P1-C063 Section 5(d) contains six specified new-disclosure exceptions. S005 §5(d)(1)–(6) R. Rent reduction; deferment of one or more payments with or without fee; extension no longer than six months; substantially equivalent-or-greater-value replacement property with no other term changed; multiple-item changes where average periodic payment changes no more than 25%; agreement resulting from a court proceeding. These are disclosure exceptions, not fee/enforceability approvals.
R015-P1-C064 Assumption by another person does not require new Regulation M disclosures, with or without an assumption fee. S005 §5(c) R. Does not determine release of the original lessee, assignment validity, or fee lawfulness.
R015-P1-C065 Disclosures follow the full legal obligation, not an optional minimum period alone. S005 comment 3(a)-1 I. Official example: a three-year lease permitting penalty-free termination after one year is disclosed over three years; the minimum matters to the early-termination provisions. No universal minimum term or cancellation entitlement is inferred.

These timing rules are different legal triggers. They cannot be merged into a single “lease notice deadline.” Consumer Financial Protection Bureau+5

F. Advertising, state law, and unresolved application

Claim ID Precise claim and area Source pinpoint Trigger, conditions, exceptions, and status/limits
R015-P1-C066 Specified advertised payment terms trigger additional clear/conspicuous disclosures. S001 §1667c(a); S005 §7(a), (b), (d), comments 7(a), 7(d) S/R/I. Trigger: any payment amount, capitalized-cost reduction/other initial payment, or no-payment statement. Required terms: lease status; total due by consummation/delivery as applicable; number/amount/timing of payments; security-deposit status; conditional end residual-liability warning. Terms must actually be usually/customarily available. Advertising scope is not limited simply to contractual lessors.
R015-P1-C067 Catalog/electronic and merchandise-tag alternatives have specific conditions. S005 §7(c), (e), comments 7(c)-1–2, 7(e)-1 R/I. A triggering term must clearly direct to the required table/schedule; a direct electronic link is an example. Separate flyers in one envelope are not automatically one multipage ad. A merchandise tag may refer to a prominently posted in-business sign/display containing the required table; the alternative includes multiple-item leases.
R015-P1-C068 TV/radio alternative disclosure requires core on-air terms plus the specified telephone or print route. S005 §7(f)(1)–(2), comments 7(f)(1)-1–4 R/I. On-air §§7(d)(2)(i)–(iii); toll-free number with explanation of its purpose, or identified general-circulation publication/date and required information. The regulation specifies publication beginning at least three days before and ending at least ten days after broadcast. Number available at least ten days beginning broadcast; information oral or written on request. Nonlocal toll-free/reverse-charge and early recorded-menu access conditions are explained in comments.
R015-P1-C069 The statutory radio alternative must be kept distinct from the regulation’s TV/radio wording. S001 §1667c(c)(1)–(3) S. Statute expressly includes total scheduled payments in addition to number/amount/dates; states the publication window and name/dates; requires the number by broadcast, maintained at least ten days, information to callers, and writing if requested. No advertised campaign or reconciliation of every historical regulatory modification is adjudicated here.
R015-P1-C070 A lease percentage rate is not a validated APR. S005 §§4(s), 7(b)(2), comments 4(s)-1, 7(b)(2)-1 R/I. Required notice says the percentage may not measure overall financing cost; “annual percentage rate,” “annual lease rate,” or equivalent is prohibited. Rate is outside segregated disclosures; advertising notice must be proximate, not an asterisk elsewhere, with the prescribed prominence limit.
R015-P1-C071 State consumer-lease law is preserved except to the extent of inconsistency; greater protection is not treated as inconsistent. S001 §1667e(a)–(b); S005 §9(a)–(b) S/R. A state official may seek a preemption determination. State-class exemption requires substantially similar/greater protection and adequate enforcement; no exemption extends to the listed federal civil-liability provisions. No actual state exemption or state restriction was surveyed.
R015-P1-C072 Avoided costs, mitigation, reletting, and disposition evidence may matter to a reasonableness inquiry, but are not additional enumerated federal factors in §1667b(b). S001 §1667b(b); S005 comments 2(m)-2–4, 4(q)-5 INF. They may inform anticipated/actual harm or other applicable law. This report does not establish a universal federal duty to relet, a particular disposition procedure, or an automatic avoided-cost deduction.
R015-P1-C073 Neither a lawful amount nor a complete currentness/remedy conclusion can be derived from this record. S001–S017; application holds below U. Contract, charge classification, variables, consent, termination event, value evidence, jurisdiction, state law, and complete intervening history remain unresolved. No actual liability, standing, collection, filing, or remedial outcome is decided.

The advertising exceptions are presentation-specific; they do not substitute for the disclosures required before entering a lease. State law remains a separate enforceability layer. Consumer Financial Protection Bureau+4

4. Provision-specific comparison

Event or issue Applicable federal disclosure track Separate substantive constraint or right What the provision does not establish Claims
Lessee seeks voluntary early termination §4(g)(1): conditions, amount/method; §4(g)(2) motor-vehicle warning; §§4(k), (l) if applicable §1667b(b) reasonableness; conditional appraisal right A universal right to return property and end all payments, a universal payoff, or a universal notice period C019–C023, C027–C032, C040–C043
Lessor terminates for default Both §§4(g)(1) and 4(q); may combine Same reasonableness standard; other applicable law remains relevant Acceleration, repossession, cure, sale, or deficiency authority C021–C027
Late payment without termination §4(q), with simple-interest distinctions Reasonableness for qualifying penalties/charges That every normal rent accrual is a penalty, or every disclosed late fee is enforceable C019, C021, C024–C026
Named “constant yield” method Full explanation of how balance and other terms produce total charge; written method explanation on request Reasonableness still separate The contract’s rate, time basis, credits, realized value, ancillary fees, or total lawful amount C028–C032
Ordinary end of closed-end lease Applicable ordinary end charges, purchase option, other required terms Contract/state limits; appraisal only if its actual trigger exists Zero liability for every charge, or ordinary-end residual risk identical to open-end risk C034–C044
Ordinary end of open-end lease §§4(k), (l), (m) Reasonable original residual estimate; specified presumptions, excess-collection conditions, fee provision, and damage/use qualifications That every shortfall is immediately collectible or that every end charge receives the three-payment presumption C039–C051
Early termination of a closed-end lease using realized value §§4(g), (k), (l), depending on actual method Conditional independent appraisal; §1667b(b) That “closed-end” eliminates early-termination valuation exposure C028–C044
Purchase instead of return §4(i) purchase option and price/method/timing Existence and enforceability under contract/applicable law That the purchase price equals the return charge or lease balance C035–C036
Extension or replacement §5 classification and exceptions; §4(q) extension-fee disclosure where applicable Existing substantive limits continue to matter That no new disclosure means a new fee is lawful; that every continuation is a new lease C026, C061–C065
Electronic delivery §3(a) plus E-SIGN Consent/access/retention and preserved content/timing rules That electronic signature alone proves compliant disclosure delivery C052, C059–C060

