SettleADebt R012 PASS-02 — Bounded source, pinpoint, and attribution correction
The original pinpoint and attribution are withdrawn. The relevant 1977 material is the seller-card paragraph on printed page 19488, together with footnote 3, not footnote 2. The original statement that the 1977 notice itself expressly states the complete seller/non-seller contrast must also be replaced. The supported distinction is a conditional interpretation traced through the regulatory definitions and the seller-credit explanation, with the remaining interpretive tension identified below. ecfr.gov+2
There is an important evidentiary qualification: I freshly read the relevant primary-source text, but I did not obtain usable PDF image pixels in this pass. The 1977 extraction contains the seller-card paragraph, the procedural content of footnote 2, and the clarification identified by the coordinator as footnote 3. Its footnote glyphs and columns are imperfectly extracted. The precise visual identification of n.3 therefore remains attributed to the coordinator-supplied visual observation, supported by my fresh reading of the corresponding extracted content. I do not claim an independent visual confirmation.
Actual check: October 27, 2026, America/Los_Angeles, PDT, UTC−07:00. Clock observations during this check were 16:15:24 and 16:19:53. The eCFR page displayed currency through October 23, 2026. Access on October 27 does not eliminate that displayed currency boundary. ecfr.gov
This is an additive correction. The raw PASS-01 answer remains immutable. The supplied capture information is provenance supplied by the user; I did not retrieve the saved answer, access the linked conversation, inspect coordinator files, or claim a new whole-answer review. This self-check is not independent review, and this response grants no component, parent, operations, or publication acceptance.

Card financing requires a transaction- and route-specific analysis. Read §433.1(c), (d), (e), (h), (i), §433.2 and §433.3 with the 1977 seller-card paragraph and n.3. The distinction between qualifying seller-financed credit and non-seller issuer-capacity financing is a synthesis of these sources; the 1977 notice does not itself expressly state the complete contrast. |

Card-exclusion shorthand in the 1976 staff guidance and the 2019 confirmation must be read through corrected C025’s source chain. This supports a conditional interpretation, with interpretive tension expressly retained. The original 1977 n.2 pinpoint and express-complete-contrast attribution are withdrawn. |

What survives, and what does not
The conditional distinction survives as C013, with its sources and limits attached. What does not survive is the proposition that one 1977 footnote expressly supplied the complete contrast.
The 2019 explanation also remains part of the analysis. Its later date does not justify silently deleting its wording, and its confirmation of unchanged regulatory text does not justify treating it as an express adjudication of the historical seller-card issue. C014 preserves that limitation instead of claiming complete reconciliation. govinfo.gov

| R012-P2-F001 — Seller financing |
A seller itself extends qualifying consumer credit through an instrument satisfying the financed-sale route; use of a card is stipulated; no applicable §433.3 exemption is stipulated. |
Under C003–C005/C013, evaluate that stipulated route. The card label alone does not defeat the route. No underlying claim, violation, remedy, or actual eligibility is established. |
Terms establishing the stipulated instrument, roles, purpose and route. No such actual evidence was obtained here. |
Excluding the arrangement solely because a card is involved, or citing the wrong historical footnote as decisive. |
| R012-P2-F002 — Non-seller issuer capacity |
A non-seller supplies financing in its credit-card-issuer capacity for the particular transaction. No seller-originated financed sale is stipulated. |
Apply C001 to that capacity and C013 to the route analysis. Do not use this branch to determine every right arising under other laws or all possible contractual structures. |
Evidence of legal issuer function and the debt’s originating structure; those matters are not inferred from branding. |
Treating retail branding or participation in a retail purchase as proof of seller financing. |
| R012-P2-F003 — Branding only |
The only stipulated information is retailer branding; issuer, initial payee, purpose and financing route are unknown. |
Unknown under C015. Revised W11 remains blank. Neither covered nor excluded is established. |

| R012-P2-F004 — Pinpoint and attribution failure |
A research statement cites 1977 n.2 for a complete express comparison and treats a screenshot placeholder as inspected pixels. |
Correct the statement through C006–C008/C013–C017. The 2019 n.2 remains a separate, valid reference under C010. |
Usable official-page pixels would be needed for a fresh visual confirmation of the 1977 numeral; substantive extracted text has already been read. |
Preserving a false citation because a broader conclusion might survive, overstating visual access, or indiscriminately changing the 2019 footnote. |

Further work must be separately bounded to the unresolved issue; none is undertaken here. |
6. Read/failure log and self-check
Read/failure log

