Who pays whom?

Is a provider’s registration fee a charge you owe?

A business may pay a regulator for registration. That does not make the registration amount a consumer fee or permission to charge it to you.

Registration charge

Paid by a provider to a regulator.

Consumer service fee

Paid by a customer under the applicable service agreement and rules.

Do not assume

A registration charge is automatically passed on to the customer.

Who pays whom?

A provider registration charge is paid to a regulator so the business can meet a registration requirement. A consumer service fee is charged to a customer for work under an agreement. Those are different transactions.

A regulator’s registration amount does not, by itself, authorize an equivalent charge to you. Ask what your fee buys and which consumer-fee rule applies.

DATA & WORKED EXAMPLE

Provider registration charges are not consumer fees

The saved posted-fee table shows $1,500 counseling and $5,000 settlement/both for each initial or renewal category. These are provider-to-regulator charges, while a historical rule says $1,000.

What to keep attached

  • Research observed these operational materials in October 2026; no fee schedule was freshly checked for this asset.
  • No dated instrument establishing the $1,500/$5,000 figures or exact effective-date chain was recovered. The old $1,000 rule is historical, not automatically controlling.
  • These amounts establish neither a consumer pass-through entitlement nor any provider registration or authorization.