Requests, recipients, and timing must remain separate

Realized-value liability triggers appraisal right Lessee obtains; independent professional agreed by both parties Professional appraisal at lessee’s expense No specified regulatory period; lessor may require reasonable time after termination Lessor’s appraisal is not the substitute; wear-only liability differs.
Non-English disclosure; lessee requests English Lessor → lessee English disclosures available No numerical period specified in §3(a)(4) Not a substitute for the general advance-disclosure duty.
Advertising telephone alternative; consumer requests writing Lessor → caller/requesting consumer Required advertising information orally, or in writing on request Telephone available for the specified broadcast-related period The named-method “reasonable time” comment is not imported into this separate rule.
Consumer withdraws electronic consent Provider processes consumer withdrawal Prospective withdrawal under E-SIGN; paper procedures governed by required disclosures Reasonable period after receipt Does not retroactively invalidate previously provided records under the statute.
State seeks preemption determination or class exemption Authorized state official/state → Bureau Formal determination/application process No actual request or filing made here This is not a lessee-specific permission or remedy process undertaken by this report.

6. Clearly hypothetical qualitative failure branches

These are stipulated analytical situations, not invented people, contracts, vehicles, or identifiers. “Evidence needed” describes a category for an audit; no record request or search is authorized or performed.

Example Stipulated facts Statute/regulation-specific result versus unknown Evidence needed Adverse misclassification
R015-P1-E01 — Financed purchase A document called a lease requires substantially equivalent compensation and nominal-price ownership; penalty-free termination is unavailable. Credit-sale exclusion must be tested under C006. If it is a loan instead, C007 applies. Actual Regulation Z obligations remain unknown. Operative ownership, consideration, termination, and creditor terms Applying Regulation M to a credit transaction and overlooking credit-law questions
R015-P1-E02 — Short rental Initial term is month-to-month; there is no penalty requiring continuation beyond four months. Later long use alone does not satisfy the initial-term condition. Initial term and all continuation/forfeiture provisions Treating elapsed possession as the contractual initial term
R015-P1-E03 — Business purpose Primary use at consummation is stipulated to be business use. Consumer-purpose gate fails; later personal use does not retroactively establish initial coverage. Contemporaneous purpose and actual agreement category Assuming a natural-person signature proves consumer purpose
R015-P1-E04 — Threshold uncertain Contractual-obligation components or consummation year are unknown. Coverage remains unresolved; the 2026 amount cannot be applied automatically. Year, nonrefundable obligations, excluded components, prior exemption/replacement facts Using vehicle price or current threshold as a universal shortcut
R015-P1-E05 — Covered voluntary early termination Coverage is stipulated; the lessee wishes to return before scheduled expiration. §§4(g), potentially (k)/(l), and §1667b(b) matter. A right to terminate and the charge remain contract/state questions. Termination conditions, complete method, charge justification Treating return as automatic cancellation of all liability
R015-P1-E06 — Lessor default action Coverage and default-triggered early termination are stipulated. Both §4(g)(1) and §4(q) disclosures apply. Repossession, cure, acceleration, and collection authority remain unknown. Default/termination provisions and separately applicable law Treating disclosure as a grant of repossessory power
R015-P1-E07 — Named method, missing variables Disclosure says “constant yield” but omits how the resulting balance enters total charges. Naming the method does not satisfy the required full total-charge description by itself. Incorporated method and every operative variable/charge relationship Accepting a recognized name as a universal payoff formula
R015-P1-E08 — Written explanation request A consumer requests the named-method explanation at consummation; alternatively, after consummation. First branch: writing then. Second: writing within reasonable time. No fixed day count follows. Request timing and actual written response Deferring an at-consummation request or inventing a numerical deadline
R015-P1-E09 — Disclosed charge, reasonableness unknown A charge is clearly disclosed but its harm/loss/remedy basis is unknown. Disclosure compliance does not resolve §1667b(b). Evidence addressing all three statutory considerations Treating disclosure or signature as substantive approval
R015-P1-E10 — Ordinary end versus early termination A residual shortfall arises, but event classification is disputed. Ordinary-expiration presumptions cannot simply be applied to early termination; neither branch proves immediate collectibility. Original end, event/termination terms, liability basis, wear/use causation Applying a three-payment cap to every early termination
R015-P1-E11 — Residual realization unknown A charge uses realized value, but sale status and valuation basis are unknown. Permitted alternatives depend on whether disposition preceded liability determination and on contract/law. Value method, sale/offer status, tax/cost treatment Treating assigned residual, sale proceeds, and net proceeds as interchangeable
R015-P1-E12 — Extension versus renegotiation A covered lease continues after its scheduled end; whether it was satisfied/replaced is unknown. Classify under §5 before applying the six-month timing rules or exceptions. Legal replacement/continuation terms, durations, changes, exception conditions Calling every continuation a new lease, or every replacement an exempt extension
R015-P1-E13 — Electronic delivery unknown Disclosures were emailed or presented online; consent/access evidence is absent. E-SIGN compliance remains unresolved. An electronic signature alone does not establish it. Consent disclosures, affirmative consent/access confirmation, retainable record Importing the electronic-advertising exception into contract delivery
R015-P1-E14 — State restriction Federal disclosures appear complete, but applicable state law has not been read. Enforceability remains unresolved; greater state protection is not automatically displaced. Applicable jurisdiction and published state authority in a separately bounded review Treating federal disclosure compliance as preemption of all restrictions
R015-P1-E15 — Organization lessee An organization leases property for an employee’s personal use; an individual guarantees it. Organization exclusion remains; the guarantee does not make the guarantor a Regulation M lessee. Actual contracting capacity and role Treating personal use by an employee as a natural-person lease
R015-P1-E16 — Closed-end appraisal distinction A closed-end lease uses realized value for early termination; alternative branch involves only excess wear. First branch may trigger §4(l); wear-only liability does not by itself trigger it. Actual liability formula and appraisal language Denying all closed-end appraisal rights or granting them for every wear charge
R015-P1-E17 — Collection-fee distinction One fee is automatic on default; another is contingent on collection expenditure. First must be disclosed under §4(q); second fits the specified disclosure exception if its conditions hold. Neither is thereby approved for collection. Fee trigger and contractual conditions Treating a disclosure exception as substantive fee authorization
R015-P1-E18 — Normal versus increased rent A simple-interest lease continues normal rent after late payment; alternative branch increases the accrual rate. Normal accrual has the comment’s distinct treatment; above-normal additional charge requires amount/method disclosure. Normal rate, changed rate, event and accounting terms Calling every accrual a default penalty, or hiding an increased rate as ordinary rent
R015-P1-E19 — Dealer jurisdiction unresolved An actor is described commercially as a dealer; statutory dealer and assignment-practice conditions are unknown. Part 1013 versus retained part 213 jurisdiction remains unresolved. Legal role and statutory business-line predicates, without any identifier/license query here Assuming all dealer leases are outside federal Regulation M or that part 213 is obsolete