Source or operation |
Actual result and consequence |
| R012-P2-L001 |
Initial combined retrieval |
The combined return was output-truncated. It is not credited as a complete body read. Subsequent targeted opens supplied the relevant text. Output truncation is not treated as absence of the legal source. |
| R012-P2-L002 |
S002, 1977 extract |
Fresh OCR/parsed text was obtained. It interleaves columns and imperfectly renders footnote markers. Screenshot requests for indices 1 and 3, including a repeat of index 1, returned only textual image placeholders; examination of the returned content showed no usable image block. No P2 pixels were inspected. The coordinator’s n.3 identification remains separately attributed. |
| R012-P2-L003 |
S001, operative regulation |
Complete relevant HTML body read, including all §433.3 definitions and both §433.2 notices. Displayed currency and legal-edition qualifications recorded. |
| R012-P2-L004 |
S003, staff guidance |
Selected cover/preface and complete printed p.10 section read as parsed text. No full-package or visual-read claim. The staff-status qualification was taken from the body, not a search snippet. |
| R012-P2-L005 |
S004, 2019 confirmation |
Relevant first-page body and footnotes read as parsed text, including n.2 and the action’s stated dates and retention decision. No complete five-page reread or image inspection claimed. |
| R012-P2-L006 |
S005, September 1977 modification |
Relevant header/explanation and complete adopted modifications read as parsed text. The separately labeled dissent was distinguished from the adopted text. No new claim concerning the full dissent or subsequent history. |
| R012-P2-L007 |
S006, publisher resource page |
Links and dated entries inspected for bounded publisher status. Its summary was not substituted for the operative documents. |
| R012-P2-L008 |
S007, full April 1977 daily issue |
Not opened or downloaded in this pass. Page count, index mapping and visual observation remain supplied coordinator evidence. |
| R012-P2-L009 |
Other original source gaps |
The unresolved 1976 enforcement-policy body, 1988 review, and court-opinion/later-history matters were not reopened. Their prior gaps remain; no new access failure, successful read, or later-history result is invented. |
Self-check — not independent review
| Check |
Recorded result |
| Were the required current regulatory clauses actually read? |
Yes, within S001’s stated version boundary. |
| Was the source error corrected even though a conditional distinction survives? |
Yes. Both the pinpoint and the overstated attribution are withdrawn. |
| Are the two documents’ footnote numbers distinguished? |
Yes. The corrected 1977 card reference is n.3 with the stated visual-provenance limit; the 2019 card reference remains n.2. |
| Are regulation, Commission explanation, staff guidance and inference separated? |
Yes, in the source and claim registers. |
| Are parsed text and pixels distinguished? |
Yes. No usable P2 PDF pixels were obtained. |
| Are the named dependent passages addressed? |
Yes, through D001–D023; this is not a fresh whole-saved-answer audit. |
| Was a new judicial holding, incorporation theory, recovery amount or eligibility result supplied? |
No. Those dimensions were not adjudicated or expanded. |
| Were prohibited records, identifiers, contacts or other environments used? |
No such investigation was performed. Work stayed with the available public-source web tools. No other chat, subagent, browser-control, coordinator-file, hash/import, or unseen UI-model-provenance claim is made. |
| Is this independent review or acceptance? |
No. It is the original researcher’s bounded correction and self-check. |
7. Remaining questions and preserved parent holds
The following questions remain open after the correction:
- Source inspection: a fresh usable-pixel inspection of the 1977 footnote numeral was not completed. The coordinator’s reported visual observation remains identified as supplied evidence.
- Interpretation: this pass does not establish that every later Commission statement, judicial interpretation, or product-specific application reconciles the historical card language in the same way.
- Historical authority: the unresolved 1976 enforcement-policy body and 1988 review remain unresolved. Existing opinion-access and later-history gaps are not closed.
- Application: actual issuer, issuer capacity, initial payee, seller-originated debt, purpose, contract, arrangement and other necessary facts remain unknown.
All other A012 holds remain in place: actual product and transaction structure; consumer purpose; retail transaction; seller-lender arrangement; credit contract; notice and assent; payments and amounts paid; underlying claim or defense; assignment and holder capacity; and applicable state facts.
The broader dimensions also remain held: complete BNPL and product-specific Regulation Z classification; disclosures; APR; usury; default and late fees; returns and refunds; error resolution; credit reporting; collections; settlement; limitations; remedies; litigation; tax; insolvency; state, local, tribal, international and country law; and all other A012 dimensions. No actual defense, recovery, award, deadline, standing, filing, class-action, liability or eligibility determination is made.
No CFPB circular, bulletin or advisory was used for this correction, so no new CFPB-guidance status conclusion is supplied. No numerical award or calendar model was needed.
Disposition: bounded correction delivered; source and application qualifications preserved. No component, parent, operations, or publication acceptance.