7. Granular coverage table

Status: Answered means the generic federal rule was established within the stated source bounds. Partial means the rule is established but a specified authority/version issue remains. Unresolved means an application fact or legal classification is deliberately not decided. Excluded means outside this component or unnecessary.

For fact-dependent rows, the permissible next step in this assignment is to retain the blank audit field. The table does not authorize actual-record collection. Any later contract illustration must use a public generic contract and retain unresolved binding/applicability status.

8. Read and failure log

Log item What was actually read or attempted Consequence for this report
Fresh statutory reading Complete necessary CLA operative clauses, credit-sale definition, annual-adjustment note, dealer exclusion, and E-SIGN clauses were read from official OLRC bodies. No reliance on search snippets as statutory body text.
Regulation and interpretation reading Necessary operative sections and official comments were read in CFPB’s integrated and selected standalone presentations; selected Board counterparts were also read. Statute, regulation, and interpretation remain separately labeled. Duplicate presentations are not independent review.
Preliminary/unversioned OLRC failures Specified preliminary and unversioned URLs returned failures/maintenance/access errors. Versioned official bodies were used; their displayed October 7 compilation limit remains explicit.
eCFR access failure Current part 1013 route encountered an access gate. No workaround; no claim to have read the current eCFR body through that route.
Annual-edition failure Requested 2026 part 1013 and part 213 PDFs were unavailable. The 2025 annual text is historical; the 2026 threshold comes from the actual effective final rule. Full 2026 annual-codification confirmation remains open.
PDF read bounds Selected parsed text from 2025 CFR and 2011 rules, at pages/indices listed in S008/S010. Parsed text is not pixel inspection. No complete-PDF or unseen-form claim.
Screenshot attempts Selected 2025 CFR screenshot requests produced unusable placeholders; requests for indices 21 and 23 timed out. No screenshot was counted as a successful visual read.
Appendix route failure /appendix-a/ failed; /a/ supplied commentary. Only Appendix A comments were relied upon, not unseen model-form images.
Historical HTML failures 2011 GovInfo HTML routes failed; PDFs were obtained. Historical dates and operative definitions were read from selected PDF text.
Historical parsed-text discrepancy The retrieved 2011 preamble rendering used “exceeds” in a coverage description, while operative §1013.2(e)(1) uses not exceeding. The operative clause, current agency body, and 2026 final-rule commentary control this report’s coverage statement. No pixel/errata investigation of the preamble discrepancy is claimed.
Terminology check “Actuarial” was not found in the retrieved §4 text/comments; the named-method comment expressly uses constant yield as an example. No inferred universal actuarial equation or synonym rule.
Search/discovery material Indexes, search results, and nonprimary summaries helped locate primary bodies but were not used as operative law. No FAQ, vendor calculator, private contract, or headnote foundation.
Contracts and calculations No contract was needed or read; no worked charge/deadline illustration was undertaken. No unsupported assumption set, payoff validation, APR validation, or individualized outcome.
Guidance and opinions No circular/bulletin/advisory or separately read published opinion relied upon. No withdrawal-register or later-case-history verification claimed; no docket/status inquiry.

R015-P1-C001A consumer lease requires a bailment/lease of personal property to a natural person, primarily for personal/family/household purposes, for an initial term exceeding four months, within the applicable contractual-obligation threshold.S001 §1667(1); S005 §1013.2(e)(1), comments 2(e)-1–3, 9–11S/R/I. All gates matter. A purchase option does not alone remove coverage. A product label or supplied disclosure does not establish the underlying facts.
R015-P1-C002Primary purpose is determined before or at consummation.S005 comment 2(e)-1I. Later changed use does not itself create an original Regulation M disclosure duty. Business/commercial/agricultural purpose is excluded; no actual purpose finding is made.
R015-P1-C003Personal-property classification follows the law of the property’s location when offered or made available for lease; motor-vehicle classification for the vehicle disclosures also depends on applicable law.S005 §2(l), comment 2(l)-1; comment 4(f)-1R/I. A vehicle-like object is not classified solely by its marketing name. Actual location and classification law remain unknown.
R015-P1-C004An initial four-month, three-month, month-to-month, or week-to-week term is ordinarily outside the consumer-lease definition, even if use continues beyond four months. A penalty for not continuing beyond four months changes that analysis.S005 comment 2(e)-2I. Official examples: a three-month lease continued monthly for a year remains excluded; a nominal monthly lease with deposit forfeiture for stopping before a year is treated as exceeding four months, subject to other gates.
R015-P1-C005An organization lease is excluded even if an employee uses the property personally, a natural person guarantees it, or it is later assigned to a natural person.S001 §1667(1)–(2); S005 §2(e)(2), (j), comments 2(e)-6, 2(j)-1S/R/I. Organization includes corporation, trust, estate, partnership, cooperative, association, government entity/instrumentality; commentary includes joint ventures and persons operating under a business name. Actual legal capacity remains held.
R015-P1-C006A purported lease meeting the credit-sale definition is excluded from Regulation M.S002 §1602(h); S005 §2(e)(2), comment 2(e)-4; S006 §§226.2(a)(16), 1026.2(a)(16)S/R/I. Relevant lease/bailment test combines substantially equivalent-or-greater compensation for property/services with automatic or nominal/no-extra-consideration ownership. Regulation Z’s definition excepts a lease terminable without penalty at any time by the consumer. Actual classification requires the agreement.
R015-P1-C007A financed purchase may be a loan rather than a seller credit sale; neither label makes it a consumer lease.S006 comment 2(a)(16)-2; S005 §2(e)I/INF. A seller-arranged loan payable to the financial institution is the comment’s loan example. Regulation Z coverage, APR, usury, and loan remedies are not resolved here.
R015-P1-C008Total contractual obligation is not necessarily total disclosed payments.S005 comment 2(e)-3; S009 revised comment 2(e)-3I. Includes nonrefundable amounts contractually owed to the lessor; excludes residual/purchase-option amounts and amounts collected for payment to third parties, such as taxes, licenses, and registration. No actual total has been computed.
R015-P1-C009The 2026 threshold is $73,400, for January 1–December 31, 2026.S009, comments 2(e)-11(xvii) for parts 213/1013Final rule/I. “Not exceeding” includes equality. Published transition entries include $25,000 before July 21, 2011; $50,000 July 21–December 31, 2011; $51,800 for 2012; $71,900 for 2025. These are sourced historical amounts, not present eligibility findings.
R015-P1-C010The threshold in effect at consummation controls; a lease exempt because it exceeded that threshold remains exempt despite a later annual increase.S005 comments 2(e)-9–11; S009; S002 inflation noteI/S. Annual changes take effect January 1 using the specified CPI-W mechanism and rounding. A non-increase does not reduce the operative threshold; the commentary supplies later catch-up mechanics. Extension, replacement, and a genuinely new transaction must be distinguished.
R015-P1-C011A lessee is a natural person entering or offered a consumer lease; a guarantor is not a lessee. A lessor regularly leases, offers, or arranges covered leases.S005 §2(g)–(h), comment 2(g)-1R/I. Regularity means more than five leases/offers/arrangements in the preceding calendar year or more than five in the current calendar year. Actual roles and frequency are unestablished.
R015-P1-C012Arranger status requires the defined relationship and either compensation/actual consideration or knowledge of terms plus participation in contract preparation.S005 comments 2(h)-1–2I. Mere unpaid referral without document preparation is the contrary example. Intangible increased-business benefit is not the required “other consideration.”
R015-P1-C013An assignee may be a lessor when substantially involved in the lease transaction.S005 comment 2(h)-3I. Assignment alone is not a universal lessor-status conclusion. The opinion cited within the comment was not independently read or used as a separate holding.
R015-P1-C014CFPB part 1013 excludes persons within the statutory auto-dealer exclusion, subject to its functional exceptions.S003 §5519(a)–(b), (f); S005 §1013.1(b)S/R.
R015-P1-C015Part 213 remains material for dealers excluded from CFPB authority; it is not universally obsolete.S003 §5519(c); S007; S009 jurisdiction discussion and dual amendmentsS/R/final rule. The 2026 rule amended both parts. Section 5519’s vehicle definition includes road vehicles, recreational boats/marine equipment, motorcycles, specified recreational vehicles/campers, and other vehicles titled and sold through dealers. That jurisdictional definition does not resolve every asset’s Regulation M classification.
R015-P1-C016Additional exclusions have specific conditions.S005 §2(e)(3), comments 2(e)-7–8R/I.
R015-P1-C017The official interpretation distinguishes U.S.-branch/resident transactions from specified foreign-branch transactions.S005 comment 1-1; §2(p)I. U.S. branches offering leases to residents of a defined “State,” including foreign nationals, are within the stated scope subject to the dealer exception. Specified foreign-branch transactions abroad are excluded. International, tribal, choice-of-law, and actual residence questions remain held.
R015-P1-C018The statute requires advance disclosure of termination conditions and charge amounts or methods.S001 §1667a opening and (11)S. Applies to the lessor and covered lease; identifies both lessee- and lessor-initiated termination conditions. It is a disclosure obligation, not an independent grant of every described contractual power.

R015-P1-C019Penalties or other charges for delinquency, default, or early termination may be specified only in a reasonable amount.S001 §1667b(b); S005 comment 4(q)-5S/I. Complete enumerated factors: anticipated or actual harm caused by the event; difficulties of proving loss; inconvenience or nonfeasibility of otherwise obtaining an adequate remedy. Neither actual loss alone nor disclosure alone is the entire statutory test.
R015-P1-C020Early-termination disclosure must state the conditions under which either party may terminate before the scheduled end, and the charge amount or method.S005 §4(g)(1), comments 1–2R/I. Charges must be reasonable. A full, accurate description not intended to mislead can comply even if complex. That disclosure standard does not adjudicate substantive reasonableness.
R015-P1-C021Delinquency, default, and late-payment penalties or charges require disclosure of their amount or determining method.S005 §4(q)R. Reasonableness is expressly required. Ordinary contractual payment obligations and event-related charges must first be correctly classified.
R015-P1-C022Default that is a condition for early termination engages both §4(g)(1) and §4(q).S005 comments 4(g)(1)-4, 4(q)-2I. The disclosures may be combined but need not be. A default label does not remove the early-termination disclosure requirement.
R015-P1-C023Motor-vehicle leases require the prescribed substantially similar early-termination warning.S005 §4(g)(2)R. It warns of a potentially substantial charge, timing dependence, and the likelihood of a greater charge earlier in the term. It is an advance disclosure, not an event-specific default notice or cure deadline.
R015-P1-C024Automatic collection costs or attorney fees upon default must be disclosed under §4(q); specified contingent costs need not be.S005 comment 4(q)-1I. The exception concerns costs contingent on actual collection-related expenditures or employment of an attorney to collect. It is a disclosure exception, not permission to recover any fee.
R015-P1-C025Normal additional rent in a simple-interest accounting lease is treated differently from an increased default rate.S005 comment 4(q)-3I. Normal rent accruing because payment is late, or after termination because property is not returned, is not characterized there as a late/default charge. A rate above normal requires disclosure of the additional amount or method. Lawfulness remains separate.
R015-P1-C026Certain extension charges belong in the delinquency-charge disclosure.S005 comment 4(q)-4I. Applies to extension charges exceeding rent in a simple-interest accounting lease or added separately. Section 5’s new-disclosure exceptions do not independently authorize the fee.
R015-P1-C027These disclosure provisions do not establish a universal right to cancel, accelerate, repossess, obtain cure, or collect a particular payoff.S001 §§1667a(11), 1667b(b), 1667e; S005 §§4(g), 4(q), 9INF from the provisions’ function. Contractual entitlement, conditions precedent, other federal law, and state enforceability require separate authority and facts. No actual rights determination is made.

R015-P1-C028A generally accepted method may be named for the unamortized-cost/adjusted-lease-balance portion of the early-termination calculation.S005 comment 4(g)(1)-2I. “Constant yield” is the official example. The lessor must still specify how that figure and every other term or figure are used in the total charge. Naming it does not supply the entire contract formula.
R015-P1-C029Using that named-method option creates a duty to provide its written explanation on the consumer’s request.S005 comment 4(g)(1)-2I. Lessor is the responding actor; consumer is the requester/recipient. The explanation may instead be supplied routinely in the lease or a separate document. The comment does not require the request itself to be written.
R015-P1-C030A request at consummation requires the written explanation then; a later request requires it within a reasonable time after the request.S005 comment 4(g)(1)-3I. An address or telephone number may be supplied for requests, but does not postpone the at-consummation duty. No fixed number of days is supplied.
R015-P1-C031A named method alone does not establish its inputs, timing conventions, credits, valuation choice, ancillary charges, or resulting lawful amount.S005 comments 4(g)(1)-2–3INF/U. No contract method or equation was adopted here. “Actuarial” was not found in the retrieved §4 text/comments; no universal equivalence between actuarial and constant-yield terminology is asserted.
R015-P1-C032When liability is based on unamortized cost minus realized value, the method for that difference must be disclosed. Scheduled-payment disclosures are not a universal early-termination payoff formula.S005 comment 4(g)(1)-5; §4(f)I/INF. The subtraction is conditional on the actual lease method. Other charge components and legal limits remain separate. No numerical illustration is supplied.
R015-P1-C033A requested gross-capitalized-cost itemization must be supplied before consummation.S005 §4(f)(1), comment 4(f)(1)-2R/I. Itemize by type and amount; provide with the other required disclosures, outside the segregated disclosures. Routine provision removes the need to state the option to request it. This is a different request from a named-method explanation.
R015-P1-C034Ordinary anticipated end-of-term charges have a distinct disclosure location.S005 §4(d), comments 4(d)-1–3R/I. Examples include disposition/pickup charges. Early-termination, default, deferment, and extension charges are not collapsed into this category. Residual-value liability is separately addressed in §4(k).
R015-P1-C035A purchase option is separately disclosed and is not interchangeable with return/termination liability.S005 §4(i), comments 4(i)-1–4R/I.
R015-P1-C036Adjusted capitalized cost, residual value, and adjusted lease balance are different concepts.S005 §2(f), (n); §4(f); comment 4(g)(1)-2R/I. Adjusted capitalized cost is gross capitalized cost less capitalized-cost reduction, used for base payments. Residual is the end value estimated/assigned at consummation for that calculation. Adjusted lease balance is the unamortized-cost component addressed by the termination method.
R015-P1-C037Realized value has defined alternatives, constrained by contract and applicable law.S005 §2(m), comments 2(m)-1–2R/I. Sold before liability determination: sale price or fair market value. Unsold then: highest offer or fair market value. Retail or wholesale valuation may be relevant. The realized amount itself is not a required advance disclosure; the applicable method/liability disclosures remain required.
R015-P1-C038Disposition costs are not deducted in determining realized value; tax amounts may be.S005 comments 2(m)-3–4I. Withdrawn offers and offers from an unwilling/unable performer may be disregarded when finding the highest offer. This does not independently establish a right to a separate disposition fee.
R015-P1-C039Open-end and closed-end describe ordinary end-of-term residual-value exposure.S005 §2(d), (i), comment 2(d)-1R/I. Open-end liability is based on residual minus realized value at the end. Closed-end means other than open-end. “Walk-away” does not establish zero mileage, wear, default, disposition, or early-termination charges.
R015-P1-C040Residual-versus-realized liability, if any, must be disclosed for early termination or ordinary end.S005 §4(k); S001 §1667a(4)–(5)R/S. The phrase “if any” matters. This provision does not create the liability or establish that a shortfall is immediately collectible.

R015-P1-C041A residual-value provision at termination carries the statutory independent-appraisal right; Regulation M requires its disclosure when liability at early termination or end depends on realized value.S001 §1667b(c); S005 §4(l)S/R. Lessee pays; professional independent third party must be agreed to by both parties; appraisal is final and binding. The regulation describes the value realizable at sale.
R015-P1-C042The lessor’s own appraisal does not substitute for disclosure of the lessee’s independent-appraisal right.S005 comments 4(l)-2–3I. Disclose whether wholesale or retail appraisal value is used. Binding valuation does not, by itself, resolve every separate contractual or legal challenge to the total charge.
R015-P1-C043Regulation M gives no fixed period for exercising the appraisal right.S005 comment 4(l)-4I. A lessor may require appraisal within a reasonable time after termination. No actual period’s reasonableness or deadline is decided.
R015-P1-C044Wear/use liability alone does not trigger the independent-appraisal disclosure; a closed-end lease may nevertheless need it for an early realized-value calculation.S005 comment 4(l)-1; Appendix A comment 3I. The official wear example compares damaged condition with reasonably maintained condition. The Appendix A comment identifies the closed-end model’s early-termination appraisal context; the image itself was not inspected.
R015-P1-C045When expiration liability is based on estimated residual value, the estimate must reasonably approximate anticipated actual fair market value at expiration.S001 §1667b(a), first sentenceS. This is an ordinary-expiration residual-liability rule, not an invented valuation of any vehicle.
R015-P1-C046The statute creates rebuttable presumptions of unreasonableness and lack of good faith for the specified excess residual estimate.S001 §1667b(a); S005 §4(m)(2)S/R. Statutory benchmark: more than three times the average payment allocable to a month. Regulatory disclosure: more than three base monthly payments, or the stated average for nonmonthly payments. It is not a universal early-termination cap.
R015-P1-C047Collection of the specified excess residual liability is subject to the statutory successful-action requirement and attorney-fee provision.S001 §1667b(a); S005 §4(m)(2), comment 4(m)-2S/R/I. The interpretation says the lessor pays the lessee’s reasonable attorney fees in all actions under this residual-liability provision, successful or not. No actual standing, filing, award, or remedy conclusion follows.
R015-P1-C048The residual presumptions do not apply to the extent the excess is caused by physical damage beyond reasonable wear/use or excessive use.S001 §1667b(a); S005 §4(m)(2)S/R. Contractual wear/use standards must not be unreasonable. The causation and “to the extent” qualifications prevent treating every shortfall as either exempt or presumptively unlawful.
R015-P1-C049A willing lessee and lessor may make a mutually agreeable final adjustment of excess residual liability after termination.S001 §1667b(a), final sentence; S005 §4(m)(3)S/R. This is not approval of an advance waiver, compelled settlement, or actual agreement.
R015-P1-C050The §4(m)(2) limitation disclosure does not apply to early termination or the alternative minimum term; its presumption does not govern every end charge.S005 comments 4(m)(2)-1–3I. Listed other charges include disposition, excess mileage, late/default charges, and certain simple-interest unamortized balances caused by untimely payments. Their exclusion from this presumption does not make them automatically lawful.
R015-P1-C051Open-end leases require the specified rent-and-other-charges disclosure; nonvehicle open-end leases retain a statutory end-liability cross-reference.S005 §4(m)(1), comment 4(m)(1)-1; §4(t); S001 §1667a(10)R/I/S. Required acquisition/disposition/assignment charges may be included; nonrequired third-party services such as voluntary insurance are excluded from this particular financing-cost disclosure. Other asset-financing analysis remains held.

R015-P1-C053The mandatory segregated group is exact, not every lease term.S005 §3(a)(2)R. §§4(b)–(f), (g)(2), (h)(3), (i)(1), (j), and (m)(1); only directly related/permitted information; headings/content/format substantially similar to the applicable model. Detailed §4(g)(1) and §4(q) terms are not in that enumerated group.
R015-P1-C054One lessor may disclose on behalf of multiple lessors, and delivery may be to any primarily liable lessee.S005 §3(c); comments 3(a)(1)-4–5, 3(c)-1R/I. Identify all lessors/lessees and provide all required transaction disclosures. Regulation M does not itself require the lessee’s signature on the disclosure statement.
R015-P1-C055Non-English disclosures are permitted if English is available on the lessee’s request; additional information must not obscure required disclosures.S005 §3(a)(4), (b)R. No fixed post-request day count is supplied here. Nonsegregated state disclosures may be included consistently with these standards.
R015-P1-C056Proper use of an applicable model form can satisfy corresponding disclosure requirements.S001 §1667f(b)(4); S005 Appendix A comments 1–4S/I. This is bounded disclosure protection, not approval of every contract term or amount. No unseen form layout is certified.
R015-P1-C057Estimates require reasonable efforts, best reasonably available information, appropriate identification, and no evasion.S005 §3(d), comments 1–5R/I. Open-end residual estimates must be reasonable; accepted trade publications or better experience-based information may be used. Retail/wholesale choice must fit the lessor’s general practice and be identified. No actual valuation source was queried.
R015-P1-C058A subsequent event making an originally accurate disclosure inaccurate does not itself violate Regulation M.S005 §3(e), comments 1–3R/I. New disclosures may still be required by §5. Commentary about necessary/proper protective action after nonperformance is not an independent repossession or security-right grant.
R015-P1-C059Electronic lease disclosures are subject to E-SIGN consumer-consent and other applicable requirements.S005 §3(a); S004 §7001(c)(1)R/S. Affirmative unwithdrawn consent; advance disclosure of paper option, withdrawal procedures/consequences/fees, consent scope, contact-update procedure, and paper-copy procedure/fee; hardware/software information; electronic consent/confirmation reasonably demonstrating access. Material system changes risking access require revised information, renewed access confirmation, and the specified fee-free withdrawal protection.
R015-P1-C060E-SIGN does not erase substantive content/timing duties or every paper/retention protection.S004 §7001(b), (c)(2)–(6), (d)–(f); S005 §3(a)S/R.
R015-P1-C061A covered lease satisfied and replaced by a new lease with the same consumer is a renegotiation requiring new disclosures unless §5(d) applies.S005 §5(a); comment 5-1; comment 5(a)-1R/I. State/other law determines satisfaction and replacement. Section 5 applies only to existing covered leases; it does not turn an originally short rental into coverage merely through continuation. A genuinely new transaction still requires its own classification. Disclosures must reflect the renegotiated legal obligation.
R015-P1-C062An agreed continuation beyond the original end is an extension unless it is a renegotiation; extensions exceeding six months ordinarily require new disclosures.S005 §5(b), comments 5(b)-1–3R/I. Fixed term over six months: when agreed. Monthly continuation: start of seventh month and each seventh month thereafter. Varying terms: start of the term crossing six months beyond the original end. Disclose the extension period, upfront costs, and monthly nature where applicable.
R015-P1-C063Section 5(d) contains six specified new-disclosure exceptions.S005 §5(d)(1)–(6)R.
R015-P1-C064Assumption by another person does not require new Regulation M disclosures, with or without an assumption fee.S005 §5(c)R. Does not determine release of the original lessee, assignment validity, or fee lawfulness.
R015-P1-C065Disclosures follow the full legal obligation, not an optional minimum period alone.S005 comment 3(a)-1I. Official example: a three-year lease permitting penalty-free termination after one year is disclosed over three years; the minimum matters to the early-termination provisions. No universal minimum term or cancellation entitlement is inferred.

R015-P1-C066Specified advertised payment terms trigger additional clear/conspicuous disclosures.S001 §1667c(a); S005 §7(a), (b), (d), comments 7(a), 7(d)S/R/I.
R015-P1-C067Catalog/electronic and merchandise-tag alternatives have specific conditions.S005 §7(c), (e), comments 7(c)-1–2, 7(e)-1R/I. A triggering term must clearly direct to the required table/schedule; a direct electronic link is an example. Separate flyers in one envelope are not automatically one multipage ad. A merchandise tag may refer to a prominently posted in-business sign/display containing the required table; the alternative includes multiple-item leases.
R015-P1-C068TV/radio alternative disclosure requires core on-air terms plus the specified telephone or print route.S005 §7(f)(1)–(2), comments 7(f)(1)-1–4R/I.
R015-P1-C069The statutory radio alternative must be kept distinct from the regulation’s TV/radio wording.S001 §1667c(c)(1)–(3)S.
R015-P1-C070A lease percentage rate is not a validated APR.S005 §§4(s), 7(b)(2), comments 4(s)-1, 7(b)(2)-1R/I. Required notice says the percentage may not measure overall financing cost; “annual percentage rate,” “annual lease rate,” or equivalent is prohibited. Rate is outside segregated disclosures; advertising notice must be proximate, not an asterisk elsewhere, with the prescribed prominence limit.
R015-P1-C071State consumer-lease law is preserved except to the extent of inconsistency; greater protection is not treated as inconsistent.S001 §1667e(a)–(b); S005 §9(a)–(b)S/R. A state official may seek a preemption determination. State-class exemption requires substantially similar/greater protection and adequate enforcement; no exemption extends to the listed federal civil-liability provisions. No actual state exemption or state restriction was surveyed.
R015-P1-C072Avoided costs, mitigation, reletting, and disposition evidence may matter to a reasonableness inquiry, but are not additional enumerated federal factors in §1667b(b).S001 §1667b(b); S005 comments 2(m)-2–4, 4(q)-5INF. They may inform anticipated/actual harm or other applicable law. This report does not establish a universal federal duty to relet, a particular disposition procedure, or an automatic avoided-cost deduction.
R015-P1-C073Neither a lawful amount nor a complete currentness/remedy conclusion can be derived from this record.S001–S017; application holds belowU. Contract, charge classification, variables, consent, termination event, value evidence, jurisdiction, state law, and complete intervening history remain unresolved. No actual liability, standing, collection, filing, or remedial outcome is decided.

ExampleStipulated factsStatute/regulation-specific result versus unknownEvidence neededAdverse misclassification
R015-P1-E01 — Financed purchaseA document called a lease requires substantially equivalent compensation and nominal-price ownership; penalty-free termination is unavailable.Credit-sale exclusion must be tested under C006. If it is a loan instead, C007 applies. Actual Regulation Z obligations remain unknown.Operative ownership, consideration, termination, and creditor termsApplying Regulation M to a credit transaction and overlooking credit-law questions
R015-P1-E02 — Short rentalInitial term is month-to-month; there is no penalty requiring continuation beyond four months.Later long use alone does not satisfy the initial-term condition.Initial term and all continuation/forfeiture provisionsTreating elapsed possession as the contractual initial term
R015-P1-E03 — Business purposePrimary use at consummation is stipulated to be business use.Consumer-purpose gate fails; later personal use does not retroactively establish initial coverage.Contemporaneous purpose and actual agreement categoryAssuming a natural-person signature proves consumer purpose
R015-P1-E04 — Threshold uncertainContractual-obligation components or consummation year are unknown.Coverage remains unresolved; the 2026 amount cannot be applied automatically.Year, nonrefundable obligations, excluded components, prior exemption/replacement factsUsing vehicle price or current threshold as a universal shortcut
R015-P1-E05 — Covered voluntary early terminationCoverage is stipulated; the lessee wishes to return before scheduled expiration.§§4(g), potentially (k)/(l), and §1667b(b) matter. A right to terminate and the charge remain contract/state questions.Termination conditions, complete method, charge justificationTreating return as automatic cancellation of all liability
R015-P1-E06 — Lessor default actionCoverage and default-triggered early termination are stipulated. Both §4(g)(1) and §4(q) disclosures apply. Repossession, cure, acceleration, and collection authority remain unknown.Default/termination provisions and separately applicable lawTreating disclosure as a grant of repossessory power
R015-P1-E07 — Named method, missing variablesDisclosure says “constant yield” but omits how the resulting balance enters total charges.Naming the method does not satisfy the required full total-charge description by itself.Incorporated method and every operative variable/charge relationshipAccepting a recognized name as a universal payoff formula
R015-P1-E08 — Written explanation requestA consumer requests the named-method explanation at consummation; alternatively, after consummation.First branch: writing then. Second: writing within reasonable time. No fixed day count follows.Request timing and actual written responseDeferring an at-consummation request or inventing a numerical deadline
R015-P1-E09 — Disclosed charge, reasonableness unknownA charge is clearly disclosed but its harm/loss/remedy basis is unknown.Disclosure compliance does not resolve §1667b(b).Evidence addressing all three statutory considerationsTreating disclosure or signature as substantive approval
R015-P1-E10 — Ordinary end versus early terminationA residual shortfall arises, but event classification is disputed.Ordinary-expiration presumptions cannot simply be applied to early termination; neither branch proves immediate collectibility.Original end, event/termination terms, liability basis, wear/use causationApplying a three-payment cap to every early termination
R015-P1-E11 — Residual realization unknownA charge uses realized value, but sale status and valuation basis are unknown.Permitted alternatives depend on whether disposition preceded liability determination and on contract/law.Value method, sale/offer status, tax/cost treatmentTreating assigned residual, sale proceeds, and net proceeds as interchangeable
R015-P1-E12 — Extension versus renegotiationA covered lease continues after its scheduled end; whether it was satisfied/replaced is unknown.Classify under §5 before applying the six-month timing rules or exceptions.Legal replacement/continuation terms, durations, changes, exception conditionsCalling every continuation a new lease, or every replacement an exempt extension
R015-P1-E13 — Electronic delivery unknownDisclosures were emailed or presented online; consent/access evidence is absent.E-SIGN compliance remains unresolved. An electronic signature alone does not establish it.Consent disclosures, affirmative consent/access confirmation, retainable recordImporting the electronic-advertising exception into contract delivery
R015-P1-E14 — State restrictionFederal disclosures appear complete, but applicable state law has not been read.Enforceability remains unresolved; greater state protection is not automatically displaced.Applicable jurisdiction and published state authority in a separately bounded reviewTreating federal disclosure compliance as preemption of all restrictions
R015-P1-E15 — Organization lesseeAn organization leases property for an employee’s personal use; an individual guarantees it.Organization exclusion remains; the guarantee does not make the guarantor a Regulation M lessee.Actual contracting capacity and roleTreating personal use by an employee as a natural-person lease
R015-P1-E16 — Closed-end appraisal distinctionA closed-end lease uses realized value for early termination; alternative branch involves only excess wear.First branch may trigger §4(l); wear-only liability does not by itself trigger it.Actual liability formula and appraisal languageDenying all closed-end appraisal rights or granting them for every wear charge
R015-P1-E17 — Collection-fee distinctionOne fee is automatic on default; another is contingent on collection expenditure.First must be disclosed under §4(q); second fits the specified disclosure exception if its conditions hold. Neither is thereby approved for collection.Fee trigger and contractual conditionsTreating a disclosure exception as substantive fee authorization
R015-P1-E18 — Normal versus increased rentA simple-interest lease continues normal rent after late payment; alternative branch increases the accrual rate.Normal accrual has the comment’s distinct treatment; above-normal additional charge requires amount/method disclosure.Normal rate, changed rate, event and accounting termsCalling every accrual a default penalty, or hiding an increased rate as ordinary rent
R015-P1-E19 — Dealer jurisdiction unresolvedAn actor is described commercially as a dealer; statutory dealer and assignment-practice conditions are unknown.Part 1013 versus retained part 213 jurisdiction remains unresolved.Legal role and statutory business-line predicates, without any identifier/license query hereAssuming all dealer leases are outside federal Regulation M or that part 213 is obsolete

Preliminary/unversioned OLRC failuresSpecified preliminary and unversioned URLs returned failures/maintenance/access errors.Versioned official bodies were used; their displayed October 7 compilation limit remains explicit.
eCFR access failureCurrent part 1013 route encountered an access gate.No workaround; no claim to have read the current eCFR body through that route.
Annual-edition failureRequested 2026 part 1013 and part 213 PDFs were unavailable. The 2025 annual text is historical; the 2026 threshold comes from the actual effective final rule. Full 2026 annual-codification confirmation remains open.
PDF read boundsSelected parsed text from 2025 CFR and 2011 rules, at pages/indices listed in S008/S010.Parsed text is not pixel inspection. No complete-PDF or unseen-form claim.
Screenshot attemptsSelected 2025 CFR screenshot requests produced unusable placeholders; requests for indices 21 and 23 timed out.No screenshot was counted as a successful visual read.
Appendix route failure/appendix-a/ failed; /a/ supplied commentary.Only Appendix A comments were relied upon, not unseen model-form images.
Historical HTML failures2011 GovInfo HTML routes failed; PDFs were obtained.Historical dates and operative definitions were read from selected PDF text.
Historical parsed-text discrepancyThe retrieved 2011 preamble rendering used “exceeds” in a coverage description, while operative §1013.2(e)(1) uses not exceeding. The operative clause, current agency body, and 2026 final-rule commentary control this report’s coverage statement. No pixel/errata investigation of the preamble discrepancy is claimed.
Terminology check“Actuarial” was not found in the retrieved §4 text/comments; the named-method comment expressly uses constant yield as an example. No inferred universal actuarial equation or synonym rule.
Search/discovery materialIndexes, search results, and nonprimary summaries helped locate primary bodies but were not used as operative law.No FAQ, vendor calculator, private contract, or headnote foundation.
Contracts and calculationsNo contract was needed or read; no worked charge/deadline illustration was undertaken. No unsupported assumption set, payoff validation, APR validation, or individualized outcome.
Guidance and opinionsNo circular/bulletin/advisory or separately read published opinion relied upon.No withdrawal-register or later-case-history verification claimed; no docket/status inquiry.

Corrections, review and scope

Read the evidence with its boundaries. These are saved research components, including revisions. A scoped coordinator review checks selected evidence; it does not certify every claim, a complete jurisdiction, current law or individual applicability. Dates and access limits remain attached to the records.

How to read the research →

No currently queued material correction is mapped to this component. This does not remove its currentness, access, jurisdiction or application limits.
